1 Terms of Reference For Soft Skill Development Training, Kamlahari Higher Education Scholarship Support Project 1 Background Plan International is an independent development and humanitarian organization that advances children s rights and equality for girls. We believe in the power and potential of every child. But this is often suppressed by poverty, violence, exclusion and discrimination. And it is girls who are most affected. Working together with children, young people, our supporters and partners, we strive for a just world, tackling the root causes of the challenges facing girls and all vulnerable children. We support children s rights from birth until they reach adulthood. And we enable children to prepare for and respond to crises and adversity. We drive changes in practice and policy at local, national and global levels using our reach, experience and knowledge. We have been building powerful partnerships for children for over 75 years, and are now active in more than 70 countries. Plan International Nepal has been working in Nepal since 1978 to enable marginalized children as well as their families and communities, to access their rights to health, education, economic security and protection. Currently our programs are running in 42 districts through our development partners. About Project Global Strategy ( ) of Plan International s purpose is to advance the children s rights and equality for girls especially vulnerable. It believes that Girls have power to change the world and together, we take action so that 100 million girls can learn, lead decide and thrive. Plan International Nepal has been implementing Kamlahari Practice Abolition project (KAP) since 2006 and has rescued more than 3,000 Kamlahari girls and supported them with different interventions focusing in reintegrating girls into their lives, communities and schools in two phases of project KAP I and KAP II. The project ended in March Now, a continuation project Kamlahari Higher Education Scholarship Support (KHES) continued supporting those rescued and benefitted girls in higher education levels (10+2 and Bachelor degree) of Dang, Kailali and Kanchanpur Districts. To date, 153 ex-kamlahari girls from Dang (52), Kailali (69) and Kanchapur (32) districts, studying in 52 different institutions (12 in Dang; 26 in Kailali; and 14 in Kanchanpur). Among them 70 girls are studying in grade 11 and 49 girls in grade 12. Likewise 15 girls are studying in bachelor 2 nd year, 9 are in bachelor 3 rd year and 3 are in bachelor 4 th year, they all are associated in academic stream mainly education and humanities (Arts). Rest of the 7 girls are enrolled in 3 years technical courses, from this group 5 girls have already passed out HA (Health Assistant) and nursing course. 2 Purpose of the assignment The purpose of this assignment is to deliver soft skill training to the scholarship recipient former Kamlahari girls in order to capacitate and enhance their personality and prepare them with updated skills and information to hold the available opportunities in job market. Total 6 events has been planned in different locations of project district. Major purpose of the assignment is to: Provide 6 lots of 2 week long soft skill development training to scholarship recipient ex-kamlahari girls to develop their personality, leadership quality and to Enable them to enter into job market The consultant is expected to transfer practical skills through soft skill development training to the exkamlahari girls for better learning results and employability. The consultant need to consider that most

2 of the girls are in academic stream such as education and humanities (Arts) having average and below average learning achievement. The project covers 3 districts namely; Dang, Kailali & Kanchanpur. The consultant have to deliver the training session in field. 3. Scope of work The consultants is required to deliver the 12 days soft skill development training to ex-kamlahari girls for an event (total 6 events). Two consultants/trainers is required to conduct 2 events simultaneously to meet the requirement of the project. The consultant will work with Plan staffs (field and national) to finalize detail plan of action with appropriate tools and guidelines to develop an effective product. 4. Outputs/Deliverables The following deliverables are expected from the consultant in due process of the assignment: Plan International Nepal will provide a training manual Ready to Work prepared by Plan USA (some contexts will change), soft skills, life skills, and basic information of front desk job; references taken from the manual of CTEVT. Consultant need to work on these provided materials and make a package what is appropriate to deliver for fresher young job seekers through consultation with project team and technical head. Then consultant need to submit training sessions based on the above and schedule immediately after signing of the agreement. a) According to the need of project, soft skill training content should cover minimum of the following: Soft skills and its importance Preparation of Job application, CV and interview skills Communicating skills Life skills Knowing yourself and what you want in a job Getting ready in your job search Work culture & professional ethics, Getting and keeping a job Basic information about front desk job Mock Test, job interview role play b) Event Report (6 short reports) c) The consultant is required to hand over the session design and photos and a short training report in soft copies

3 5. Timeframe and Estimated working days The consultant is required to propose the required timeframe along with their activity chart necessary for the completion of the given deliverables. Plan estimates 72 working days worth of effort to be necessary for the assignment. S/he should have proven background of organising soft skill development training. i. Minimum Master Degree in the development field or advance level of vocational training and soft skill training is preferable. ii. Experiences in working in develop and deliver soft skill development training or TEVT training Demonstrated ability to implement and manage the soft skills development training sessions. iii. Experience of working with young people (girls). iv. The firm or individual consultant should have knowledge related to gender issues. v. Ability to write and speak fluency in English as well as Nepali, fluency in local languages is preferable. vi. Ability to work with local staff with respect, maturity and impartiality. 7. Ethical and Child Protection Statements Child protection is a term used to describe the responsibilities and activities undertaken to prevent or to stop children being abused or ill-treated. It is Plan s duty and responsibility to reduce the risks of abuse to the children who we have contact with and keep them safe from harm. Plan s Child Protection Policy, Say Yes to keeping children safe, is Plan s overriding framework to protect children who come into contact with Plan employees, volunteers, partner organisations and individuals, including consultants, who are working on behalf of Plan. The consultant should include statements in the proposal on how he or she will ensure ethics and child protection in during the commencement of the assignment and during the field works. Consultant/s should also specify other ethical protocols to be followed during the due course of the

4 evaluation/assessment. Consultants are expected to take consent of the respondents or children s guardian before taking photographs and ask if their photographs, verbatim or case stories could be used in report and for public dissemination. Such consent must be documented and submitted to Plan International Nepal along with the final report. 8. Submission of Proposal The Offeror shall prepare both the Technical and Financial Proposal. In the cover letter of proposal the offeror must have to mention How did they know about this Request for Proposal either through website or other means. 1. Sealing and marking of proposals The Offeror shall seal the Proposal in one outer and two inner envelopes, as detailed below. (a) The outer envelope shall be: Plan International Nepal Country Office Maitri Marga, Bakhundole, Lalitpur, Nepal and, marked with RFP Reference : Soft Skill Development Training, Kamlahari Higher Education Scholarship Support Project (b) The 2 inner envelopes shall indicate the name and address of the Offeror and should be clearly marked with Technical Proposal and Financial Proposal. In summary, there will be one separate sealed envelope for the Technical Proposal including all required legal documents and one separate sealed envelope for the Financial Proposal only. Note: If an offeror submits the financial proposal (budget) within or in the same envelop as the technical proposal, it will be automatically disqualified. 2. Deadline for submission of proposals Proposals must be received by Plan International Nepal at the address specified under clause Sealing and marking of Proposals no later than 04:30 PM on 29 th May, Consultant Selection Criteria Criteria Does the consultant /team has past experience in conducting soft skills for employment? Does the consultant/team has relevant academic qualification? Weighting % Is the methodology and process suggested by the consultant/team relevant to the scope of this assignment? 30% Is proposed timeline realistic? 10% Grand Total 100% 50% 10%

5 10. Supervision Project team (KHES) will accompany with the consultants in field for required support and all the logistic arrangement to complete the training effectively. 11. Cost and Payment The consultant should submit the total budget in the proposal with detail breakdown including applicable government taxes. Fifty percent of the contract amount will be paid in advance after signing of the agreement, thirty percent amount will paid after completion of field work and remaining twenty percent amount will be paid after submission of the final report. 12. Intended Users The intended users of this event report are Plan International Nepal, Plan partner organisations, NOs and local government bodies. Consultancy Validity Check List: Applied For:.. 7 Annex-1 The Consultant has to prepare whole training package following of the minimum requirements: i. Table of Content: This usually tells about the included subject matter and its location. ii. Background: This section should summarize the overall content, and definition of soft skill development training. iii. Overall objective: It should cover main objective of the training and its relevancy to link with job market. iv. Specific objectives: This section should cover purpose of the training categorically. v. Methods: this section should explain in which method they are delivering the training sessions. vi. Limitation: It usually tells what is covered and what cannot. vii. Required Training materials: This section is only necessary if the assessment questions are reworked by the assessment team. viii. Division of Sessions: This shows how the evaluators plan is to answer each of the assessment questions. ix. Game/Energizer: This section should fall in between the session or at the end, how participant can enjoy the session with effective learning. x. Session Rap-up: This is the method how the trainer sum up the session.
