1 2017 Frameline Completion Fund The Frameline Completion Fund provides grants to emerging and established filmmakers. This program seeks to provide a much-needed source of financial contributions to artists who often struggle to secure funding to complete their works. Grants up to $5,000 are available for the completion of films that represent and reflect LGBTQ life in all its complexity and richness. For over a quarter century, Frameline has provided more than 140 grants to help ensure that LGBTQ films are completed and viewed by wider audiences. Films finished with assistance from the Frameline Completion Fund include CHAVELA, PARIAH, APPROPRIATE BEHAVIOR, CALL ME KUCHU, TO BE TAKEI, LAST CALL AT MAUD S, THE NEW BLACK, BROTHER TO BROTHER, KUMU HINA, THE COCKETTES, VITO, FREEHELD, WE WERE HERE, and GUN HILL ROAD. Submissions are being accepted for documentary, narrative, experimental, animated or episodic projects about LGBTQ people and their communities. The Fund also seeks to bring new work to under-served audiences; with this in mind, we especially encourage applications by women, people of color and transgender persons. The deadline for this year s submissions is October 31, Entries must be postmarked by this date. Awards will be announced in January Postmark Deadline is October 31, 2017

2 Completion Fund Application & Eligibility Guidelines ELIGIBILITY Grants are given ONLY for completion; therefore, projects must have 90% of production finished and be in the post-production phase or ready to begin post as soon as funding is in place. Projects in development, script-development, pre-production or production will NOT be considered. Grants will ONLY be given to projects about lesbian, gay, bisexual, transgender and queer people and their communities. Grants are given to individuals with creative and financial control of the project. In the case of collaboration, a sole project director must be designated as the applicant. Grants will be given to projects in any film/video format, of any length, genre, or nationality. Student projects are eligible as long as the student maintains artistic and financial control of the project. International productions are accepted. Members of the staff and Board of Directors of Frameline are ineligible. DEADLINES Application Deadline: October 31, 2017 Notification of Awards: end of January 2018 REVIEW CRITERIA Awards will be based on a clear demonstration of the following: Financial need Assurances that the project will be completed The grant makes a critical contribution to the completion of the project. The project makes a unique statement about lesbian, gay, bisexual, transgender and queer people and/or issues of concern to them and their communities REVIEW PROCESS Frameline s Programming team will review all applications, preview Sample Works, and select semifinalists to be recommended to an independent panel. An independent panel of media professionals including producers, directors, programmers, academics OR other experts in the field will convene to collectively select the grant recipients. The names of the panelists will remain confidential until after the awards are announced. The standard Completion Fund grant ranges from $1,000 to $5,000 although the panel can recommend a higher or lower amount. The Frameline Completion Fund does not provide critiques, screening notes or individual reviews of any films not chosen for finishing fund grants.

3 REQUIREMENTS OF GRANTEES UPON RECEIPT OF FUNDS Grantees will be asked to submit an invoice and sign a Receipt of Funds Letter of Agreement that will require: 1. Grantee will acknowledge funding by Frameline and the Frameline Completion Fund in onscreen and printed credits for the completed project. 2. Grantee will make the finished film available to Frameline for a San Francisco Bay Area premiere screening at the San Francisco International LGBTQ Film Festival. 3. Grantee will provide a signed Producer s Warranty at the time of the award notification if one has not already been provided. 4. Grantee will provide, once completed, a DVD for the Frameline Archives. 5. Grantee will provide an update on the status of the film at six-month intervals until completion. 6. Grantee will assure that the film project will be completed within 24 months (two years) of receiving funds from Frameline. Frameline Completion Fund Application Instructions PROPOSALS MUST BE TYPED AND INCLUDE: 1. Cover Sheet: Please completely fill out the enclosed cover sheet and attach to the front of your application. Please type or print clearly. Do not attach your own cover sheet to the front of this application. 2. One-page synopsis/treatment of the project (no more than 2-pages). This should be a description of the project including scope, structure, style and intended creative approach. 3. Audience, Distribution and Exhibition: Indicate projected completion date and include a brief description of plans for distribution, marketing, and exhibition of the work. Who is the intended audience for your film? 4. Key Creative Personnel: Cast & Crew list including a short bio of the director, major subjects/ actors 5. Funding Request: Indicate the amount you are requesting from Frameline and detail how the amount will be used. Include plans for further fundraising. 6. Budget: A comprehensive budget with both expense and income sections. Please include the amount already expended, projected costs, other sources of funding and/or financing including in-kind services and private contributions other than your own. 7. Work Sample: A brief description of what is on the secure preview link, including a status of the work-in-progress, as well as what remains to be done for completion. 8. Warranty: The enclosed Producer s Warranty must be signed and included. MATERIALS 1. Application: You must include two (2) copies of the above materials collated & stapled. No folders please. 2. A password-protected streaming preview link (i.e. Vimeo.com with a password): A sample of the work-in-progress must be submitted. Projects without a secure preview link will not be considered. Please do not send raw, unedited footage or samples of previous work. Samples can range from a 10-minute sample to a full-length rough cut. If sending a rough cut, kindly also note the specific timecodes for which selected scenes should be shared with the independent panel. Please submit what you think best represents the style and content of the finished work.

4 FRAMELINE FESTIVAL SUBMISSION: This grant application is NOT AN ENTRY FORM for the Frameline Film Festival. If you want to submit your project to the upcoming festival you must download an official Festival Entry Form from frameline.org/submit-your-film and resubmit your film. Festival Entry opens November Failure to provide any of the above items will result in the proposal being disqualified. 7 Frameline Completion Fund Producer s Warranty I represent and warrant that: 1. Frameline has the right to use and duplicate the proposal for the purposes of evaluation. 2. Frameline is not responsible for loss or damage to the proposal, or for any use or misuse by any third party unless done under Frameline s express direction or authorization. 3. I own or control all of the material contained in the proposal; and, 4. Material sent to Frameline does not infringe upon or violate any right held by a third party. All Awardees must agree to the following: 1. Appropriate credit will be given to Frameline on screen and in publicity. Appropriate credit is defined as acknowledgment equal to other acknowledgments for equal amounts from other grantors and sources. To be listed with Frameline logo and as: Frameline Completion Fund 2.
