3 1 INCluSilver Project Overview Guide for INCluSilver Applicants Within the H2020-INNOSUP call, the project entitled Innovation in personalised Nutrition through Cluster cooperation in the Silver economy (INCluSilver) was granted by the EUROPEAN COMMISSION Executive Agency for Small and Medium-sized Enterprises (EASME); Grant Agreement number: The 3-year INCluSilver Project aims at supporting the collaboration between actors belonging to different sectors in order to create the right conditions for generating and validating innovative ideas in the field of personalised nutrition for the silver population that have a great potential to reach the market. The collaboration will favour the leveraging of the Personalised Nutrition for the Silver Economy (PNSE) Value Chain, which has healthy nutrition of the European silver society as common ground in the framework of this project. The following figure represents the value chain, including all the stakeholders interacting in the PNSE Value Chain. 1. Figure PNSE Value Chain Page 3 of 26

4 1.1 Challenges to tackle The next table shows a series of topics (7) and challenges (22) related to Personalised Nutrition for the Silver Economy that can be addressed during the INCluSilver innovation voucher projects. 6 2 INCluSilver Moduls The project approach is designed on the basis of the following actions: 2.1 Collaborative Virtual Environment (CVE) The aim is to build a free collaborative virtual environment (webpage:.) dedicated to Personal Nutrition actors, mainly SMEs. The involvement of main innovation actors from the beginning of the project into the environment can support the applicants in their partnersearch activity. This can help getting in contact with experts working in a field relevant for applicant s innovation activity. 2.2 INCluSilver Voucher Scheme (IVS) Within the framework of the IVS, financial support for innovative ideas will be provided to the SMEs in order to make innovation flourish; encourage innovations at the SMEs level; promote cooperation among different actors along an integrated value chain with strong links with food health; build new relationships at transnational level between SMEs, SMEs and public research institutions and private research centres; and stimulate transnational knowledge transfer. 2.3 Voucher typology The IVS will consist in three different innovation vouchers, for which an SME can apply and may receive financial support. The IVS is implemented by the international INClusilver Consortium Partners in respective countries. A total budget of Euro will be allocated to SMEs through IVS Open Calls. A range of SMEs will benefit from the IVS. Note: this is a fixed, clear and exhaustive list of the types of activities that qualify for receiving financial support; an SME can apply for these types of innovation vouchers; and if the application is granted, these eligible expenses can be reimbursed by INCluSilver innovation voucher. SMEs participation is encouraged by financial support on their travelling and accommodation costs. The 75% of the total expenses based on the budget plan of the 2IV accepted proposal will be a payment before the event, and the remaining 25% will be reimbursed after the event based on the official documents (signed attendance sheet, tickets, invoices, etc...). 2.5 Knowledge/Service Providers (open list) The aim of the innovation experts (companies/public bodies established in any Member State of the European Union, and H2020 associated countries) open database is to offer innovation services/experts to the INCluSilver applicants to succeed their innovation voucher projects. The knowledge/service providers can register continuously on the on-line platform and attach their CVs. SMEs choose from this open list or even outside the database is free during innovation voucher project implementation in order to widen the scope of services offered for the best price/quality ratio and the best offer available in the European market. It also helps small firms to widen their customer basis or expand their cross-border activities. Page 8 of 26

9 2.6 Promotional activities Guide for INCluSilver Applicants The INCluSilver Consortium Partners undertake the necessary publicity and provision of information about the INCluSilver Innovation Voucher Scheme. Launch event will be organised at regional/national level before the launch of calls, in September 2017 (see the calendar) and again in September These events will encourage SMEs and Micro Companies to participate in the IVS and submit their innovation voucher applications. 10 3 INCluSilver Innovation Voucher Open Call The open call adheres to Horizon 2020 standards with respect to transparency, equal treatment, conflict of interest and confidentiality and will be published widely in EU, national and regional level. Applicants should have the operational capacity to complete the action to be supported. However, if the staff does not have the skills required, when justified and necessary, parts of the project may be subcontracted to another person or organisation. 14 Note: The submission and evaluation of Innovation Idea Vouchers (2IV) are determined by the dates of the ITNE events. There are special cut-off days for Project Innovation Vouchers (PIV); and the evaluation by Found Release Management Board 3 (FRMB) will be carried out within a month after the actual cut-off day. The Intellectual Property Right Innovation Vouchers (IPR) can be submitted continuously; and will be evaluated by Innovation Voucher Scheme team (IVS team) twice a month. 3.3 Who can apply? The beneficiaries of the INCluSilver PN SE IVS are SMEs and Microenterprises 4 defined in the EU recommendation 2003/ Geographical restriction SMEs must be legally established as a business, and registered in one of the INCluSilver member states: Denmark, France, Greece, Hungary, Ireland, Italy, Spain, Sweden and United Kingdom. 3 See more detailes at 5.2 Evaluation by experts 4 Small and medium-sized enterprises ( ) Page 14 of 26

15 4 How to apply? H2020 Participant Portal and INCluSilver dedicated website ( with full call details and downloadable templates and guidelines Expression of Interest (EoI) (fill up the fields on the platform and having completed the EoI word template (PIV, IPR) convert it into a non-writable pdf and sign it officially. Announce of Interest (AoI) (fill up the fields on the platform and having completed the AoI word template (2IV) convert it into a non-writable pdf and sign it officially SUBMIT the pdf form + the attached CV(s) by using the on-line platform Note: Two different application processes will be followed: Intellectual Property Right (IPR) Innovation Voucher (IPR IV) and Proposal Innovation Voucher (PIV) Applications and Ideas Innovation Voucher (2IV) Maximum a 10 page proposal is expected by completing the word templates. 4.1 General information First you should insert your company details by using the platform. You must use the structure of the downloadable template (EoI and AoI word files) in order to prepare your innovation voucher proposal. Please do not to modify or delete any sections; the maximum total length of your proposal shall not exceed 10 pages in total. Please remember that it is your responsibility to verify that you conform to page limits. Experts will be instructed to disregard any excess pages above the 10 page limit. Please use the same page margins and font size as it is in the template. Convert your word file into a non-writable pdf and sign it officially. Chose the Upload function on the platform and attach your application and team member s CV(s). Only pdf file format is allowed. Click on CAPTCHA Click on Submit button Page 15 of 26

16 If your Submission was successful, you will receive a message on it immediately on the screen, and an automatic to acknowledge your submission to your address given on the platform. If any mistakes have been detected by the system, you will find on the screen the red fields to be completed again. If you would like to delete the present attachments just click on the red x button and you can attach your actual pdf file. Note: The last version, submitted within the deadline, will be evaluated. 4.2 Key SME competencies This set of competencies is defined as key competencies to SMEs innovation in the context of PN. Below is an overview of the types of SME competencies should be introduced in the voucher proposal: Collaboration competency o This is crucial to encourage SMEs collaboration, and may involve: Identifying areas in which they need additional expertise or additional partners Seeking out this necessary expertise/additional partners (e.g. GP, Health Psychologist, Health economist) Willingness and ability to work with these experts or additional partners Awareness of the collaborations they need to form Business competency o This competency can be an over-arching competency, within which there are sub-competencies such as Market Analysis, Fundraising, and User Engagement, etc. and/or Individual categories of competencies. Market analysis competency o Tasks to which this competency would apply include: Identifying gaps and problems in the market Identifying potential for financial gains Fundraising competency o Fundraising should be driven by the SMEs Involving other partners can improve the opportunities Consumer understanding/user Engagement/Behaviour Science o Importance of engaging with, and understanding, the consumer. The product addresses consumer needs, and will be seen as attractive and usable by the consumer. Page 16 of 26

17 This competency may require SMEs to collaborate with other experts e.g. in collaboration with GPs, Health Psychologists Technological competency o The need for SMEs to have knowledge of, or at least access to knowledge of, the intricacies of developing the product, as well as a good insight into design innovations which will enhance the efficacy of the product, as well as its appeal to end user. This competency refers back to both the Market Analysis competency, and the User Engagement competency Nutritional/Health competency o in most cases, SMEs should draw upon the expertise of nutritional scientists and health care professionals in the design and development of their innovation. However, SMEs need to have a certain level of understanding of the science themselves also. Note: the applicants relevant key SMEs competencies can improve the quality of the proposal. Page 17 of 26

18 5 Evaluation process Pre-filtering Formal and content control of applications by the InClusilver Consortium Partners (national implementing body) Strong written recommendation/evaluation and forward to IVS team Ongoing evaluating, guidelines and control by FRMB (in cooperation with the Ethic Board), takes final decisions (1 representative of each partner, e- meetings every 3 months) Analyses and evaluates 2IV & IPR proposals, and makes the final decision twice a month. Analyses PIV proposals than forward to Panel of Experts (PoE) who evaluates proposals (not longer than 1 month) Prepares for final decisions in FRMB Informs the national implementing body on the final decisions Contracting the SME by national implementing body 5.1 Pre-Filtering The first review will be performed by INCluSilver Consortium Partners, whom will check the submitted documents, the compliance of call requirements. In case the application does not meet any of the following pre-evaluation criteria, the innovation voucher request will be rejected with 0 points: Validation of the VAT number (Y/N) Geographical criteria (Y/N) SME status (Y/N) The purpose of the project is in line with the purpose of the IVS Call (Y/N) Declaration(s) (Y/N) Signature (Y/N) Submitted via the platform, in non-writable pdf file, within the deadline(y/n) Note: If CV(s) has not been attached, the IVS ask for send it within 5 days, via , otherwise the Innovation Voucher application will be rejected with 0 point. 19 5.2 Evaluation by Experts Guide for INCluSilver Applicants Applications are to be evaluated in the framework of Funding Release Management Board (FRMB members are the innovation actors delegated by each INCluSilver Consortium Partner) operation. Members of the Panel of Experts (PoE members are innovation experts from different fields, nominated by INCluSilver Consortium), and also the IVS team (staff from INNOSKART, Corallia, and SURREY U) support the evaluation of the submitted proposals. Meeting of the Funding Release Management Board is due to every three months, within a week after the cut-off days: 15/12/2017; 15/03/2018; 15/06/2018, 15/09/2018, 15/12/2018, 15/03/2019, and 15/06/2019. IVS team is responsible for presenting only those applications to the FRMB members that have met the pre-filtering conditions; and organizing the e-discussion in the FRMB involving the Board members in their interaction with applicants in their own and surrounding countries. In case of consortia, if two joint applicants come from different countries, the decision should be taken by those two FRMB members jointly, who are representing those nations/countries. Note: Cross-border and cross-sectoral projects will be positively evaluated by extra points. Within a consortium, only the Coordinator must be from INCluSilver countries and the partners can be from all over the EU member states and H2020 associated countries. INCluSilver provides support for partner search (CVE - A more detailed Guide on how to register and use the matchmaking tool can be found on the submission site). Already existing products without a clear advance or innovation beyond the state-of-art will be rejected. Project activities that have already been funded or are being funded will be rejected. Double funding is not allowed. SMEs can submit more than one application. However, it is important to note that without exceeding the established finance support limitation per SMEs. Each proposal will be evaluated based on the previously defined criteria. Evaluators will score and rank each proposal according to a grid consisting of a quantitative score for each evaluation criteria (see online submission platform) 5.3 Contracting Phase Having taken the decision, all the beneficiaries will be informed electronically specifying the terms and conditions of the awarded voucher. Selected applicants will become INCluSilver Sub-Grantees, and will be required to sign a Sub-Grant Agreement with the INCluSilver national partner ( Page 19 of 26

20 In case of consortia the Sub-Grantee is the coordinator (the SME who have submitted the proposal); and responsible for giving the names and contacts of the partners to be involved into the Sub-Grant Agreement. The consortium partners will receive their payments for their work/activity directly from the coordinator. All the documents and invoices certifying the professional- and financial performance must be part of the Progress- and/or the Final Report. When the Sub-Grant Agreement is signed by both the beneficiary and the responsible partner, the IVS team is responsible to publish the list of beneficiaries on the project website. Note: The maximum a 10 page proposal will become an attachment to the Sub-Grant Agreement. 5.4 Sub-Grant Agreement Preparation Process Minimum ground rules for receiving support from the INCluSilver project are to submit proof of: Legal existence: registration, tax certificates Financial statements: Balance sheets (from previous year). In case is their first year and their lack of previous balance sheet, it won t be asked any further information. Official Statement of Employee s number Bank Account information Expression of Interest between the Sub-Granted Project participants (in case of consortium, in free form) All documentation for grant preparation is to be submitted electronically via the platform. Note: The INCluSilver consortium may request translation of documents submitted in a language that cannot be processed by the consortium partners. Languages that can be processed: Danish, English, French, Greek, Hungarian, Irish, Italian, Spanish, and Swedish. Page 20 of 26

21 6 Financial and monitoring process 75% advance payment to the SME (to the coordinator in case of consortium) Monitoring by national implementing body Final payment after closing the project by national implementing body Once all the administrative formalities are ready, applicants will be able to benefit from INCluSilver Innovation Voucher Funding. Funds will be disbursed to the applicant (only SME) in two steps: 75% of the total budget just after signing the contract, and 25% after the approval of the Progress Report and the Final Report (the attachments of the Sub-Grant Agreement). Note: The voucher can cover the full cost of the beneficiary's project as long as they are eligible under Member States provisions. If the total amount of the voucher will not be used the Sub-Grantee will have to refund the unappropriated amount of the voucher. 6.1 Results and Deliverables Applicants must clearly indicate in their proposal, the expected achievements from participation in the INCluSilver Innovation Voucher Scheme. Note: This information will be discussed and validated during the Sub-Grant negotiation. 6.2 Monitoring The template of the Progress Report and Final Report is the part of the Sub-Grant Agreement and used during the mid-term and final reviews, in order to validate the spending of the first 75% budget and receive the final 25% payments. The report must be sent via after completing the report and the copy of the documents of proof of fulfilment must also be attached. Note: The Progress Report is not relevant in case of 2IV projects. Both reports must be converted into a non-writable pdf file and must be signed officially. Page 21 of 26

22 6.3 Dissemination Guide for INCluSilver Applicants Activities serving the dissemination and exploitation of results are a way to showcase the work that has been done as part of the INCluSilver project. The Sub-Grantee must choose at least one of the dissemination methods bellow: Publications Publications presenting the project and describing its results are the most common method to disseminate project results. When they use a language that is appropriate for the target audience, publications can add to the visibility of the project. Conferences and workshops Conferences, workshops, or case studies based on the project can ensure that the project has a high profile, that the community learns from its achievements, and that the outputs are embedded and taken up. They also offer the advantage that communication can go in both directions: members of the target community can be invited to contribute ideas and brainstorm about ways to make use of the project results. Thinking early in the project about the use of results will maximise the impact of dissemination and the sustainability of its outputs. Collaborative events Activities to disseminate results for clusters of related projects are not only more cost effective, but also often have more impact than those at project level. Practitioners are more likely to attend a meeting presenting the results of several projects than of one project. Website On the SME s web page or web site you can explain the project aims and objectives and to disseminate information about project activities and results. In case of any of the listed methods, the SMEs must communicate that INCluSilver Innovation Voucher project (title of the project).. has received funding from the European Union s Horizon 2020 research and innovation programme under INCluSilver grant. 23 7 Administrative Duties By signing the Sub-Grant Agreement, the selected SMEs will become INCluSilver Sub- Grantees. During the project implementation the eligibility rules are determined by EU, national and regional rules of the country/region where the SME is located and the INCluSilver Voucher Scheme is launched. 7.1 Data Protection INCluSilver Consortium Partners are committed to protect and respect applicants' privacy. The personal data collected in the context of the INCluSilver Open Call will be processed in accordance with the Data Protection Directive 95/46/EC with regard to the processing of personal data and on the free movement of such data. Applicants files will be retained in INCluSilver archives. 7.2 INCluSilver SME Helpdesk The SME Helpdesk is made up of the innovation officers appointed by INCluSilver Consortium Partners.
