2 The Lagos case His Excellency Mr. Babatunde Raji Fashola (SAN) Governor of Lagos State Most populous city in Africa - 18 million inhabitants Lagos State is bigger in population than 23 countries in Africa Benin Rep, Mali, Botswana etc. Hub of nation s economic, commercial and industrial activities. Larger economy than Ivory coast, Ghana, Madagascar etc. 45% of nation s skilled manpower reside in the city.

5 Observed travel demand patterns in Metropolitan Lagos The current demand for trips in Lagos Metropolitan Area by all modes (including walking) is ~18 M/day. Walk trips account for 40% of total trips in Metropolitan Lagos Observed mode share of motorized trips This amounts to over 7 million public transport passenger trips per day Bus BRT Car 19% 9% Motorcycle (Okada) 3% 69% The rapid increase in population and standard of living will bring the daily demand for trips to ~30M/day by 2020

10 Emergence of Lagos Metropolitan Area Transport Authority (LAMATA) The Lagos Metropolitan Area Transport Authority (LAMATA) was created by an Act in It is a semi-autonomous agency in Lagos It was established with the World Bank s collaboration in form of technical and financial assistance In 2007 the law was changed to include regulatory power. Now LAMATA co-ordinate, regulate and implement an integrated public transport system in Metropolitan Lagos 10
11 Objectives of LAMATA To improve the serviceability of the transport system; To enhance cost recovery in the transport sector; To create opportunities for increased private sector involvement; To better understand the demand and supply of transport; To develop a Strategic Transport Master Plan for Lagos State.

Integration of urban and transport planning through integrated designs, mandatory transport impact assessment procedures, land value capture mechanisms, etc. Identifying a lead agency in government to guide national road safety efforts by setting standards and implementation at local level. NMT plan should be part of the mass rapid transit design and not separate.
36 Reflection on the urban transport theme papers The idea of all cities having a resourced Traffic Management Unit can not be over emphasized. The policy on motorcycle as a means of public transport should be restricted to the feeder routes. The Bank should focus on more research and development to provide support for future land use planning and implementation of good public transport.
37 Conclusion Urban cities with intention to plan efficient and effective transport system should have; - Clear policies; - An integrated urban transport institution with statutory powers; - Superior human, data and technical resources. 37
