Specifically, the proposed operation will increase service quality for water supply, sanitation, and wastewater treatment in urban areas for 300,000 consumers and improve the sustainability of service by (a) supporting utility institutional performance through the Government of Colombia#s #Specialized Operator# policy, and (b) delivering the necessary water and sanitation infrastructure. 2 Implementation Status and Key Decisions Project implementation is accelerating, with approximately US$43.6 million of works and services under contract, and an additional US$43.9 million of works expected to be contracted or in the process of contracting by early A new operator, ASSA which manages the water systems in Barranquilla and Santa Martha, has taken over the management of the Riohacha water company. The Department of La Guajira has also contracted INASSA as the Project Implementation Unit (PIU) responsible for managing the Bank-financed investments in the Department. The technical solution and management model for the rural component are currently being prepared and it is expected that a procurement process for a Fase II (construcction of drinking water supply model) would be launched in early The project closing date is October 15, The Bank team will carry out a comprehensive mission in January 2015 to assess overall project progress against PDO and peformance indicators.
