1 GOVERNMENT OF GUJARAT Narmada, Water Resources, Water Supply & Kalpsar Department Tender Notice No.4 of Following works are envisaged in Gujarat State, India being executed by the Executive Engineer, Junagadh Irrigation Project Division, 2/3 Multi storied Building, Sardar baug, Junagadh. 2.0 Online tenders for the following works are invited by the Executive Engineer, Junagadh Irrigation Project, Division from the contractors registered in, (A) Class AA & above in Narmada, Water resources, Water Supply & Kalpsar department and/or Road and Building Department of Gujarat State and, (B) CPWD/Railway and other State Governments equivalent to Class AA & above is mentioned in above Para-A Gujarat State. Those who have not submitted the Tender Fee & E.M.D. in original in hard copy as stated above the bids of which shall not be opened. Tender Fee (D.D.) & E.M.D. (FDR & BG) shall be sealed in one envelope and other document in another envelope by Regd. A.D. / Speed post. so as to reach at the office within 5 days from the last date of uploading the bid. Failure in submission of the original Tender Fee & E.M.D. within above specified time limit will entail rejection of the bid & black listing. 2 4.0 Details to be furnished along with application Bid documents are only available in Electronic Form. Interested Bidders can view these tender documents online on web site Bidders who are interested in bidding, these tenders can download tender documents Bidder shall pay Tender Fee in form of account Payee Demand Draft payable to the Executive Engineer, Junagadh Irrigation Project Division, Junagadh drawn on any Nationalized Bank / Schedule Bank. The intending bidders shall have to submit the following documents along with the E.M.D. and tender fee. 1). Latest Income Tax Return filed, PAN and INCOME TAX WARD where assessed. 2). Current calendar year i.e Solvency Certificate (20% value of Estimated Cost put to Tender). 3). Registration Certificate in AA Class. 4). Current Credit Facility from the Bank. 5) Client Experience Certificate & other bid forms (For P. Q. bid) All above documents shall be notarized. 3 6.1 Pre-Bid conference (offline) at Hrs on Dtd. 31/07/2017 in the office of the Superintending Engineer Rajkot Irrigation Project Circle 2/5 Jilla Seva Sadan No.2 Race Course Road Rajkot , Ph. (0281) Bidders interested in participating in pre-bid conference, are advised to attend the pre-bid conference with quarries related to work before submission of bid. 7.0 SUBMISSION OF TENDER:- a). Tenderer shall submit their offer in Electronic format only, on above mentioned website up to Hrs. on Dt.- 16/08/2017 after Digitally Signing the same. Offer which are not Digitally Signed will not be accepted. b). No offer in physical form will be accepted and any such offer if received will be out rightly rejected. c). Bidder will have to submit separate Tender Fee (In the Form of D.D.) & E.M.D. (In the Form of F.D.R. & B.G.) in (Physical form) drawn in favour of Executive Engineer, Junagadh Irrigation Project Division, Junagadh. And shall be submitted in physical form to the Executive Engineer, Junagadh Irrigation Project Division, 2/3, Bahumali Bhavan, Sardar baug, Junagadh , in physical form as mentioned in the Para 3.0 (B) above i.e. within 5 days from the last date of uploading the bid. 8.0 OPENING OF TENDER: a). The P.Q. Bid (On line) will be opened 23/08/2017 at Hrs. on website in the office of the Superintending Engineer Rajkot Irrigation Project Circle 2/5 Jilla Seva Sadan No.2 Race Course Road Rajkot , Ph. No (As mentioned in Para 3(B)(iii) above). Intending bidders or their representative who wish to participate in online tender opening can log on to nwr.nprocure.com. On the due date and time, mark their presence or participate in online tender opening. b). For more details vendors are requested to refer Vendor Training Manual Tenderer who wish to remain present at Rajkot premise at the time of tender opening can do so. Only one representative of each firm will be allowed to remain present. c). The price bid will be opened after Government decision on P.Q. bids of tender. 9.0 GENERAL INSTRUCTIONS: a). The fees for on line tender document will not be refunded under any circumstances. b). E.M.D. in the form as specified in tender document B-2 form only. And E.M.D. shall be accepted valid up to 180 days. c). The Bid offer shall be valid for 120 days counted from the date of opening of online Technical bid / price bid. d). Conditional tender shall not be accepted. e). Government reserves the right to accept lowest responsive offer based on evaluation of tender and reject any or all tenders without assigning any reason. f). Note:- 1) The contractor should have submit compulsory duly notarized Annexure B- 1, Annexure B-2, Annexure-1, Annual turnover, C.A. certificate and Form 3- A/G/Certificate which clearly mention the year wise quantity executed & amount paid separately with countersigned of competent authority. 2) The contractor should have submitted duly notarized Annexure-1 for all the works on hand in Gujarat state and in other states with necessary certificate. 3) The contractor should have submitted dully notarized affidavit to be provided by the contractor to Water Resources Department (Annexure-2) on stamp paper of Rs. 100/-. 4) All documents in supporting of tender bid, shall be submitted in electronic format only through on line.
