2 INTRODUCTION The Asia-Pacific Network for Global Change Research (APN) is a network of 22 Member Country governments that promotes global change research in the region, increases developing country involvement in that research and strengthens interactions between science community and policy makers. The mission of the APN is to enable investigations of changes in the Earth s life support systems and their implications for sustainable development in the Asia-Pacific region through support for research and science-based response strategies and measures, effective linkages between science and policy, and scientific capacity development. Under its Fourth Strategic Phase, APN focuses on 5 scientific themes including: (1) Climate Change and Climate Variability; (2) Biodiversity and Ecosystems; (3) Changes in the Atmospheric, Terrestrial and Marine Domains; (4) Resources Utilisation and Pathways for Sustainable Development; and (5) Risk Reduction and Resilience. These themes are interrelated and involve the interface of natural, social, economic, behavioural and political sciences. Thus, the APN supports research and capacity development on crosscutting issues, science-policy linkages and the human dimensions of global change and sustainability. The APN is committed to bridging the gap between scientists and policy makers by creating opportunities for them to interact effectively and by providing robust scientific input to policy decision making and scientific knowledge to the public, civil society and other non science communities CAPABLE PROGRAMME DESCRIPTION In addition to supporting capacity development under its research agenda, APN also has a focused Capacity Development Agenda (CAPaBLE). The aim of the CAPaBLE programme is to enhance the capacities of scientists, policy makers and other relevant stakeholders in Asia and Pacific region to identify and assess global change issues at local, national and regional levels and further identify appropriate solutions to resolve the issues and achieve sustainability. APN supports capacity development activities that enhance existing capacities of developing countries at three levels; 1. Individual-based capacity development 2. Group, organization, network-based capacity development 3. Societies, governance, system level capacity development The objectives of the capacity development approach in APN-funded activities can be to perform function(s), solve problem(s), adapt and maintain capacity to address global environmental change and sustainability. APN encourage collaboration with developed country to enhance the capacities of developing countries, however APN values the ownership of developing countries in such initiatives. Further, the overall outcome of the APN funded activities under the CAPaBLE programme should benefit developing countries in the Asia-Pacific region to achieve sustainability. APN Definition of Capacity Development APN defines capacity development as a process whereby individuals, groups, communities, organisations, governing bodies and society in general, collectively enhance their awareness and abilities - including knowledge, skills, attitudes and behaviour - in order to respond effectively to the challenges of global change and sustainability by mobilizing and using resources, and empowering existing capacity to effectively perform new/existing functions and solve problems. Proponent Eligibility Proposals may only be submitted by proponents from the following: Researchers or academics from Universities, Colleges and other Academic Institutions based in APN Member/approved countries. Researchers, practitioners from non-profit, government institutions, non-academic organizations: Independent museums, observatories, research labs, professional societies and similar organizations associated with research, education, policy analyst related to global change science or development activities, based in APN member/approved countries. Project leader of APN ongoing project are not eligible to submit a proposal. Project leaders, who successfully completed or to be completed to project before the summary proposal deadline (3 rd August 2016) are eligible to apply for funding with the caveat that their project reporting is completed in full by the deadline for full proposal stage, and on the quality and impact of their previous APN-project outcomes. Independent researchers are not eligible to apply for APN grant. A proponent who is a former project leader that has received cumulative APN funding greater than or equal to $135,000 within the last five years is not eligible to submit a proposal. Additional terms for submission: One proponent may only submit one proposal. Proponent cannot be an existing collaborator in more than one APN project at the time of proposal submission. 4 B. Collaborators Eligibility A collaborator cannot be involved in more than 2 ongoing APN projects in each fiscal year Collaborators should be working in an institution that is based in an APN member or approved country. Collaborators from non-apn member countries may be involved in an APN activity as an expert for the benefit of APN member countries. A non-member country collaborator cannot seek APN financial support to conduct studies in the non-member country. Collaborators must be affiliated to an institution; i.e., independent researchers are not eligible to participate in an APN-funded activity. C. Basic eligibility for proposal submission In order to understand the physical, biological and human dimensions of global environmental change, the APN has five (5) main scientific themes under its Action Agenda: (1) Climate Change and Climate Variability; (2) Biodiversity and Ecosystems; (3) Changes in the Atmospheric, Terrestrial and Marine Domains; (4) Resources Utilisation and Pathways for Sustainable Development; and (5) Risk Reduction and Resilience. At the APN s 21 st Intergovernmental Meeting, topics of interest for the 2016 Annual Call for CAPaBLE Proposals that are relevant to Global Change in a regional context include the following holistic topics that encompass multidisciplinary approaches (note that this list is not in any order of priority): 1. Community resilience to climate impacts in vulnerable areas 2. Energy and ecosystems in a changing climate; Low carbon societies 3. Increased occurrence of extreme weather and its impacts 4. Health and climate change 5. Water availability, Salinity intrusion; agricultural productivity and nutrient management 6. Climate change and biodiversity 7. Disaster Risk Reduction and resilience to climate change 8. Sustainable consumption and production 9. Food security; Energy Security; Water security (especially ground water); and Climate Change 10. Urban air quality 11. Interdisciplinary research, particularly on linkages to the sustainable development goals Proposals to be submitted to the CAPaBLE Programme must reflect stronger capacity development needs in developing countries and approaches to fulfil those needs. APN funds one-country projects under the CAPaBLE programme, but proposals must demonstrate strong collaboration among national and/or local collaborators (over and above the proponent s institution). More details on the APN Action Agenda is outlined in the APN s Fourth Strategic Plan. Page 3 of 19

5 The main activity in the proposal must be relevant to global change and sustainable development, with emphasis on one or more scientific themes from APN s Action Agenda (and/or topics of interest) as indicated above; and with the below as the main activity at local, national and/or regional levels: CAPACITY DEVELOPMENT ACTIVITES that promote the following approaches related to one or more the five thematic areas of APN: - Utilizing and strengthening existing capacity - Creating opportunities to use/instil capacity - Developing new capacity through innovative approaches AWARENESS-RAISING AND DISSEMINATION activities for policy- and decision-making communities, civil society and/or the general public. SCIENCE-POLICY interfacing in the context of the five thematic areas. CAPACITY DEVELOPMENET PARTNERSHIP ACTIVITIES that contribute to the capacity development components of the evolving global change arena, including IPCC, IPBES, post-2015 Sustainable Development goals, and ongoing and new global change and sustainability research programmes. The proposal should strictly follow the template and guideline provided separately. The proposed activities must not duplicate any previous or currently implemented activities by APN or other organisations and/or institutions. It is expected that the proponent will carry out an extensive literature review taking into consideration similar past and/or ongoing activities conducted by other institutions, as well as a detailed review of the projects conducted under APN (refer to APN metadata portal, E-Lib: before submitting the summary proposal. The proposal must clearly outline policy-relevant questions, capacity development to be addressed and answered, organisational arrangements of the proposed activity and a publication and dissemination plan. The proposal must have high potential to provide excellent outcomes for developing countries that contribute to the achievement of the sustainable development goals. PROPOSAL PREPARATION AND SUBMISSION PROCEDURES I. Proposal Preparation In preparing the proposal, note that APN will not support: 1. The running costs of institutions (this is considered as in-direct administrative support, which is not allowable). 2. The salaries of administration staff or researchers who receive or are to receive full-time salary support. 3. The salaries of consultants (proponents and collaborators should have the credentials and expertise to conduct the activities being proposed). 4. Capacity development of developed-country scientists and policy makers. (NOTE- developed country scientists and policy makers can be involved in a project as experts but not as trainees. Trainees from developed country can involve in APN activities, as self-funded participants) 5. The establishment and/or upgrade of institutional departments and infrastructure; the purchase of general purpose equipment such as personal computers, laptops, smartphones or tablets, general office furnishings, etc. 6. The establishment or maintenance of long-term observation and monitoring systems. Page 4 of 19

6 Note too that: 1. Funding Limit. The average grant for one-year CAPaBLE project activity is approximately US$ 40, Multi-Year Funding. Proponents should be aware that APN rarely considers multi-year projects under the CAPaBLE programme. If a multi-year proposal is submitted it should not exceed 2 years. II. Submission Procedure I. An Online Advisory Service is provided for any queries on the Calls for Proposals. The online advisory service is available for the whole year round. II. Summary Proposal Submission All proponents interested in submitting a proposal to the APN under its CAPaBLE Call for Proposals must submit a Stage 1 Summary Proposal through the online submission process (URL: Guidelines for accomplishing the online form are provided in Appendix 2. Summary Proposal submission should be made by the deadline of Wednesday, 3 rd August 2016, midnight (24:00) Japanese Standard Time. The online system will automatically close by the deadline and no submission will be accepted after the deadline stipulated. Screening will commence following the deadline and all proponents will be notified of the results of Stage 1 review in first or second week of September Submissions received via means other than the online system will not be considered. III. Full Proposal Submission Successful proponents will proceed to Stage 2 and will be invited to submit a Full Proposal for further consideration by APN. The full proposal must follow the instructions and format specified in this guideline (please see Appendix 3), and must be received by the APN Secretariat no later than Friday, 11 th of November 2016, midnight (24:00) Japanese Standard Time. Full proposals from successful Stage 1 proponents submitted after the deadline will not be considered. Page 5 of 19

January- February 2017 Stage 3 External Reviewers review specific proposals The APN s 22 nd Inter-Governmental Meeting (IGM) approves which proposals to fund, following the recommendations made by the CDC/SPG. 8 PROPOSAL REVIEW AND EVALUATION Proposals received under the CAPaBLE Programme will be reviewed and evaluated by APN s Capacity Development Committee (CDC), APN s Scientific Planning Group (SPG) and other external experts, as appropriate. The evaluation criteria are outlined under Proposal s Basic Eligibility (above) and the following criteria. Criteria for Evaluation 1. Enhancing human, organisational, system level capacities at local, national and/or regional levels to address global change and sustainable development issues in developing countries 2. Quality and appropriateness of capacity development approach, technical soundness and degree of consistency and sustainability 3. Raising awareness of global change issues among scientists, policy makers and general public in developing countries 4. Policy relevancy, mainstreaming results into policy processes, developing and strengthening links with local and government policy and programmes, and contributing to sustainable development 5. Extent and quality of collaboration 6. Budget and other funding options including, importantly, adequate administrative and salary support to and other important in-kind contributions in order to conduct proposed activities. 7. Timeline and project management plan 8. Developing and strengthening relations with regional and international global change programmes and inter-governmental bodies and APN member country governments Detailed explanation of each criterion is provided in Appendix 1. OTHER INFORMATION APN Support Where APN funding is provided for a proposal, the Secretariat, the Project Leader and the Project Leader s Institution (the authorized representative) will sign a Contract with detailed Contract Documentation (including regulations and supplementary information) outlining payment, activities, Project Leader and collaborators responsibilities, timelines and reporting requirements, etc. Reports will cover a common set of issues, including financial accountability and outcomes of the funded activity. The 2016 Financial Regulations are available separately. Funding from other Sources Where additional funding from other sources is stated in the proposal, the proponent is required to show evidence that these funds have been secured before a Contract can be drawn with APN. 9 APPENDIX 1. FULL CRITERIA FOR PROPOSAL REVIEW Criterion 1. Enhancing human, organisational, system level capacities at local, national and/or regional level to address the global change and sustainable development issues in developing countries It is expected that the proposed activity is a demand-driven activity that contributes to one or more of the important goals of APN and its CAPaBLE programme in enhancing human, organisational, system level capacities at local, national and/or regional level to address and respond to global change and sustainability. Proposals should clearly state priority issues, target group and capacities to resolve the issues associated with global change and sustainable development. The proposal should provide relevant literature on capacity needs/demands and provide a clear reasoning as to why this is a pressing issue. A stronger proposal contains preliminary capacity assessments result and relevant literature on present status of capacity of target group(s). The results can be either short- or long-term but should contribute to long-term gain, for example, by increasing local skills and knowledge, improving decision-making and implementation processes, promoting exchange and communication between scientists, decision makers and/or end users; strengthening individual, organizational and/or communities capacity to understand and resolve existing problems; and increasing or improving contributions from the region other international processes. Criterion 2. Quality and appropriateness of the Capacity development approach, technical soundness and degree of consistency and sustainability Proposals should generate confidence about capacity development, scientific excellence, data quality, project management skills and willingness and ability to pursue activities from a multidisciplinary perspective, as appropriate. Proposals should explain capacity development approach that will be used in the project activities and why such approaches are suitable for the target group(s). Project methodology should align with capacity approaches and also with due consideration of specific conditions such as local situations, capacity development demand and institutional structure. If the proposed project selects trainees through an open call, the proposal should elaborate the selection process and criteria of selection. Further, proposals should indicate any intended stakeholder s involvement throughout the project cycle. Proposal must clearly articulate the objectives, anticipated results and target impact that will achieve within the project time frame and propose ways to sustain impact post-project. Proposals should include steps for monitoring and post-evaluating proposes to measure the developed capacities of beneficiaries/target group(s). Comparative analyses of before and after scenarios concerning developed capacity are, therefore, highly recommended. Criterion 3. Raising awareness of global change issues among scientists, policy makers and general public of the developing countries APN members consistently stress the importance of good public knowledge of global change issues to help ensure successful development and implementation of response strategies to these issues. Proposals should indicate how the proposed activities could lead to better and improved knowledge and capacities of scientists, policy makers, relevant stakeholder and general public. Any proposed consultation processes should be clearly outlined. Page 8 of 19

10 Proposal should clearly outline communication strategies and how project results will be disseminated. The best proposals will contribute to lasting improvement in networking within the Asia-Pacific region, including both the enhancement and use of communications networks. Engaging media for dissemination activities is highly encouraged. The proposal should set forth a plan for preservation, documentation and sharing of capacity products including, but not limited to, training and education materials, toolkits, curricula, etc., according to APN s Data Sharing and Data Management Policy. The plan should identify the responsibilities in this respect of the Project Leader and of each collaborator. Products/toolkits developed to achieve this criterion must be made available in accordance with APN s open access policy. Criterion 4: Policy relevancy, mainstreaming results into policy processes, developing and strengthening links with local and government policy and programmes, and contributing to sustainable d evelopment The APN is committed to improving science-policy linkages and fostering harmony between its activities and policy issues, which concern most governments in the region. Proposals should demonstrate relevancy to decision- and policy-making processes and include details on how the activity might assist local and national government policy cycles, which include stages of: problem identification, policy planning, implementation, monitoring and evaluation. Further, proposals should describe an action plan on how the activities or outcomes of the project are to be brought to policy community and decision makers for their attention. APN highly encourages the involvement of collaborators from policy/decision making sectors to the project team to deepen the understanding of policy needs. Engagement of policy/decision makers in a capacity other than proposal collaborator should be elucidate, including the expected contribution and how such contribution will help enhance science-policy linkages. The proposal should explain how the proposed activity will aim to interpret the outstanding policy-relevant questions identified, for instance in the IPCC, IPBES to developing countries within the Asia-Pacific region and how, as a result of the outcomes of the project, developing countries might be able to contribute to future international assessments such as the IPCC and other processes such as the UNFCCC, UNCBD, etc. Harmonisation with the work of other bodies active in the region (for example, APEC, ASEAN, UNEP, ESCAP, SPREP, SAARC, NEAR) is desirable. APN strongly emphasises the need to work towards achieving the sustainable development goals and solving ecological, social and economic problems associated with global change impacts. A proposal that shows a strong links to the aforementioned will be favoured as meeting the ultimate mission of APN. Criterion 5: Extent and Quality of collaboration Proposals must involve action or contributions by one or more APN member and/or approved developing countries and/or by two or more collaborating institutions within the same member/approved country (see list below). The scientific contribution, capacity development involvement by each participating country/institution(s) should be explained in detail (for example this may include the extent of participation in the writing of the proposal, the scientific contribution and activities to be undertaken, coaching and mentoring support for capacity development, data-collection, report writing, research/training activities). The project team should clearly demonstrate the skills, capacities and qualifications necessary to conduct proposed project. If the proponent is from a developed country, the activity must clearly demonstrate that the work to be undertaken is purely for the benefit of APN developing countries. Further, the proposed activities should demonstrate strong collaborative support from developing country partners where the intended Page 9 of 19

11 activities are targeted. Note that engagement from developed country collaborators should be explained in detail. Provided that there is strong institutional collaboration, one-country activities in APN developing countries ARE ACCEPTABLE under the CAPaBLE programme, particularly for capacity development at the grass-roots levels, capacity development of local- or national-level decision makers and indigenous communities, where traditional knowledge can be linked to scientific understanding. The APN Member and Approved Countries are: Australia, Bangladesh, Bhutan, Cambodia, China, Fiji, India, Indonesia, Japan, Lao People s Democratic Republic, Malaysia, Maldives (approved), Mongolia, Myanmar (approved), Nepal, New Zealand, Pacific Island Countries (approved), Pakistan, Philippines, Republic of Korea, Russian Federation, Sri Lanka, Singapore (approved), Thailand, United States of America and Viet Nam. (Countries underlined are considered by APN as developed.) Criterion 6. Budget and other funding options including adequate administrative and salary support to conduct proposed activity The proposed budget plan should be realistic and cost effective as well as consistent with the project plan. During the summary proposal stage the proponent is required to provide an annual concise budget indicating costs for the main activities. Please refer to APN financial regulation for more information on allowable cost items and applicable rates. A more detailed and justified budget is required at the full proposal stage based on the template APN provides. APN strongly recommends justifiable narration for cost items that may be considered as unusual. Budgets are subject to negotiation before a Contract with APN is drawn and, therefore, a clear and realistic budget at this stage of proposal-writing will strengthen the proposal itself. Proposals should show how the existing human capital and physical resources (buildings, laboratories, research sites, equipment, libraries, data sets, communication facilities, travel budgets, toolkits, training manuals etc.) can be used more efficiently and/or show how their potential value can be better realised as a result of the proposed activity. APN funding is not available for in-direct administrative staff payments, or to financially supplement the salary of researchers who receive or are to receive full-time salary support (see the APN Financial Regulations for more information). Thus, proponents should indicate how necessary administrative support will be provided for the proposed activity. Ideally, administrative support would be provided by proponent and collaborators institutions that are involved in the project, freeing any APN funding for the proposed core activity. Trainees from developed countries cannot receive APN funds under but can be engaged in an APN activity as a selffunded participant. The APN strongly encourages co-financing arrangements. In addition, it is the APN's strong belief under the partner approach of the CAPaBLE programme that funding from other sources should be secured. The APN highly encourages in-kind contributions from the institutions of proponent and collaborators. Where additional funding is secured from sources other than the APN, evidence of said funding must be provided before a Contract with APN can be drawn. Criterion 7: Timeline and project management plan Timeline of the proposed project should indicate specific objectives and activities and when these activities are expected to be achieved. The proposal should identify a project management plan that describes the responsibilities of each project team member. Provisions of a logical framework matrix with indicators at the full proposal stage is a mandatory requirement (see Appendix 4). A project plan should allocate sufficient time for project monitoring, progress evaluation and fulfilment of APN reporting requirements. If the proposed project Page 10 of 19

12 repeats a similar activity at multiple locations, the plan should outline relevant evaluation steps between such activities in order to improve the overall outcome of the project. Proposed project should plan its activities according to the APN award cycle which usually begins in June of the next fiscal year (June 2017). The APN award cycle may change based on availability of funds, thus if proposed project has any time-sensitive activities, these should be clearly reflected in the proposal plan. Criterion 8: Developing and strengthening relations with regional and international global change programmes and inter -governmental bodies and mechanisms and APN member country governments One of the key goals of APN is to forge cooperative relations/partnerships among the global change research community. Accordingly, proposals should specify how the activity will incorporate cooperation with activities of global change programmes such as WCRP and other global change and environmental research networks with global change components. Clear links with the former global change programmes of IGBP, IHDP and DIVERSITAS and/or the new research programme Future Earth is welcomed in the proposal. While this is not a mandatory requirement for funding, information is desirable and appreciated. Proposals that are related to regional networks such as the Inter-American Institute for Global Change Research (IAI) or other regional networks outside the Asia-Pacific region can be considered within APN procedures provided that they comply with APN requirements. The APN encourages regional and inter-regional initiatives as part of a global effort. The proposal must explain any involvement or support and guidance (if any) received or expected from APN Capacity Development Committee Members, Scientific Planning Group Members and/or national Focal Points from the countries engaged in the proposal (this is to ensure there is no conflict of interest in the APN review process). Special conditions for proposals seeking support for international workshops or conferences. Proposals developed by international organizations and/or event organizers to support the attendance of participants from APN member/approved developing countries must fulfil the following additional conditions: 1. A collaborator from an APN member developing county must be involved in the proposal. 2. Include a short paragraph stating how the strategic partnership would benefit the APN and its member countries. 3. Include methodology that will ensure a clear, open and transparent selection process that targets developing country scientists/practitioners and relevant stakeholders. 4. Explain how the workshop/conference can benefit selected candidates as recipients of APN funds and why participation at such an event is the best approach develop individual capacity. 5. Include a provision in the proposal where APN-funded participants provide a reflective report on the benefits of their participation. Page 11 of 19

FORMAT AND CONTENT OF FULL PROPOSAL Full Proposals (for successful Stage 1 proponents) Full Proposals must follow the template, which will be made available only to successful Stage 1 proponents. Detailed description of how the proposal is relevant to CAPaBLE programme goals as well as indicate the specific policy-relevant questions/capacity needs to be addressed through the project. 2. Objectives and Expected Outcomes Provide an overall goal(s)/objective(s) of the project. This overall objective(s) should link to the overall objective(s) inserted in the required logical framework matrix (see appendix 4). 3. Project Methodology and Work Plan a. An explanation on project methodology, specifically how the project will build human, organisational, system level capacities with respect to the identified issues in the proposal. Details of all proposed capacity development approaches and awareness raising activities incorporated into the proposal. b. Concise timeline with list of activities (with information of target country); a detailed timeline is to be provided under the Appendix 1, thus limit the information by indicating the main activities and target country and/or area. A detailed explanation of the scientific and capacity contribution of each participating country as well as the organisational arrangements of the project team including the role and responsibility of each participating country. d. Proposal should explain monitoring and evaluation steps to measure the developed capacity of the beneficiaries or impacts to the target group(s). Before-after comparisons are highly recommended to be included. 4. Budget a. Provide a concise budget plan and indicate the expected allocation to each collaborating country (major expenditures only, detailed expenditures are to be provided under Appendix 2. Detailed budget) b. Administrative support, in kind (including external expertise) and co-funding consideration. As the APN does not support the running costs of institutions or the salaries of administration staff or researchers who receive or are to receive full time salary support, provide details on the support that will be provided by the lead and/or collaborating institutions. c. As the APN strongly encourages co-financing arrangements, please provide specific details of co-funding that will be or secured other than APN grant. 5. Relevance to Global Change and Sustainability a. Show the activities contribute to sustainable development and/or other conventions related to global change. Please be specific. b. Provide an explanation of how the proposed project is policy-relevant, how the existing capacity will be developed and what mechanisms will be used to mainstream the results into policy processes. c. If the project is a continuation of previous efforts that were supported by APN, explain the relationship to the previous project d. Specify how the activities will incorporate cooperation with activities of global change and other programmes such as IPCC, IPBES, WCRP, START, IAI and other global change and environmental research networks with global change components. If there are any links with former global change programmes of IGBP, IHDP and DIVERSITAS and/or the new research programme of Future Earth, details should be clearly articulated in the proposal. Information should also include previous relationships and specific collaboration, if any, in the proposed project. e. If the project is part of a long term capacity development approach that is being led by a local, national, regional or international organisation (that is not part of the global change programmes in d), explain how the proposed project will contribute to long term capacity development approaches of the said organization(s). 6. Product Management, Open Access & Sharing This section of the proposal should set forth a plan for preservation, documentation and sharing of capacity products including but not limited to training and education materials, toolkits, curricula, etc., according to APN s Data Sharing and Data Management Policy. This plan should identify the responsibilities in this respect of the Project Leader and of each collaborator. 7. Communication and Publications The proponent should provide a communications and networking plan to disseminate the results to the stakeholder community at scientific, policy, civil society and/or general public levels. APN strongly encourages proponents to publish peer-reviewed papers, produce open access to data and engage media for dissemination activities. Strong knowledge management practices are desirable.
