3 PURPOSE: The Development Authority of Clayton County ( DACC ) is issuing this Request for Proposal ( RFP ) to select a consultant team ( Consultant Team ) to provide Master Planning Consulting Services in conjunction with the planning and redevelopment of the Old Dixie Redevelopment Node (ODRN) area. The DACC seeks to make the Old Dixie Redevelopment Node area a publicly accessible world-class destination by encouraging public and private investment in the construction or rehabilitation of commercial structures, recreational, tourist, and infrastructure improvements to develop a live, work, and play community. The Development Authority of Clayton County and Urban Redevelopment Agency of Clayton County are governed by a 7-member board, appointed by the Clayton County Board of Commissioners. Development authorities, including the Development Authority of Clayton County and the Urban Redevelopment Agency of Clayton County, were created by the Georgia General Assembly for the purpose of promoting trade, commerce, industry, and employment opportunities for the public good and the general welfare and to promote the general welfare of the State. DACC is issuing this RFP as part of a series of RFPs by the DACC seeking qualified partners and/or consultants to assist it with the redevelopment of specified areas of Clayton County. Historical Abstract: Old Dixie Redevelopment Node Old Dixie Redevelopment Node (ODRN) is that area encompassing the section of Old Dixie Highway from I-75 to Holiday Blvd and the residential parcels on Holiday Blvd and Walker Way comprising approximately 15 acres; and the 3.28 acres between Old Dixie and Tara Blvd. ODRN is currently developed with a number of structures that are both functionally and economically obsolete, including two (2) vacant and blighted hotels (Magnolia and Clarion). Development of ODRN will required acquisition and demolition of multiple structures to accommodate an impactful/catalytic project consisting of vertical Office, Hotel Retail Development. The project should consider the redesign of the intersection at I-75, Tara Blvd, Old Dixie Hwy and Upper Riverdale Road. ODRN is the gateway to the Southern Regional Healthcare System healthcare corridor along Upper Riverdale Road. The project should be integrated with the development of Aerotropolis Atlanta s Greenway Trail Master Plan. SCOPE OF SERVICES The following professional services are required: 1. Market Analysis. Gather demographic, land use, economic, social and other indicators to as a basis for the analysis of redevelopment of the area consistent with the vision of the county. Provide DACC with your opinions of the trends that may impact the area over a ten-year timeframe. The market analysis must consider Page 3 of 6

4 forces and trends both in the Old Dixie Redevelopment Node area and in the surrounding region. 2. Goal Statements. The consultant will assist the DACC in the formation of meaningful goals to serve as a guide in implementing the Master Plan. The goals should, to the greatest extent possible, be achievable and reflective of the consensus view. 3. Plan Preparation. The consultant will prepare an initial draft of the proposed Master Plan with all required maps, charts, exhibits and graphics to make the Plan document a vital and compelling statement of public policy. Work with the DACC, the consultant will refine and adjust the draft plan to balance the objectives of the Region. 4. Finalization. Upon completion of the new Master Plan, the consultant shall provide one un-bound original copy of the Plan along with 10 bound copies including reduced copies of future land use map and a display size copy of the new future land use map. In addition, the consultant shall provide electronic files of all text, maps and graphics incorporated in the final Plan. Some or all of the electronic files will be used on the DACC web site, as well as on the web site of the County. PROCEDURAL PROPOSAL REQUIREMENTS The proposal shall be written in an 8 ½ X 11" format. An electronic format and a total of ten (10) hard copies must be received no later than Friday, March 2, 2018 at 5:00 PM EST. Proposals received after this deadline shall not be considered. All costs incurred for proposal preparation, presentation or contract negotiation shall be the responsibility of the consultant. Cover letter. The cover letter shall be signed by a member of the consulting firm empowered to commit the firm to a contractual arrangement with DACC. The cover letter shall also identify the person who will be responsible for regular communications with the DACC, including meeting attendance. 2. Corporate Background. Provide information on the firm's background, including: a. Organization, size and office locations. b. The office location where work associated with the project would be performed. c. A description of the range of services provided by your firm. Specify any area of expertise the firm has, or members of the firm that have special qualifications to handle this type of Master Planning services. Page 4 of 6

5 3. Professional Staff. Identify the individual or individuals who would be providing land use planning services for the project. List their experience in providing services to areas similar in size and character to that of Clayton County. 4. Experience and References. Provide descriptions of recent prior experience with similar communities undertaken within the last five (5) years. For each project, include the name, title and telephone number of a representative that the DACC may contact to discuss their experience. 5. Samples. Include representative samples, prepared by the individual who would be assigned to work with the DACC, material and/or correspondence that may be helpful in assessing the level and quality of service. 6. Disclosure. DACC expects each potential Planning Consultant to identify and potential conflicts of interests and the plan for handling these matters. 7. Work Effort & Time Line. Provide descriptions of each major work focus, including key milestones in a time line. 8. Fees. Delineate the total fees for the project; including any billing options for all expected services. 9. Signed assurances of compliance with all applicable state and federal equal employment opportunity laws and regulations. PROPOSAL REVIEW, EVALUATION AND SELECTION PROCESS Selection of a Consultant will be made at the complete discretion of the DACC, which reserves the right to accept or reject any and all proposals. All submissions or parts thereof become property of DACC and are subject to statutorily mandated public disclosure upon request. Proposals will be reviews by the DACC to determine which Consultant(s) will be invited to participate in an interview with the DACC. 6 The DACC shall evaluate the proposals based upon the firms ability to provide the service required, qualifications of personnel assigned, compatibility of submission with request to the Request for Proposals, reference analysis from other communities, and past experience of the firm with similar projects.
