10 missed. I must first acknowledge the passing of one of our kaumatua, rangatira, Te Pohawaiki Wiringi- Jones. A pillar of strength for his people of Ngati Uenukukopako, Ngati Te Roro o Te Rangi and Ngati Rangiteaorere. He will be remembered for the tireless work he did for his people not only back home in Rotorua but all over New Zealand with the Maori Wardens. He will be sadly We have seen an assortment of things affect our whanau this year especially down the South Island. With the Pike River Mine disaster around the beginning of the year to Christchurch being hit by another earthquake, with an even more disastrous outcome then the first. With lives, homes and livelihood lost because of the earthquake, our Te Arawa whanui must now rebuild and we will as a trust, make an effort to help in any way we can. I would like to take this time to thank my fellow Trustees for the work that we have all contributed to ensuring our strategic plan keeps ticking over. Also on behalf of the trust I would like to thank Sylvia Tahuriorangi for agreeing to take on the responsibilities of our Trust secretary. In this report we will cover all of the aspects of our strategic plan. i.e. Cultural, Social, Communication, Environmental, Economic. As well as a report from our TPT Representative, and update reports on TAGH and CNI Iwi Holdings Ltd. I am pleased to present the 2011 Annual Report to our beneficiaries. It has been an interesting 12 months with a lot of possible benefits for our people on the horizon and into the future. Nga mihi Nireaha Pirika Chairman Tēnā tātou katoa Since joining the NUIT Trust in November 2010, I have been very impressed with the management arrangements, processes and well-organised monthly hui. The quarterly panui has also allowed whanau from Uenukukopako to share their stories and keep up to date with current issues affecting our iwi. Although I still have a lot to learn, I m enjoying the role and look forward to seeing iwi initiatives which were suggested in our whanau needs assessment survey (distributed with the quarterly panui at the beginning of this year 2011)being developed or extended. 11 Tena koutou te whanau The past 12months of Ngati Uenukukopako Iwi Trust operations has proven to be very fulfilling for me personally and this I proudly attribute to working with a very positive and committed roopu. We welcome our new Trustees, i.e. Huhana Clayton-Evans and Te Kapua Hohepa-Watene and a special thanks to Sylvia Tahuriorangi who has been co-opted as Secretary for NUIT. As our Financial Report indicates, NUIT remains a solvent entity with the principal Funds from settlement of $1.1m remaining intact. The interest monies has enabled NUIT to gift $15,000 each to Ruamata and Pikirangi Marae. In August 2010 NUIT appointed Nireaha Pirika as a part time coordinator utilising some of the interest monies which has enabled NUIT to implement many aspects of our Strategic Plan. Much of the mahi is ongoing and NUIT will be considering renewing the position for a further 12 months. I look forward to sharing your aspirations and direction for NUIT at the AGM. NUIT has committed to establishing effective quality management and operational systems and look forward to the challenges that we are prepared to confront in future development strategies. Noho ora mai Donna Te Kanawa Treasurer Rotokawa Flats: NUIT was asked to tender for the Rotokawa Flats complex as a going concern. The Trustees discussed it and made an offer of $410,000,00 with a top offer of $510,000,00. John wanted this proposition to come back to the people to decide. The owner wants $550,000,00 and that someone else wasn t interested. The top offer stays the same and that is where we are at present. The reasons for the purchase are, the whenua belonged to Ngati Uenukukopako, and was the first part of the confiscation due to a survey lien. It would be an investment. The Trustees discussed the option of our three Trusts Ngati Te Roro o te rangi, Ngati Uenukukopako, Ngati Tuteniu, using the building for a shared office. Those Trustees that agreed to NUIT making a purchase, agreed that Ngati Uenukukopako iwi put us there to make these decisions. There is nothing in our trust deed preventing this decision. Rotorua Eastern Arterial (REA):Once again Ngati Uenukukopako has been asked by New Zealand Transport Agency (NZTA) to consider giving approval for an Eastern Arterial to ease traffic using Te Ngae Road. NZTA hope to go through Ngapuna, Owhatiura, Owhata, and Ngati Uenukukopako land with their Eastern Arterial. Iwi from Ngapuna, Owhata and Ngati Uenukukopako, are of the one mind and have said no to approval and that they (NZTA) already have Te Ngae Road. There are 3 options NZTA have asked the iwi to consider; 1) The one above 2) Almost the same as above but taking in part of Vaughans Rd, 3) Widening Te Ngae Road, to four lanes Of the 3 options, Te Ngae Road is the dearest and the road through Ngapuna, Owhatiura, Owhata and Ngati Uenukukopako is the cheapest. 12 Since first becoming a Trustee on NUIT, I have seen our Trust become very resourceful in matters concerning our two marae, in future planning for our people. This is mainly with our Putea which we have invested, and worked only with the interest. We have our own Headquarters and Meeting place and our Newsletter. The first couple of years saw us with a few hiccups but with those sorted out, we have had good meetings and with our two new trustees, Kapua and Huhana, things have been going along smoothly. I must mention and thank our past Trustees and Secretary s for their input and time that they gave freely, willingly. Nga mihi John Ransfield Kaumatua/Trustee Tena koutou katoa It has been a privilege to be working with such a dedicated group of whanau members on this Trust. All of us have grown up thinking that we are poor and need to make savings where ever we can and look at the best value for what our money can buy. This is a good thing but there is a limit! We are after all millionaires. We can afford the small things required for basic operations. Our Chairperson Co-ordinator works tirelessly for us, as does the secretary and treasurer. They do an enormous amount of research and always look for opportunities that might benefit the interests of our Trust and our People. We are of course interested in ensuring that our strategic plan is implemented and this will mean that our expenses over the next year will align with these developments and more money will be spent. I have enjoyed the reporting from our representative Donna Te Kanawa regarding our parent body Te Pumautanga. They are very informative and it is good to know what implications or influence they might have on us as a Trust. Nireaha Pirika (Chair) informed those present that the Trust elections for two(2) Trustees will be held September Arama Pirika moved that the vacant positions be addressed at the September Elections and for the Trust to continue until then; Seconded: Hohepa Heke. Carried Further discussion from the floor re the issues related to Jackson White. Donna revisited the areas of conflict and shared her concerns with the Hui. Paraone Pirika moved that the Trust pursue the investigations as instructed, to Herby Ngawhika re the computer and related assets belonging to Ngati Uenukukopako Iwi Trust; Seconded: Hohepa Heke. Carried. Amendments to Trust Deed Financial Report Strategic Plan Schedule 1, clause 2.3 Delete 3 years; Re place with 5 years Schedule 1, clause 2.4a Deleted and replaced with: Two representative positions will be held for election on a yearly basis with the first standard election. Previous representatives shall be allowed to stand for re-election. Donna presented financial statement for year ended 30th March Blanche Kiriona requested a copy of the financial statements Donna to follow up. Piwiki Heke moved that the financial report be accepted; Seconded: Arama Pirika. Carried. Trust Mission Statement Paraone Pirika asked that the Marae be acknowledged and included in the mission statement. Chair to action. 3 Year Plan Cultural, Social, Environmental, Communication, Economic Chairman asked those present for discussion. Paraone asked that the Kaumatua be incorporated in the Strategic Plan as an advisory role and further ensure the entrenchment of the Marae. Blanche Kiriona moved that the Trust incorporate into the Strategic Plan an advisory role for the Kaumatua and to further ensure the entrenchment of the Marae; Seconded: Arama Pirika. Carried. 15 Clark Pirika endorsed the approval by the Trustees management of Strategic Plan delivery within the financial budget. Chairman asked for approval to implement the strategic plan as tabled. Arama Pirika moved that the Strategic Plan be approved: Seconded: Hohepa Heke. Carried. TPT Update Chairman presented overview of TPT matters i.e. CNI & TAGH. Blanche Kiriona assisted with further updates from her experience of serving as TPT Representative for Tuteniu. Donna was also able to give a brief overview as well with having attended an initial Hui for TPT as the new Representative for Uenukukopako. i.e. 9th July General Business Those present discussed the possibility of Trustees paid meeting fees. Present Trustees all expressed that the undertaking of the roles and responsibilities as Trustees was a personal commitment and did not want to seek monetary compensation. Sylvia Tahuriorangi moved that the Trustees need to assess resources to operate administration and management; Seconded: Blanche Kiriona. Carried Sylvia Tahuriorangi moved that in light of the Trustees not wanting to receive meeting fees that a meeting fee be set by the Trustees for each meeting as they feel fair. Seconded: Blanche Kiriona. Carried Blanche Kiriona asked that future advertisements be correctly formatted by the Trust. She would like to see the Trust name in full and not abbreviated. Trustees have taken on board what Blanche Kiriona has requested and see no reason why we cant, so will endeavour to do so in the future. Chairman stated that the Beneficiary Roll needs to be reviewed, with missing information received from TPT and obvious wrong information. Clark Pirika offered to assist Trust with Beneficiary Roll of which the Trustees humbly accepted his offer. Huhana Clayton-Evans signaled her intent of standing for the Trust elections in September 2010 of which the Trustees welcomed and praised her for stepping up for the betterment of the whanau and Hapu. Chairman informed those present that the Trustees have resolved to release development funding to each of our Marae, i.e. Ruamata and Pikirangi as follows: Over a 5 year period the Trust have allocated $100,000 to each of our Marae. $50,000 each for the first 3 years And $50,000 each for the following 2 years. Special Resolution The Trustees put forward a resolution to those present to change clause 1.2 of Schedule 1 to read: Registered Adult beneficiaries of Ngati Uenukukopako Iwi Trust will elect six (6) representatives as Trustees of Ngati Uenukukopako Iwi Trust Reason for change is to maintain continuity and consistency with changes in representation on the Trust. In doing so, the level of impact on the Trust would be limited and enable Ngati Uenukukopako Iwi Trust to better realise on going progress in achieving our strategic plan. Chairman invited discussion from the floor. Blanche Kiriona shared concern as to why an even number and further stated that the Chairman does not have a casting vote. The Chairman referred to the Trust Deed, clause 8.8 of Schedule 8, In the event of an equality of votes, the resolution put to the vote will not pass. Further discussion followed. 28 Cultural 3 Year Plan To develop and implement wananga for Te Reo, Tikanga, Kawa, Whakapapa, Whaikorero, Karanga; to encourage and promote Whanaungatanga and to tautoko our marae; to strengthen our cultural identity as a Hapu, as an Iwi; to acknowledge and repect our Kaumatua to always call on our Kaumatua for guidance and advice and listen to what the people have to say. We have maintained that our Marae play a very important role in our cultural identity as a Hapu and so it was with pleasure to hand over to the chairman's of Pikirangi and Ruamata Marae a cheque of $15,000 each on behalf of the Trust. As stated at the previous AGM our Trust has pledged $100,000 to each Marae with certain criteria, but this one off grant to our Marae Trustees was given to use as they see fit for the betterment of our people, our Hapu and our Marae. We have supported the moteatea classes that have now been in progress near on 3 years with a $1000 grant. In November of last year they decided to visit Mokoia Island and have Uncle Arama take them through the history and show the places mentioned in our waiata moteatea "E Tama na tau e". The feedback from the wananga was positive and it was asked if they could look at going to the top of Pukepoto. We know of the karanga and whaikorero classes happening amongst our Marae out there at the moment and I hope they know that we will support in any way, whether it being the use of our office equipment or other things, this Trust is committed to keeping our traditions alive. The trust has pledged $500 to take care of some of the cost for ANZAC celebrations held at our Marae and hope that this will continue so we may honor our Tupuna. Also last year we supported one of our kuia, Minnie Vercoe to travel to Poland on a cultural exchange trip of which she represented Ngati Uenukukopako, Ngati Te Roro o te rangi, and Ngati Rangiteaorere. She was part of a contingent of Maori from all over New Zealand that were invited to take part in the exhibition entitled Te Ara: Maori pathways of leadership. Environmental 3 Year Plan To support an Iwi Management Plan for Ngati Uenukukopako. To establish maara for each of our Marae. To develop wananga of gathering traditional Maori kai and rongoa. To control, manage, protect, preserve and sustain all aspects of our environment and surroundings for future generations. We tried to commence a maara project late last year with the help of Te Puni Kokiri but because of certain things beyond our control we have had to put it off till next Spring. The funding from Te Puni Kokiri has been approved and so watch this space next year for an update. It was envisaged a vegetable garden at first but we are now looking at having a small orchard of plums, peaches and pears so that we can look into making our own jams and preserved fruits. One of our own, Hera Naera asked us to sponsor her to complete the "Making Good Decisions Programme". This is the Ministry for the Environment qualification for decision making under the Resource Management Act (RMA) as an independent commissioner for the environment. The Trust has sponsored Hera for part of this course and knows that the qualification she gains will benefit Ngati Uenukukopako. The Trust is putting together an Iwi Management Plan to bring back to the Hapu, but before anything is taken to the council we will bring it back to the Hapu to be ratified. There will be about 3 stages in this process with the first being that we inform our Hapu what an Iwi Management Plan is and its purpose. Stage 2, write a draft and take back to Hapu, stage 3 submit final draft for Hapu approval. We have received some funding from the council for an Iwi Management Plan and is in progress Ngati Uenukukopako Iwi Trust

29 Economic 3 Year Plan To establish a stable economic base for our Iwi so that it meets the needs and aspirations of our people. To ensure the survival and protection of our Culture and taonga for future generations. Our principle amount to remain intact and invested at the best possible interest rate with a recognized Trading Bank. To add 5% of money earned to principal. Our economic plan has become closely linked with our financials at this stage. With the set up of a head office at Pikirangi Marae and to acquiring office equipment etc, our plan had been put on hold for the first 12 months but we will still look at putting this part of our plan in action. Hopefully in this following year. We did mention at our last AGM that we were looking at working closer with our other entities, especially Te Roro o Te Rangi and Tuteniu. We have made a start, a slow start as it may seem, with Te Roro o Te Rangi joining us at Pikirangi Marae and sharing the cost of our head office. It is envisaged that Tuteniu will also join with us so that the cost of administration is kept to a minimum and that we are able to give more to our people. These three entities are so closely joined by whakapapa that we believe it makes good sense to come together and work on common goals because of it. As previously stated our Trust allocated funding for development of our Marae of $100,000 dollars each. i.e. Ruamata and Pikirangi. Just to remind the Marae Trustees that this development funding is given in 2 segments, $50,000 within the first 3 years and the other $50,000 given in the following 2 Years and the 5th year being The Trust have set some criteria for this money of which each Marae must abide by. 1. All projects must be minuted and passed by Marae Trustees. Copy of minutes sent to NUIT. 2. All project accounts will be submitted to Ngati Uenukukopako Iwi Trust along with signed minutes of Marae Trustees approval of payment. 3. All accounts will be paid by Ngati Uenukukopako Iwi Trust up to the said amount. 4. Each Marae has the option of accumulating the funding, i.e. If the Marae Trustees choose not to use the $50,000 within the first 3 years it will be added to the following 2 years. 5. This development funding can be used by the Marae Trustees as a source to apply for other funding. 6. Ngati Uenukukopako Iwi Trust does not intend to or wish to interfere with the decisions made by the Marae Trustees but maintain the right to refuse allocation of funding for certain projects. Donna asked TPT about how they could help Affiliates buy into the power companies through Government sell off of some of our National assets. This is something that our Trust would be very interested in looking into and believe it would be a very good investment. Recently Te Arawa Lakes Trust with the help of TPK put together a seminar for Maori land trusts and Maori entities on Commodities trading and shares. A young man Ryan Hahipene is trying to set up an investment company targeting Maori Trusts and entities. He believes that he can create wealth using the same methods that our banks use with the same amount of low risk the banks offer. Also presenting with Ryan was Andrew Baxter of Halifax Investment Services Ltd of which he explained some scenarios of how assets can be protected and still creates growth trading in commodities and shares. The Te Arawa Lakes Trust has set Ryan up with an office for anyone who has questions and may contact him at Te Arawa Lakes Trust. The Trust looked at buying property within our rohe not only as an investment but also as a platform for future strategic plans. The trust went as far as putting in an offer but nothing came of it as of yet. But what it did bring to light was that there was hesitancy by some Trustees to make a decision of using the 1.1 million to acquire property or any other investment without the approval of the beneficiaries. What came of that was not only do the Trustees have the authority to make those decisions according to the Trust Deed but a policy was created to deal with these sort of matters and that being, that there must be a 100% agreement by all Trustees, (not by majority), before we proceed, and if not, then we will not proceed and move on. 30 Social 3 Year Plan Initially support and promote Iwi well being and further to assess the needs of all our beneficiaries by way of a Needs Analysis Survey. To make a commitment to our youth, to encourage, to build confidence, to support and to educate. To persuade our people to be more active in building whanau relationships at the Marae. Connecting people, enriching lives. We have had a meeting with SBS Banking concerning first home buyers. Although the meeting was informative and potentially beneficial for our beneficiaries we decided not to take it any further because they would not consider giving loans to Maori owned land, but not to say that we may look at it further in the future. A meeting was held at the RSA regarding a machine which produces alkaline water (kangen water). The potential benefits from this machine could be enormous for our people's health. We are looking at having them do a presentation at the Marae and with the Trustees to see if we would be interested in taking this further. At the beginning of this year the Trust sent an Analysis Needs Survey out with our panui. Although we did not receive too many back, it was evident that all comments were either similar or exactly the same. It was great to see that according to the replies from our survey that our trust is fulfilling some of the needs of our beneficiaries. Communication 3 Year Plan Have website in place for whanau. Have registration set up online with verification of whakapapa by our Kaumatua. Have panui sent to all those registered with Ngati Uenukukopako quarterly. To open and maintain lines of communication between young and old and those far and near. To provide avenues and encourage our people to have an input into Iwi affairs. We have put out 3 newsletters to date with very positive comments coming from the whanau. The idea of keeping our whanau informed of what s happening around all of our Marae is starting in some extent to work. I know some of our whanau receive our panui and put it to one side before they read it. But for the whanau that actually read and comment of what they have read, is very, very positive. An idea put forward by one of our beneficiaries was to have a column for and written by our youth. The Trust would like to give an opportunity and encourage our youth to put their input into our panui. So if any of our youth who wish to give it a go please don't hesitate to contact the Trust. Our websites for our Marae are still in use but not too many of our whanau are registered with Naumaiplace. Although we update when we can the site was originally for whanau to use and add what they wanted to see. So to try and capture and reach our whanau online we have set up a Facebook page as well for Ngati Uenukukopako. This page is just another avenue of trying to reach as many as we can, of our beneficiaries. Ngati Uenukukopako Iwi Trust

31 TPT Update In order to provide beneficiaries with the most current information, the following Report has been furnished up to May As the TPT June Hui coincides with NUIT's AGM, updated information will be posted in our next Panui. Also some information is commercially sensitive and they will be reported on, again through our Panui as they are finalised. Te Arawa Group Holdings(TAGH) It has been suggested that TAGH offer Investment Workshops for TPT and Affiliate Trustees, to further our knowledge base and to appreciate the commercial realities that the TAGH Board is facing. TAGH have invested monies with Craig Investment Partners with considered investments in Infrastructure, Health and Energy supply within New Zealand. TAGH's investment folio has extended to Australian companies, initially in the areas of Retail and Mining. Central North Island Iwi Collective The reality for TPT is that the Mana Whenua process is the last phase of our comprehensive Settlement. The lands sought through this process will constitute TPT's largest land based asset in the Settlement. With the failure of the " Kanohi ki te Kanohi" stage, and the delay in adjudication process, meeting the deadline of 25 June 2011 has proven highly unlikely. The CNI Iwi Board is considering an extension to 15 October 2011 which will require all 8 PSGE's to agree. However this proposal has reached an impasse with one PSGE declining to go beyond 25 June Rangitoto Rangitoto is at present part of the TPT Cultural Redress, claimed by Ngati Uenukukopako. With the assistance of TPT, negotiations for a renewal of lease by Rotorua Lakes Volunteer Coast Guard, Rotorua Council, Civil Defence, EBOP and others is underway and once finalised TPT will be handing it back to Ngati Uenukukopako. Te Arawa Tangata Strategy Committee Members are Pare Aratema, Maxine Rennie, Eugene Berryman-Kamp, Taria Tahana and Rawiri Te Whare. First project is in progress, which is the funding of $80k for coordinating and invests in Hapu development for three years. A full time position for a Coordinator is required and this already accommodated in the budget. Second project is the Te Arawa Rangatahi Summit which will bring together 150 rangatahi between the ages of The focus is on career developments, employment and role models. Funding for the Te Arawa response team is a work in progress. Proposed roadshow to Affiliates- dates to be advised. Te Arawa Relief - Christchurch earthquake. TPT gave a koha of $100k towards relief work. Two volunteer groups visited over 2000 homes in Christchurch and assisted with medical checks, food & water supply. Medical assistance and support was provided by a team of Korowai Aroha nurses, Maori Wardens, Raukawa, Tainui and Tuwharetoa. Approximately $100k was raised at the Te Arawa Kapa fundraiser to go towards the relief fund for Christchurch of which TPT donated about $14k also. There are plans for a follow up with families and support facilities in Christchurch at a later date.
