3 2. Pancake Breakfast: We have a placemat donation advertisement opportunity for business! It is $50 a spot on the Pancake Breakfast placemat. Thank you for selling the pancake breakfast tickets while spreading the word about this amazing program 4-H! If you are interested in being on the committee for pancake breakfast, please contact Lisa Wright, mlwright@thegrid.net 3. Fantastic 4-H Poster Contest The poster contest is open to 4-H members 9 19 years old. Posters must have been created in the program year. This exhibit will be displayed at the Pancake Breakfast. See the 4-H website for application and details on the contest at Sustainability Committee: The Sustainability Committee will be proposing that the San Benito County 4-H Council limit the budget of funds spent from the Georgia Wapple Frazer Endowment to $80,000 annually starting in H year. The Sustainability committee will be presenting the proposed changes for San Benito 4-H funding through county council at the next council meeting, March 27 th at Vet s Building in Hollister. 5. Emerald Star Project: Cyber Bullying and Social Media Event, presented by Kristiana On February 11 th Kristiana hosted a workshop on Cyber Bullying and Social Media. It was a great success. Thank you to all the members and Kristiana participating in this workshop while learning valuable skills to use in their lives. 6. All Star Projects: We have many All-Star candidates hard at work. Ronald Mc Donald project, presented by Bonnie Date: March 11 th Location: Tres Pino s Elementary School Presentation Day Time: Conclusion of Presentation Day about noon Bonnie will be collecting: arts supplies craft project kits fun project kits Coloring books Crayons These arts and crafts supplies will be given to the children visiting and staying at the Ronald Mc Donald house. It will help to take the young people s minds off their illness while brightening their day. Peaceful Seating Area Project, presented by Madison Date: April 1 st at 9 am Location: Chamberlains Children s Home 1850 San Benito St. (Behind the HS) Lunch will be provided. We are going to place the 4-H handmade benches and design and construct a stone walk way. Bring your own gloves. We look forward to seeing many 4-H families at this event.

This is an amazing project; we look forward to seeing you at the event. 7. County Fashion Revue: Fashion Revue Schedule: Fashion Revue entries due: April 4 th Fashion Revue Judging: April 25 th at 5:30 pm Fashion Revue Show: April 27 th at 5:30 pm For more information: H_Program/Events_and_Conferences/Fashion_Revue/. 8. State Fashion Revue Community Service Project, presented by Christina Come one, come all help sew the pillows for cancer patience s and veterans. The 4-H members will sew pillows to be distributed throughout our community. This project will help brighten the spirts of cancer patients and veterans. Christina will be contacting sewing leaders from 4-H clubs to help with this project. If you are interest in participating, please contact your sewing leader or 4-H office. 9. Tech Wizards Mentors Needed: The Hollister Tech Wizards program is looking for teens ages 14 and older to mentor 3 rd and 4 th grade youth on gardening and nutrition activities. The program will take place at Calaveras and RO Hardin elementary school on Thursdays from 4 to 6 PM February 9, 2017 through January 31, See the attachment below, or visit for more information and to sign up. Teens do not need to be enrolled in 4-H, so bring a friend! 10. Student Intern: Juan Bautista de Anza National Historic Trail The University of California Cooperative Extension San Benito County is recruiting for a Student Intern to work on the Juan Bautista de Anza National Historic Trail. This 35% (14 hr.) FTE position has a compensation rate of $14.86 per hour. This position is responsible

5 for assisting and supporting the development of a bilingual (English/Spanish) youth development program for the Juan Bautista de Anza National Historic Trail in San Benito, Monterey, and Santa Cruz Counties. In partnership with the University of California Cooperative Extension 4H Youth Development Program and the National Park Service, the student will engage youth during a 9-week internship by identifying and delivering activities that bridge environmental education and California history, with a focus on reaching the area's Latino and Hispanic families. This position will provide the successful candidate with real world experiences in the application of educational methods, ecological assessments, program development, delivery and evaluation as well as an opportunity to hone research and investigative skills. Candidates must be currently enrolled in a two or four year post high school educational program and be bilingual English/Spanish. All monies raised from the sale are invested in Bolado Park. The Heritage Foundation pays for the hog and all related expenses. The winning applicant becomes the only finalist for a $1,000 college scholarship and receives a commemorative buckle. Sheep and Goat Workshop UCCE will be hosting a workshop specifically for sheep and goat producers on Tuesday, June 13, 2017 in San Benito, Monterey, or Santa Cruz County (location to be determined). But, we want to hear from you about what topics are most important and pressing right now, and which location would be most convenient for the workshop. Please consider filling out our survey to help us put together a great workshop! The survey has 6 questions and should take less than 5 minutes to fill out. We need everyone s help to increase the 4-H program in our community. Invite a classmate and friend to come to a 4-H meeting or activity. H Shooting Sports Workshop Rifle Discipline Bakersfield, CA Saturday, March 18, :00 a.m. 6:00 p.m. Sunday, March 19, :00 a.m. 4:00 p.m. A 4-H shooting sports workshop for the rifle discipline will be held at the Kern County, UC Cooperative Extension Office, 1031 S. Mt. Vernon Avenue in Bakersfield. Participants must attend both days of training to receive certification. Upon successful completion of the course, the participant will be certified as a rifle trainer and can lead a rifle project at the club level or serve as county trainer to certify other leaders. Travel Committee Recommendations: The travel committee is proposing the following additions to our Travel Funding Policy and Application. Please review the following changes: Procedures: Addition Line Item 6. Delegates are responsible for paying for their T-shirts and any extracurricular activity fees they are involved in at the conference that cost an additional fee.

7 Chaperones: A chaperone from our county MUST attend a trip if delegates from our county are attending. These proposed changes will be voted on at the March 27 th County Council meeting at 7 pm, Veterans Building. We look forward to seeing you at the next County Council meeting. 18. State Leadership Conference Early Bird Registration SLC Dates: July 20 th 23 rd Location: UC Davis Early Bird Registration: February 7 th to April 3 rd Registration will be on state website soon! We are asking for at least two leaders to apply to be a chaperone for SLC. Chaperone Registration: Spring Gleaning Project If you are interested in hosting a spring gleaning project for your club. Please submit the paperwork to the 4-H office at least 3 months in advance for insurance certificates to be issued for each location you are going to pick. Thank you 20. 9 San Benito County 4-H - Proposed Revision 1/23/17 Travel Funding Policy and Application Training conferences and workshops are important as they help provide growth and new ideas for 4-H members and leaders. Each year, San Benito County 4-H Council allocates funds to support certain activities and events. For the first conference/workshop a member attends, 4-H Council will pay the registration and travel fees. After the first trip, 4-H members are required to share their new knowledge, ideas, or skills gained at the conference/workshop with other 4-H members. Examples of ways to share: Conduct a county or club workshop/activity utilizing the new ideas learned. Assume the junior/teen leader role in a club project. Serve on a 4-H Council committee (14 years old and above). Demonstrate the new skills at project and/or club meetings. Give an individual presentation at a 4-H Council meeting as an individual presentation. (Group presentations are not encouraged.) Prior to any future trips, 4-H members are required to complete a 4-H Travel Application (other side) to report how the information obtained from the previously funded activity/event was shared. The Club Leader must verify that the member has met the requirements to be a member in good standing (80% project meetings attendance & 80% club meetings attendance). After the first trip, members will not be eligible for additional travel funds unless previous training has been shared and reported. For the first conference/workshop a leader attends, 4-H Council will pay the registration and travel fees. After the first trip, 4-H Leaders are required to share their new knowledge, ideas, or skills gained at the conference/workshop with 4-H members. Examples of ways to share: Host a club or countywide workshop utilizing new ideas gained at training conference. Assume leadership for a club or countywide project. Organize a club or county activity. Serve on a 4-H Committee. Prior to any future trips, 4-H leaders are required to complete a 4-H Travel Application (other side) to report how the information obtained from the previously funded activity/event was shared. After the first trip, leaders will not be eligible for additional travel funds unless previous training has been shared and reported. Procedures 1. Event delegates (youth and adults) will be responsible for registering themselves for all events via the event website. 2. If delegates do not have access to a computer, printer or the internet, they can make arrangements to use the 4-H computer here at the office.

10 3. Once the delegate has completed their event registration, they are to print a copy of the registration and provide it to the 4-H office along with the 4-H Travel Application for approval and submission to the 4-H Council. 4. County submission deadlines will be the 4 th Monday of every month prior to the deadline set by the event coordinators. For example, if the deadline to register for State Leadership Conference is June 15 th, your application is due to the office on the 4 th Monday of May. 5. Delegates failing to follow this process will run the risk of not having their registration and travel fees paid by the 4-H Council, as well as run the risk of not being able to participate. 6. Delegates are responsible for paying for their t-shirts and any extracurricular activity fees they are involved in at the conference that cost an additional fee. Chaperones San Benito County 4-H Council will pay registration and travel fees for all trips. Chaperones must be at least 25 years old and be an appointed 4-H Leader. There are no other requirements. A chaperone from our county MUST attend a trip if delegates from our county are attending. 13 San Benito County 4H Sustainability Committee Proposal February 2017 It is proposed that the San Benito County 4H Council limit the budget of funds spent from the Georgia Wapple Frazer Endowment to $80,000 annually starting with the H year. It is proposed that the San Benito County 4H Council keep the budget from the Georgia Wapple Frazer funds under $80,000 until the H year. At that time, the Council will review the state of the Endowment to determine if the annual amount should be adjusted. It is proposed that the San Benito County 4H Council implement a permanent Sustainability Committee. The function of the committee will be to work with the County Treasurer to monitor the Georgia Wapple Frazer Endowment for long term viability and health. Duties are to include: ~ Meeting at least annually with the Northern Trust managers ~ Keeping long term records on the trust ~ Making recommendations to the Council on managing the trust to ensure that the account balances remain within the limits recommended by the Northern Trust managers ~ Being part of the annual budget committee ~ Working with individual committees to prepare and stick to committee budget limitations ~ Working with the County Treasurer to monitor the month-to-month Council budget to ensure spending stays in the agreed upon parameters. It is proposed that the San Benito County 4H Council include a monthly financial report showing Budget-to-Actual finances in the monthly Council Meeting. Report will be used to make decisions by Council and all Committees. 17 San Benito County Heritage Hog AGREEMENT Recipient Terms and Conditions As Recipient of the San Benito County Heritage Hog Award, I agree to the following Terms and Conditions: 1. Represent the Heritage Foundation and is be responsible for the care of the Heritage Hog. 2. Must be a least a Junior or Senior in a high school within San Benito County to apply. 3. Have the hog in my possession 60 days prior to the show. 4. Be eligible to exhibit in the swine project at the San Benito County Fair. 5. Feed and fit my animal to the best of my ability. 6. Follow a feeding and fitting program recommended or approved by my 4-H leader or FFA advisor. 7. Provide transportation for the hog from the selected breeder to my location. 8. Transport the hog from my location to the San Benito County fairgrounds for the mandatory weigh-in. 9. Exhibit this animal at the San Benito County Fair at the conclusion of the San Benito County Livestock Auction. 10. Not exhibit the Heritage Hog in any fair competition during the San Benito County Fair or any other county fair as the Heritage Animal is a non-compete animal. 11. Write thank you notes as needed 12. Communicate with the Heritage Foundation Hog Committee Chairman at least monthly on how the animal is progressing and any problems or concerns you might have. 19 Page 2 of 2 APPLICATION REQUIREMENTS San Benito County Heritage Hog San Benito County Heritage Foundation Scholarship Due Date: April 14, 2017 No late application packets will be accepted beyond this date. The San Benito County Heritage Foundation is looking for a Youth Exhibitor (Recipient) and qualified energetic spokesperson to raise and sell the Heritage Animal - Hog hereafter called the San Benito County Heritage Hog at the San Benito County Fair. The fair is typically held the last week of September thru the first week of October. The San Benito County Heritage Hog Award Program will assist in the purchase and feed for the animal. The Heritage Hog will be exhibited and judged as "market ready," but will not be shown in any classes (market, showmanship, bred and fed), as it is a non-compete animal. The Heritage Hog will be sold at the end of the Junior Livestock Auction and all proceeds will go to the San Benito County Heritage Foundation. The applicant awarded the privilege to show the Heritage Hog will also be allowed two (2) additional animals to show and sell at the fair. APPLICATION PROCESS: The application packet consists of the following: 1. San Benito County Heritage Hog Application: Completed with the attached essay 2. San Benito County Heritage Hog Agreement / Recipient Terms and Conditions: This form must be signed by the applicant, his/her parent or guardian and his/her 4-H Leader or FFA Advisor. 3. San Benito County Heritage Hog Letter of Recommendation (4-H Leader or FFA Advisor): This form must be completed and returned in a sealed envelope with the

20 Leader/Advisor s signature across the seal and the applicant s name printed on the front of the envelope. 4. San Benito County Heritage Hog Letter of Recommendation (Personal, not an immediate family member or 4-H Leader/FFA Advisor): The form must be completed and returned in a sealed envelope with the signature of the person completing the form across the seal and the applicant s name printed on the front of the application. 5. Judging Criteria: Award recipient will be chosen on the basis of: community involvement, involvement in 4-H and FFA, experience, the ability to carry his or her project through to the San Benito County Fair, the essay, etc. See attached Judging Criteria sheet for specific criteria. All of the above items must be completed and submitted by the deadline. Mailed packets must be postmarked no later than the Due Date shown above. Interviews may be required. If the Applicant pool is small all applicants will be notified by phone to set a date to appear before a small panel for a brief interview. Interview Dates: April 17 th 28 th (Dates are subject to change) Interview Times:3 7 PM (Times and location to be determined) Youth Exhibitor (Recipient) will be selected and notified by May 5, 2017_ Date ADDITIONAL TERMS AND CONDITIONS: Upon selection, the Recipient will be required to meet certain terms and conditions as further outlined in the Agreement document between the San Benito County Heritage Foundation and the San Benito Heritage Animal (Hog) recipient. SAN BENITO COUNTY HERITAGE FOUNDATION SCHOLARSHIP: The individual who is awarded the privilege of raising the San Benito County Heritage Hog is automatically the only finalist for the San Benito County Heritage Foundation Scholarship of $1, and a commemorative buckle. The scholarship will be awarded during their senior year in high school.
