6 United Nations Development Program (UNDP) The Western Union Foundation and the UNDP are collaborating to develop a replicable framework to leverage remittances for economic development for communities in the Philippines and Morocco. The main objective of the program is to promote the concept of "collective remittances," where Filipinos and Moroccans living and working overseas can pool their funds for investment in projects that yield community-wide economic benefits in their home countries. These investments will fund projects ranging from agriculture-related cooperatives, rural banks and micro-finance organizations, among others. Leaders from the government, NGOs and the private sector will be involved in the program in both countries. 6
7 4 + 1 Program In 2008 and in 2009, Western Union created an initiative termed 4+1 by contributing funding to support 26 productive projects proposed within 3x1.* The company s goal was to contribute to businesses that would create jobs and sustainably strengthen local economies that experience a high rate of emigration. The financing supported the establishment or expansion of small and micro-enterprise activities across five states and averaged US$28,800 per project, contributing to a per project average total of almost US$200,000. The businesses supported within 4+1 are predominantly agricultural and tend to be oriented toward the local economy. Key Learnings: Financing increased the investment capital available to small businesses and permitted entrepreneurs to undertake activities which they had considered for many years, but for which they lacked funding. The initiative was successful in channeling funds to small businesses, helped create employment and generate commerce in the localities. The businesses needed more technical capacity and value-chain integration. The investment has helped support the creation of small and micro-enterprises, but has not set a basis for their long-term sustainability. * The 3x1 program is an initiative sponsored by the Mexican federal government with the aim of increasing funds available for local development. The initiative matches every dollar that migrant associations abroad contribute to a local development project with equivalent funding from the municipal, state, and federal governments. Thus every dollar that a migrant association contributes is quadrupled through the donations of the various governmental agencies. 7
8 Our Agents make lives better! Through the Agent Giving Program, Western Union matches donations from its Agents, up to $100,000 per calendar year. These funds flow through the Western Union Foundation and are then granted to mutuallyagreed-upon NGOs providing disaster response, education, and economic empowerment programs. Since 2001, 467 Agents have engaged with the Foundation, donating a total of $31.3 million. Total = $31.1 million 8
