2 Program Overview The PNG Governance Facility (PGF) is an innovative governance initiative in Papua New Guinea, aimed at contributing to security, stability, basic service delivery and inclusive growth for all Papua New Guineans. The PGF will be responsible for the design and implementation of most of Australia s future governance portfolio under the strategic direction and oversight of the Australian and PNG Governments. Bringing governance activities under one umbrella, the facility will enable DFAT to achieve greater coherence between, and consolidation of, individual activities, effective gender mainstreaming, smarter administrative, contracting and management processes, and improved knowledge sharing and actions on lessons learned across the governance portfolio. Australian Aid Remuneration Framework On the 15th of February 2011 Australian Aid released the Adviser Remuneration Framework (ARF). The ARF is a set of market-based, long and short term remuneration rates and entitlements which apply to Australian Aid-funded positions that are commercially contracted by Australian Aid directly, or through a managing contractor such as Abt Associates. Further information on this framework can be accessed from the DFAT website at Australian Aid Adviser Remuneration Framework. What is a Short Term Adviser? A Short Term Adviser (STA) role is considered any appointment that is up to six (6) consecutive months in duration. Compensation & Benefits Short Term Adviser In accordance with the ARF, the compensation and benefits associated with this Short Term Adviser position are outlined below. The successful adviser will receive: 1. A daily Professional Fee (plus GST where applicable) to be paid monthly upon receipt of an invoice outlining the services provided. The rate band for this position is: AUD594 AUD812 per day 2. Comprehensive pre-departure and in-country briefings (security and role specific). Page 3
4 3. Reimbursement for expenses associated with visas, medical clearances and vaccinations. If an adviser is required to move away from their home base to undertake this role (either domestically or internationally) they will also be entitled to: 1. Return economy flight for mobilisation and demobilisation for the adviser only. 2. A per diem will be paid to cover reasonable living expenses. N.B. This allowance is only applicable for those advisers whose partner and/or accompanying dependants (where applicable) are not currently in receipt of such an allowance from Australian Aid or any other employer. 3. Reimbursement of accommodation costs up to a certain value per day (inclusive of VAT/GST). N.B. 5 Terms of Reference Position Title: Community Development & Grants Adviser Program: Papua New Guinea Governance Facility (PGF), Bougainville Program Title of Agency Bougainville Program (Pillar 3) Reporting To: Director, Bougainville Program; Team Leader (Arawa) Duration: Up to 180 day inputs over 12 months (with option to extend for 12 months, subject to satisfactory performance and agreement by DFAT). Inputs to be scheduled as follows: 4 x Bougainville-based inputs each to a maximum of 40 days in duration. Inputs will require a combination of field work; office-based (Arawa) work and District and Ward-based work with relevant government departments and non-government organisations. Home-based inputs as required by the Team Leader (Arawa) to a maximum of 20 days. The Team Leader Arawa will have the discretion to negotiate input allocation subject to operational needs and approval from the Director Bougainville Program. The Bougainville Program is implemented through the PGF as a Separate Service Order. The Bougainville Program is scheduled for implementation over a period of 4 years through to April The Community Development and Grants Advisor s (CDGA) Activities contribute to Bougainville Program Pillar 3. Program Activity: Pillar 3 Activities comprise of three discrete Components: 1. Bougainville Peace Building Bougainville Peace Building Program (BPBP) commenced in 2011 under the name Panguna Peace Building Strategy (PPBS), supporting reconciliation activities in and around Panguna District. The BPBP operates under the direction of an ABG-led Governing Council and in partnership with the ABG s Dept. of Peace Agreement Implementation and through District Peace and Security Committees (DPSCs). Established by Bougainville Executive Council (BEC) mandate, DPSCs provide a mechanism in each of AROB s 13 Districts for the mediation and reconciliation of Crisis-related conflict. The BP s personnel (Pillar 3) support local actors to lead peace and reconciliation activities. Page 5
6 Activities focus on developing the capacity of the ABG s DPAI, the DPSCs (13) and local leaders to facilitate peace and reconciliation activities in partnership with customary and women leaders. The purpose of this is to strengthen local conflict mediation capacities so as to reunify fragmented communities. Through the provision of small grants DPSCs are supported to strengthen their capacities to manage and administer grants, plan and deliver activities, and monitor and report on the same. The BP s engagement with DPSCs emphasises good governance and the development of widely applicable competency-based work-place skills (financial management & acquitting, planning, personnel management, reporting, etc.) along with peacebuilding and reconciliation skills. 2. Bougainville Youth Initiative Bougainville Youth Initiative assists to strengthen the capacity of local actors to enable them to implement ABG s Youth Policy ( ). The vision of the Policy is to create an environment in which Youth can be productive and actively participate in all forms of development. The Policy provides a framework for youth empowerment around the themes of governance, economics/livelihoods, social participation, and spirituality. The ABG s Department of Community Development (DCD) is responsible for oversight of policy implementation. Pillar 3 will manage and administer grants given to Bougainville s 16 District/Urban Youth Associations (DYAs) and the Bougainville Youth Foundation (BYF, the DYA peak body). The DYAs are the mechanism through which ABG implements its Youth Policy at and below the district level. Grant funds are also provided to 5 international non-government organisations for supporting various livelihood and capacity development activities targeting Youth (this work is managed directly by GoA from its Buka office with support provided by Pillar 3). The INGO support ceases as of June 2017 and will be independently reviewed in Q The review will culminate in the design of a new youth strategy, scheduled to commence in the second half of Subject to the outcomes of the independent review scheduled for Q1 2017, it is likely that partnerships will also continue with various NGOs that operate in the youth space. From mid-2017 it is expected that management of NGO grants will transfer to BP, Pillar 3. This will strengthen GoA s strategic role and enhance operational integration of support to the youth sector. All DPSCs will include youth representation and emerging leaders will be offered opportunities to participate in conflict mediation training. 3. Bougainville Community Grants Bougainville Community Grants (BCG) will build on approaches developed under the Community Development Scheme ( ), the Democratic Governance Transition Program ( ) and Strongim Pipol Strongim Nesen ( ). These programs established processes for grant funding of informal and formal civil society organisations. Small grant funding included a number of features: responsiveness to local demand; mobilisation of community assets and customary social structures; service delivery partnerships and capacity development; civil society to government advocacy. 7 Bougainville Community Grants continues to emphasize Democratic Governance (DG) and Gender Equality and Social Inclusion (GESI). Each of Government, Civil Society, and Private Sector has indispensable roles to play in the governance of public goods. Specifically, DG is the engagement of civil society and private sector with government for improved services on the basis of accountability, transparency, equality, legitimacy, responsiveness, and participation. An implication for BCG is that its grant modality should promote government/community service-delivery partnerships that are grounded in democratic values. Position Overview: Key Working Relationships: Key Responsibilities and Specific Duties: The Pillar 3 Team delivers intensive capacity development support to community development workers (CDWs, including government personnel) and grant partners. This will include training in DG, GESI, participatory planning, project management, monitoring, evaluation and reporting. The Community Development and Grants Adviser (CDGA) will support the Team Leader (Pillar 3) and mentor and coach respective Grants Coordinators and Grants Officers to implement participatory and inclusive community development methodologies, transparent and accountable grants management and administration practices and procedures. The CDGA will support Grants Coordinators and Grants Officers to mentor and coach key counterparts from DPSCs, the BYF, the DYAs, and Community Groups in ensuring transparent and accountable grants management and administrative procedures. The CDGA will support the Team Leader, Coordinator Grants, BYI Coordinator and all Arawa-based staff to identify, prioritise and integrate efforts to promote Gender Equity and Social Inclusion (GESI) into all programming with a specific emphasis on women and youth programming. The CDGA will support the Team Leader to identify new initiatives and strengthen programming that aims to improve the interface between community and government within a community-driven development approach and methodology as is reflected through Bougainville Community Grants. Pillar 3 staff (Arawa), BP District Officers and Managers for the Department of Community Development Key Counterparts within the Bougainville Youth Foundation and District Youth Associations The Not-For-Profit Sector, including INGOs and Bougainville NGOs. Community Groups and Associations. The Adviser will provide the following Services: Provide Technical Advice to the relevant Departments and Organisations at the Regional and District levels, prioritising: o Director, District Management Services (Sports, Youth and Women) o District Management Services Coordinators (of DCD). o Department of Community Development (DCD) District Community Development Officers o The District Youth Associations Technical Support to the Bougainville Youth Foundation. The CDGA will train and mentor relevant Bougainville Program Pillar 3 staff, DCD and Community Development Workers (Program part time staff) in the following: Democratic governance and gender and social inclusion Page 7
8 Screening and assessment Participatory project planning and budgeting Grant agreement preparation Grant management and administration (good governance, project & financial management, monitoring and evaluation, reporting) Database maintenance Other areas as agreed A train-the-trainer approach will be taken where relevant. This will empower Pillar 3 staff and community development workers (CDWs) to train and mentor grantees to successfully manage grants and deliver the activities for which they are responsible. The CDGA will provide technical and coordination support to the BYI Coordinator in undertaking their functions to ensure the efficient and effective implementation of the Bougainville Youth Initiative. Requirements and Other Services The CDGA will also be required to provide grants management support to relevant Pillar 3 staff for the management and administration of: Bougainville Community Grants (up to PGK 100,000); District Peace and Security Committee Grants (up to PGK 200,000 p.a.); District Youth Association Grants (up to PGK 150,000 p.a.); Bougainville Youth Foudnation (PGK 200,000 p.a.); and, Other grants as approved by DFAT. The CDGA will have access to all grant-related documents, databases, templates, tools and training materials utilised in previous phases of assistance in Bougainville and PNG. However it is expected that the CDA will contribute to improved training materials, methodology and approach, and tools and systems to ensure alignment to relevant Autonomous Bougainville Government and Bougainville Program (Government of Australia and Abt Associates) policies. The CDA will train and mentor staff and grant recipients in prioritising gender equity and social inclusion (GESI) as a fundamental thematic imperative crosscutting all activities with special emphasis on women and youth. The CDA will work intensively with a cohort of Pillar 3 staff (based in Arawa) and up to 30 CDWs (spread across all AROB Districts). CDWs will include District Community Development Officers and non-government community workers. A very high percentage of this cohort has completed CDW training and has previous experience in community development work. Provide support to the Team Leader, Acting Team Leader and Program Director as required. Key Deliverables: During the first input (within 4 weeks) the CDGA will produce an annual work plan (AWP) and input schedule that is aligned with the Bougainville Program Pillar 3 AWP The CDGA AWP will be approved by the Team Leader Arawa before submission to the Bougainville Program Director. 9 input the CDGA will also commence training CDWs in Participatory Planning (KPP) and support/mentor personnel in relevant field-work activities. During the second input the CDGA will cooperate with the PGF GESI Specialist to produce a GESI Strategy and Implementation Plan (primarily prioritising support to Women and Youth) that is aligned with Pillar 3 Activities. The GESI Strategy/Plan will identify opportunities for Pillar 3 Programming to thematically integrate GESI opportunities within grants programming activities. During the first three inputs the CDGA will familiarise himself/herself with: o The activities, stakeholders and ToR of the Bougainville Youth Initiative Program and the mandate of the BYI Steering Committee. o The activities and progress of partner International NGOs (in receipt of BYI Grants). o The Autonomous Bougainville Government (ABG) Youth Policy and mandate of the Bougainville Youth Federation and District Youth Associations. As required and tasked the CDGA will support the Review of the Bougainville Youth Initiative with support from the BYI Coordinator based in the Arawa Program Office. Qualifications Relevant tertiary qualifications 5+ years experience in developing systems and training materials, and in training and mentoring personnel in related community development work. 5+ years experience in working in Melanesia 5+ years experience in grants management and administration Experience with approaches informed by Democratic Governance and Gender and Social Inclusion Key Selection Criteria KSC 1 KSC 2 KSC 3 Demonstrated 5+ years experience in developing systems and training materials, and in training and mentoring personnel in related community development work.
