1 Town of Milton Board of Selectmen Meeting Milton Town Hall Monday October 3 rd, 2016 Public Meeting Minutes Selectman Gray called the meeting to order at 5:30 pm and welcomed everyone. Members in Attendance: Tom Gray, Andy Rawson, Mike Beaulieu Also in Attendance: Heather Thibodeau, Town Administration Kathy Wallingford, Assessing Director, Police Chief Krauss, Fire Chief Marique, Betsy Baker. Public in Attendance: Bob Carrier, Edward Merrill, John Katwick, Peg Hurd, Steve Whitman, Patti Burns, Ryan Thibeault, Cynthia Week, Kari Lygren, Thomas McDougall, Larry Brown. Selectman Gray made a motion to go into non-public under 91A:3, II (c) (d) at 5:30. Selectman Beaulieu Second the motion. Motion carried. Selectman Gray stated there was discussion of a tax agreement and acquisition of land in the non-public session. The tax agreement minutes was sealed indefinitely and the acquisition of land minutes were sealed for 6 months. Public meeting called to order at 6:00 PM. The Pledge of allegiance was recited. New Business Moose Mountain Greenways Steve Whitman and Patti Burns gave a presentation of the project that MMRG is developing for a conservation action plan for eight town in the service area, Brookfield, Farmington, Middleton, Milton, New Durham, Rochester, Wakefield and Wolfeboro. Mr. Whitman ask if there were any conservation projects being working on, surface water or storm water management issues, future development, local farms, Master Plan, Scenic Byways and different organizations that helps with this project. They would like the participation of the Town in developing this plan. Selectman Rawson stated regarding public water European Naiad is growing in our ponds and that is a problem the Town is working. Kari Lygren announced there will be a Conservation Commission Mixer (Development with Conservation in Mind) being held on December 3 rd from 8:30-12:00 there will be invitation going to Planning Boards and Board of Selectmen, they hopes that Boards members will attend.

2 Metrocast Edward Merrill, General Manager for Metrocast was present to address some questions and issues the Board of Selectmen had been receiving. Selectman Rawson stated he had receive numerous complaints from the public regarding service vs cost, the recent change with the small black box for digital service, and the cost for the equipment unfortunately they did not attend the meeting tonight. Chief Krauss stated in Metrocast defense they sent out notices over 6 months ago regarding the black box and it was free to the customers. He received notification at his personal residents as well at the Police Department. Mr. Merrill, stated he has forms that he will leave and it has all his contact information and residents can contact him and he will look in their issues. Mr. Merrill asked for his contact information to be put on the Town s web site. He also mention when he received the call from the Town Administrator he did review the last 3 years of monthly service calls, it did show that presently 2016 was lower than the previous two years. Mr. Merrill presented the Board a copy of the report. Mr. Merrill also explained to the Board that the use in the resident has changed dramatically, before residents would have 2-3 devices in the home, today there can be up to 10 or more devices as well as different services provided. Computer issues in the Town Hall Selectman Gray review the issues the Town Hall computers had the past week with a Ransom virus. Presently the computers are back up and running, the TA discussed that we needed a new hard drive, and we are getting a quote for the hard drive. Moving forward we may need to consider backups off sites, and more fire walls. Our IT person DJ Grieb was unable to be at the meeting tonight, he is scheduled to attend the Board s meeting on October 17th. Chief Krauss explained how the Ransom virus comes into the computers and how it effects the systems. Moving forward we need to consider the best procedure and programs to secure our system. Resignation of Forest Committee Member A Letter of resignation for Colleen Bessette from the Town Forest Committee was received due to personal reasons. Selectman Rawson stated that Colleen was a huge asset to the committee and she will be deeply missed. Selectman Rawson motion to accept Colleen Bessette resignation with his deepest regret. Selectman Beaulieu seconded the motion. Motion carried. A Letter of resignation for Rick Bessette from the Town Forest Committee was received due to is work schedule.

3 Selectman Rawson motion to accept Rich Bessette resignation with regrets. Selectman Beaulieu seconded the motion. Motion carried. Chairman Gray also read a letter of resignation from Kameron Thyng for the Town s recording clerk due to availability. Selectman Rawson made a motion to accept Mr. Thyng resignation. Selectman Beaulieu seconded the motion. Motion carried. Approval for Bake Sale & Request for donation from Durgin Trust Approval of Minutes Town House Restoration Committee would like to hold a bake sale fund raiser at the Town House on October 8 th, 2016 from 9:00-1:00 PM. Selectman Gray made a motion to approve the use of the Town House for the bake sale fund raiser. Selectman Beaulieu seconded the motion. Motion carried. Request for a donation from the Durgin Trust Fund was received from the Athletic Department, Nutes Middle and High School to assist with the financial responsibility for the new softball field. Selectman Rawson state he had spoken with Karen Brown and that there was over $ in interest in the Durgin Trust. Selectman Rawson made a motion to give $ from the Durgin Trust for the Softball Field. Selectman Beaulieu seconded the motion. Motion carried. Selectmen Comments An order from the Town s Legal Counsel J. Sessler regarding the RSA 155 B:3 Hazardous and Dilapidated Buildings to the Unknown Heirs of Loretta Collins, (Norman Collins Occupant) located at 565 White Mountain Highway, Milton NH. Upon information from the Milton Code Official and determined by the Board of Selectmen that the barn is a hazard to other, possible of collapsing on neighboring property and that the property is beyond repair. The order states the barn shall be raised and remove from the property in 30 days from receiving the order. If the order is contested it must be contested within 20 days of the order served. Andy made a motion to move forward as so stated for the order regarding RSA 155 B:3 for the property know as 565 White Mountain Highway, map 44 lot 112. Selectman Beaulieu seconded the motion. Motion carried.

4 Approval of Minutes: Selectman Rawson made a motion to approve the minutes for the September 12 th, 2016 public minutes with typing errors corrected. Selectman Beaulieu seconded the motion. Motion carried. Selectman Rawson made a motion to accept the minutes for the September 19 th, 2016 non-public minutes as previous sealed. Selectmen Beaulieu seconded the motion. Motion carried. Expenditure Report The Broad review the expenditure report and was pleased with the overall budget expenditure report. Administration Comments TA Heather Thibodeau mentioned she was please that she has started to receive activity reports from the departments. There has been several department head meetings, at the meetings there have been discussion regarding budgets, and cleaning services. The TA provided the Board with some financial procedures/policies for their review. The Board requested they would like to have the department heads review them also. Selectmen comments Selectman Rawson announced they still have 10 seats available for the senior s trip to Fryberg Fair. If anyone is interest please contact Karen Brown. Selectman Rawson mentioned there will be a Basket Ball Clinic starting and please contact our Recreation Director Karen Brown for more information. There will be a spaghetti dinner fund raiser on October 12 th, 6:00, at Nute s High School proceeds will go to the new ball field. To date we have raised $50,000.00, we need $80, to complete the project. There will be more fund raisers in the future. Spooktacular and Trunk a Treat will be October 22 nd from 5-8:00 pm at the Town Beach. The door to door Trick or Treat for the town will be on October 31 st, from 5-8:00 pm. We have approved to use the postage meter to send out thank you notes to all the people who have donated to the ball field project, the cost is an estimated $ The committee is also requesting permission to use the postage meter to send out donation letters for donation letters to businesses. The Chair stated he sees no problem with using the meter, but wanted to get a legal opinion on letters of donations. The TA with review with Town Council.

5 Selectman Rawson mentioned that there is a space problem in the Town Hall regarding the Welfare Office and the Tax Collector s Office. Selectman Rawson and Pat Smith reviewed the building and have thought about moving the mailroom and time clock to another location. Selectman Rawson and Chief Marique will work on the space issues. Selectman Beaulieu mentioned there was not a lot happening with the Budget Committee, they are looking at different ways to look at the budgets. Selectman Gray mention the social media policies and the workshop at the Municipal Association Conference on November 16 th at 10:45 am. Selectman Gray said he had received a request from Steve Baker, TPPA to consider a budget for the TPPA. Selectman Gray said he would think it may fall under the Conservation Commission budget and will see what the Budget Committees opinion is regarding the budget. Selectman Gray inquired about copies of the department s permits, TA Thibodeau would send reminding to the departments. Selectman Gray revisited the discussion of the old fire station and reviewing all avenues for building. Selectman Beaulieu said he would speak to Realtor Cubby at the next meeting. Selectman Gray also revisited the discussion with Russell Neil regarding renewable energy incentives and that the Board should move forward regarding creating a Selectmen Warrant Article to go on the 2017 ballot. Selectman Gray has updated the citizens request form for Board of the Selectmen meeting and would like everyone to complete a form, employees, department heads, board members and citizens. TA Thibodeau will send to form to everyone. The Town has received a notification from Primex that is effective April, 2017 there will be a new process for unemployment compensation and it will go directly through NH Unemployment. Selectman Gray stated that the Board of Selectmen, Board & Committee Members, Department Heads and employees ultimate job is to serve the public. Public Comment: John Katwick asked the Board for help with the 2 public notices regarding the Milton Mills Cemetery Association as discussed at previous meetings. This must be done by year end. Mr. Katwick also mentioned the Prospect Hill Cemetery and would like more participation with the cemeteries. John Katwick told the Board they would be two 4x8 signs, one for the Veterans Park and one for the Ball Field promoting renovations of the Ball Field and they have already received permission for the signs. Ryan Thibeault asked about the safety issues with the barn vs the retaining wall. Selectman Gray explained the RSA regarding the barn does not included retaining walls. He feels his issues and complaints regarding the retaining wall at 3 Pond Auto or the signs has not been answered. The Board requested Mr. Thibeault to fill out a complaint form.

6 Chief Krauss mentioned that the Fire and Police Department on October 13 6:00pm will be participating in a Girls Volley Ball Game at Nutes High School, it is a great time. The Chief announced that on October 14 th that Officer Nirgianakis will be receiving an award for his actions at the fatal crash. It will be held in 6:00PM. Selectman Rawson stated that it was a well-deserved award. Larry Brown mentioned he finds it disturbing that on the social media people will disregard the hard work, time and efforts of the volunteers. Chief Marique gave an updated on the new fire station, everything is going well and the project is on track. Selectman Rawson thanked Susanne Foster Brown for donated Voters Sticker for the election. Selectman Rawson made a motion to accept the donation. Selectman Beaulieu seconded. Motion carried. Closed Public Comment. Non Public 2 nd Session Selectman Beaulieu made a motion to go back into non-public. Selection Rawson seconded the motion. Motion carried.
