Work ongoing! Page- 9

Summer Camp June 2009: Input from WG on INNOVATION WG Leader: Reporter: Heinrich Daembkes Alun Forster Brussels,

Introduction Goal: Make SWOT analysis Look inside the existing SRA as well as external world. Strengths & Weaknesses are internal Oportunities & Threats are external Innovation Topics: CoIE s SME involvement (Regulation) Standardisation Education Open Source business models Group agrees that Innovation is agnostic to HW/SW ARTEMISIA Association Title Presentation - 11

Additional notes / Action to be followed Clarify situation vis à vis EIT Key concept: Propose INSTRUMENTS that orgainse an reinforce existing strengths consistently, and stimulate the development of new strengths where Europe is lagging. Proposed actions Define criteria to be an ARTEMIS CoIE Highlight Industrial Relevance Make an ARTEMIS CoIE REGISTER (with Label ) Mapping of established Co(I)Es Domain of expertise, to which fields do they contribute, resources Potential coverage of value chain Identify Instruments to stimulate the operation of the COiEs Member-states involvement Consider concrete metrics (not just words) ARTEMISIA Association Title Presentation - 12

Innovation: Strengths 1. Focussed attention of industry and academia on Embedded Systems 1. Is a strong UNIFYING element 2. Concentrates knowelege 3. Opportunity to network between companies and countries 2. Downstream focus (true Innovation) 1. ARTEMIS has obligation to study business uses 2. File rouge from technology to end use 3. Focus on industrial need rather than technological possibilities 3. EICOSE as role model 4. Ambition of scale 5. SMEs can implement ideas 6. IP generation more relevant to real life 7. Endorsed by 22 countries (unanimous) 8. Profitable collaboration between PRO and Industries 9. More cooperation with real-world industries 10.Structuring of the Private / Public R&D community, especially on cross-domain applications. 11.Overcomes fragmentation by a joint cross domain approach 12.Heteregoneity of companies address most if not all issues in a project 13.One-pass approval process (as opposed to Eureka model) ARTEMISIA Association Title Presentation - 13

Innovation: Weaknesses 1. Education of Innovators is not sufficiently addressed 1. Education, necessary for sustainable eco systems,is not really addressed 2. Inadequate description of metrics and baselines to determine progress 1. Especially on CoIEs 3. Lacking coverage of some countries and industry players 4. Lacking coverage of certain parts of the value chain 1. Market Impact not well addressed 2. Distribution of SME participation is geographically diverse 5. Lack of SME participation in general 1. Related to cost of participation (travel,...) 2. Related to national policies 6. Lack of harmonisation of national funding policies (including taxation policies) 7. MARKETING of ARTEMIS is weak 8. Knowlege of similar WW activities 9. STREP like projects in ARTEMIS-JU 10. Time of flight of projects too long, especially for SMEs 11. Gap between SME and LEs is large 12. Inconsistency / trend to make non-r&d activities unfundable 13. Large projects lack focus due to too many partners 14. Lack of mechanism for leveraging synergies between projects 15. Think Big makes it difficult to articulate specific knowlege 16. Only one CoIE up to now! Need to do more to stimulate 17. Strandards are not a primary goal in projects, if addressed at all ARTEMISIA Association Title Presentation - 14

Innovation: Opportunities Alignment with EIT activities ( KIC on ICT), and participation at EIT level (especially for SMEs). Evangelise on the CoIE concept Collaboration with schemes focussed on fundamental research (e.g. FP7) Complementarity of programmes to be exploited Changes in economic climate is accelerating the introduction of new technologies Electric vehicles, Green energy Economic down-turn focusses attention: use as opportunity for marketing ARTEMIS benefits. Complementarity of CoIEs Bridge gaps between SMEs and Les Access to non-eu markets for SMEs Link to equivalent activities outside Europe ( export strategy ) Internet of Things becoming an opportunity- will drive ES market New markets requiring new technologies Need to include patent approach as part of an IPR policy Innovation is key to European success Shorter time to market by combining down- and up-stream Make process industries visible in ARTEMISIA Encourage SMEs to invest in higher-risk developments (e.g. Funding guarantees,...) Stronger bond between science and real-world CoIEs can network existing European clusters (acting on regional base) Managed structure can lower threshold for SMEs to find internatiponal partners allowing SME know-how to be broadly valorised New collaborative environment reduces time-to-market Monitoring of needs of emerging markets Introduction of new ES technologies is creating cultural impact, seeding new markets ARTEMISIA Association Title Presentation - 15

Innovation: Threats Communicating Vessels approach between ARTEMIS and other schemes (JTIs, Eureka,...). Visibility of the benefits of ARTEMIS work to society ( man in the street ) Potential domination of fundamental research Reducing level of industrial leadership in projects proposals Observable in the Call 2009 already IPR Protection Equal participation / agreement of all 22 ARTEMIS countries may be a dream European market share in ES OS dropping, US starting to dominate Visibility of benefits of ARTEMIS to higher management in industries Need VISIBLE exploitation of results, otherwise they may dissipate Fragmentation of markets / regulations / education as well Free Riders without good knowlege of ARTEMIS policies reduces quality of work, leading to chaos. Low interest in technological / engineering education One in a crowd dissipation of resources (what is ARTEMIS USP?) Tough competition INSIDE Europe in certain areas weakens common research in specific areas Europe weak in valorising on world-wide standards Not enough cross-domain challenges addressed Possibility of EU policies to create dominance of small number of creative industry sources CoIE, if not ballanced, can create a new kind of digital divide USA still dominant in standardisation (participation in standardisation is funded! SME support also) ARTEMISIA Association Title Presentation - 16

Actions proposed to ARTEMISIA as input to summer camp 2009 Generate stimulating environment and instruments to allow - to reinforce existing strengths in a consistent way - to develop new strength in areas where Europe is still lagging Ideas: Challenge the member states to facilitate stimulating environment - to support formation of CoIEs - to maintain them - to support extension of network - to support mutual use of tools and relevant technical infrastructure Generate support on European level - to support participation to relevant projects in various forms -. Page- 20

Content of WS Munich: 3 of 4 Benefits to be achieved via this activity: get the network to work should be a value for itself (to obtain better visibility, to get better exposure, to get better partnership, match-making feasibility,..), leading to better commercial results for the members existing networks are better basis for new business use the network for better marketing of the existing results / achievements (esp. SMEs) or identification of existing needs. Complement the value chain through identification and integration of missing elements/partners Approaches: - Integrated value chain, or - cross sectoral domain approach. get access to better funding: get a chance to influence the SRA, MASP, AWP, and by this the content of the relevant calls get a chance via ARTEMISIA to initiate the issue of tenders (eg at EC level) get better access to business opportunities establish and maintain better competitiveness through ARTEMIS community (lager scale) Page- 21

Content of WS Munich: 4 of 4 Benefits (2): benefit from differentiating quality label ( ARTEMIS Label ) influence via ARTEMISIA the awareness of the importance of ES on national level. Create an instrument to get financial support for networking on transnational level with other CoEs Other:Inputs for labeling - check with EICOSE and some French Pôles de compétitive for Lessons learnt : How to come to a comparable level? How to do the labeling? Create awareness of the ARTEMIS label as a quality and differentiating factor to be selected for new projects and / or industry contract Page- 22

Why CoIE? INNOVATION is core issue of our ARTEMIS activities in the area of EMBEDDED SYSTEMS! Recognized during establishment of ARTEMIS Strategic Research Agenda (SRA) Working group chaired by Dominique Potier in 2006 prepared proposal on INNOVATION ECO-Systems with important inputs. Start of the WG CoIE Jan (decision of the SB) as new initiative! Page- 26

Ambition and Target (1) Create and maintain CoIEs as kernels of self sustaining ecosystems for embedded systems Innovation Ecosystem is a group of multi-organization, multi-country, interconnected R&D actors and businesses, including existing Centres of Innovation Excellence that by efficient planning, acting and cooperation achieve a significant advantage in innovation success in a specific market. Innovation Ecosystems exist mainly to create new self-sustaining business, which in turn drives employment, social responsiveness, and contributes to welfare. Page- 27

Innovation Ecosystem comprised by CoIEs Innovation Ecosystem Is a regional cluster of interconnected R&D actors and businesses, not belonging to the same organisation, that by efficient planning, acting and cooperation excel in innovation in a specific market-technology or application segment. Innovation Invention + commercialisation Eco-systems - increase the productivity - improving competitiveness CoIE A CoIE B Eco-systems are about competition and collaboration. CoIE C Page- 28

Ambition and Target (2) Key concept in innovation: Combination of invention and marketing Inventions need to address the specific requirements of a product or service in it s target market. Initiative under ARTEMIS needs to ensure that - critical mass of resources is available - to bring technological ideas to marketable products - overcoming the fragmentation - addressing the commercial context ( business model ) To be successful, innovation ecosystems must comprise a range of actors in a suitable environment and nurture a cooperation culture to work across boundaries by various forms of partnership. Page- 29

Contribution of ARTEMIS ARTEMIS Innovation Environment to propose instruments that will organize and reinforce existing strengths in a consistent way and will allow to develop new strength in areas where Europe is lagging Innovation instruments shall support the efficient execution of the ARTEMIS SRA enabling to turn rapidly research achievements into innovating products, processes and services for the global market. Source: Final report on Innovation, ARTEMIS, 2006 (D. Potier) Page- 30

Task What has to be done in updated Strategic Research Agenda and in next MASP/RA? 4 ideas to be put forward, touching strategy as well as implementation Page- 31

Actions proposed to ARTEMISIA as input to summer camp (1/4) Criteria Define criteria to become an official ARTEMIS CoIE, receiving an ARTEMIS label to guarantee and maintain quality to establish focus on ARTEMIS targets Page- 32

Proposal: ARTEMIS CoIE Register An important option is that ARTEMISIA issues an official ARTEMIS CoIE label for those centers that satisfy the criteria Criteria e.g.: Competence in domain contribution to innovation with industrial relevance openness to other partners Cross application domain contribution tbd Obligations to maintain the status or ARTEMIS CoIE Provide periodic (once a year, twice a year, tbd.) track of CoIE activities and goal achievement Participate in annual event of CoIE Provide updates to strategic plan Page- 33

Actions proposed to ARTEMISIA as input to summer camp (2/4) Mapping Establish a map of existing Centers of Competence / Excellence in the field of Embedded Systems Elements: Domain(s) of expertise contribution to which field(s) of application (and respective coupling factor to the domain) position inside value chain Status of CoE / CoIE ( maturity of the organisation) Resources multidimensional matrix Page- 34

Concept of matrix Application Domains (Example for layout) Name of CoIE Domain A Domain B Domain C Domain D CoIE 1 Characteristics: Resources, X X CoIE 2 Characteristics: X X Resources, CoIE 3 Characteristics: X y y x Resources, Page- 35

Actions proposed to ARTEMISIA as input to summer camp (2/4) Questions to be discussed: Fields of application - following the present ARTEMIS Sub Programs? - or updated ones - or correlated to more traditional areas of application e.g. - Automotive - Avionic - Railway - Automation - Health / Medical - Energy - Communication - Page- 36

Actions proposed to ARTEMISIA as input to summer camp (3/4) Establish a tool to make visible the existing capabilities and capacities to potential partners (easily browseable) - as basis for setting up new proposals - as support for new or existing projects Tool to be open e.g Visibility through web-site, inclusion of logo with publications of achievements, capabilities demand for partnering etc Page- 37

Actions proposed to ARTEMISIA as input to summer camp (4/4) Generate stimulating environment and instruments to allow - to reinforce existing strengths in a consistent way - to develop new strength in areas where Europe is still lagging Ideas: Challenge the member states to facilitate stimulating environment - to support formation of CoIEs - to maintain them - to support extension of network - to support mutual use of tools and relevant technical infrastructure Generate support on European level - to support participation to relevant projects in various forms -. Page- 38

Role of ARTEMISIA Role of ARTEMISIA Identification of member organisations of embedded systems CoIEs: member organisations are preferably also members of ARTEMISIA Appropriateness according to common objectives Creating value by mutual interaction on business and innovation level Level of commitment among member organisations Becoming and stop being a member Strategic plan Market/technology analysis Analysis of strategic ideas Identification of common objectives Definition of coordinated actions Project portfolio and expected results Regional and global expected economical and social impact Page- 39

Conclusion Idea of CoIEs and Innovation Eco-Systems is in the core of ARTEMISIA tasks Updated SRA should reflect ideas generated by WG on CoIE Ideas put forward here are considered as draft and stimulation for further discussion. Details have to be worked out in follow-on workshops and to be harmonized with contributions of other teams Page- 40
