2 Today s Goals Introduce Ohio s Active Transportation Plan that supports the Strategic Highway Safety Plan objectives; Review the AT Funding purpose and objectives, and the application process; and Provide time to ask questions about the plan and the funding application.

16 Policy/Planning Development of a bike/ped master plans Includes: community engagement strategies, local audits, data collection, and plan development No funding will be provided to the community however expertise will be provided to assist with developing the plan. No cost estimate required in the application
17 Data Collection Enhancement of data collection capabilities at the local/regional level Includes: equipment and technical assistance Requires submission of data to statewide database (we will likely need to develop a training for this)

19 Funding Limitations ONLY jurisdictions can apply for infrastructure (not non-profits or other partners) Data applications are required to submit their data collection to ODOT
20 Application Scoring Proposals will be reviewed and scored according to the following criteria: Team Collaboration: 0-10 points County Health Factors: 0-20 points County Median Income: 0-20 points Participation in community event promoting active transportation: 0-15 points How project supports active transportation: 0-30 points How project targets health equity issues within transportation: 0-15 points Readiness to implement project: 0-10 points Funding is limited so low-cost applications mean that more projects will be funded.

22 Questions and Answers
23 What is the funding split? Is this state or federal funding? These are highway safety funds and depending on the project type may be either state or federal funds.
24 What year is funding available? Will it depend on the type of project? Yes, this will depend on the type of project. Most projects can be funded this fiscal year.
25 Will local match be required? Will local funding benefit the application? No local match is required.
26 If awarded, what will be required for NEPA, adherence to ODOT standards, etc. The same as any other project, There are no exceptions.
27 Are 501c3 organizations eligible? Yes if the project is for education, planning, or data projects. Nonprofits are not eligible to be the lead applicant for infrastructure projects.
28 Can Active Transportation projects be a combination of strategies? For example- Infrastructure and Education Yes, in fact if you have something where the education project is dependent on the infrastructure project we suggest applying for them together. Please break out these cost in the cost estimate.
29 Can communities apply for SRTS infrastructure funds and the AT funds during the same funding period (i.e. this year)? Yes
30 How long has ODOT been doing "Active Transportation" projects/funding? This is the first time we have offered this startup funding to communities. This is a onetime opportunity to kick off the Active Transportation Plan
31 "Active Transportation" is a new term to me, can you explain it's history? Please refer to the Guidance Document s glossary section: Active Transportation refers to any form of transportation that involves increased physical activity levels notably walking, biking, or taking transit. (According to Active Living Research, public transportation users take 30% more steps per day and are less likely to be sedentary and obese.)
32 Are there going to be regional allotments for the funding pool (e.g., distributed by ODOT District)? No, this is a onetime opportunity to kick off the Active transportation plan.
33 Will there be allocations according to project types, education programs vs. infrastructure vs. policy vs. data collection. No, we will choose the most effective proposals from all applications received.
34 Can funds be used for the purchase of materials that are then installed in-house? Yes, we will look into it on a case by case basis.
35 What type of infrastructure applies? Infrastructure to improve active transportation safety.
36 Would things like bike racks and bike fix it stations placed along a bike route be allowed under infrastructure? Yes
37 How can rural counties get their county engineers and ODOT together to work on expanding multiple means of transportation? This application is an opportunity to engage different sectors interested in active transportation. Please contact Cait or Julie directly to discuss further.
38 Since developing our SRTS plan, one of the city's schools has been demolished. Do we need to update the plan? Yes however if you are applying for an infrastructure project that is related to a school still in use you can do so with current plan if it is less than 5 years old.
39 What if our school district is not interested? Can a city work with individual school(s) within its jurisdiction? Yes
40 Can this funding be used for marketing an Active Transportation campaign? Yes
41 Do I have to make a cost estimate for planning assistance? No
42 Q. Does funding cover for administrative costs? If necessary, however funding should primarily be used projects and programs
