2 Our Grants A Lotterywest grant can help your community organisation make a lasting difference. Whatever your vision, mainstream or cutting edge, we encourage you to explore it with us. It s your call. We are keen to work with you and respond to your needs. Lotterywest approves most requests and gives more than 1,000 grants a year. Our Grants team is happy to listen, discuss, and help. This booklet will help you get started. How to Apply If your organisation has an idea, we suggest you call us. 3 Is your organisation eligible? We take a broad view on eligibility. Our grants support many new ideas and first-time applicants, as well as organisations and proposals previously supported. To be eligible: Your organisation needs to be a not-forprofit organisation or a local government authority. The grant must be for purposes that are charitable or benevolent (in other words, for public good). For example, this could be relieving poverty or sickness, meeting the needs of the young or the aged, people with a disability, or for activities and facilities that everyone can enjoy. The purpose of the grant should fit the organisation s objectives, as outlined in your constituent documents e.g. your Constitution Our Grants
4 Who can we support? We provide grants for organisations ranging from small unincorporated groups to large multi-functional organisations. Government departments and individuals are not eligible for grants. Our Grant guides provide details on each of our grant types, call us and we can send you a copy or visit When to apply? You can apply as often as you like, and in most cases at any time. In a few cases applications are managed through closing dates. Closing dates apply only for: Conservation of cultural heritage Emergency relief Interpretation of cultural heritage Regional performing arts Trails (for applications more than $15,000) Volunteer marine rescue services For details on closing dates go to lotterywest.wa.gov.au/grants or contact us. What can we support? We give grants to organisations and projects across the breadth of community life. This includes support for services, events and celebrations, buildings and facilities, helping to address disadvantage, and conserving our heritage. Your request for a grant should relate to your organisation s objectives, as outlined in your constitution or mission statement. Most importantly, we want to understand what your needs and ideas are about. Talking to us first is usually the best way. We are also happy to make an appointment for you to meet with us at our place, or we can visit you. The Grants team makes regular visits to regional Western Australia. Grant types Our broad range of grant types gives you an idea of what we can support. If your idea does not seem to fit one of these, talk to us. We pride ourselves on flexibility. Big Ideas Community events Community spaces Emergency relief Furniture and equipment Heritage and conservation Information technology and web Organisational development Projects Regional performing arts Research Trails Vehicles Work places Our grants include (but are far from limited to) Toys for playgroups Community buildings and parks Early childhood development projects Office equipment such as photocopiers Family fun days Conservation of heritage buildings Bushland revegetation Websites, intranet systems and computers Volunteer training Craft/hobby equipment Office accommodation Feasibility studies Community history projects Recreation trails Community buses Equipment for people with disabilities Research to address social issues Emergency relief funds Conference attendance Subsidised travel to arts performances 7 6 Our Grants
5 How much to ask for? What don t we support? Competitive sporting activities Core educational activities (curriculum-related) that are the funding responsibility of other authorities Fundraising activities Interstate or overseas projects. However, we can consider projects run by international or national groups where the project will take place in WA or be of direct benefit to WA Ongoing operating costs, other than in an emergency or for projects with an end date Promotion of a particular religious or spiritual philosophy. Our support to faith based groups focuses on welfare and community service activities that are not of a religious nature Retrospective requests, unless in exceptional circumstances If unsure about whether we can help, please check with us. Tendered or contracted services Tendering is a process used by governments for contracting the delivery of services to the community. Our grants are not intended to give organisations an advantage in competing for contracted services or tenders. If your request relates to a service that is or may be subject to a tendered or contracted process, it is very important that you read our information on tendered or contracted services at wa.gov.au/grants or ask us to send a copy. We accept applications from $1,000 upwards. You should apply for the amount that you need to serve the purpose properly. Please don t under or over estimate your request. Generally we would not expect to be the only source of funding. Our grants are intended to be complementary, even though we may be the major source. In general, the larger the request and the larger the organisation, the more we are likely to expect support from others. We anticipate that most applicants will make some contribution from their own resources, whether financial or in-kind such as volunteer activity. We also work with applicants to develop other resources and financial relationships. Are there any limits? We rarely impose a maximum on grants. There are limits for unincorporated groups and organisations not GST registered. The limit is a combined total of up to $15,000 for each financial year. For a few grants there are limits. These are detailed in the relevant Grant Guide. What about GST? If you are GST registered, do not include the GST component of goods and services in the amount requested. This GST cost may be claimed as part of your Business Activity Statement to the Australian Taxation Office. If your organisation is not registered for GST and you would find it difficult to pay the tax, please indicate this in the application form when completing your budget. We will talk with you about including the GST component of goods or services as part of our assessment. How long does the process take? We generally need three to four months, though some decisions take longer. For example, Conservation of cultural heritage grants take around five months due to the need for external technical advice. Our Board reviews all grant recommendations made by the Grants team. These recommendations are then presented to the Premier for final approval. We give written advice on the outcome of all applications. If your grant is approved we will advise you on payment arrangements and our requirements for how the funds are to be acquitted. 8 Our Grants
6 Documents we need Further resources For all applications we need: A completed Lotterywest Grant Application Form Your latest Annual Report, or AGM minutes if you do not have an Annual Report Quotes: For items over $3,000, two written quotes per item from different suppliers For items under $3,000, one written estimate, advertised price or quote per item Smaller miscellaneous items up to $1,000 can be grouped Please contact us if it is difficult to get quotes. Any additional attachments outlined in the relevant Grant Guide For incorporated organisations we also need copies of: Your Constitution (or equivalent document) Your most recent audited financial statements, for both your organisation and the service to which the grant relates Please note: In some instances Lotterywest will accept financial statements prepared by your Treasurer but not audited. Please discuss this with our Grants team before submitting your application. For unincorporated groups we also need copies of: Minutes of your last two Board or committee meetings Any other documentation with evidence of your organisation s role and function. This could be your Constitution, press clippings or letters of support and appreciation. 7 Acknowledging your grant Our grants are made possible by the revenue from our games. We believe it is important to publicise this, so we encourage you to acknowledge support from Lotterywest. Most organisations are happy to do this, though we do understand that in some cases acknowledgment is not appropriate. Please be assured that the request for acknowledgment never impacts on whether a grant is approved. Nor does an offer from you to acknowledge a grant influence the grant decision. Our grants are not sponsorships. If asked to promote our support we have resources to assist you e.g. logos for your website and publications, banners, stickers and plaques and tips for contacting the media. We are happy to hear your suggestions on other ways to publicise our support. Please let us know your plans, we like to help if we can. How to apply Start by talking to us about your idea.
