2 Statements & Search Criteria Mission The Northumberland County Community Center Organization (NCCCO) was founded in 1998 to enhance educational, employment and social opportunities for all citizens residing in the Northern Neck and particularly those in Northumberland and Lancaster Counties. A nonprofit organization, NCCCO is immersed with an obligation to prepare people for meaningful employment opportunities. A large part of the catchment area serves the African American communities of Northumberland and Lancaster Counties. Background The Northumberland County Community Center Organization (NCCCO) organized in 1988 was founded to enhance the educational, employment and social opportunities for all citizens residing in the Northern Neck and particularly those in Northumberland and Lancaster Counties. A not for profit organization, (NCCCO) immersed with an obligation to prepare people for meaningful employment opportunities. NCCCO has developed a program named Help for Humanity. Its goal is to aid all citizens, young, old; black, white, Asian, Latino and Native American and those in need of special assistance because they are mentally or physically challenged. Some of the goals of NCCCO are to aid all people in need. To achieve this, the Organization provides a safety net and a beacon of hope for the masses. Impact Accomplishments: 1.Sponsored three families for Christmas. 2.Restoration of civil rights for nonviolent offenders. 3.Held an affordable healthcare forum and assisted individuals to apply for benefits. 4.Assisted low income persons with resources to apply for affordable housing mortgages. 5. Collaborated with other agencies and individuals who received affordable housing per the THE LIGHT STREET BLOCK GRANT. Goals: 1. To establish computer access to all individuals in community to improve daily living needs such as linkage to employment, online education, job skills training and general information. 2.Assist individuals with compliance for new voting identification registration. 3. Collaboration with local NAACP RITE of PASSAGE YOUTH PROGRAM and others youth programs to provide youth with knowledge to succeed in everyday choices, career choice and college education. 4. Collaboration with agencies that link individuals to resources for health, employment, transportation, child/parents needs and appropriate socialization. Needs 1. General financial : support which is ongoing assistance for building mortgage, utilities, insurance, maintenance and building upkeep. 2. Equipment and Supplies: desktops/ laptop computers, printers, copiers, fax machine, 60" monitor (TV or Computer), electronic tablets or Smart boards and vans. 3. Volunteers: instructors, tutors, legal advisers, accounting /financial adviser, transportation staff, health care worker, first aid/cpr instructor, fundraising staff and grant writing staff. 2

3 CEO/Executive Director Statement NCCCO is a rural State Incorporated 501(c)(3) Community Organization established to provide services to a wide range of its citizenry. There is a disproportional high number of poorer youth (mostly African Americans) and elderly in the catchment s area. Many programs have been initiated and are in various phases of piloting. The Organization needs an infusion of economic support to achieve maximum servicing goals. Hopefully, NCCCO, which has received several in service and cash awards from various individuals, will receive funding commensurate with the proven goals of the Organization. Our main goals of service to the community are augmented by the desire to impact the attained educational goals of a functioning society. In this way, NCCCO is a lighthouse for the Community in need of many basic services. Board Chair Statement Ms. Merug Clarke donated the land for the dream of building a community center on 679 Browns Store Road in The Center was established in 2003 under the guidance of Mrs. Inez Bates and Mrs. Alaese Parker. The Northumberland Country Community Center Organization, INC provides programs that benefit citizens of the Northern Neckcommunities. NCCCO has provided the following programs for the total community: 1.Housing sessonss which inform citizens of the opportunites and ways to purchase a home or land. 2.Health Insurance sessions which advocate and stress the importance of family insurance. 3. Person rescue sessions wihc stress the importance of life, medical, vehicle and dental insurances, overall health of the family. 4. Restoration of Rights ( etc.) Have been very successful that citizens got their right to vote, hold public office, serve on juries and serve as a notary public, officers and Northumberland County Committee organization members have been very fortunate to use the Center for community and information services. Our future depands upon the degree that community members assist us in fulfilling our goals. Areas Of Service Areas Served Areas Northumberland County The Northumberland County Community Center Organization is an oasis in a desert of low socio-enconomic communities. The Center is located very close to the Light Street federal housing program. Through the effort of some of NCCCO's leaders, many low income families have been able to afford to buy houses at reduced rates and lower mortgages. This community used to house many individuals who had neither utilities or running water. Our efforts are aimed at these as well as many other impoverished and low and median income persons. 4 Programs Programs Holiday Sharing Program Description This program gives back to the community by providing holiday meals, gifts and clothing to the very needy in the Community Budget $2, Senior Support Program Description Program provides seniors with a lunchtime meal and socialization with others. 7 Management Executive Director/CEO Executive Director Term Start Jan Dr. Frank Joseph Kober Jr. Experience Dr. Francis J. (Frank) Kober Francis J. (Frank) Kober, Ed. D received his Bachelor of Arts Degree from the University of Maryland. His graduate education was attained, first with a Master of Arts Degree in Education Administration from Coppin State University. His Doctorate is in Urban Education Leadership and Policy Studies from Temple University in Philadelphia. Dr. Kober started his career as an elementary school teacher. His first assignment was in an all-african American disadvantaged community. He spent ten years there, and was elected a Vice President of the Baltimore Teachers Union. The US Department of Education named him one of the outstanding teacher leaders in the United States. Later he served as editor of the Baltimore Teachers Union newspaper. In 1998, the National Education Association sent him to Oakland California where he was a member of a team to do a study of an urban school district that was taken over by the State. From 2003 until the present, Kober served as Special Assistant to the President atcoppin State University for the Urban Education Corridor. During this time, he was Associate Dean of Education and Professor of Education s University. His duties included supervising the NCATE and Maryland State Department of Education elementary and early childhood education programs at Coppin. He completed the following college-wide activities: He was Coppin State s Governmental Relations representative to the Maryland General Assembly.Also, He led Coppin to a 10-year unconditional certification by the National Collegiate Athletic Association (NCAA) on two separate occasions.
