We could scale this project down by reducing hours of customer service and hours of station balancing (moving bikes to ensure adequate ratio of empty docks to available bikes at each station). We can also scale back the proposed outreach activities. We will remain committed to providing free and reduced annual passes and will guarantee the proposed number of passes. In order to minimize reduction in operations we will seek more funding to offset any amount less than our request. 3. Bike Share KC has entered an agreement with KCMO to provide public access to the bike share system at no appreciable cost to the city. KCMO has agreed to provide access to public utilities and right of way for stations where necessary so long as Bike Share KC complies with ADA standards and other specific encroachment standards. KCMO has also agreed to allow third party advertising on kiosks and bikes to financially sustain the operations of the bike share system. This agreement supersedes all other encroachment permits. KCMO has also expressed commitment to providing bike lanes to connect bike share stations as funding becomes available resulting in 12 miles of planned downtown bike lanes set for 2014 construction. 3.3 Community-Based Transportation Please refer to Section III Program Objectives and Section IV.C Project Evaluation Criteria of the Competitive Selection Booklet for more information on this section. Public bike sharing is a public transportation service provided at the block level. This type of granular public transit option offers connections to various modes of transportation including existing bus lines, streetcar and passenger rail within KCMO greater downtown. With secured funding we will be adding service to areas, yet-to-be determined in the Midtown-Plaza area. Bike share in Kansas City provides first and last mile of transportation for many area residents and further enhances bus service and any future commuter rail developments List the transportation goals and objectives of your organization. How will your proposed project address these transportation goals and objectives? BikeWalkKC envisions a KC region where rates of biking for transportation exceed the national average and bike share makes transit more feasible by providing more connectivity within the dense activity centers. BikeWalkKC also aims to provide more equitable transportation options to eliminate barriers to job access that exist in low-income communities. The proposed activities will increase ridership in bike share and raise the level of bike commuting Describe how this project will serve needs that are unserved or underserved in the geographic service area. Such needs may include evening, weekend, split shift, childcare issues, holidays, etc. All stations of KC s bike share system are within an environmental justice tract and provides inexpensive alternative to driving. Other secured funding will expand the system into additional underserved communities. Bike Share offers an equitable transportation option and lessens the dependence on personal automobile. It also makes bus ridership more feasible with first and last mile connections between bus stops, homes and work places. Additionally, the proposed activities of this JARC application include additional coordination with social service organizations and public outreach within low-income communities. We also propose providing free and reduced annual passes for low-income families. 3.4 Current Service Description and Statistics (if applicable) Please refer to Section III Program Objectives and Section IV.C Project Evaluation Criteria of the Competitive Selection booklet for more information on this section. There are 12 stations and 90 bikes between River Market and Crown Center. Our expansion, funded from other secured funds, will include at least 8 stations in an area that is still to be determined. Data analysis is suggesting Midtown-Plaza. Currently we use social media, printed flyers, media buys, earned media to promote the bike share system. The additional activities will include outreach to social service organizations, neighborhoods, advertising on Metro buses and additional social media activities Describe the operational characteristics of the existing service, such as fares, operating hours, days of operation, number of jobs accessed, type of service (fixed route, demand response, subscription, coupon). Kansas City B-Cycle operates seven days per week and is available from 5:00 AM to 12:00 AM (19 hours per day). The service is a subscription based fare system ranging in price from $7.00 (24 hours), $15 (7 days), $30 (30 days) and $65 (annual). Unlimited checkouts are available during the membership period. The service is a hybrid of fixed route and on-demand service. Stations are fixed, but riders can pick their own routes and even make other stop at places other than the bike share stations. We operate from March 1 st to November 30 th. Number of jobs accessed (after funded expansion): Under $1,250/month = 20,362, $1,251- $3,333/month = 38,693 Total = 116, Indicate whether the applicant will operate the service directly or via contract with another entity. BikeWalkKC operates the bike share system. All bikes and kiosks are owned by Bike Share KC (dba Kanas City B-Cycle) Indicate the number of average one-way passenger trips per day, per month and annually that the service currently provides. If possible, break down by trip type (medical, employment, daycare, etc.) or target population served. 85 trips per day at current levels operating 7 days per week. We anticipate more than doubling that with the capital expansion of our system (from other secured funds) combined with expansion of outreach and operations services proposed in this JARC application Indicate the cost per one-way passenger trip for each trip type, or other quantifying performance measurements. If needed, provide a brief explanation or justification of the costs. We project with expansion of service to include year-round operations, with the expanded system (paid for with other secured funds) we project approximately 50,000 on-way trips per year. With a projected annual operating budget of $379,000 equals slightly higher than $7.50 per trip operations Describe the administrative characteristics of the existing service, such as number of employees (differentiate between part-time and full-time), operation and maintenance costs, as well as manner in which the service is currently financed. BikeWalkKC employees six employees who bill to Bike Share KC. Three bill approximately.5 FTE, one is a full FTE, two are.25 FTE. Many parts of the coverage area are many blocks from frequent fixed-route transit options. Additionally, high rates of poverty and low access to automobiles (15% of households do not have access to a car) make transit the only option for job access for much of the population. Providing an extra layer to the public transit network enhances access to the frequent fixed-route options and extends transit trips to a more granulated, block level of service Describe the operational characteristics of the proposed service, such as fares, operating hours, days of operation, number of jobs accessed, type of service (fixed route, demand response, subscription, coupon). We anticipate a growth in ridership from 50,000 annually with expanded year-round service, free and reduced fares and enhanced outreach to result in approximately 15,000 additional trips. We employee highly skilled and professionally trained mechanics to perform safety checks, routine maintenance and bicycle overhauls when necessary. We also have a customer service agreement with our vendor, B-Cycle for maintaining station equipment. The facility is centrally located to give us quick access to all of our bike share stations ABILITY: reporting requirements, record keeping, documentation, book keeping, invoicing required by federal regulation BikeWalkKC already has experiencing with the administration of federal funds and contracts with a professional HR service who provides professional book keeping, payroll services, financial reporting and invoicing. BikeWalkKC staff has extensive experience providing reporting for federal reimbursements. 4.
