2 page 2 A community benefit fund for the Community to provide solutions-based activities for *Homelessness Peoples, Families & the Township of Mount Isa, Queensland, Australia. A new park does not make a stronger community, but a community s choice to build that new park together, does unknown * The following definition relates to the term Homelessness in this document. The 2001 and 2006 Census collections enumerated people are defined as primary and secondary homeless. Primary homeless includes all people without conventional accommodation, such as people living on the streets, in deserted buildings, improvised dwellings, in parks, etc. Secondary homeless includes people who move frequently from one form of temporary shelter to another. Tertiary homeless are people who live in boarding houses on a medium to long-term basis (13 weeks or longer). Australian Census Analytic Program: Counting the Homeless, 2006
3 page 3 Introduction. Sheltering the Isa Community -Community Benefit Fund- is an exciting outcome from the Sheltering the Isa Homelessness action plan. The action plan is a State Government and Not For Profit Sector innovative process, to integrate services and enlist additional sectors to come together to reduce homelessness in Mount Isa. A vital component to this initiative is the goodwill and cooperation of other sectors in the Mount Isa community and other centre s in Australia. Sectors have included, but not limited to, philanthropic, business, industry and research. This benefit fund will gather people together towards reducing homelessness in the city of Mount Isa. How we got here. Homelessness Community Action Plans are being implemented in seven homelessness hot spots throughout Queensland, including Mount Isa. The development and implementation of the plans is a three year initiative ( funded through the Commonwealths Government s National Partnership Agreement on homelessness and delivered in Partnership by the Department of Communities, Disability Services and Child Protection and the Queensland Council of Social Service (known as the Action Plan Team ). During October 2010, the Sheltering the Isa Homelessness Action Plan Team commenced stakeholder consultations with Government, Non Government and not for profit sectors in the City of Mount Isa. Consultations continued up to December A final Community Action Plan was submitted to Government by the Action Plan Team, on the behalf of the Homelessness Implementation working groups in December The Sheltering the Isa Homelessness Community Action Plan identified 24 actions in this initial consultation period, to commence a strategic and coordinated approach to maximise service delivery and resources to reduce homelessness agencies signed up for this Action Plan at December 2011, this number has now increased to include the business-industry-philanthropic and research sectors in Mount Isa, Brisbane and Sydney.

5 page 5 Governance Board. This proposed Board will determine the Terms of Reference, including not limited to; i. Priority setting, including timelines ii. Deliberation of funding applications iii. Fundraising initiatives iv. Community Benefit Fund advocacy The operational functioning of the Sheltering the Isa Homelessness Action plan has created working Consortiums around the following population groups and/or circumstances continuing risks of Homelessness. Consortium Membership consists of 3-6 partner agencies, from across sectors in Mount Isa, Brisbane, and Sydney. Domestic & Family Violence Disabilities & Mental Health Aboriginal & Torres Strait Islanders Hospital exits Correctional Centre exits Social Housing Young People Men s Roles Consortiums providing capacity building to this work, Research Community Awareness Workforce development Consortium member agencies will collaborate on joint innovational projects, and submit applications, from respective Consortium targets to the Governance Board for deliberation. Applications must clearly state innovation and interagency collaboration to reduce homelessness in Mount Isa. What s in it for you? 6 page 6 Sheltering the Isa Community Fund Collaborators Queensland Community Foundation and the Queensland Public Trustee will administrate this fund and provide advice and guidance to the Governance Board. Queensland Community Foundation (QCF) is a leading state and national charitable trust fund providing a sustainable income and a source of grants for nonprofits. Funds donated to QCF are perpetual the income earned continues to benefit charities long after the lifetime of donors. Under the stewardship of the Public Trustee of Queensland, the Foundation provides a cost effective, flexible and financially secure perpetual fund for those who wish to make a sustainable difference to the lives of others. Queensland Community Foundation (QCF) a charitable trust Leading sustainable giving - Queensland Community Foundation is recognised as a leading State and national trust established in 1997 to provide a perpetual income stream to charities. QCF supports nonprofits to deliver sustainable services by promoting philanthropy, facilitating donations and investing for the future. Investing for growth - QCF comprises a collection of funds contributed by charities, individuals, corporations, government agencies and individuals. Donated monies are pooled, invested in perpetuity and the income distributed to charities on an annual basis. Giving to others - QCF s general fund provides capacity-building grants to nonprofits to support development of quality business practices. In addition, the Foundation assists the process of allocating grants for educational scholarships and community projects from regional and other sub-funds. Income resulting from invested donations is also distributed to nominated charities on an annual basis. Giving to QCF - giving now, in the future, forever Gifts to charities can be given at any time. Organisations and individuals can establish and build trust funds by donating
7 page 7 seed funding and encouraging or donating ongoing tax deductible contributions. Alternatively, monies can be bequested in a Will to the individual s chosen cause or a person can make one-off or regular donations. Whichever way is chosen, each gift will contribute to a sustainable future for the preferred charity of choice! Invested for the future - All donations are invested in a perpetual trust managed by the Public Trustee and invested by QIC one of Australia s leading investment managers. QCF s unique structure ensures gifts to charity go on giving forever! Structured for security QCF s operations are sponsored by The Public Trustee, QIC and Anglo American Metallurgical Coal, so that no donated funds are required for day-to-day administration.
