5 INTRODUCTION Workforce Solutions East Texas Board (WSETB) - is the Local Workforce Development Board for fourteen counties located in East Texas and is funded through the Texas Workforce Commission (TWC). The East Texas Workforce Development Area covers Anderson, Camp, Cherokee, Gregg, Harrison, Henderson, Marion, Panola, Rains, Rusk, Smith, Upshur, Van Zandt and Wood counties. The Board currently contracts with Dynamic Workforce Solutions Inc. (DWS) to operate a network served as follows: Two (2) One Stop locations (Longview and Tyler); Five (5) Full Service Offices (Athens, Palestine, Marshall, Jacksonville, Henderson); and Seven (7) remote locations (Pittsburg, Canton, Gilmer, Jefferson, Carthage, Emory, Quitman). The remote locations offer services via the mobile units and call center and website. The other counties of the region are served by mobile workforce center and online. Additional background information is available through and upon request. East Texas Council of Governments (ETCOG) - was organized under state law for the purpose of orderly planning and development of the East Texas Region. Currently ETCOG serves a 14-county area including Anderson, Camp, Cherokee, Gregg, Harrison, Henderson, Marion, Panola, Rains, Rusk, Smith, Upshur, Van Zandt and Wood Counties and its member Governments are comprised of counties, cities, school districts and special purpose districts. ETCOG assists local governments in planning for common needs, cooperating for mutual benefit and coordinating sound regional development. Either directly or through contractors, ETCOG provides programs and services for East Texas seniors, employers and job seekers. ETCOG also builds the emergency call delivery system, provides peace officer training, homeland security planning, rural transportation services, business finance programs, grant writing services and environmental grant funding for the region. SECTION I. GENERAL INFORMATION PURPOSE: The East Texas Council of Governments (ETCOG), as the administrative unit for the Workforce Solutions East Texas Board (WSETB) is soliciting proposals to provide Workforce Innovation and Opportunity Act (WIOA) Youth Stand Alone Services for the East Texas Workforce Development Area. The proposed budget for this WIOA project and services is estimated to be $150,000 in anticipated expenditures. AUTHORITY: The subrecipient selected shall implement this grant award in compliance with the following: WIOA 2 et seq., Public Law , 29 United States Code (U.S.C.) 3101 et seq.; Consolidated and Further Continuing Appropriations Act of 2015, Public Law ; Consolidated Appropriations Act, 2016, Public Law All applicable federal statutes, regulations, policies, and guidance as presently in effect and as may become effective during the term of this Grant Award specifically including 20 Code of Federal Regulations (C.F.R.) Parts 675 through 687; and 29 C.F.R. Part 38, and the applicable State Plan; Office of Management and Budget s Uniform Guidance at 2 C.F.R. Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements and 2 C.F.R. Part 2900, Department of Labor (DOL) exceptions to 2 C.F.R. 6 Approved Local Workforce Solutions East Texas Board Plan including modifications and amendments (available upon request); and Workforce Solutions East Texas Board directives, Federal and State Rules, TWC Workforce Development (WD) Letters, and other TWC issuances. All acts, regulations, letters, manuals, policies and procedures cited are incorporated into this subaward as if fully set forth herein. PERIOD OF PERFORMANCE: The period of performance is July 01, 2018 to June 30, (subject to change, if warranted) WHO MAY RESPOND? 1. Proposers may be governmental units, public agencies, business organizations, labor organizations, public or private not-for-profit corporations, or private for-profit corporations organized in accordance with state and federal laws. 2. Joint proposals or Co-proposals are allowable. A description of the relationship of the joint proposers must be included in the Proposal Narrative. 3. Contracting opportunities for historically underutilized (disadvantaged) business (HUBs) as defined in Texas Government Code (1) shall be considered in the procurement process. Proposer must submit verification of its HUB status with its response to the RFP. The Workforce Solutions East Texas Board shall ensure that small, minority, disadvantaged, and women s businesses are considered as sources for acquisitions whenever possible by: choosing the HUB organization in the case of tie bids; soliciting these businesses whenever they are potential sources; when economically feasible, dividing total desired services into smaller components to permit maximum participation by these businesses; if the requirement permits, establishing delivery schedules that will encourage small, minority, disadvantaged, and women s businesses to participate; and using the services and assistance of the Small Business Administration or the Minority Business Development Agency, as needed. The Successful Proposer, if any, will be solely selected by the judgement of ETCOG. SECTION II. Attendance is mandatory for all potential Proposers due to the technical and complex requirements of this RFP. The Pre-Bid conference will be held at ETCOG main building, 3800 Stone Road, Kilgore, Texas, 9:30 A.M., Wednesday, April 25, A Pre-Bid Conference is the opportunity for potential Proposers to ask questions and receive responses from key staff concerning RFP requirements and the scope of work/project service requirements pertaining to proposal content. 7 addition, Proposers will receive guidance on key RFP requirements to increase their ability and understanding of what is needed to submit a successful bid proposal. IMPORTANT: Therefore, only potential Proposers who are physically present on-site for the Pre-Bid Conference will be allowed to participate in this RFP process. Therefore, only in case of emergencies, i.e. personal and/or family illness, attendance by conference call may be allowed upon acceptance by ETCOG/WSETB key staff. SECTION III. SUBMISSION INFORMATION SUBMISSION INSTRUCTIONS: 1. Proposers shall submit one (1) original hardcopy of the bid proposal marked Original, along with five (5) copies marked Copy, and must include one (1) USB thumb drive to include all hardcopy contents of the bid proposal. and facsimile submissions are not allowed and will not be accepted. 2. Pages should be numbered and contain an organized, paginated table of contents corresponding to the section and pages of the proposal. At least an eleven (11pt) point font of Calibri, Ariel, or Times New Roman is acceptable and must be legible. 3. ETCOG will not bear liability for any costs incurred in the preparation and submission of bid proposals in response to this bid invitation. 6. The bid submission deadline time will be determined by the ETCOG lobby clock. 7. Courier or delivery services may not deliver directly to the specified location; therefore, it is strongly recommended: Proposers must allow sufficient time for delivery of bid proposal prior to the published deadline to the location specified in Section III. Submission Information, item 3, above. Proposers understand that failure to submit a bid proposal by the designated deadline, for whatever reason, may not be grounds for disputing the procurement solicitation process or any resulting subaward. 8. It is the Proposer s sole responsibility to ensure any addenda or additional materials pertinent to their bid proposal be included in or with their bid submission. QUESTIONS/RESPONSES: QUESTIONS: As referenced in Section II., RFP Timeline Schedule, p. 6, Proposer questions are due by Tuesday, May 1, Proposer questions, requests and/or inquiries for additional information regarding this RFP process must be ed to Trish Hudspeth at: patricia.hudspeth@etcog.org. Verbal communications for RFP clarification are not allowed and will not be addressed, no exceptions. Failure to follow this directive may disqualify proposal at the discretion of either ETCOG/WSETB. RESPONSES: Proposers must go online at or no earlier than Friday, May 4, 2018 and click on WIOA Youth Stand Alone Services 2018 RFP2 to retrieve responses to all questions submitted by potential proposers. Please Note: Proposers who questions will not receive a personal response to their question(s), but must retrieve question responses online, as directed above, to benefit all potential Proposers. Therefore, it is the sole responsibility of Proposers to review the ETCOG website periodically for responses to bid questions, bid amendments and/or updates. SEALED PROPOSAL PROCESS: Upon issuance of this RFP, other than written communication as described above, other employees and representatives of ETCOG will not answer questions or otherwise discuss the contents of the RFP with any potential Proposer or their representatives. Failure to observe this restriction may result in disqualification of potential Proposer. This restriction does not prohibit discussions between affected parties for conducting business unrelated to this proposal. Furthermore, ETCOG reserves the right to a closed RFP process for proposal review/analysis and award recommendation procedures to the best interest and best benefit to ETCOG, and programs served, as well as, ensure the best competitive environment for all parties, and in accordance to Texas Local Government Code: Sec CONFIDENTIALITY OF INFORMATION IN BIDS OR PROPOSALS. (a) Trade secrets and confidential information in competitive sealed bids are not open for public inspection. (b) If provided in a request for proposals, proposals shall be opened in a manner that avoids disclosure of the contents to competing Proposers and keeps the proposals secret during negotiations. All proposals are open for public inspection after the contract is awarded, but trade secrets and confidential information in the proposals are not open for public inspection. June 15, HUB BEST PRACTICES: ETCOG shall comply with Historically Underutilized Business (HUB) programs to ensure small, disadvantaged, minority, and women owned businesses are considered as sources for acquisitions whenever possible by: choosing the HUB organization in the case of tie bids; soliciting these businesses whenever they are potential sources; when economically feasible, dividing total desired services into smaller components to permit maximum participation by these businesses; if the requirement permits, establishing delivery schedules that will encourage small, disadvantaged, minority, and women s businesses to participate; and using the services and assistance of the Small Business Administration or the Minority Business Development Agency, as needed. Proposer is encouraged to make a good faith effort to consider HUBs when subcontracting. Some methods for locating HUBs include: utilizing the Texas Comptroller of Public Accounts website, procurement/cmbl/cmblhub.html; utilizing Web sites or other small, disadvantaged, minority, and women owned business directory listings maintained by local Chambers of Commerce; advertising subcontract work in local minority publications; and/or contacting the contracting state agency for assistance in locating available HUB listings. Definitions A Historically Underutilized Business (HUB) is defined as a business that is formed for making a profit and is otherwise a legally recognized business organization under the laws of the state of Texas. At least 51% of the assets and interest and/or classes of stock and equitable securities must be owned by one or more economically disadvantaged persons who are United States citizens born or naturalized. The following are recognized by the State of Texas as having been economically disadvantaged because of their identification as members of the qualifying groups - Asian Pacific Americans (AS), Black Americans (BL), Hispanic Americans (HI), Native Americans (NA), and American Women (WO). These individuals must demonstrate active participation in the control, operation, and management of the daily business affairs of the company that is proportionate to their ownership interest. HUB businesses must have a permanent business office located in Texas where the majority HUB owner(s) makes the decisions, controls the daily operations of the organization, and participates in the business. Owners must be residents of the state of Texas and meet all other certification and compliance requirements. 10 Subcontract means a subaward entered between a prime subrecipient and a third party. The subcontract expressly provides all or a portion of the work specified in the prime subaward. A prime subrecipient's purchase of ancillary goods and services that support the direct provision of the subaward are excluded. Each HHS agency, at its option, specifies in the subaward what is and is not ancillary. SECTION IV: PROPOSAL FORMAT INSTRUCTIONS ETCOG aspires to achieve as uniform a review process as possible to ensure the maximum degree of comparability among proposals. Therefore, before submitting a proposal, make sure all listed items indicated below are returned with submitted proposals and organized in the manner specified below: Title or Cover Page - List the 1) RFP name, 2) the name of the proposer's firm, 3) local address, 4) telephone number, 5) fax number, 6) contact name, 7) address, and 8) date. Table of Contents - Clearly identify the material by section and page number. Letter of Transmittal - Limit to one or two pages. 1. Briefly state the proposer's understanding of the service to be provided and make a positive commitment to perform the work in a timely manner. 2. Give the names of the persons who will be authorized to make representations for the proposer, their titles, addresses, fax numbers, addresses, and telephone numbers. All RFP pages requiring signatures/initials Note: Failure to return any of the above items in the order requested may result in a bid proposal being disqualified and/or treated as a no-bid. However, ETCOG and/or WSETB will address any omissions and errors issues discovered before and/or after bid opening, and make the determination of acceptance and/or rejection, in the best interest of WSETB programs and clients served. SECTION V. PROPOSAL OPENING Proposals will be received until the deadline date and time designated for receipt. Public attendance is allowed. However, RFP procedure will be adhered to in accordance with non-disclosure mandates. Submitted proposals shall be opened in a manner to not disclose the contents before a subaward is awarded. Only the names of the respondents who submitted proposals will be made public. Prices and terms will not be divulged until after an award has been finalized. ETCOG considers all information, documentation and other related submission materials to be confidential and/or proprietary before an award has received final approval. Telephone, , and facsimile proposals are not acceptable in response to this RFP. All submitted proposals and contents become the property of ETCOG after the RFP submittal deadline/opening date. 11 first. All programs and employers under the auspices of ETCOG must be EEO compliant; and auxiliary aids and services are available, upon request, to individuals with disabilities. SECTION VI. SCOPE OF WORK/PROJECT The submitted proposal for projects are to assist out-of-school youth achieve academic and employment success. Stand Alone Youth Project proposers may offer proposals including any county or several counties of the Workforce Solutions East Texas (WSET) region. Stand Alone projects are expected to operate completely independent of the WSET Centers and may offer any combination of Workforce Innovation and Opportunity Act allowable activities supporting performance standard attainment. Program elements (allowable services) are described below. Services a youth participant receives must be based on each participant s objective assessment and Individual Service Strategy (ISS). Program Elements (allowable services) 1. Tutoring, study skills training, instruction, and evidence-based dropout prevention and recovery strategies leading to completion of the requirements for a secondary school diploma or its recognized equivalent (including a recognized certificate of attendance or similar document for individuals with disabilities) or for a recognized postsecondary credential. 2. Alternative secondary school services, or dropout recovery services, as appropriate. 3. Paid and unpaid work experiences having academic and occupational education as a component of the work experience, which may include the following types of work experiences: Summer employment opportunities and other employment opportunities available throughout the school year; Pre-apprenticeship programs a program or set of strategies designed to prepare individuals to enter and succeed in a registered apprenticeship program and has a documented partnership with at least one, if not more, registered apprenticeship programs; Internships and job shadowing; On-the Job Training (OJT opportunities), as defined in WIOA 3(44). Work experience is a planned, structured learning experience that takes place in a workplace for a limited period of time. Work experience may be paid or unpaid, as appropriate, and may take place in the private for-profit sector, the nonprofit sector, or the public sector. Labor standards apply in any work experience in which an employee/employer relationship, as defined by the Fair Labor Standards Act (FLSA) or applicable state law, exists. Work experience must include an academic and occupational education component that: refers to contextual learning that accompanies a work experience; includes the information necessary to understand and work in specific industries and/or occupations; may occur concurrently or sequentially with the work experience; may occur inside or outside the worksite; may be provided by the employer, or provided separately in a classroom, or through other means; 11 Page RFP# WF-WYSAS18R2 WIOA Youth Stand Alone Services 2018 RFP2

12 Proposers have the flexibility to decide who provides the academic and occupational education component. Examples of occupational education may include: a hospital work experience in which hospital staff teaches the youth about the duties of different types of hospital occupations, such as a phlebotomist, radiology tech, or physical therapist; or an auto-repair shop work experience in which auto mechanics teach the youth about building or repairing a car. Examples of the academic component of work experience may include: a hospital work experience in which hospital staff teaches the youth what individuals in occupations such as phlebotomist, radiology tech, or physical therapist need to know, such as why blood type matters, the name of a specific bone in the body, or the function of a specific ligament; job readiness courses provided by the Board s youth subrecipient; or receiving a lecture from a teacher or an employer on best practices for a plumber. Allowable expenditures that may be counted toward the work experience expenditure requirement may include the following: Wages/stipends paid for participation in a work experience; Staff time working to identify and develop a work experience opportunity. 4. Occupational skills training, which includes priority consideration for training programs that lead to recognized postsecondary credentials that align with in-demand industry sectors or occupations in the workforce area involved, if the Board determines that the programs meet the quality criteria described in WIOA 123. Occupational skills training is an organized program of study that provides specific vocational skills that lead to proficiency in performing actual tasks and technical functions required by certain occupational fields at entry, intermediate, or advanced levels. Proposers must give priority consideration to training programs that lead to recognized postsecondary credentials that align with in-demand industry sectors or occupations in the workforce area. Such training must: be outcome oriented and focused on an occupational goal specified in the individual service strategy; be of sufficient duration to impart the skills needed to meet the occupational goal; and WIOA Guidelines 32 Effective August 31, 2017 (Available upon request); result in attainment of a recognized postsecondary credential. 5. Education offered concurrently with and in the same context as workforce preparation activities and training for a specific occupation, occupational cluster, or career pathway. 6. Leadership development opportunities, including community service and peer-centered activities encouraging responsibility and other positive social and civic behaviors. Leadership development opportunities are opportunities that encourage responsibility, confidence, employability, self-determination, and other positive social behaviors, such as: exposure to postsecondary educational possibilities; community and service learning projects; 12 Page RFP# WF-WYSAS18R2 WIOA Youth Stand Alone Services 2018 RFP2

13 peer-centered activities, including peer mentoring and tutoring; organizational and teamwork training, including team leadership training; training in decision making, including determining priorities and problem solving; citizenship training, including life skills training such as parenting and work behavior training; civic engagement activities that promote the quality of life in a community; and other leadership activities that place youth in a leadership role such as serving on youth leadership committees, such as a Standing Youth Committee. Positive social and civic behaviors are outcomes of leadership opportunities that are incorporated as part of a menu of services and that focus on areas that may include the following: Positive attitude development; Self-esteem building; Openness to work with individuals from diverse backgrounds; Maintaining healthy lifestyles, including being alcohol and drug free; Maintaining positive social relationships with responsible adults and peers and contributing to the well-being of one s community, including voting; Maintaining a commitment to learning and academic success; Avoiding delinquency; Postponing parenting; Responsible parenting, including child support education; Positive job attitudes and work skills; and Keeping informed in community affairs and current events. 7. Support services, as defined in WIOA 3(59), which enable an individual to participate in WIOA activities. These services include, but are not limited to, the following: Linkages to community services; Assistance with transportation; Assistance with child care and dependent care; Assistance with housing; Needs-related payments; Assistance with educational testing; Reasonable accommodations for youth with disabilities; Referrals to health care; Assistance with uniforms or other appropriate work attire and work-related tools, including such items as eyeglasses and protective eye gear; Assistance with books, fees, school supplies, and other necessary items for students enrolled in postsecondary education classes; and Payments and fees for employment and training-related applications, tests, and certifications. 8. Adult mentoring for a duration of at least 12 months that may occur both during and after program participation. Adult mentoring for youth must: be a formal relationship between a youth participant and an adult mentor that includes structured activities in which the mentor offers guidance, support, and encouragement to develop the competence and character of the youth; include a mentor who is an adult other than the assigned youth case manager; and at a minimum, match the youth with an individual mentor with whom the youth interacts on a face-to-face basis. 14 Mentoring may include workplace mentoring in which the local program matches a youth participant with an employer or employee of a company. 9. Follow-up services for not fewer than 12 months after the completion of participation. Follow-up services are critical services provided after a youth s exit from the program to help ensure the youth is successful in employment and/or postsecondary education and training. Follow-up services for youth may include: leadership development opportunities and support services; regular contact with a youth participant s employer, including assistance in addressing workrelated problems; assistance in securing better-paying jobs, career pathway development, and further education or training; work-related peer support groups; adult mentoring; supportive services; financial literacy education; services that provide labor market and employment information about in-demand industry sectors or occupations available in the local workforce area, such as career awareness, career counseling, and career exploration services; and services necessary to ensure the success of youth participants in employment and/or postsecondary education. Proposers must attempt to provide all youth participants with some form of follow-up services for a minimum duration of 12 months. Follow-up services may be provided beyond 12 months at the Proposer s discretion. The types of services provided and the duration of services must be determined based on the needs of the individual, and therefore, the type and intensity of follow-up services may differ for each participant. However, follow-up services must include more than only a contact attempted or made for securing documentation to report a performance outcome. At the time of enrollment, a youth must be informed follow-up services will be provided for 12 months following exit. If a youth cannot be located or refuses follow-up services, discontinue attempts to provide follow-up services and document in TWIST Counselor Notes. 10. Comprehensive guidance and counseling, which may include drug and alcohol abuse counseling, as well as referrals to counseling, as appropriate to the needs of the individual youth. Comprehensive guidance and counseling is individualized counseling to participants that includes career and academic counseling, drug and alcohol abuse counseling, mental health counseling, and referral to partner programs, as appropriate. 11. Financial literacy education. The financial literacy education program element may include any of the following activities that: support the ability of participants to create budgets, initiate checking and savings accounts, and make informed financial decisions; support participants in learning how to effectively manage spending, credit, and debt, including student loans, consumer credit, and credit cards; 14 Page RFP# WF-WYSAS18R2 WIOA Youth Stand Alone Services 2018 RFP2

15 teach participants about the significance of credit reports and credit scores, what their rights are regarding their credit and financial information, how to determine the accuracy of a credit report and how to correct inaccuracies, and how to improve or maintain good credit; support a participant s ability to understand, evaluate, and compare financial products, services, and opportunities and to make informed financial decisions; educate participants about identity theft, ways to protect themselves from identify theft, and how to resolve cases of identity theft and in other ways understand their rights and protections related to personal identity and financial data; support activities that address the particular financial literacy needs of non-english-speaking participants, including providing support through the development and distribution of multilingual financial literacy and education materials; and support activities that address the particular financial literacy needs of youth with disabilities, including connecting them to benefits planning and work incentives counseling. When providing any of the financial activities listed above, financial education provided is age-appropriate and timely, and provides opportunities to put lessons into practice, such as by access to safe and affordable financial products that enable money management and savings. The Financial Literacy Guide is provided for financial institutions interested in enhancing youth financial capability by partnering with youth employment programs. It describes how and why financial institutions engage in helping youth achieve greater financial well-being and employment success. Additionally, Boards may implement other approaches to help participants gain the knowledge, skills, and confidence to make informed financial decisions that enable participants to attain greater financial health and stability by using high-quality, age-appropriate, and relevant strategies and channels, including, when possible, timely and customized information, guidance, tools, and instruction. 12. Entrepreneurial skills training. Entrepreneurial skills training provides the basics of starting and operating a small business. Such training must develop the skills associated with entrepreneurship, including, but not limited to, the ability to: take initiative; creatively seek out and identify business opportunities; develop budgets and forecast resource needs; understand various options for acquiring capital and the trade-offs associated with each option; and communicate effectively and market oneself and one s ideas. Approaches to teaching youth entrepreneurial skills include, but are not limited to, the following: Entrepreneurship education that provides an introduction to the values and basics of starting and running a business. Entrepreneurship education programs often guide youth through the development of a business plan and may also include simulations of business start-up and operation. Enterprise development, which provides support and services that incubate and help youth develop their own businesses. Enterprise development programs go beyond entrepreneurship education by helping youth access small loans or grants needed to begin business operation and by providing more individualized attention to the development of viable business ideas. Experiential programs that provide youth with experience in the day-to-day operation of a business. 16 people participating in the program work in and manage. Or, they may facilitate placement in apprentice or internship positions with adult entrepreneurs in the community. 13. Services that provide labor market and employment information about in-demand industry sectors or occupations available in the workforce area, such as career awareness, career counseling, and career exploration services. Numerous tools and applications can be used to provide youth with relevant labor market and career information. Labor market information (LMI) tools can be used to help youth and young adults make appropriate decisions about education and careers. LMI tools identify in-demand industries, occupations, and employment opportunities, and provide knowledge of job market expectations including education, skills requirements, and potential earnings. WIOA youth program providers are encouraged to use readily available online career exploration tools to help youth assess their abilities and interests and find related employment information. Suggested online tools that connect youth to self-service LMI tools include Texas Reality Check, Texas Career Check, My Next Move, and Get My Future. Career awareness activities include providing information on a variety of careers and occupations available, their skill requirements, working conditions and training prerequisites, and job opportunities across a wide range of industry sectors. Career counseling or guidance may include advice and support in making decisions about what career paths to take, providing information about résumé preparation, interview skills, potential opportunities for job shadowing, and the long-term benefits of postsecondary education and training (for example, increased earning power and career mobility). 14. Activities that help youth prepare for and transition to postsecondary education and training. Postsecondary preparation and transition activities and services prepare OSY for advancement to postsecondary education after attaining a high school diploma or its recognized equivalent. Postsecondary education includes many kinds of education and training programs, including technical college degree and certification programs, apprenticeships, two- and four-year public and private colleges and universities, trade schools, and more. Transition planning may include, but is not limited to, programs designed to expand access to college and other postsecondary institutions, particularly for youth facing barriers to enrollment. Activities may focus on improving academic readiness, identifying postsecondary strengths and interests, and helping with applying for college and institutional admission or financial aid. Common activities include, but are not limited to: individualized career planning; career shadowing; postsecondary education options exploration, including technical schools, community colleges, four-year colleges and universities, and registered apprenticeship programs; postsecondary education admissions counseling; postsecondary education application assistance; postsecondary education financial aid assistance; fields of study guidance; postsecondary education campus visits; 16 Page RFP# WF-WYSAS18R2 WIOA Youth Stand Alone Services 2018 RFP2

17 postsecondary education entrance exam (SAT/ACT) preparation; and study skills workshops and parent support workshops. Resources for such activities may include school counselors, teachers and parents, graduates and current students, and employers, as well as career exploration programs, and library and online career information. Participant in the Youth Program (Definition) An individual is a participant in the WIOA youth program once all the following has occurred: An eligibility determination has been made; An objective assessment, which includes a review of: the youth s academic and occupational skill levels; and, the service needs and strengths of each youth for the purpose of identifying appropriate services and career pathways; Development of an Individual Service Strategy (ISS) based on the needs of each youth; identifying career pathways, including education and employment goals; considers career planning and the results of the objective assessment; and prescribes achievement objectives and services for the youth, and; Participation in any of the 14 WIOA youth program elements occurred. WIOA Youth Eligibility To be eligible to receive WIOA youth services through this Request for Proposals, an individual must: be a citizen or noncitizen authorized to work in the United States; meet Military Selective Service registration requirements (males only); and be an Out of School Youth (OSY), as defined by WIOA 129(a)(1)(B) (C). Note: Authorization to work in the United States can be verified through eligibility for UI benefits. An Out-of-School Youth is an individual who is: Not younger than 16 and not older than 24 years at the time of enrollment in WIOA; Not attending secondary or postsecondary school at the time the eligibility determination portion of program enrollment in WIOA is made; and One or more of the following: A school dropout an individual between the ages of 19 and 24 who is no longer attending any school (including an alternative school) and has not received a secondary school diploma or its recognized equivalent; Between the ages of 16 and 18, and has not attended school for at least the most recent complete school year calendar quarter (acceptable documentation includes a self-attestation referenced in Counselor Notes and maintained in a hard case file, or a school attendance record); A recipient of a secondary school diploma or its recognized equivalent who is a low-income individual (see Low-Income Exception) or lives in a high-poverty area and is either basic skills deficient, as defined by WIOA 3(5); or an English language learner, defined as an individual who has a limited ability in speaking, reading, writing, or understanding the English language, and whose native language is a language other than English; or who lives in a family or community environment where a language other than 17 Page RFP# WF-WYSAS18R2 WIOA Youth Stand Alone Services 2018 RFP2

18 English is the dominant language (self-attestation or notes in TWIST Counselor Notes are acceptable documentation); Subject to the juvenile or adult justice system; Homeless; a runaway; in foster care, has aged out of the foster care system, or has attained 16 years of age and left foster care for kinship guardianship or adoption; a child eligible for assistance under 477 of the Social Security Act (42 USC 677); or in an out-of-home placement; Pregnant or parenting; Disabled; or A low-income individual (see Low-Income Exception), or an individual who lives in a high-poverty area, who requires additional assistance to enter or complete an educational program or to obtain or retain employment. Determining School Status For determining OSY eligibility, a child is attending school (an In-School Youth rather than an Out of School Youth) if, at the time the eligibility determination portion of program enrollment in WIOA is made, the child: is enrolled in a school, including any of the following: public school; charter school; private school; or disciplinary alternative education program (DAEP); is homeschooled; is attending high school equivalency programs funded by the public K 12 system; is a high school graduate who has registered for postsecondary classes, even if not yet attending postsecondary classes; is attending postsecondary school classes; or is in between postsecondary school semesters and has registered for classes for a future semester or has paid all or part of the tuition for a future semester. The following programs are not considered school under WIOA: Adult education provided under Title II of WIOA YouthBuild programs Job Corps programs High school equivalency programs (not funded by the public K 12 system) Dropout re-engagement programs Once the school status of a youth is determined, the school status remains the same until exit from the WIOA youth program. Low-Income An individual who meets any one of the following criteria satisfies the low-income requirement for WIOA youth services: Receives, or in the past six months has received, or is a member of a family that is receiving or in the past six months has received, assistance through SNAP, TANF, or the SSI program, or state or local income-based public assistance. Receives an income or is a member of a family receiving an income that, in relation to family size, is not in excess of the current combined DOL 70 percent Lower Living Standard Income Level and HHS Poverty Guidelines identified on the WIOA Income Guidelines web page at: 18 Page RFP# WF-WYSAS18R2 WIOA Youth Stand Alone Services 2018 RFP2

19 Is a homeless individual as defined in 41403(6) of the Violence Against Women Act of 1994, or a homeless child or youth as defined in 725(2) of the McKinney-Vento Homeless Assistance Act. Receives or is eligible to receive a free or reduced-price lunch under the NSLA. While the free/reduced-price lunch low-income requirement primarily applies to ISY, if an OSY is a parent living in the same household as a child who receives or is eligible to receive a free or reducedprice lunch based on income level, then the OSY parent would meet the low-income criteria based on the child s qualification. Is a foster youth, as defined in Texas Family Code (a-1) and (d), on behalf of whom state or local government payments are made. Is an individual with a disability whose own income meets: WIOA s income requirements, even if the individual s family income does not meet the income requirements; or the income eligibility criteria for payments under any federal, state, or local public assistance program Basic Skills Deficient An individual who meets either of the following criteria satisfies the basic skills deficient requirement for WIOA youth services: Is a youth who has English reading, writing, or computing skills at or below the 8th grade level on a generally accepted standardized test; or Is a youth who is unable to compute or solve problems, or read, write, or speak English, at a level necessary to function on the job, in the individual s family, or in society. If using an assessment instrument to assess basic skills, Boards must use assessment instruments that are valid and appropriate for the target population, and must provide reasonable accommodation in the assessment process, if necessary, for individuals with disabilities. Skill levels at or below the eighth-grade level may be determined by: a TABE test score of 8.9 or below (TABE is the only assessment instrument that TWIST can use to calculate the educational functioning level); or another generally accepted standardized test. High-Poverty Area A youth living in a high-poverty area automatically meets the low-income criterion. A high-poverty area is a Census tract, a set of contiguous Census tracts, Native American Reservation, tribal land, or Native Alaskan Village or county that has a poverty rate of at least 25 percent, as set every five years using American Community Survey 5-Year data Youth Program Design The design framework of local youth programs must: Provide for an objective assessment of each youth participant, including a review of the academic and occupational skill levels and service needs, for the purpose of identifying appropriate services and career pathways for participants and informing the individual service strategy. The objective assessment must include a review of: basic skills; occupational skills; work experience; employability; 19 Page RFP# WF-WYSAS18R2 WIOA Youth Stand Alone Services 2018 RFP2

20 interests; aptitudes; support service needs; and developmental needs. A new assessment of a participant is not required if the Board determines that it is appropriate to use a recent assessment (made within the last six months) of the participant conducted as part of another education or training program. Develop, and update as needed, an individual service strategy for each youth participant that: is directly linked to one or more indicators of performance (as described in WIOA 116(b)(2)(A)(ii)); identifies appropriate career pathways that include education and employment goals; considers career planning and the results of the objective assessment; and prescribes achievement objectives and services for the participant; and Provide case management of youth participants, including follow-up services. Incentives for Youth Incentives are allowed for youth participants if the incentives are connected to recognition of achievement of milestones in a program tied directly to education, training, or the successful completion of a work experience. Boards must have written policies and procedures in place governing the award of incentives and must ensure that WIOA-funded incentive payments are: tied to the goals of the specific program; outlined in writing before the commencement of the program; aligned with the local program s organizational policies; and provided in accordance with the Cost Principles contained in 2 CFR Part 200 (Uniform Guidance). Examples of an achievement of milestones may include: attainment of a high school diploma or a Texas Certificate of High School Equivalency; completion of an industry recognized certificate/credential or occupational skills training; receipt of an associate s or bachelor s degree; or successful completion of a work experience. While incentives may be provided for successful completion of a work experience, Boards must ensure that incentives are not tied to the academic or occupational education component of a work experience. Note: WIOA-funded incentives may not be used to fund incentives for completing job readiness training or classes; however, private funds may leverage for incentives that WIOA cannot fund. Performance Measures Stand Alone project designs must attain State and Workforce Development Area set performance goals as well as related reporting and follow-up requirements. Current TWC performance measures applicable for Youth Programs include: Youth Employed/Enrolled in Post-Secondary Education or Training in Quarter 2 after Exit; Youth Employed/Enrolled in Post-Secondary Education or Training in Quarter 4 after Exit, and; Youth Credential Rate. 20 Page RFP# WF-WYSAS18R2 WIOA Youth Stand Alone Services 2018 RFP2

21 The TWC descriptions of these measures are available upon request. WSETB area is responsible for meeting certain performance measure goals established by the TWC. Goals are re-determined each Program Year by the commission. The attainment of these goals involves all participants enrolled in the respective workforce programs. Therefore, all enrollments in the WIOA Youth programs, through the workforce centers as well as the stand-alone projects, fall into the denominators of the related performance measures. Proposers will be responsible for maintaining acceptable participant outcomes for the individuals enrolled in their subawarded programs. Performance is determined by dividing the number of participants with acceptable outcomes (numerator) by the number in the denominator for each measure, i.e. numerator/denominator = performance percentage. The participants in the denominator are determined by the requirements for each measure. NOTE: If WSETB approves additional funds to serve Foster Youth, successful proposers will be allowed to request additional funds to enroll Foster Youth in Occupational Skills Training. An updated budget and Participant Planning Summary (PPS) reflecting planned Foster Youth enrollments will be required. SECTION VII. PROPOSAL NARRATIVE FORMAT & INSTRUCTIONS Using these instructions write a proposal narrative fully addressing each of the narrative items. Keep in mind your proposal will be reviewed for completeness of each response, clarity of the response, demonstrated knowledge of requested services and applicable program laws, rules, and requirements. IMPORTANT: The submitted Proposal Narrative must be sectioned and formatted as provided below and must list each question with a detailed response. Failure to do so may disqualify submitted proposal at the discretion of ETCOG and/or WSETB. DEMONSTRATED EFFECTIVENESS A. Organizational Experience 1. Describe your organization s experience in developing and managing Youth Programs: a. Describe the youth programs developed and managed by proposer in the past. You may include staff experience or describe similar projects/programs your organization has developed or managed. b. Describe your organization's experience in managing grant funds. c. How many months or years has proposer been in operation? d. How many years have you provided youth services? e. Indicate the number of participants and the age of youth being served annually. f. Indicate how your work is representative of the various performance measures. 2. Does proposer have any negative monitoring or audit findings in the last three years? (Specify if yes or no below, and if yes, indicate if findings were resolved within the subaward period, findings were subject to repayment, or findings were part of an audit/investigation. REQUIRED: Proposers must provide a copy of their organization s last audit or financial statement with the proposal submission. Past Performance 1. Who will be providing the case management to the youth? b. Describe the strategy to assure the submission of required TWIST forms are within the required timely manner. 3. All applicable items must be completed on the Back- Up form; and, the form calculations must be mathematically correct and must tie to budget. D. Cost per Participant Served must include everyone planned to serve whether they gain a positive outcome or not. However, WSETB may, at its sole discretion, select only one or more proposers to perform any and/or all proposed services and adjust funding percentages accordingly. AWARD TERMS Proposals will be reviewed for responsiveness and will be numerically rated by an evaluation team made up of staff, outside evaluators, committee members, and/or other subject matter experts as deemed necessary for best possible results. The Youth Committee will review evaluation team results and make award recommendation(s) to WSETB, which will consider the final selection of the successful proposer(s) and will authorize subaward(s) for services. It is anticipated the proposer, with the highest ranked proposal will be fully funded for the amount requested. However, if more than one proposal is awarded, funds will be allocated to proposers in order of ranking and qualifications, as funding permits. In addition, WSETB reserves the right to vary funding award percentages of awarded proposers, if deemed necessary, in the best interest of the East Texas Workforce Development Area. 26 NOTE: It is the Proposer s sole responsibility to thoroughly read and provide all required and requested information as addressed in the RFP document and not ETCOG and/or WSETB. AWARD NOTIFICATION It is expected a decision on the recommendation or the selection of the successful Proposer will be made on June 7, 2018, contingent upon final governing body approval, on July 11, (all dates subject to change) Notification of award results will be provided to all Proposers who submitted bid proposals. In the event, negotiations with the Successful Proposer fail, then negotiations will commence with the next best qualified Proposer, and so on, until successful negotiations have been achieved. It is expected the subaward term shall be a one-year with options for three (3) additional oneyear periods. SECTION IX. SUBAWARD TERM & METHOD OF PAYMENT The WIOA Youth Stand Alone Services shall be for a period of July 1, 2018, through June 30, 2019, with three additional one-year options contingent upon satisfactory subaward performance. WSETB will adopt renewal criteria to be considered prior to the extension of the subaward past the original one-year period. The subaward negotiated as a result of this RFP will be cost reimbursement. A cost reimbursement subaward is a subaward format wherein all allowable costs detailed in the budget attached to the executed subaward are reimbursed. (Allowable means, allowable under the TWC Financial Manual for Grants and Contracts, a copy will be transmitted to subrecipient.) Subrecipients are required to maintain documentation, which substantiates the expenditures. WSETB subaward invoicing policies require detailed information on the necessary documentation to be maintained and submitted in order to be paid. WSETB will allow advance payments to be made based upon estimated allowable costs to be incurred by the Subrecipient during the period for which the advance is sought, but the request must comply with the TWC Financial Manual for Grants and Contracts. Subaward reimbursements are generally processed within 30 days of receipt (NET 30). Performance incentive payments are limited to for profit entities and are considered to be a payment for exceptional performance and may not be more than ten percent (10%) of operational costs. Benchmarks for attaining a percentage of the profit allowed will be discussed during subaward negotiations and will be tied to WSETB specific goals and/or requirements. SECTION X. WSETB TERMS & CONDITIONS (Action Required for items C, D, E, H, I, M, P, & S) A. WSETB reserves the right to accept, reject or negotiate proposals received as well as to vary or waive any provisions set forth in this RFP in the best interest of WSETB and clients served. WSETB reserves the right to cancel this RFP in part or in its entirety with no explanation required. B. WSETB reserves the right to negotiate the final terms of any agreement or subaward with the proposer. Proposal must have original signature of the person having the authority to bind the organization to a subaward. A proposal which cannot be successfully negotiated will not be funded. Negotiation addresses both programmatic and budgetary issues. C. If the execution of work to be performed by the applicant requires hiring of subcontractors, it must clearly state this in the proposal. Subcontractors must be identified and the work they will perform must be defined. The proposal should provide the name, address, and Employer Identification Number (EIN) of the subcontractor. WSETB will not refuse a proposal based upon the use of sub-contractors; however, retains the right to refuse the subcontractors the proposer selected. (action required) D. 27 providers or joint providers and the amount to be spent by each partner. All subawarded costs must be itemized in the budget so it is clear how the funds will be allocated and spent by each partner. Subawards may be written independently with each of the organizations. (action required) E. If proposer seeks to form a legal joint venture using a corporate identity for the partnership, WSETB will require the individual s corporate partners to accept liability for funds. F. Provisions of this RFP and the contents of the successful responses are considered available for inclusion in final subaward obligations and any resulting contract and/or service agreement. (action required) G. Proposer should not include proprietary information or trade secrets, because information submitted may be subject to disclosure under the Texas Open Records Act, and, it will be the responsibility of the proposer to seek an exemption from disclosure and file any necessary documents with the Attorney General. H. In proposing a price for the deliverables under this agreement, the costs should be allocated to the appropriate cost categories. The cost of staff will be allowable to the extent justification can be provided that the staff is necessary to achieve results. (action required) I. WSETB requires Proposers to submit recent audit with bid proposal. All organizations funded, whether public or private, commercial or not-for-profit, will be required to submit an audit. Therefore, during the term of contract, providers must submit an A-133 Audit as appropriate each year. In addition, if a recent audit is not available, Proposers must submit financial statements sufficient to indicate the fiscal integrity of the organization. (action required) J. Proposers must be able to demonstrate administrative capability and fiscal responsibility needed to operate the program proposed and to meet federal financial accountability requirements required by most federal grants. Proposers with multiple funding sources must have a cost allocation plan and may not double bill for items to be charged to WSETB. K. Proposer must agree to follow Federal, TWC and Workforce Solutions East Texas Board fiscal policies. Workforce Solutions East Texas Board will consider comparable policies if they meet grant requirements and are approved as a part of the subaward negotiation. L. Equipment purchased with subaward funds, whether by a commercial or non-commercial organization, will be the property of the State of Texas. Leasing arrangements for property or staff must be competitively procured and approved during negotiation of the subaward. M. TWC does not require a local workforce development board to be an additional insurer on its subrecipient s insurance policies. The entity named as certificate holder receives a copy of the Certificate of Insurance from the subrecipient s insurance company, enabling the Board to verify proof of insurance. Proposers will be required to maintain appropriate insurance including workers compensation and auto insurance. (action required) N. Proposers will be subject to an on-site pre-award survey. This may include, but not limited to a review of proposer's record keeping procedures, management systems, accounting and administrative systems, training facilities, and curriculum as required by TWC Rule O. WSETB reserves the right to review and monitor agency proficiency. Agencies must be able to follow Federal, State, and Workforce Solutions East Texas Board policies and procedures regarding certain program elements. In addition, it is the intent of WSETB to be actively involved in the planning and creation of an exemplary Workforce Innovation and Opportunity Act Youth Projects that support the workforce development system in East Texas. To this end, it will be the expectation of the Board that the management and staff of the projects funded through this RFP will work collaboratively with the staff of the Board on an ongoing basis to ensure best practices are employed and to implement continuous improvements to the proposed projects. P. Budget items which are proprietary in nature must be broken down into a cost reimbursement format unless they are sold to the general public at the same price as offered under this RFP. 28 service. (action required) Q. Budget items which are planned to be subcontracted by proposer including leased items must be competitively procured. Proposal estimates must be replaced with real bids at the time of subaward negotiation. Leases with wholly owned or subsidiary companies affiliated with the proposer's organization must be broken down as to cost including profit. WSETB reserves the right to get local bids for such items and to substitute like items if they can be procured at a lesser cost. R. All purchases must be made in accordance with State and Federal procurement requirements which require a cost/price analysis prior to the procurement. S. Proposers are required to list ETCOG, as an additional insured and/or certificate holder insured on their general liability, umbrella and fidelity bond insurance policies. If there is a fee for adding the Board, include the cost in the proposed budget. Proposers will be required to maintain appropriate insurance including workers compensation and auto insurance. (action required) T. The subaward with the proposer selected will include general provisions set forth in the subaward between the WSETB and the TWC and other applicable requirements. A copy of the general provisions is available upon request. U. Funds provided through this Request for Proposals may not be used to supplant other available federal, state, local, or private funds. This will be verified through subaward negotiations and language to this effect will be included in all subawards. V. Workforce Investment Act funds provided through this RFP may not be used to supplant other available federal, state, local, or private funds. This will be verified through subaward negotiations and language to this effect will be included in all subawards. SECTION XI. ETCOG GENERAL PROVISIONS A. ETCOG reserves the right for any contract resulting from the RFP to be contingent upon the continued availability of funding. B. ETCOG reserves the right to require oral presentations by any or all firms. In the event of oral presentations, a second matrix will be developed based on the selection criteria. C. ETCOG may make a contract award without oral presentation and or discussion with firms after RFP responses are received by the ETCOG. Therefore, RFP responses should be submitted on the most favorable terms. D. ETCOG reserves the right If only one or no proposal is received by submission date to accept, reject, re-solicit, accept, cancel, and/or extend the RFP from original submission date, as needed. E. ETCOG also reserves the right to accept, reject or negotiate proposals received, and to select the proposal it considers in its best interest based upon the requirements and descriptions outlined in this RFP; as well as, to vary or waive any provisions set forth in this RFP in the best interests of ETCOG and administered programs. F. ETCOG reserves the right to request additional information and/or meet with representatives from responding Proposers to discuss submitted proposal, before and after RFP submission, all of which may be used in forming a recommendation for award and/or negotiation of a contractual agreement. G. This RFP does not commit or obligate ETCOG to allow any costs incurred in advance of the execution of a contract. H. ETCOG reserves the right to negotiate the final terms of any potential agreement or contract as a result of this RFP with Proposers, to include but not limited to, any essential clauses or certifications in this RFP. Proposal must have original signature of the person having the authority to bind the organization to a contract or it may be rejected for non-compliance. ETCOG reserves the right to claim ownership of any proposal submitted in response to this RFP to be the property of ETCOG, and is not obligated to return proposal responses, binders or exhibits to Proposers. Proposer should not include proprietary information or trade secrets. Information submitted may be subject to disclosure under the Texas Open Records Act, it will be the responsibility of the Proposer to seek an exemption from disclosure and file any necessary documents with the Attorney General. J. Conflict of interest is a serious issue. Proposers may not hire ETCOG management or support staff that were involved in the evaluation and/or selection process under this proposal. Proposers must sign and submit the Conflict of Interest Form (CIQ). (Attachment C). K. Proposals not selected for funding may be appealed only with respect to any fault or violation of law or regulation regarding the review process. Appeals must be filed within ten calendar days of the final ETCOG action, at the same address as delivery of the RFP. Liability for Property Damage Successful Proposer shall be liable for all damages to ETCOG owned, leased, or occupied property and equipment caused by Proposer and its employees, agents, subcontractors, and suppliers, including delivery or cartage company, in connection with any performance pursuant to a contract as a result of this RFP. The Proposer shall notify ETCOG Contract Manager in writing of any such damage within one (1) calendar day. 30 granted or implied. Successful Proposer may not incur any debts, obligations, expenses, or liabilities of any kind on behalf of ETCOG. Liability for Taxes Successful Proposer represents and warrants that it shall pay all taxes or similar amounts from any contract or agreement resulting from this RFP, including, but not limited to, any federal, State, or local income, sales, or excise taxes of successful Proposer or its employees. ETCOG shall not be held liable for any taxes resulting from the Successful Proposer executing the performance of any contract or agreement. Abandonment or Default If the successful Proposer defaults on a contract resulting from this RFP, ETCOG reserves the right to cancel the contract without notice and either re-solicit or re-award the contract to the next best responsive and responsible respondent. The defaulting Proposer will not be considered in the re- solicitation and may not be considered in future solicitations for the same type of work, unless the specifications or scope of work significantly changed. The period of suspension will be determined by the agency based on the seriousness of the default. Change Management The Successful Proposer agrees that key personnel assigned to any contract and/or service agreement resulting from this RFP shall remain available for the entirety of the project throughout the term of the Contract for the duration of said staff is employed by the Proposer. Furthermore, it is understood any resulting contract or agreement resulting from this RFP will contain the following language: Should there be a change in ownership or company management, the contract shall be canceled unless an agreement is reached with the new owner or new manager to continue the contract with its present provisions and pricing. This contract is non-transferable by either party. Antitrust Neither Proposer nor firm, corporation, partnership, or institution represented by Proposer or anyone acting for such firm, corporation, or institution has (1) violated the antitrust laws of the State of Texas under Texas Business & Commerce Code, Chapter 15, or the federal antitrust laws; or (2) communicated the contents of this Proposal either directly or indirectly to any competitor or any other person engaged in the same line of business during the procurement process for this RFP. Conflict of Interest Questionnaire (CIQ) (Attachment C) Chapter 176 of the Texas Local Government Code requires vendors and consultants contracting or seeking to contract with ETCOG to file a conflict of interest questionnaire (CIQ) if they have an employment or other business relationship with an officer of ETCOG or ETCOG or an officer's close family member. The CIQ must be completed and filed with the proposal response if an employment or business relationship defined in the law exists. 31 Texas Sales and Use Tax Pursuant to , Government Code, a state agency may not accept a bid or award a grant to any individual not residing in this state or business entity not incorporated in or whose principal domicile is not in this state unless: the individual or business entity holds a permit issued by the comptroller to collect or remit all state and local sales and use taxes that become due and owing as a result of the individual's or entity's business in this state or certifies that it does not sell tangible personal property or services that are subject to the state and local sales and use tax. The undersigned authorized representative of the business entity being awarded a grant herein certifies that it (indicate the statement that applies to your business entity): holds a permit issued by the comptroller to collect or remit all state and local sales and use taxes that become due and owing as a result of the individual's or entity's business in this state; or does not sell tangible personal property or services that are subject to the state and local sales and use tax. Force Majeure Neither Proposer nor ETCOG shall be liable to the other for any delay in, or failure of performance, of any requirement included in a contract resulting from this RFP caused by force majeure. The existence of such causes of delay or failure shall extend the period of performance until after the causes of delay or failure have been removed provided the non-performing party exercises all reasonable due diligence to perform. Force majeure is defined as acts of God, war, fires, explosions, hurricanes, floods, failure of transportation, or other causes that are beyond the reasonable control of either party and that by exercise of due foresight such party could not reasonably have been expected to avoid, and which, by the exercise of all reasonable due diligence, such party is unable to overcome. Each party must inform the other in writing, with proof of receipt, within three (3) business of the existence of such force majeure, or otherwise waive this right as a defense. Texas Corporate Franchise Taxes Pursuant to Article 2.45, Texas Business Corporation Act, State agencies may not award grants to forprofit corporations that are delinquent in making state franchise tax payments. Work experience can serve as a stepping stone to unsubsidized employment and is an important step in the process of developing a career pathway for youth. Work experiences provide the youth participant with opportunities for career exploration and skill development. Unpaid Public Work Experience Unpaid work experience, time-limited training in the public sectors. Unpaid Non Profit Work Experience Unpaid work experience, time-limited training in the nonprofit sector. Unpaid for Profit Work Experience Unpaid work experience, time-limited training in the for-profit sector. Paid Work Experience (Subsidized Work Experience) Paid work experience, time-limited training in the private, for-profit, nonprofit, or public sectors. b6. Leadership Development This encourages positive social behaviors.
