3 I. Nature of Request Catholic Charities, Diocese of Fort Worth, Inc. (hereinafter referred to as CCFW) is accepting proposals from social service organizations to replicate their proven intervention, Stay the Course TM, as outlined below in this Request for Proposals (RFP). The commitment is for four (4) years with a minimum 10% annual financial match from the replicating social service organization. II. Agency Background CCFW is a mission-driven, non-profit, faith-based social service agency with a mission to serve, advocate, and convene, all in the spirit of addressing poverty, that seeks to: CREATE solutions that move people out of poverty and are able to be replicated and scaled; ERADICATE poverty families experience by serving them to earn a living wage, have ample savings, have no harmful debt, and be free of government assistance; and TRANSFORM the way our industry and nation is solving for this age-old problem of poverty. Towards this end, CCFW currently provides a diverse range of services, including more than 30 programs that address the needs of over 80,000 individuals and families annually. Among the many services offered by CCFW, case management is the core. CCFW provides comprehensive services that promote cultural adjustment, self-sufficiency, and citizenship among refugees. CCFW offers many other services that promote financial stability, prevent or end homelessness, restore relationships, improve health disparities, provide housing, and address immediate basic needs such as medical care for the uninsured and rental assistance for families facing eviction. All of these services play a role in CCFW s zealous goal to end poverty in our 28-county service area. III. Statement of Work A. Program Description CCFW is looking for a 501(c)(3) social service organization to replicate their proven intervention, Stay the Course TM. Stay the Course TM is a community college program administered by CCFW and researched by the University of Notre Dame s Wilson Sheehan Lab for Economics Opportunities (LEO) via a randomized controlled trial (RCT). Given the college completion crisis occurring in our nation, CCFW and LEO have a commitment to eradicating poverty by increasing the educational attainment for low-income students in our country. There are four cited reasons why students are not persisting in college (including the cost of college, limited academic preparation, institutional obstacles, and personal 3

4 obstacles). Our theory of change is that institutional and personal obstacles can be overcome through intensive case management leading to persistence and graduation. In 2013, CCFW and LEO launched Stay the Course TM in Tarrant County, Texas, in partnership with Tarrant County College (TCC). Since that time, over 389 students have gone through the program. The core intervention of Stay the Course TM is support from a navigator who works hand-in-hand with students to ensure college persistence and completion. The navigator provides intensive case management to the student, helping eliminate barriers, making connections to necessary resources (such as transportation, jobs, childcare, and basic needs assistance), and coaching to ensure that a student believes that they can achieve academic success. The navigator meets face to face with the student every other week and has weekly reciprocal contact with the student through , phone calls, and/or text messages. The student and navigator work together to develop a service plan with SMART goals (Specific, Measurable, Action-Oriented, Realistic, and Timely). Students work to make progress on their action steps that lead to their SMART goals every 21 days. The navigator and student work hand-in-hand to ensure progression towards those action steps and goals. Students enrolled in Stay the Course TM also have access to emergency financial assistance. This assistance is available for non-academic barriers that the student is facing that would prevent the student from persisting in school, and eventually graduating. Each student has access to $1,500 of financial assistance for the duration of the program with a maximum of $500 in any given semester. Emergency financial assistance cannot be used for tuition or books, but rather is used for nonacademic financial issues that would impact a student s ability to persist. Importantly, LEO has concluded that after 3 years, Stay the Course TM participants are twice as likely to remain enrolled than the comparison group and are also more likely to graduate. Due to the significant findings of LEO s study, CCFW has expanded Stay the Course TM to multiple TCC campuses, developed a replication package and now seeks replication sites. Replication Site/Social Service Provider The replication site will serve as the implementer of Stay the Course TM. Replication sites will be responsible for: Managing a successful and collaborative relationship with their local community college; Enrolling a minimum of 120 students into Stay the Course TM services in Fall 2018 and Spring 2019; Providing case management and emergency financial assistance services with fidelity to the model as described in the Stay the Course TM manual; Participating in training and technical assistance, data sharing, and continuous quality improvement efforts; Raising the funding required to implement Stay the Course TM as detailed in Section V. Replication sites will be provided with technical assistance and support, an online manual, and reporting guidelines and requirements from CCFW that would aid in their success to replicate Stay the Course TM. The role of a replication site would be to implement this evidence-based program in accordance with the current program design. 4

5 Community College In selecting a partner community college, the replication agency will ensure the following is in place in order for the Stay the Course TM program to be a good fit: Support from the system president; Support from the campus president(s); A Pell-Eligible and Full-time student population greater than 4,700; A commitment to market and advertise to students to engage in Stay the Course TM ; A preferred commitment of private, permanent office space for 3 onsite Stay the Course TM navigators. At minimum private office space for navigators and student meetings; A commitment of a data sharing agreement with LEO to gain access of appropriate data to: o Identify a population of eligible students; o Have access of a large enough pool of students to randomize students into a control and treatment group without interfering with research integrity; and o Have access of student s records related to persistence, completion and transfers; and o Have access to and report to the National Student Clearinghouse CCFW CCFW is the originator of Stay the Course TM and will serve as the central organization coordinating the elements of the replicated network. CCFW will support the implementation of Stay the Course TM at replication sites with quality and fidelity to the model. CCFW will be responsible for compiling and distributing key information for implementing the Stay the Course TM intervention, providing training and technical assistance to replication sites, and monitoring quality assurance of Stay the Course TM at each replication site to assess for excellence and consistency and support program improvement in alignment with the model. CCFW will also commit to funding a portion of costs at the replication site as detailed in Section V. LEO LEO will conduct an impact evaluation of Stay the Course TM at each replication site. Impact evaluations assess the overall outcomes of a project, focus on finite goals rather than inputs, and involve a careful comparison to understand what would have happened in the absence of the intervention. The results of impact evaluations can be used to inform decisions about whether to expand, replicate, or scale the intervention. LEO will conduct the impact evaluation in the form of a randomized controlled trial (RCT). RCT s involve randomly assigning students who express interest in Stay the Course TM into either a treatment condition that receives Stay the Course TM services or a control condition that receives services typically offered by the community college. LEO will commit to funding costs related to University of Notre Dame staff and benefits, travel, and final dissemination of the research work. 5

Staffing Staffing for Stay the Course TM is critical to its success and staffing is handled in full by the nonprofit provider. The staff structure includes one (1) full time program manager, devoted to operationalizing Stay the Course TM, three (3) full time navigators, employed by the replication site but placed at the community college, and one (1) full time support staff role responsible for allocating financial assistance, administrative support, and data/reporting support. Each navigator must be committed to student s success, both academically and non-academically, have a college degree in a field that would make them an ideal candidate, and have previous case management experience. Each navigator will be expected to maintain a caseload of students at a time. C. Quality Assurance Monitoring quality assurance of Stay the Course TM will be conducted by CCFW staff through on-site visits and data sharing. Replication sites will be subject to on-site visits by CCFW staff, at minimum, once per quarter for at least two (2) business days. CCFW reserves the right to adjust the frequency of site visits, based on the results of quality assurance audits. During on-site visits, all areas of the program will be subject to review to ensure fidelity to the Stay the Course TM model and could include, but are not limited to: 1. Agency administrative records (e.g. personnel records, bookkeeping records) 2. Program administrative records 3. Observations of navigator-student interactions, supervision sessions, and team meetings 4. Case consultations 5. Client case records (e.g. progress notes, service plans) 6. Interviews with staff CCFW will utilize a rubric during on-site visits to measure quality. If CCFW staff have any concerns regarding implementation of the Stay the Course TM model or service delivery during on-site visits, they will address them directly with key agency/program staff. CCFW may require replication sites to create and submit Corrective Action Plans based upon results of the on-site visit. If a Corrective Action Plan is requested, replication sites will have thirty (30) days from the date of the request to develop and submit it to CCFW. CCFW will collaborate with replication sites to approve Corrective Action Plans for implementation. Once a Corrective Action Plan is approved, CCFW will provide continuous monitoring to ensure it is implemented and provides the intended outcome. 6

7 Quality assurance will also be monitored by evaluating key performance metrics obtained through data sharing. Data sharing capabilities may vary; however, replication sites will be required to allow access to and/or report data on an on-going basis. Similar to on-site visits, if CCFW staff have any concerns regarding implementation and service delivery through review of data provided by replication sites, CCFW may request that replication sites develop Corrective Action Plans. D. Training and Technical Assistance CCFW will provide comprehensive program content to enable agencies to deliver Stay the Course TM. This content will be accessible in an electronic format and will be maintained regularly by CCFW staff. CCFW will provide training to replication sites on how the content is organized and how to navigate the website. Additionally, CCFW will host a two (2) business day orientation/training annually that replication sites will be required to attend in Fort Worth, TX. The annual training will cover a variety of topics including, but not limited to, the Stay the Course TM model, participant roles (e.g. CCFW, LEO, replicating agency), and expectations. Additional trainings may be developed and included based on feedback from replication sites. This expense for on-site training can be part of your Stay the Course TM budget. Replication sites will need to ensure that program staff hired for Stay the Course TM complete trainings specific to each of the activities performed in Stay the Course TM (i.e. recruitment, intake, intensive case management, emergency financial assistance, auxiliary service, case record management, and case closure). Replication sites will be responsible for facilitating these trainings and should utilize program content provided by CCFW to conduct these trainings. CCFW will coordinate and conduct bi-weekly calls with replication sites (and LEO if needed) to discuss program implementation and engage in high-level problem solving for any identified issues. Bi-weekly calls can also be utilized as a space for training and technical assistance, if needed. These calls may be performed at a group level once more replication sites have been established. CCFW will work in collaboration with replication sites to develop a training and technical assistance plan specific to the needs of the agency. Based upon the training and technical assistance needed, CCFW may provide support through phone calls, webinars, presentations, guides/manuals, or onsite trainings. Training and technical assistance will be provided on an on-going basis to ensure fidelity to the Stay the Course TM model. E. Intellectual Property Stay the Course TM, its logo, name, and the content provided for the purpose of providing Stay the Course TM are the property of CCFW. Replication sites will agree not to distribute, transfer, or provide access to Stay the Course TM content to anyone outside of their agency without expressed permission from CCFW. 7

8 IV. Data Management and Sharing A. Data Management Requirements for Stay the Course TM Replication Sites The replication site will be required to use an online data management system of their choosing to record and track participant activities and program services as long as it meets basic minimum standards 1. Reports from this system will be utilized by CCFW to analyze program implementation quality and consistency and inform training and technical assistance plans. Knowledge of the data management system, accuracy and timely entry of information is critical. Replication sites are responsible to ensure on-going staff expertise, cooperation and timely data input and reporting. In addition, replication sites may be asked to provide additional documentation or information not accessible through the online data management system to evaluate performance outcomes (including strengths and weaknesses). As more replication sites are added in the future, CCFW will evaluate the need to develop a centralized database that would be required for all sites to use. B. Data Sharing Requirements for Stay the Course TM Replication Sites and Community Colleges An essential component of both LEO s impact evaluation and CCFW s quality assurance process is the sharing of program implementation, student eligibility, and student outcome data. The following sections detail the data sharing requirements for the replication site and community college. Upon notification of replication site selection, a Data Sharing Agreement (DSA) will be executed between the community college, LEO, the replication site, and CCFW. The DSA will describe the data that each entity will provide, when and how frequently the data will be provided, how the data will be securely transferred and stored, and how privacy protections will be ensured. Data Sharing Requirements for Replication Sites Replication sites will be required to share data on the implementation of Stay the Course TM services including service output, client engagement and retention, student outcomes, and qualitative data on program administration and oversight. Replication sites will be expected to share data for all students assigned to the Stay the Course TM treatment condition through random assignment. The replication site will not be expected to share any data on students who are randomly assigned to the control condition of the Stay the Course TM research study as LEO will be requesting these data from the community college. 1 Minimum standards for data management systems include the following: (1) all participant data must be safely and securely stored using industry-standard tools and practices to protect Personally Identifiable Information and (2) all pertinent data, including participant, activity, and service information must be retained and accessible for at least two (2) years following the end of this four (4) year commitment. 8

9 Service Output Data Service output data includes efforts on the part of the Stay the Course TM program staff at the replication site. Replication sites will be expected to submit regular reports on the following: Recruitment efforts (frequency) and challenges (narrative) Initial and reassessment completion (frequency) Student contact attempts (type , phone, text, frequency, duration) In-person case management sessions (frequency, duration) Emergency financial assistance allocation (amount, frequency, reason) Delivery of auxiliary services including field trips, engagement events, and graduation ceremonies (frequency and narrative) Active caseload size (count) Employee training log (type, frequency, description) Client Engagement and Retention Data Client engagement and retention data includes the results and reactions of Stay the Course TM participants to the efforts undertaken by the Stay the Course TM staff. Replication sites will be expected to submit regular reports on the following: Enrollment numbers (count) Client retention (count) Reciprocated contact rate (count) Attendance rates at auxiliary services (count) Risk of drop out assessments (score summary) Student Outcome Data Student outcome data includes the changes in students lives that occur while enrolled in the Stay the Course TM program. Replication sites will be expected to submit regular reports on the following: Service plan progress (narrative, frequency of action step completion) Client narratives; success and challenges (narrative) Educational audits (score summary) Strengths and needs assessment (score summary) Work Plan Replication sites will submit two types of reports over the course of the first replication year. By the 15 th of each month, the replication site will submit a Monthly Progress Report detailing service output and client engagement and retention data from the previous month. One month after the end of each semester (i.e., fall, spring, and summer) replication sites will submit a Semester Progress 9

10 Report detailing student outcome data from the previous semester. Reporting schedules for subsequent program years will be determined at a later date. Replication sites will submit their data for review and analysis to CCFW. CCFW will review the data, request cleaning, develop customized reports using the data to share with the replication site and LEO, and provide consultations on how the replication site can apply the data. During and after consultations, the replication site will provide feedback to CCFW on the interpretability and usefulness of the reports to promote a continuous formalized feedback loop. Report Templates and Submission Upon selection and notification of award, replication sites will receive templates for submitting the Monthly Progress Report and Semester Progress Report. CCFW will provide training and technical assistance on submitting reports and will be responsible for establishing secure data transfer procedures. Data Sharing Requirements for the Community College The community college will be required to share data in accordance with the DSA and all state and federal regulations to enable the following activities: 1) Enrollment and recruiting (including eligibility screening) 2) Outcomes analysis Data File Structure and Format, Data Transfer Schedule, and Data Transfer Procedures The community college will upload files to a secure, cloud-based, file-sharing location managed by LEO in a comma delimited.csv format. Files will be encrypted and password protected. The community college will link all data files shared with LEO to one or more academic terms. This can be accomplished by creating separate files and naming them according to their terms. Details of the data transfer schedule and data transfer procedures will be outlined in the DSA. At a minimum, the community college will provide data to LEO four times per academic semester. Students Included in Data When sending data to LEO, the community college will provide data on students who meet the following eligibility criteria: 1. Pursuing a degree, certificate, or transfer 2. Pell eligible or fall below 200% of the poverty line (based on reported income on the FAFSA) 3. Non dual credit 4. Non early high school 10

11 The community college will exclude data on students who are co-enrolled in high school and the community college during the period covered by the data. The community college will also exclude data on students who are under 18 years of age at the time of the data collection. The community college will not include data for students who fall into one or both of the excluded groups. 2 Enrollment and Recruiting The community college will provide LEO and the replication site data to enable enrollment and recruiting efforts. This will include a process of filtering student data for eligibility criteria. Following the end of each semesters class registration LEO will use the data to screen for additional eligibility criteria. Specific variables shared with LEO to enable enrollment and recruitment will be determined during the development of the DSA and will include at a minimum variables used to identify and contact students, relevant observable characteristics, and data to determine program eligibility. In addition to using these variables as baseline indicators, LEO will filter students in accordance with remaining eligibility criteria. 1. Students must enter with a GPA above 2.0 or be new to the community college, and 2. be enrolled in at least 6 credit-hours for the upcoming semester, and 3. have passed at least one state assessment (as applicable), and 4. have accumulated 30 or fewer hours at the community college and 100 or fewer lifetime hours. Community College and National Student Clearinghouse Outcomes Following the completion of each semester, the community college will provide LEO with semester outcomes for all students enrolled in the study. Details on variables to be shared will be articulated in the DSA and will include at a minimum student ID, GPA, enrollment status, and semester hours complete. At the start of each semester, the community college will put in a request on LEO s behalf to the National Student Clearinghouse for additional outcomes. The following variables will be included in this dataset: Student ID (Requester Return Field) Enrollment End Record Found Y/N If graduated College Name Graduation Date 2-year/4-year Degree Title 2 FERPA allows the community college to disclose student data to research organizations such as LEO that are conducting research on behalf of the college. Separately, FERPA also required colleges to provide students with the opportunity to optout of the disclosure of their directory information to third parties. The ability of the community college to disclose student data to the research organization under FERPA is separate from and unaffected by an individual student s decision to opt-out of the disclosure of their directory information. Therefore, the community college will disclose the student data described in the preceding section to LEO regardless of whether students have requested that their directory information not be disclosed. 11

12 Public/Private Degree Major Enrollment Begin College Sequence FERPA The DSA will include specifics on adherence to the Family Educational Rights and Privacy Act of 1974 (FERPA) for all parties in accordance with federal and state law. While in possession of FERPA records and data, only persons authorized to access the student data for the study will be granted access as required by FERPA. Furthermore, data will be stored in a secure area as required by FERPA. All persons authorized to have access to student data understand that under FERPA they can be held individually liable for any and all applicable criminal and civil penalties imposed for breach of confidentiality. State Earnings Records In addition to data on academic persistence and completion, the Stay the Course TM research study is examining the impact of the program on students earnings post-graduation. The procedures to link student outcome data to earnings records varies by state and the specifics of how the community college will be asked to participate in this process will be outlined in the DSA. At a minimum, the community college affiliated with the replication site is required to participate in the process of helping LEO obtain access to state-level earnings records. V. Financial Information Overview CCFW is looking for a partner site for the Stay the Course TM replication model that shows good financial position as an agency, and has the internal controls in place to fulfill the requirements of the services proposed through this RFP. CCFW will be using two items to assess these two components, a project budget proposal and an Internal Control Structure Questionnaire (ICSQ) as it pertains to your organization. CCFW has prepared a budget estimate of all costs to operate a Stay the Course TM replication site. Included are costs of full site staffing to serve students, technical assistance, coaching, data analysis, and other support from the CCFW team. The project will serve students over a 4-year period, with some additional time to prepare and conclude the project. For simplicity, the annual budgeted cost represents the total project costs spread over 4 years. CCFW estimates the total intervention cost for one Stay the Course TM site for FY 2018 is $343,250, which is based on our local costs and our cost structure as an organization. The estimated intervention costs for the remaining years is listed below, which amounts to a total of $1,776,

The maximum amount funded for the 4-year period by CCFW will be $1,598,400. Replication sites have the flexibility to allocate between fiscal years as needed. The funding period for this project will be May 1, 2018 July 31, Budget Requirements Budgets will be required to cover the following expenses to support alignment with the fidelity of the Stay the Course TM model. All costs below are to be included within the replication site budget proposal. 1. Program staffing at the social service agency should consist of: Director of Programs (appropriate share) Program Manager (100% of 1 FTE), to be hired by June 15 th, 2018 prior to the first academic year Navigator (100% of 1 FTE), to be hired by August 1, 2018 prior to the first academic year Navigator (100% of 1 FTE), to be hired by August 1, 2018 prior to the first academic year Navigator (100% of 1 FTE), to be hired by December 1, 2018, prior to the 2 nd semester of enrollment (earlier hiring is an allowable expense) Program Specialist (100% of 1 FTE) to be hired by August 1, 2018 prior to the first academic year Note: Navigator role provides intensive case management, so salary estimates are encouraged to be equivalent to a locally competitive case manager salary. 2. Client Emergency Financial Assistance (EFA): $1,500/student estimated to be spent over 4 years. Historically, CCFW has spent an average of $1,000/student. 3. Social Events: Student social events, for the purpose of promoting cohort relationships and client engagement. 4. Campus Visits: up to 3 college campus trips/year. 13

Travel: Must include costs to support entire site team to visit CCFW for 2-day training once/year and mileage for navigators to meet with students at community college campuses on a daily basis 6. Recruitment/Giveaways: Promotional materials to support recruitment efforts, such as T-shirts 7. Marketing: Marketing materials, such as posters and advertising 8. Database fee: Costs to manage a database 9. Access Fees to obtain access to state-level administrative data on labor market participation for the Stay the Course TM students after they graduate. (This will vary between states depending on state fees to access this data.) Site partners must be willing to participate and cover their costs of participation for the full term of the contract (4 years). In the event that a site partner pulls out before the end of the 4 year period, they must repay CCFW the grant money that has previously been awarded. VI. Instructions to Bidders A. Questions and answers will be distributed to all vendors who have previously notified the agency of their interest in responding to the RFP, using the address provided. Questions to this RFP must be submitted by Friday, March 30 and answers to the questions will be distributed to all interested applicants by Friday, April 6 th. B. CCFW reserves the right to conduct phone interviews with applicants and the applicants must make themselves available. Proposals will be evaluated based on the selection criteria outlined below and narrowed down to two (2) proposals. Applicants who are selected for further consideration will receive a site visit by CCFW staff on 4/30/18 or 5/1/18. The applicant organization s CEO must be available for the site visit. Completed Attachment C Internal Control Structure Questionnaire (ICSQ) and any relevant attachments. You can mark N/A any questions that reference the UGG or UGMS that you don t believe are relevant to your agency at this time. We will reach out for clarification on anything that is unclear. 6. 16 E. Evaluation Criteria Selection criteria will include, but not necessarily be limited to: A B C D E F Evaluation Criteria Score Completeness of Response: Responses to this RFP must be complete. Responses that do not include the proposal content requirements identified within this RFP (section Pass/Fail VI.d), and do not address each of the items listed below, will be considered incomplete. The response will be rated a Fail in the Evaluation Criteria and will receive no further consideration. Administrative/Organizational Capacity: Application must provide evidence that the applicant and its required 10 Points partners have the fiscal, administrative, and performance management capacity to administer the Stay the Course TM site. Demonstrated Performance/Ability: Proposals must demonstrate that the applicant has experience serving low-income individuals and providing intensive case management. 25 Points Applicant must also show experience with program evaluations or reviews. Community college Information section is included in the evaluation. Quality/Comprehensive Service: Proposal must demonstrate a clear explanation on how the applicant 25 Points will provide case management services and insure fidelity to the model. Prepare to Launch Timeline (in attachment A): Applicant must show a strong understanding of what it will take to 25 Points launch a new site, has the capacity, and is operationally prepared to do so. Budget Considerations/Financial Integrity: Applicant must show a strong understanding of financial procedures and fiscal management. Applicant must show a commitment and 15 Points ability to deliver on the cash match requirements and the additional level of cash match proposed beyond the minimum will be considered. Budget narrative must be completed in Attachment B. Total Points 100 VII. Terms and Conditions A. Award Any award of a contract subsequent to this RFP shall be made by Catholic Charities Fort Worth s President/CEO no later than five (5) business days after notice of selection. 16
