1 Somali Youth Development Fund Somali Youth Development Fund As a partner in the Building Community Resilience initiative, is administering the Somali Youth Development Fund, which will support positive youth development activities, community engagement, and capacity building for Somali-led community-based organizations. is working with members of the Somali American Task Force and others to identify community needs, assets, and capacity building requirements of Somali-led nonprofits serving youth and families. With $400,000 in U.S. Department of Justice and private funding, will oversee a transparent and competitive grantmaking process designed to enable youth engagement, prevention, and intervention activities to help build the resiliency of the Somali Minnesotan community and address structural challenges facing Somali youth. Funding decisions will be made in February The purpose of this Request for Proposal (RFP) is to solicit proposals from various candidate organizations that present evidence-based programs; and bring together community representatives, public safety officials and religious leaders to build resiliency in the Somali community. Examples of projects eligible for funding include: expanded youth programming, mentoring opportunities, peace building, youth entrepreneurship, job training, as well as other innovative programs that empower young Somali Minnesotans. This funding also aligns with the Building Community Resilience Framework. We work on multiple levels: supporting nonprofit organizations that serve youth; aligning efforts through citywide and statewide initiatives; and providing opportunities directly to young people. Proposal Guidelines This Request for Proposal lays out the requirements for an open and competitive process. Proposals will be accepted until January 29, 2016 at midnight. Any proposal received after this date will not be accepted. All proposals must be approved by an official agent or representative of the organization submitting the proposal. Funded projects must provide culturally and linguistically relevant services and focus on Somali youth and your adults in Minnesota, with particular focus on the Twin Cities; 2. Applicants are highly encouraged to partner and collaborate with other organizations in order to leverage and maximize impact; and 3. will strongly consider programs that balance the use of evidence-based interventions with innovation. Proposal Evaluation Criteria will evaluate all proposals based on the following criteria. To ensure consideration for this request for for proposal, proposals should address all of the following criteria: 1. Overall proposal suitability: Proposed solution(s) must meet the scope and needs included herein and be presented in a clear and organized manner; 2. Programming: Implement an asset based approach in youth programs while taking into consideration the components of the Building Community Resilience Framework; 3. Organizational Experience: Organizations will be evaluated on thier experience as it pertains to administering youth programs, collaborations, and previous work with Somali youth in Minnesota in the areas of engagement, prevention, and intervention; 4. Timeline: Realistic and achievable proposed timeline; 5. Ability: Capacity to implement the project; and 6. Budget: Reasonableness of project budget. 4 Project Objectives* Please provide 3-5 clearly defined, measurable objectives that will be accomplished in order to meet the program goal. Work Plan* Describe specifically what you plan to do in order to meet each of the identified objectives in your work plan. Please provide a time table for each. Evaluation* State how you plan to measure the expected outcomes or the impact of the corresponding objectives, how you will collect the data, and how the evaluation results will be used and/or disseminated. Project Budget Budget* Please include your project budget for this application using the budget narrative template provided below. Organizations should submit budgets based upon the total estimated costs for the project(s) including all funding sources. List anticipated expenditures according to the funding source from which they will be paid. An additional budget narrative will further itemize personnel and other costs, as well as the anticipated source(s) for match and program income can be completed below. While physical segregation of cash deposits is not necessary, recipients are required to account for each award separately. Project Budget Template Income and expenses for period of the grant. 5 proposals which call for outsourcing or contracting work must include a name and description of the organizations being contracted. All costs must be itemized to include an explanation of all fees and costs. Contract terms and conditions will be negotiated upon selection of organizations for this RFP. All contractual terms and conditions will be subject to review by and will include scope, budget, schedule, and other necessary items pertaining to the project. Project Budget Narrative Please include a project budget narrative for this grant application. Costs must be reasonable, allocable, and necessary to the project. If necessary, please describe costs and fees described in the proposal. Character Limit: 2000 Federal Grant Requirements As is redistributing federal funds from the Department of Justice, Office of Justice Programs guidelines must be followed. Under these guidelines, federal funds may be used for compensation for personal services; conferences* and workshops; travel; project site; printing; publication; duplication; software development all related to the funded project. For specifics or questions visit: To ensure adequate fiscal administration, accounting, and audit of all federal funds received, the organization's records should be established using the federal agency total project cost. This includes all of the following types of funding sources: federal funds; state funds; match; program income; and any other funds received for the program.
