4 A. Approval of Agenda Minutes AAC That the agenda for the Accessibility Advisory Committee Meeting of July 9, 2013 be approved as printed and circulated. B. Conflicts of Interest - nil C. Minutes C 1. Approved Minutes of the Meeting of May 14, The minutes were approved by Committee of Council on May 29, 2013, and the recommendations were approved by Council on June 5, The minutes were included on this agenda for information. D. Presentations/Delegations D 1. Presentation by Leigh-Anne Marquis and Paula Della Bianca, Technical Analysts Waste Management Planning, Region of Peel, re: Bi-Weekly Garbage, Recycling and Organic Cart Collection (File G25AAC). Leigh-Anne Marquis, Waste Management Planning, Region of Peel, provided an overview of the subject, which included the following information: November 2011, Regional Council approved four bi-weekly garbage collection pilot projects, each one year in length. o Bag-based pilots in Brampton and Mississauga Page 4 of 13
5 o Cart-based programs in Springdale (Brampton) and Alton (Caledon) Residential Communication o Open house in each pilot area. o Direct telephone and communication. o Surveys Focus group sessions Pilot Outcome Staff monitored the amount of garbage, recycling and organics produced in each pilot project area. Garbage decreased and recycling and organics increased. Council endorsed plans to introduce a Regionwide, bi-weekly garbage and recycling cart collection program by o Region of Peel staff has met with Accessibility Advisory Committees (AAC) from the Town of Caledon and Region of Peel. Will be meeting with the City of Mississauga Accessibility Advisory Committee on September 23, o Suggestions were considered from Brampton, Caledon and Mississauga. o Blue Boxes, Garbage Carts and Organic Boxes were provided for committee members to view. Committee comments/questions included the following: The amount of garbage and recycling the bins hold. o The garbage and recycling collection is an automated collection system. It holds up to a maximum of 400 lbs of garbage. If the weight of the garbage bin exceeds the maximum weight, the garbage will not be collected. To date, no residential waste has exceeded 400 lbs. o The garbage cart holds up to 6 full black garbage bags Page 5 of 13
6 o New large recycling bin will hold 6 to 8 current small recycling bins. o New medium recycling bin will hold 4 plus current small recycling bins. o New small recycling bin will hold 2 current small recycling bins. o Concerns relating to storage of the carts and whether garbage personnel will return carts to the proper location. o Concerns about the effect collection will have on residents with medical waste, example: diapers. o Individuals that will require special services will be considered for special allowance on a case by case basis. o Concerns with weather conditions, such as snow build-up. o Enquires about how the program will be communicated with residents. o Description provided for each recycling bin and how much each can hold. Presentation by Hillary Calavitta, Principle Planner, Project Manager of Peel s Accessible Transportation Master Plan, Region of Peel, re: Peel Region s Accessible Transportation Master Plan (File G25AAC) Page 6 of 13
7 Hillary Calavitta, Principle Planner, Project Manager of Peel s Accessible Transportation Master Plan, Region of Peel, provided an overview of the subject, which included the following information: A Study for Transportation for Persons with Disabilities (STPD) conducted in The outcome of the study resulted in a family of services implemented in , such as TransHelp Door-to-Door, Passenger Assist Program, Dialysis (passenger assistant) and Taxi Scrip. The Master Plan is to ensure compliance with the Accessibility for Ontarians with Disabilities Act (AODA). Why now? Growth has increased by 150% since Master Plan Purpose and Objectives Process Hired a consultant and implemented the process internally in Timeline Project launch was December 2012 and final report for the project is to be released June Approach Operational review, stakeholder review and service demands and financial reviews. Committee comments/questions included the following: Qualifications are based on whether a person is functionally able to use traditional means of transit. Three categories of eligibility of service: Full/Permanent Status, Conditional/Seasonal Status and Temporary Status. Appeal process is in place for those who wish to appeal a decision. Drivers are not typically trained paramedics; they are trained in First Aid and CPR. The sharing of data with Emergency Services will be considered Page 7 of 13
8 TransHelp operates the same as Mississauga and Brampton Transit and rider fees are the same. AAC That the presentation from Hillary Calavitta, Principle Planner, Project Manager of Peel s Accessible Transportation Master Plan, Region of Peel to the Meeting of July 9, 2013, re: Peel Region s Accessible Transportation Master Plan (File G25AAC) be received. E. Municipal Accessibility Plan Priorities - nil F. Other/New Business F 1. Memorandum from Wendy Goss, Accessibility Coordinator, Corporate Services, dated June 4, 2013, re: Accessibility Input and Presentation Guidelines Overview (File G25AAC). Wendy Goss, Accessibility Coordinator, Corporate Services provided a brief overview of the Accessibility Input and Presentation Guidelines memorandum. AAC That the Memorandum from Wendy Goss, Accessibility Coordinator, Corporate Services, dated June 4, 2013 to the Meeting of July 9, 2013, re: Accessibility Input and Presentation Guidelines Overview (File G25AAC) be received Page 8 of 13
9 F 2. Discussion requested by Randy Ross, Citizen Member, re: Eligibility/Criteria for TransHelp (File G25AAC). Randy Ross, Committee Member presented an overview of Eligibility/Criteria for TransHelp and provided the following information: Running a program for individuals adjusting to vision impairment. Program is six weeks in length and is offered in the fall. The Canadian National Institute for the Blind (CNIB) lacks funding to help those with visual impairments. Depression is high among those suffering from vision loss. To help decrease the chances of developing depression, the program encourages people to: Continue mobility and get out of the house. Learn how to interact with family and friends. A person must qualify with CNIB to be eligible for Transit financial assistance. AAC That the for the City of Brampton propose that the eligibility for the ridership on the TransHelp service include persons who are partly sighted or blind and that a copy of this motion be sent to the City of Mississauga, Town of Caledon and Region of Peel s Page 9 of 13
10 F 3. Accessible Parking Enforcement Update Q (File G25AAC). Roberta Van Belkom, Enforcement Officer, Enforcement and By-law Services, and James Kornfehl, Project Supervisor, Enforcement and By-law Services, provided an overview of the second quarter Accessible Parking Enforcement activities. The following discussion took place with respect to this update: Advised that all 82 places of worship are not in compliance. Tickets issued where there is no permit are for accessible parking spots on city streets and not on private property. The newly required accessibility symbols to be painted on the ground may not be completed before the compliance date due to weather conditions and lack of line painters. The symbols may not be completed until the last minute. AAC That the Accessible Parking Enforcement Update Q (File G25AAC), to the Accessibility Advisory Committee Meeting of July 9, 2013, be received. G. Correspondence G 1. Correspondence from George Startup, Brampton Resident, dated May 9, 2013, re: Accessibility Concerns at Various Parking Lots (File G25AAC). Mr. Startup referenced information provided by the Works and Transportation Department and expressed his concern with the proposed timelines regarding By-law changes. Nelson Cadete, Supervisor, Traffic Operations, Works and Transportation, provided the following information: Page 10 of 13
11 Reconfirmed that there is much of work to be done by the Works and Transportation Department to change the By-law and space dimensions. Advised that they are working towards amending the city bylaw that governs accessible parking spaces to incorporate changes outlined in the amendments to the Integrated Accessibility Standards Regulations. Staff report will be forwarded to the October 2013 Council meeting outlining Ontario regulations changes and recommend amendments to the city by-law Wendy Goss, Accessibility Coordinator, Corporate Services provided the following information: Once the City has the legislation in place, requirements will be applied to site plans as they are presented. The application of the new provincial standards will not apply to parking lots currently in place. The City expects to meet the new requirements before the provincially mandated compliance date of Mr. Startup stated that he will continue to pursue accessible parking spots at older lots within the City. AAC That the correspondence from George Startup, Brampton Resident, dated May 9, 2013, to the Meeting of July 9, 2013, re: Accessibility Concerns at Various Parking Lots (File G25AAC) be received. H.
