January 11, 2018 Directors Meeting T. Boren There was a motion to approve the January 11, 2018 Directors Committee Minutes. First Motion: Mr. Andrew Chesley Second Motion: Mr. Patrick Pittenger No Nays Motion Carried

4 DISCUSSION/ACTION ITEMS: 2. RTP/Sustainable Communities Strategies/Air Quality R. Niblock Update and Discussion Mr. Ryan Niblock reported on a Valley staff call, where SB375 and ARB direction was discussed. To recap, Fresno submitted its SCS Technical Methodology Memo to ARB and a meeting was arranged to discuss initial SB 375 GHG reductions per capita and a CO2 adjustment methodology. Mr. Niblock discussed in detail how this methodology would benefit the Valley, but noted he still needed some clarifications from ARB. Further discussion ensued about factors affecting target setting including the schedule of high speed rail and lack of redevelopment. Pricing and project level performance metrics were items noted of importance to ARB. 3. Valley Legislative Affairs Committee S. Dabbs Valley Voice Sacramento, March 7, 2018 Ms. Stacie Dabbs provided a brief update on materials and introduced Mr. Mark Watts (Smith, Watts & Hartmann) to further discuss itinerary. Mr. Tony Boren inquired about the Valleys position regarding SB1, and it was recommended to remain neutral in discussions. Mr. Andrew Chesley inquired about speaker selection and preparation, further discussion ensued. Ms. Rosa Park recommended SJJPA Chairman Vito Chiesa as the speaker for Intercity Passenger Rail item. 4. California Transportation Funding SB 1 Implementation Strategy Updates: Trade Corridor Enhancements (SJCOG & MCAG) Merced SR 99 southbound is still in ITIP, while SR 99 northbound is in TCEP. Merced does not have approved SCS, which could impact funding. Madera SR 99 was taken out of STIP and not included in TCEP. Further discussion ensued. Solutions for Congested Corridors (Fresno COG) Applications due February 16 th. ITIP (TCAG & StanCOG) Mr. Ted Smalley recommended pushing for the Madera project to be given priority in the next ITIP if another project gets delayed. A letter to CTC regarding the Madera project will be drafted. Discussion regarding a letter to ARB regarding Merced s SCS and the impact to funding for SR 99 followed. 5. Regional Project Prioritization T. Smalley/A. Chesley Continued Discussion on Project Matrix Mr. Andrew Chesley is currently working on the project matric and will circulate a draft next week for comments. 6. Directors 2018 Workshop T. Boren Follow Up Discussion Directors each provided comments regarding the workshop and discussed follow up items. Overall, Directors felt the workshop was productive and provided positive feedback on the moderator and location. INFORMATIONAL ITIEMS 7. Caltrans Directors Report S. Ehlert/D. Agar 2

5 Caltrans D6 mentioned planned outreach efforts for SB 1. Caltrans D10 announced the upcoming 2019 Freight Mobility Plan. Public workshops will be schedule for April to June San Joaquin JPA for Passenger Rail D. Leavitt Mr. Andrew Chesley discussed the newly created Tri- Valley San Joaquin Valley Regional Rail Authority. 9. California High Speed Rail D. Gomez 10. Goods Movement Planning M. Sigala CFAC meeting scheduled for February 20 th. Minor changes to the final report are being made. 11. Rural Transit Alternatives Study/UC Davis M. Sigala Anticipated start- up date for ARB grant project is March/April California Partnership for the San Joaquin Valley I. Herrera Mr. Ismael Herrera will be sending scope of works to MPOs who contributed funding. Partnership Board of Directors meeting scheduled for March 16 th. OTHER ITIEMS 13. Director Items Mr. Patrick Pittenger reported that his financial staff has been at Caltrans Headquarters working with auditors to resolve ICAP carryover. Mr. Andrew Chesley mentioned potential uses for excess PL funds. Mr. Chesley also brought up the LTF issue, further discussion followed. 14. Gomez Diana Gomez, Central Valley Regional Director, or her representative may be in attendance to provide an update and answer any questions. 10. San Joaquin Valley Goods Movement Planning M. Sigala All work for the I- 5/SR 99 Goods Movement Corridor Study, and San Joaquin Valley Goods Movement Sustainable Implementation Plan has been completed. Major deliverables including the final reports, and other information for both studies, are posted on the sjvcog s website: movement/ 11. Rural Transit Alternatives Study/UC Davis ITS M. Sigala The final draft report of the Opportunities for Shared- Use Mobility Services in Rural Disadvantaged Communities in the California s San Joaquin Valley: Existing Conditions and Conceptual Program Development was submitted to the Technical Advisory Committee in October for review. Here is the link to the report: content/uploads/2017/09/final- Report- Transit- Alternatives.pdf The ARB grant for shared mobility options will commence in 2018 and coincide with the ongoing implementation efforts. The ARB grant contract is under review with the SJVAPCD at this time. After approved by ARB board (presumably in March), then a start- up meeting can be planned. Team meetings are being held in the Modesto (StanCOG) on March 19, and Visalia (Self Help Enterprises) on March 20 to go over work to date and strategize for the implementation of the ARB grant. 12.
