3 Purpose of this document This document is intended to be used by Directors of Public Health, regional Directors of Public Health and/or local authority chief executives in their identification of and discussions with suitable applicants for the Aspirant Director of Public Health Leadership Programme. It is envisaged that the person having the discussion with the potential applicant about the programme will be the applicant s sponsor. This document sets out the information you ll need to know as a sponsor and contains conversation aids for your discussion with potential applicants on page 9. The participant information pack which has been circulated with this document contains more details about the programme including context for the programme, overview of the programme, responsibilities of participants and FAQs. Prior to your initial conversation with the potential applicant, you should send them the participant information pack to read and think about. 3 Aspirant DPH leadership programme

4 Programme aims The Aspirant Director of Public Health Leadership Programme focuses on those people who aspire or are newly appointed to the role of Director of Public Health within local authorities. The programme will support participants development as influential leaders who inspire their teams to improve the health of local populations. The aim of the programme is to support and develop a credible and talented pool of aspiring and newly appointed Directors of Public Health (DPH) who have the necessary desire, knowledge, capability, experience and leadership skills to take on the role of DPH within the next 12 months. The programme objectives are to get people ready for the roles of Director of Public Health within local authorities, ensuring a successful transition to the new system, and to lay foundations for successful leadership. 4 Aspirant DPH leadership programme

5 Who should apply? Eligibility criteria The programme is intended for those who: 1. are highly committed to becoming a Director of Public Health within a local authority and envisage applying for this post in the next 12 months, or who have recently been appointed to this post for the first time 2. are committed to learning about leadership and making behavioural changes that impact on improving the health of local populations 3. are able to commit to the programme dates (5-7 February 2013 and April 2013) Applicants should be aware that although we anticipate having spaces on the programme for newly appointed DsPH, priority for this first cohort will be given to aspiring DsPH due to the additional support that those newly appointed DsPH are currently able to access elsewhere. Those who feel they meet these eligibility criteria will require sponsorship from a Director of Public Health, local authority chief executive or their line manager (director level) and must be able to commit the time required to complete the programme in full (5 days of residential delivery in Nottingham and 2 days of regionally-based group learning). The programme is focused on developing leadership skills to successfully take on the role of Director of Public Health within a local authority. It is not a pre-requisite for becoming a Director of Public Health, nor is it a guarantee of appointment. 5 Aspirant DPH leadership programme

6 Role of the sponsor To support participants during the application process Sponsors and applicants are expected to discuss participation in the programme together prior to completing the application form Sponsors will need to complete a nomination form detailing suitability for the programme. Sponsors will also need to confirm that they are committed to supporting the applicant throughout the duration of the programme Sponsors will also be required to authorise and support the applicant s absence from the workplace to attend the programme To support participants during the programme Sponsors will support participants throughout the programme, acting as a critical friend, providing practical support as well as professional challenge to enhance learning this may include brokering relationships or work experiences Sponsors will review the participant s individual development plan at the end of the programme to understand the participant s learning needs and support them in continuing their learning and development after the programme Estimated time commitment The amount of time that a sponsor is expected to commit will vary according to the needs of the individual they are supporting. Support for the application process is likely to take no more than half a day and it is likely that the ongoing time commitment throughout the programme will be between two and four hours a month. 6 Aspirant DPH leadership programme

7 Who can be a sponsor? Each applicant will need to be sponsored someone who meets the following criteria: The sponsor is a Director of Public Health, a local authority chief executive, a line manager who must be at director level or a regional Director of Public Health who can ensure the right level of support The sponsor has worked directly with the applicant and understands their development needs The sponsor is committed to supporting the applicant throughout the duration of the programme (see page 12 of this document) No applications will be considered complete without a sponsor nomination form. 7 Aspirant DPH leadership programme

8 The applications process Applications for the programme close on 14 December at 12pm. The application comprises of: an application form to be filled in by potential participants a sponsor nomination form All applicants will require sponsorship from a DPH, local authority chief executive or line manager (at director level) in order to complete their application. The application process is as follows: 1. Sponsor conversations with potential applicants To be completed by 23 November Completion and submission of the application form by the applicant to aspirantdph@deloitte.co.uk Completion and submission of the sponsor nomination form by the sponsor to aspirantdph@deloitte.co.uk To be completed by 12pm on 14 December To be completed by 12pm on 14 December Review and sifting of application and sponsor 3. To be completed by 18 December nomination forms by regional DsPH Second stage review and sifting of application and 4. To be completed by 20 December sponsor nomination forms by national review panel 5. 9 Points to cover in discussion The purpose of your initial conversation with potential applicants is to ascertain: whether the applicant meets the eligibility criteria; whether the programme is suitable for the development needs of the applicant; whether you, as a sponsor, are able to support the applicant throughout the duration of the programme. Suggested points to cover in your discussion with potential applicants include: Career goals and commitment to becoming a DPH (if not already in post) Gaps in knowledge, capability or experience that need to be addressed to achieve career goals Understanding of how a programme like this could support the potential applicant in addressing their development needs Support that the potential applicant may require from the sponsor to get the most out of the programme this may also include logistical support Commitment to learning about leadership and making behavioural changes that impact on improving the health of local populations Understanding of the challenges of the DPH role within a local authority setting Eligibility criteria The programme is intended for those who: 1. are highly committed to becoming a Director of Public Health within a local authority and envisage applying for this post in the next 12 months, or who have recently been appointed to this post 2. are committed to learning about leadership and making behavioural changes that impact on improving the health of local populations 3. are able to commit to the programme dates (5-7 February and April 2013) 9 Aspirant DPH leadership programme

The first thing you should do is have a conversation with potential applicants about whether the programme is suitable for them 3. Once you and the potential applicant agree that the programme is right for their development needs, please complete the sponsor nomination form and send it to the programme team aspirantdph@deloitte.co.uk by 12pm14 December 4. Applicants will need to send their application forms directly to the programme also by 12pm on 14 December The application form and sponsor nomination form can be completed simultaneously and should be submitted separately. Sponsors do not need to share their sponsor nomination form with applicants but it is advised that applicants share their application forms with sponsors. Applicants will be responsible for ensuring that sponsors complete the sponsor nomination form before the deadline 5.
