He chairs the Indiana Commission to Combat Drug Abuse. The Advisory Council is charged with conducting state level reviews of local corrections programs, county jails and probation services, and the processes used by the Department of Correction and the Division of Mental Health and Addiction in awarding grants. The goal of the JRAC is to develop incarceration alternatives and recidivism reduction programs at the county and community level. This session will provide an update of their 2017 Annual report.

4 95% of all emergencies are handled with local resources but when disaster strikes, local resources can become overwhelmed. In the event of a disaster that affects multiple counties and jurisdictions, coordinating an effective emergency response will be both critically important and incredibly difficult. It will be necessary for multiple agencies, departments and governmental entities to put forth a coordinated effort to save lives and meet the immediate needs of their communities. State and Local agencies working together on planning, training and exercising is essential. Attend this session to gain insight on planning and managing an emergency and the declaration process to successfully bring recovery dollars back to Indiana following a disaster. 3. Deena Dodd, Network Development Officer, Indiana Rural Health Association Moderator, Ken Paust, Wayne County Commissioner Millions of addicts are struggling with addiction. There are overdoses and subsequent deaths, along with a plethora of health-related risks. Needle Exchange Programs are in many

5 communities across the country, and it s important to understand just what they entail. Participants will leave with a better understanding of NEPs. 6. Cyber Security Challenges Facing Smart Counties Rook Security Founder and CEO J.J.
