4 SOLICITATION PHASE Pre-proposal site visits and conferences Proposal preparation Follow the instructions contained in the RFP; SF 1442 Section Instructions to Proposers Section Evaluation Factors for Award Your initial iti proposal should contain your best terms from a price and technical standpoint. 5 PROPOSAL SUBMISSION Submit a complete proposal which includes ALL documents listed in the Instructions to Proposers of the RFP. In General, your proposal shall include: A completed, signed SF 1442 Proper Offer Guarantee Completed Representations and Certifications (update your ORCA) Teaming Agreements, Joint Venture Agreements, as required SBA Certifications, as required Financial Information (Responsibility) Listing of current, on-going projects to include % complete and dollar value (Responsibility) Complete Technical proposal that addresses all Factors Proposal Schedule 5 NAVFAC Hawaii. 12/3/2010

6 PROPOSAL SUBMISSION (continued) Submitting your proposal Mail or hand carry to the address identified in the solicitation. Must be received no later than the date and time specified for receipt. Public bid opening for IFB s. Results of the bids will be publicly read that day. No public bid opening for RFP s. 7 EVALUATION PHASE Proposal Evaluation Technical evaluation conducted on all timely received proposals. Price evaluation conducted on all timely received proposals. Evaluation of Technical Factors and Price. 13 EVALUATION PHASE (continued) MANAGEMENT PLAN (in general) Respond in detail to all stated criteria. Describe your strategy to effectively coordinate all work, effective management of subcontractors and effective use of key personnel experience and skills. Submit an organizational structure chart, depicting decision making authorities and level of authority. Ensure that your organizational chart matches your management plan. 14 EVALUATION PHASE (continued) -Evaluation and basis of award of a contract Intent to award without discussions. Government intends to evaluate all proposals received and award a contract without conducting discussions. Initial proposal shall conform to the RFP requirements and shall contain your best offer from a technical and price standpoint. No chance to revise proposals or to make corrections. However, the Government reserves the right to conduct discussions if it is deemed necessary to obtain the best value for the Government. - Discussions will be held with Offerors within the competitive range. - Revisions may be made to your proposal. 14 NAVFAC Hawaii. 12/3/2010

15 EVALUATION PHASE (continued) BEST VALUE (COST - TECHNICAL TRADEOFF) - Award will be made to the offeror(s) whose proposal(s) are determined to be the most advantageous to the Government, considering price and technical merit. Award may be made to other than the lowest priced offeror(s) or other than the highest h technically rated offeror(s). 17 WHY AM I NOT RECEIVING AN AWARD? Debriefings You may request a debrief per FAR (pre-award) or (post-award). Request for debriefings are in writing and received by the Government within 3 days of notification of exclusion from the competition or notification of contract award.
