Meeting Summary February, 10th, :45 a.m. 3:00 p.m. HON Showroom 1101 Connecticut Ave NW, Suite 300, Washington D.C. The meeting was opened by the Partnership s Board Chair, Stan Hazan with 26 in attendance. Stan thanked Partners and Federal Liaisons for attending and challenged attendees to make a point to meet someone new during the meeting. Stan initiated introductions of those in attendance. Britanny Saunier, Project and Development Associate PFSE, introduced a BAC Fighter video- Full Plate, Full Hearts which was developed by USDA for the Consumer Food Safety Education Conference The video highlights the work of the Partnership and BAC Fighters. 1. Executive Director Report a. Shelley Feist, Executive Director, PFSE i. Reviewed the core focus areas of the Partnership (Convene, Amplify, and Lead in Evaluation). ii. Presented highlights of PFSE staff work plans for 2015 which will be focusing on deepening relationships with Partners and BAC Fighters. Highlight activities include: i. e-list segmentation; website redesign; BAC Down refresh; amplifying work of BAC Fighters through videos and field visits; convening; attendance at conferences; BAC Fighter webinars; and employing fundraising strategies to grow core operating revenue. 2. Consumer Food Safety Education Conference 2014 Evaluation a. Shelley Feist, Executive Director, PFSE i. A report on the conference was provided to meeting attendees in their Partner Orientation Packet. Shelley shared that several attendees commented that they felt pulled by the task of choosing one breakout from so many that were occurring simultaneously. Shelley pulled up the post-conference webpage highlighting available assets for promotion, including conference plenary session videos and breakout presentations (teamfoodsafety.org). Mike Taylor of the FDA wrote a powerful blog post mentioning the conference, the partnership, and the importance of consumer education as the 5 th pillar of prevention in food safety. ii. Shelley said positive feedback was received from sponsors and that the Board of Directors will soon begin planning for the next conference under leadership of Kathy Means (PMA).
i. Kathy Means asked that Partners and Liaisons make sure to talk to her with any feedback they have on their experience with the conference Year of Engagement, Partner input and proposed actions a. Britanny Saunier, Project and Development Associate, PFSE i. Britanny started the presentation by asking the group if they have ever participated on a team sport or group activity and to share what they liked best about that experience. Most of the answers described having support while working toward a common goal. Britanny stated that PFSE is working on engaging partners in 2015 to do the same thing- build support while working toward a common goal. ii. Britanny explained that a year of engagement means 1. increased opportunities for partners to become active in PFSE and; 2. Consistent and timely partner communications. In 2014 PFSE underwent three activities to learn more about partners and their interests starting with 1) Partner Strategy Report in Jan 2014 that assessed the nature of the relationship between PFSE and Partners and; 2) Partner Survey in Oct 2014 that assessed basic levels of satisfaction. In 2014 PFSE also tracked partner interactions (ie retweeting, meeting attendance, etc.) to get a sense of what are popular areas of engagement. These feedback activities helped us determined proposed actions for engagement in In summary, PFSE partners are happy overall, but want more engagement and clearer, consistent communications. iii. Britanny distributed and walked through the Partner Orientation Packet. The packet will be available electronically in PDF form on the partner-only web pageteamfoodsafety.org/partners. 4. Discussion-Year of Engagement a. Britanny Saunier, Project and Development Associate, PFSE i. Britanny opened the discussion with the following questions: Is there something not mentioned today that you think would better serve your needs? What are the barriers that keep you from getting more involved in PFSE? Discussion Comments: a. Develop a list of conferences PFSE will be attending and where Federal Liaisons will have a presence. b. Have partner newsletter to be interactive and add capability for Partners to share information on it (ie partners corner). c. Offer opportunities for all to be involved on committees or working groups. 5. National Institute for Food and Agriculture Update a. Jeanette Thurston, National Program Leader, Division of Food Safety, NIFA i. Jeanette provided an overview of NIFA s programs under the AFRI, competitive grant system. Those include food processing technologies, antimicrobial resistance, fundamental research, and integrated science grants- STEM and Norocore. She shared that the NIFA website is undergoing
redesign but when finished the food safety programs webpage will link to the Partnership. ii. Jeanette shared that NIFA provided a grant for the Consumer Food Safety Education Conference 2014 and explained that it was a competitive grant. iii. Jeanette shared how the President s 2016 budget will fund NIFA s priorities with an increase to the AFRI program, funds dedicated toward antimicrobial resistance projects, $80 million to enhance public-private partnerships through innovation institutes that focus on the bioeconomy, and $5 million dedicated toward FSMA Training and Education. a. National Food Safety Training, Education, Extension, Outreach and Technical Assistance Program is a joint FDA, NIFA initiative that will provide FSMA training and education to small businesses. Two centers will be housed under NIFA and two will be under FDA. b. The RFA for a National Coordination Center is available now (Jeanette shared the RFA with the attendees). iv. The 2015 AFRI Foundational and Challenge grant areas are to be released in February 2015 including the food safety program s RFA. v. Jeanette shared a study conducted by RTI on consumer handling of raw poultry that has received some good online coverage. She shared Capsid- Norocore s newsletter. vi. A question was raised around the definition of food processing technologies. Jeanette encouraged partners to get in contact with the food processing technologies program leader. 6. Fighbac.org Redesign and Partner Input / World Health Day Outreach a. Ashley Bell, Manager of Programs and Outreach, PFSE i. PFSE is taking on a website redesign and that the reasons to do so are to increase website visitorship by improving SEO performance; to encourage return visits to the page; to improve bounce rate and length of time spent. ii. Ashley shared the Partnership underwent a process to determine website redesign needs by interviewing a select group of BAC Fighters. She found they love the downloads and don t want us to get rid of ANY; most people report that their overall experience with the site is good. We want more people reporting excellent; most people report that their navigation experience is good. Again, we want to get to excellent; they believe nothing needs to be removed from the site, just reorganized to make navigation easier; and they love fightbac.org s simplicity, downloads, and colorful graphics. iii. Conversely, BAC Fighters can t always find materials they re looking for. (E.g. in a user test they could not find a certain flyer on grilling); can t find an sign-up; think certain menu items are confusing. (E.g. campaigns and downloads); they would like a simpler homepage; they want more images and videos and less text and white space; and they want better intra-site search functionality. iv. Ashley explained the Partnership is still in the planning process and will soon seek out proposals for redesign. She welcomes input from partners on the webpage, and handed out a partner survey to elicit input.
v. Comments were made to link fightbac.org to teamfoodsafety.org; to add current news items with a scroll or newsfeed; a newsfeed may be an opportunity to show PFSE as the last mile in the relay race of prevention; add a vignette of rotating images connecting to hot topics using original content that are relevant and interesting to website visitors; place a poll on the website that asks visitors if they want to see current events; add explanation on use by date v sell by date. vi. A general discussion was had on whether or not the Partnership has a place in the FSMA conversation and how much do BAC Fighters need/want to know about the food safety universe in general. vii. Ashley urged the participation of all partners in a World Health Day (April 7 th ) social media promotion that has a food safety theme. Please send your stories we will also be collecting them from BAC Fighters across the US. Send a story or tweet that PFSE will send out through its account to leverage the Partnership message. 7. USDA FSIS Ad Council Campaign update; meat & poultry safe handling label a. Aaron Lavallee, Deputy Assistant Administrator at USDA, Food Safety and Inspection Servce i. USDA is focusing on the Food Safe Families campaign which includes partnership development, media outreach, educational and promotional materials development and a strong social media presence. He explained that their educational efforts are based in science and evaluation. Aaron shared that the following initiatives form the basis of their outreach: FDA Food Safety Survey; IFIC Food & Health Survey; Ad Council Food Safe Families Survey; Kansas State University Study. ii. Findings of research: i. The KSU observational study was used to guide new Public Service Announcements (PSAs) developed by the Ad Council. The KSU study showed that cross contamination and the lack of thermometer usage are serious problem in the home, and the new PSAs emphasis the Separate and Cook steps of the Food Safe Families campaign. iii. Components of the Food Safe Families campaign include: Public Service Announcements (PSAs); At-Risk Partnerships; Social & Digital Media; Targeted Media; Hispanic Outreach; Food Safety Discovery Zone. The approaches they are using are based on Edelman s trust barometer that shows there is a higher trust in nonprofit organization s messages and are tactics that get someone s attention long enough to get them to read the post. iv. USDA is taking a deeper look into other holidays to increase reach and targeting Hispanic communities. v. Aaron explained they are doing a better job of having consumer food safety education amplified throughout the Public Affairs function including using food safety education messaging in communication with Capitol Hill. vi. On the meat and poultry safe handling label -- Aaron shared a timeline of the process beginning in 1993 that started with a focus group on safe handling instructions. USDA initiated a 3-step process in November Strategic
vii. Planning Session with FSIS Leadership; 2. consumer focus groups- three English, three Spanish, and in three locations. 3. Recommendations report, in September Questions were raised around how they plan to incorporate the Partnership in the process and whether or not BAC Fighters were to be included. Attendees also inquired on the status of the Cook it Safe campaign and the microwave app. Aaron and team have pledged to look into Cook it Safe microwave app and explained that Cook it Safe is not a primary campaign but the messages have been incorporated into the Food Safe Families campaign. 8.
