2 WHAT IS THE ARC POWER INITIATIVE? The Obama Administration s comprehensive POWER Plan to bring federal resources and programs to revitalize coal communities nationwide includes: $66.8 million available for economic diversification, workforce development and job creation in coal impacted communities $45 million through ARC to support implementation efforts in Appalachia $1.2 million through ARC for technical assistance support in Appalachia $19.6 million through the Economic Development Administration (EDA) to support implementation efforts nationwide
3 HOW DID WE GET HERE? A combination of factors have impacted Appalachia s coal economy Inexpensive natural gas Declining costs for renewable energy Accelerating advances in energy efficient technology Flattening demand for electricity
4 WHO IS A COAL IMPACTED COMMUNITY? Coal mining Coal-fired power generation Related transportation, logistics, and supply chain businesses
5 HOW TO DETERMINE IF A COMMUNITY IS COAL IMPACTED ARC research on job loss in coal mining and power plants Third party research on job loss in coal mining, power plants and supply chains
6 POWER OBJECTIVES AND PRIORITIES The alignment/integration of multiple federal resources in support of coal-impacted communities that strive to: Diversify their economies Create new jobs in new or existing industries Attract new sources of job-creating investment Develop workforce services and skills training
7 ARC S POWER OBJECTIVES AND PRIORITIES Within the federal initiative, ARC will focus support for coalimpacted communities in four areas: Invest in a competitive workforce Access to and application of broadband communications Foster entrepreneurial activity Grow industry clusters

9 WHO IS ELIGIBLE TO APPLY FOR ARC POWER SUPPORT? Local Development Districts Indian tribe of a consortium of Indian Tribes State, county, city or other political subdivision of a State, including a special purpose unit of a State or local government engaged in economic or infrastructure development activities, or a consortium of political subdivisions; Institutions of higher education or a consortium of institutions of higher education; Public or private non-profit organization or association
10 WHAT CAN THE IMPLEMENTATION GRANTS FUND? Successful grant applications will be: Transformational Regional Collaborative Large-scale (range from $500,000- $1.5 m) Outcome-driven Accompanied by significant leverage
11 WHAT CAN THE TECHNICAL ASSISTANCE GRANT FUND? For communities to request technical assistance in Developing a plan Developing a project Responding to the implementation FFO Other needs identified in the technical assistance FFO
