1 2017 IMDA-Tableau NIC Face-off Community-driven Data Stories Competition - Official Rules THE FOLLOWING COMPETITION IS OPEN TO VALIDLY REGISTERED USERS OF TABLEAU PUBLIC WHO ARE LEGAL RESIDENTS OF SINGAPORE AND ARE ENROLLED AND STUDYING FULL-TIME IN A SECONDARY SCHOOL, JUNIOR COLLEGE, POLYTECHNIC, INSITUTE OF TECHNOLOICAL EDUCATION OR UNIVERSITY BASED IN SINGAPORE. DO NOT ENTER THIS COMPETITON IF YOU ARE NOT A RESIDENT OF SINGAPORE OR IF YOU ARE OTHERWISE PROHIBITED BY LOCAL LAW TO PARTICIPATE IN THE SAME. PARTICIPATION IN THIS COMPETITION CONSTITUTES YOUR ACCEPTANCE OF THESE OFFICIAL RULES. 1. COMPETITION Description: VOID WHERE PROHIBITED BY LAW. The Tableau Public Competition ( Competition ) is a skill competition in which a Tableau user can submit a workbook and dashboard using Tableau Public software. Sponsor: Tableau Asia Pacific Pte Ltd. ( Tableau ) and Info-communications Media Development Authority ( IMDA ) located South Beach Tower Level 10, 38 Beach Road Singapore, and 3 Fusionopolis Way, #16-22 Symbiosis, Singapore, respectively, are the sponsors of this Competition ( Sponsor ). 2. Term: There are 2 qualifying rounds to the competition. For the School category, Round 1 begins on 27 June, 2017 at 12:01 a.m. Singapore Standard Time ( SGT ) and ends on August 31, 2017 at 11:59 p.m. SGT (the Term ). Contestants who qualify for Round 2 will be notified by September 15, 2016 and they will have until September 30, 2017 at 11:59pm SGT to resubmit their entries for the finals. For the Institute of Higher Learning ( IHL ) category, Round 1 begins on June 26, 2017 at 12:01 a.m. Singapore Standard Time ( SGT ) and ends on September 8, 2017 at 11:59 p.m. SGT (the Term ). Contestants who qualify for Round 2 will be notified by September 22, 2017 and they will have until September 30, 2017 at 11:59pm SGT to resubmit their entries for the finals. 3. Eligibility: To be eligible to enter the Competition, at the time of entry, you must: (i) be a validly registered user of Tableau Public; (ii) have validly submitted your viz for this Competition at < Face-off-Community-Driven-Data-Stories-Competition >; (iii) be a legal resident of Singapore; (iv) must be enrolled full-time students of a Secondary School, Junior College, Polytechnic, Institute of Technical Education or University in Singapore; and (v) must form a team of 3 from the same school (individually an Entrant and collectively a team ) under the School Category or enter the competition individually if competing under the IHL Category. Entrants who are 17 years old and younger must have their parent or legal guardian provide written consent for them to enter the Competition. Schools submitting entries shall procure such written consents. Employees and
2 representatives of Tableau Software and the IMDA its respective parents, agents, subsidiaries, advertising and promotional agencies, any prize provider, and any entity involved in the development, production, implementation, administration or fulfillment of the Competition, and their immediate family members (defined as parents, children, siblings, spouse, or life partner) and persons living in the same household, are not eligible to participate. Sponsor reserves the right to verify eligibility and to adjudicate on any dispute at any time. 4. How to Enter: To enter the Competition, visit < Data-Stories-Competition>, the Site, during the Term, register as a contestant, properly download the Tableau Public software, download the specific data set for competition as provided as part of this competition, or alternatively, you may connect to any publicly available government or public data set or dataset you knowingly are making publicly available without restriction and are authorizing its release as publicly available data without warrant, restriction or contingency, produce and publish a Tableau Public data visualization, and provide the URL of the visualization to Sponsor at < Competition> ( Submission ). Your Viz Submission must be based solely on the data set provided for the Competition and any data you knowingly provide and authorize to make public, and be publically accessible and available at all times during the Term. If additional datasets are used, contestants should clearly indicate in their submission the source of the dataset. All Submissions must comply with all Tableau terms and conditions of use, available at and must not contain any content that is or could be considered defamatory, obscene, or inappropriate. There will also be an optional hands-on workshop provided on 19 July at Nanyang Polytechnic and on 14 August at Ngee Ann Polytechnic campus for students competing under the School category to train them on usage of Tableau Public and schools need to register their students by 7 July to secure a space at the workshop. There will also be optional hands-on workshops for students competing in the IHL category on 20 July and 11 August at Tableau Singapore Office and students will need to register by 7 July as well. There is limited seating and space is available on a first-come-first-served basis. Students can also choose to participate in this competition without attending the hands-on workshop. Submissions improperly entered into the Competition will not be acknowledged. Proof of entry does not constitute proof of receipt by Sponsor. Submissions must be received by Sponsor no later than the end of the Term. Only eligible Submissions actually received by Sponsor during the Term will be eligible to win. Sponsor is not responsible for (i) inaccessible, lost, late, misdirected, mutilated, damaged, irregular, altered, counterfeit, fraudulent, incomplete, or illegible Submissions, which are void, or (ii) for any computer-related, online, telephonic, or technical malfunctions that may occur. Illegible, unintelligible, inaccessible, non-public, incomplete, garbled, or mutilated Submissions will be disqualified. Sponsor reserves the right, in its sole discretion, to disqualify any submissions not in compliance with these Official Rules. By making a Submission and participating in the Competition, you represent and warrant that: (i) you agree to the terms and conditions of use of the website available at and also hereby grant Tableau an irrevocable, royalty-free license to use your Submission for marketing, promotional and any other use; (ii) you are the owner of the Submission, the Submission is your original work, and you have secured any and all rights, releases, or permissions necessary for the use and distribution of your Submission by Tableau; (iii) your Submission does not violate or infringe upon the copyright, trademark, or other intellectual property rights, publicity rights, or any other rights of any third party; (iv) your Submission contains data that is publicly available or is now made publicly available and does not contain data that should remain confidential or private. 5. How to Win: There will be 2 different categories Secondary Schools & Junior Colleges. Three (3) winners in each category will be selected for the Top 3 Prizes (as defined below).
3 A panel of judges, comprised of IMDA and Tableau ( Panel ) will evaluate all submissions based on the following criteria: Analytical Depth (25%) - Does the viz answer/pose interesting questions? - Depth and breadth of exploration of dataset - Soundness and accuracy of analysis Practicality & Relevance (25%) - What impact or relevance does this have on society? - What are some actionable steps that can be taken from viz? Storytelling (20%) Design (20%) Creativity (10%) - Telling a coherent story that accurately represents the data - Performance of the dashboard - Are the views easy to interpret? - Originality of viz - Are you asking and answering new questions? - New ways of visualizing the data The Panel will evaluate and attribute a score between to each Submission. The top 5 submission in each category that receives the highest overall score from the Panel will be selected into Round 2. The teams who are shortlisted will be provided with feedback from the judges and have the opportunity to rework their submission again to be submitted in Round 2 Term date. These 10 entries (5 in each category) will be judged in a close-door submission on the same judging criteria at the final event. The final winners will be disclosed at in November 2017 and announced on the event website < publicly available forums, events and media as determined, selected and represented by the Sponsor. The judges' decisions are final with respect to all aspects of the Competition. Sponsor and its parent, affiliates, subsidiaries, employees, agents, officers and directors, advertising and Competition agencies, and their respective officers, directors, employees and their respective agents will not be liable for unsuccessful efforts to notify a winner. If a potential winner declines a prize, fails to claim a prize, cannot be contacted within the time period stated herein, fails to abide by the Official Rules, is determined to be ineligible, or if a prize notification is returned as undeliverable, such prize will be forfeited, and Sponsor may select an alternate winner from all remaining eligible entries as described herein. 6. Prizes: Prizes are sponsored by Tableau and IMDA Singapore. Top 3 prizes in each category 1st prize for team S$5K worth of prizes 2nd prize for team S$3K worth of prizes 3rd prize for team S$1.5K worth of prizes
4 Merit awards for the other 2 shortlisted entries in each category: $300 worth of prizes Prize for People s Choice Award in each category $300 worth of vouchers The submission with the most number of likes on Tableau Public Site over the Competition duration will win the People s Choice Award. Should there be a tie or more than one (1) winner who is eligible for the People s Choice Award, Tableau shall (at its own discretion), determine and select the winner based on the following criteria: design, practicality and relevance, storytelling, good data insights and innovative use of Tableau. The voting period for this award will be from October 1, 2017 at 12:01 a.m. SGT and ends on November 1, 2017 at 11:59 p.m. SGT. Winners from each category will be announced at the Finals in November. All decisions of the panel of judges from Tableau and IMDA is final and binding on any matter pertaining to the Competition. No prize substitution, cash substitution, or assignment or transfer of any of the prizes is permitted, except by Sponsor for reason of unavailability. The prize consists of only those items specifically listed as part of the prize. All taxes, costs, and fees associated with the Prize are the sole responsibility of the winners. Unclaimed prizes may be donated. 7. Conduct: By participating in the Competition, Entrants agree to comply with and be bound by these Official Rules. Failure to comply with these Official Rules may result in disqualification from the Competition. Entrants further agree to comply with and be bound by decisions of Sponsor, which shall be final and binding in all respects. Sponsor reserves the right, in its sole discretion, to disqualify any individual it finds to be: (a) tampering or attempting to tamper with the operation of the Competition or Sponsor s web site(s); (b) violating these Official Rules; (c) violating the terms of service, conditions of use and/or general rules or guidelines of any Sponsor s property or services; or (d) acting in an unsportsmanlike or disruptive manner, or with intent to annoy, abuse, threaten or harass any other person. Except where prohibited by law, by participating in the Competition, the students consent to Sponsor s use of their name, likeness, address (city and state only), statements, photograph, voice, Submission, and/or likeness for advertising and promotional purposes related to the Competition, and for any other business purposes, in any and all media now known or hereafter devised, worldwide and without further notice, compensation, consideration, review or consent and without regard to moral rights. 8. Limitations of Liability: By participating in the Competition, Entrants agree, to the fullest extent of the law, to release and hold harmless Sponsor, and its respective parent, related companies, subsidiaries, affiliates, directors, officers, employees, and agents from any and all liability for any claim, injury, loss, or damage of any kind arising from or in connection with the Competition (including but not limited to the receipt, use, or misuse of any prize or any component thereof) or the promotion thereof. Sponsor assumes no responsibility or liability for the following: (a) telephone or technical malfunctions that may occur; (b) any incorrect or inaccurate information, any of the equipment or programming associated with or utilized in the Competition, or any technical or human error which
