On the other hand, public procurement/demand driven innovation can open markets for industry/researchers creating growth & jobs in Europe. In order to promote innovation in public sector, Horizon 2020 reinforces the cofinancing for public procurers around Europe that address common challenges by undertaking PCPs or PPIs jointly. New synergies between Horizon 2020 and the Structural Funds (ESIF) are also possible from 2014 onwards for co-financing PCP and PPI projects. Through PPI, H2020 supports Public sector to: Act as first buyer/early adopter for innovative products and services that are newly arriving on the market Act as facilitator establishing a buyers group with critical mass that triggers industry to scale up its production chain to bring products on the market. 1

2 Through PCP, H2020 supports Public sector to buy R&D to steer development of solutions to its needs. The following funding opportunities exist for consortia of procurers: - To prepare and undertake together a PCP or PPI procurement (calls for PCP actions or PPI actions). - To cooperate on identifying opportunities and preparing for future PCPs / PPIs (calls for coordination and support actions) This type of support is found in the Horizon 2020 work programmes for European Research Infrastructures, Information and Communication Technologies, Health, Security, Energy, Transport, Space and Climate Change / Environment. The funding rates are increased to 90% respectively 35% for the PCP respectively PPI actions for current work programme onwards. In addition to funding opportunities for consortia of procurers supported by H2020, the European Commission has launched the European Assistance for Innovation Procurement initiative, hereinafter EAFIP, which focuses on promotion of the benefits of innovation procurement, as well as training and assistance to public procurers with a concrete interest in implementing innovation procurements of ICT based solutions across the EU during three years ( ). It aims to promote the benefits of and best practices in innovation procurement across Europe to encourage public procurement innovative ICT solutions. 2

3 Focus on PILOT PROJECTS TENDERS ALER AND LOMBARDY REGION HAVE LAUNCHED A PUBLIC PROCUREMENT OF INNOVATION FOR THE REFURBISHMENT OF TWO BUILDINGS IN TREVIGLIO On 22nd March, ALER Bergamo Lecco Sondrio, in coordination with Regione Lombardia, has published the Tender s Notice regarding the public procurement of innovation for the refurbishment of two buldings located in the municipality of Treviglio, located in the Province of Bergamo, not far from Milan. The works forecast the use of innovative technologies and products for the thermal insulation, windows frames, the revamping of thermal plants and the energy management systems, for a total amount above 1,2 Million of Euros. This is the first tender of the PROBIS project, which uses innovative specifications consistent with the European procedures concerning PPI, awarding the use of 3

4 innovative solutions for the energy efficiency in buildings and the achievement of high energy and environmental performances. The deadline for the presentation of bids was 9th May For further information on PPI: News Regional Training Seminars on public procurement of innovation in the sustainable building sector addressed to managers of public buildings Over 60 experts from across Andalusia have participated in the first training seminar addresses to manager of public buildings The Andalusian Energy Agency has successfully organized a regional training session held last 11trh of July on public procurement of innovation. The Analusian seminar is the first of a series of regional seminar to be carried out in Italy, Sweden and Hungary, participating partner countries in the PROBIS project. The aim of the training action is to provide knowledge on the acquisition of 4

5 innovative products and services in the construction sector and explain the processes and methods to address the real needs in the field of public construction by a public procurement system that take into account the innovative solutions innovative solutions that can be provided by technology entrepreneurs. Participants of this training session, which included more than 60 experts from the public sustainable construction sector of different parts of Andalusia. In this sense, the session has counted with experts from the Andalusian Energy Agency,both the Department Redeja Network is a network of manager of more than public buildings in Andalusia, and experts from the juridical Department; public procurements experts from the Andalusian Institute of Technology who also collaborate at the organization of the meeting; representatives of local and provincial agencies Andalusia: Malaga city, province of Cadiz, Cordoba, Granada, Huelva, Seville; experts for Housing Agencies of Andalusia regional and local level; managers responsible for maintenance and Contracting Public Development Agencies, Institutes and Public Enterprises, Universities, and the Departments own; experts for recruiting members Redeja Andalusian public hospitals, the Andalusian Health Service and technicians responsible for the Technological Corporation of Andalusia. During the seminar the public experts had first-hand knowledge of the latest news from the technical and legal terms of the new legislation on innovative public procurement and its practical implications by public procurement experts from the academic and business sectors. The seminar addresses three major aspects that make innovative public procurement a unique and differentiated procedure from ordinary procedures: the legal, economic and technical aspects. Regarding the legal aspects, the unique procedures of innovative public 5

6 procurement have been described, both in terms of pre-commercial public procurement as well as public procurement of innovative technology, viewed from the point of view of European legislation, in particular Directive 2014/24 / EU as well as in-force legislation in Spain, mainly contained in the Royal Legislative Decree 3/2011 approving the revised text of the Law of Public Sector Contracts In the field of economics, the possibilities of dealing with the uncertainty generated by the final actual costs of innovative public procurement processes from the perspective of budget management have been analyzed. As for technical aspects, how to detect and identify the technical requirements that are intended to satisfy the innovative public procurement through the drafting of Document of Functional Technical Needs, as well as the technical activities necessary to be carried out prior to launching the tender of innovative public procurement have also been studied. The seminar also included a practical part in which specific projects of innovative public procurement carried out in Spain were presented, specifically, the experience of the Social Housing Project PAPIRUS, and the Tecnoport 2025 project. In addition, the seminar ended with an informative discussion panel on the possibilities of public funding, mainly through the Innocrompra (support for public contracting authorities) and Innodemanda programmes (to support SMEs immersed in processes of innovative public procurement) managed by the Centre for the Technological and Industrial Development, of the Ministry of Economy and Competitiveness; as well as funding opportunities through the Horizon 2020 programme of the European Commission. Innovative public procurement has attracted great interest from the 6

7 participating experts, who have joined the European Network of Extended List of Public Buyers of the PROBIS Project, which aims to intensify contacts and share experiences including the identification of opportunities in the sector, the exchange of potential models for the implementation of acquisitions, as well as the sharing of training activities on innovative procurement solutions intended for the network of public buyers. The experience and results of this meeting will be shared at a European Webminar to be held in October and where the different project partners will share the experiences of their training seminars. Re-launch of the PROBIS buyer s call The call for joining the PROBIS buyers group to the Sustainable Construction Interest Group has been re-launched during the summer months. 7

8 The buyers group is an online network of public procurers and other building professionals interested in the sustainable construction sector. The group is called Sustainable Construction Interest Group and it has been set up on the Public Procurement of Innovation Platform of ICLEI. The Group offers the latest updates from the project, news related to the innovation of sustainable constructions and procurements, and a space to exchange ideas and experience with other professionals. Members are also offered the possibility to build their own network and benefit from the results of the project. The current number of the members of the network is about 60 professionals. During the latest months 40+ new members from Spain, Italy and Hungary have been invited to be part of the buyer s network.
