1 California State University sets freshman deadline at Feb. 1 Page 1 of 2 1/17/2008 California State University sets freshman deadline at Feb. 1 Jill Tucker, Chronicle Staff Writer Thursday, January 17, 2008 Threatened with a significant cutback in state funding, California State University pushed up the freshman application deadline to Feb. 1 at the majority of its 23 campuses - a decision that will limit the number of new students admitted for the fall. Seven persistently under-enrolled campuses, including CSU East Bay, will be allowed to accept applications until March 1. Each CSU campus sets different application deadlines, so not all will have to adjust to the change. At San Francisco State University, for example, the application period closed Tuesday. But some other campus deadlines typically close in late spring or summer. San Jose State applicants had until sometime before June 15, but will now have to hustle to get their paperwork in within two weeks. The announcement follows last week's release of the governor's proposed budget for next fiscal year, which would leave the CSU system about $312 million short of meeting expected costs, including resources needed to expand enrollment by an estimated 10,000 qualified students. "We recognize this is a difficult budget year, but these cuts will impact student access to the CSU because we will not be able to admit all the students who are qualified," said Chancellor Charles Reed in a statement. The change also affects transfer students, whose deadline is now set for April 1. In San Jose, campus officials were already considering moving up the freshman deadline when Reed's decision came down a week ago, said San Jose State spokeswoman Pat Lopes Harris. "We've tried very hard to accept every student who qualifies," she said. "The only way to maintain that commitment is to move up the deadline." CSU East Bay typically accepts applications until September, right before the start of the fall semester. In the past, students had the luxury of waiting to hear from other schools before applying to the Hayward campus. Not this year, said Kim Huggett, the campus' director of public relations.

Schatz, Staff Writer Article Launched: 01/16/ :24:30 PM PST SAN BERNARDINO - As a result of the governor's proposed budget cuts, Cal State San Bernardino is cutting back on enrollment. All first-time freshmen must register by March 1, the Chancellor's Office announced Wednesday. The same narrow window for enrollment holds true for all 23 campuses in the California State University system. "Typically, we accept students until the first day of school," Cal State San Bernardino spokesman Joe Gutierrez said. The September enrollment deadline this year has been shortened by six to seven months, because Gov. Arnold Schwarzenegger has proposed slashing $386.1 million from the CSU budget, administrators said. Cal State San Bernardino will continue to accept applications beyond March 1 from eligible upperdivision transfer students, international and outof-state students, credential candidates as well as graduate students. "We are going to stretch as far as we can to make sure students have as much access as possible," President Al Karnig said. But incoming freshmen face a deadline. The need to cut back on enrollment in light of a budget that doesn't fund enrollment growth is frustrating, Karnig said. "I have a sense of how foolish this is," Karnig said. "We spend $60,000 per prisoner, and the state can't afford to spend $8,000 or $9,000 per student. It doesn't make any sense." But whereas the CSU system's mission is to maximize accessibility, affordability and the quality of education, the latter should not be sacrificed, Karnig said. "The trade-off has to be for quality," he said. Many CSU campuses have exceeded enrollment targets for the coming year and closed enrollment, Karnig said. "My best guess is, there are 10,000 students enrolled for which the CSU is not funded," he said. Cal State San Bernardino, however, still has openings, Karnig said. While Cal State San Bernardino's fall enrollment came in just over 17,000 students,

Karnig encouraged students to submit their applications as soon as possible. "But certainly no later than late February," he said.

Six CSU schools have application periods that have closed, but the majority now have deadlines of February 1st. Still, a handful of others have a March 1st deadline. Among them, Cal State East Bay, which is expected to enroll a couple hundred more freshmen than last year. Across the system, it is likely 10,000 fewer freshmen will be admitted.

You have less than three weeks to apply to Cal State Bakersfield, or any CSU campus. The deadline for all first-time freshmen has been moved up to Feb. 1 because a new proposed state budget showed a $386.1 million shortfall in California State University coffers. And the CSU system anticipated growing by 10,000 students, but that will not be possible with budget cuts, officials also announced this week. Upper-level transfer students, international students and non-residents are not affected by the new deadline. CSUB is setting up admissions workshops at Kern high schools and hosting two help sessions next week. "CSU Bakersfield is engaging in an all-out effort to make sure first-time freshmen wishing to enroll in the fall quarter have the opportunity to do so," said CSUB President Horace Mitchell. STUDENTS REACT At Bakersfield High Wednesday, a University of California official and a CSUB sophomore reminded students of the new deadline and an upcoming BHS help session. "I know how it is, slacking," Luis Garcia, the CSUB sophomore, told a government class. He urged them to shake off senioritis and start their applications. Bakersfield High senior Dianna Roseburr, 17, was accepted at Texas Southern University but CSUB is her backup, she said. The future psychology major isn't sure if she wants to go out of state so she'll need to get her CSUB application in soon. But the new deadline doesn't bother her. "It's better because people don't have to stress out," said Roseburr. "It's done with." Not all prospective CSU students will feel the squeeze, said Shirley Fowler, a guidance technician at Shafter High School. "I think the ones that are serious about applying to CSUB have already done it," she said. WHY IT'S HAPPENING

Page 2 of 3 CSUB, which has 7,700 students, is on a quarter system, so this deadline only affects students hoping to enroll this fall, said Kendyl Magnuson, CSUB's director for admissions and records. Magnuson said the school anticipated accepting just more than 900 freshmen in 2008, but it has been asked to stick with last year's enrollment figures of 869. It's all happening because the state's $14 billion budget deficit led to a proposed $312.9 million cut to the Cal State budget and does not provide for $73.2 million to cover anticipated growth and other expenses, according to a CSU news release. Three years ago, the CSU budget was shrunk by $500 million, the statement said. Magnuson said in that budget crunch, CSUB had to stop taking applications for its Spring quarter.
