Introduction This document is intended to assist candidates who are considering applying for a 2012 National Health and Medical Research Council (NHMRC) Translating Research Into Practice (TRIP) Fellowship. It provides an overview of the NHMRC TRIP Fellowships and outlines the eligibility, selection and assessment criteria for this Scheme, which must be met or addressed by all applicants. This policy should be read in conjunction with the NHMRC TRIP Fellowships 2012 Advice and Instructions for Applicants document in the Research Grants Management System (RGMS) Library and the NHMRC website ( The online 2012 NHMRC TRIP Fellowships Application Form can be accessed by logging in to RGMS at: 2. Background The NHMRC is Australia s leading funding agency promoting the development and maintenance of public and individual health standards. NHMRC is established under the National Health and Medical Research Council Act 1992 (the NHMRC Act), which is available on the NHMRC website at The NHMRC Strategic Plan describes the agency s strategic objectives and provides the context within which its funding schemes operate. Further information can be found at: NHMRC s National Institute of Clinical Studies The National Institute of Clinical Studies (NICS) is part of NHMRC. NICS role within NHMRC is to improve health care by getting the best available evidence from health and medical research into everyday practice. NICS coordinates the training and mentoring components of the TRIP Fellowships Scheme. 3. Objective of the Scheme The objective of the TRIP Fellowships Scheme is to build capacity in research and knowledge translation by supporting and training early-career health professionals to undertake an implementation project to support uptake of research evidence. This is in line with NHMRC s strategic objective to foster medical research and training and public health research and training throughout Australia ( Strategic Plan, Objective 3). The scheme aims to support health and medical professionals who are at an early stage of their research career, rather than those already established in research activity. 5. Who Should Apply for a TRIP Fellowship? The NHMRC TRIP Fellowship awards provide support and training for future leaders in translating important research findings into clinical practice. The award supports protected time for health professionals in researching approaches to applying evidence to improve care, and develop the range of skills needed for leadership in research translation. The Fellowships are intended to promote implementation of established evidence rather than further development of the evidence base for an intervention. Fellows gain practical hands-on implementation experience by proposing and undertaking an implementation research project. This is supported through training in implementing evidence, researching and evaluating clinical translation strategies, influencing and managing change and communicating research findings. Mentoring by recognised leaders in the Australian health care sector is an important component of these Fellowships. 6. Aims The specific aims of the TRIP Fellowship Scheme are to further develop early career Australian health and medical professionals, so that they can: Aim 1. Lead implementation research projects at local, state and national levels Aim 2. Make significant contributions to the field of implementation science and policy at state and national levels Aim 3. Develop their capacity for leadership in implementation research Aim 4. Establish themselves as peer mentors, educators and independent, self-directed researchers in research translation Aim 5. Develop the knowledge and practical skills to influence others to improve patient outcomes through the application of research evidence into clinical practice Aim 6. Conduct implementation research that is nationally and internationally recognized Aim 7. Be part of state, national and international networks of health professionals and researchers working in the field of research translation Aim 8. Contribute to Australian based research and findings regarding effective methods in the translation of evidence into clinical practice. 6 6.1 What the Award offers TRIP Fellows The Fellowship provides: Financial support to undertake a two-year, 0.5 FTE (20 hours/week) implementation research project. It is expected that the Fellow s employing institution will support the remainder of the Fellow s employment time Professional development in leadership skills Training in the science and practice of evidence implementation, including up to 8 days of face-to-face master classes and workshops per year, facilitated by Australian and international visiting experts in research translation Regular and constructive progress review from an appointed NHMRC Committee Career focused mentoring from senior figures in the Australian health care system Access to online resources on research translation and TRIP Fellowship training events via a Portal Networking opportunities with Australian and international peers working in research translation. As this Fellowship package includes a structured two year program of training, Fellows must be available to attend the orientation workshop in early 2012 and all subsequent training events, and must be able to formally commence the Fellowship by 1 March Refer to Section 9 for more information on the Fellowship package. 6.2 The Implementation Research Project Applicants must submit a proposal outlining their implementation research project which should focus on improving use of robust research evidence in clinical practice and on contributing to research knowledge about effective strategies for promoting and supporting the uptake of evidence into routine clinical practice. The implementation research project is to be based on the objectives of improving health care by: identifying an important gap between current clinical practice and best available evidence and supporting the implementation of that evidence engaging health professionals in testing innovative ways to increase the uptake of evidence and promoting its spread developing methods and capacity to improve the effectiveness of clinical practice through increased use of evidence. The proposal should: be substantiated by current research knowledge identifying a gap between evidence and practice be of a scope that it can be completed within the two-year Fellowship tenure provide a description of additional resources to be secured to support the implementation research project s infrastructure, e.g. administrative and data collection systems, be consistent with objectives of the NHMRC Act and the purposes of the Medical Research Endowment Account (Sections 2 and 12.2) and, where applicable, be consistent with the Funding Partner s research implementation priorities (see Section 6.7). 6.3 TRIP Fellowship Implementation Science Curriculum The program encourages development of skills and leadership in real-life settings. Fellows learn and acquire skills through self-directed study and the practical experience of implementing a project NHMRC TRIP Fellowships Funding Policy for funding commencing in 2012 Page 6 of 26

7 designed to investigate the uptake of evidence into practice. Supporting activities provide guidance and education to enhance the project experience. These activities include formal contact through lectures, interactive workshops, masterclasses, and facilitated discussions. All Fellows are expected to develop a range of core competencies. These competencies include: skills to look for and evaluate evidence-based best practice on any health-related topic identification of current clinical or public health practice where it diverges from evidence-based care the ability to analyse specific barriers and enablers to best practice engagement of stakeholders to translate research into practice and improve the effectiveness and efficiency of health care delivery development of recommendations for evidence-based options to close clinical practice gaps design of implementation plans based on what is known to be effective to change clinical practice development of methods to reliably measure the effectiveness and efficiency of evidence-based interventions communicating with influence across stakeholder groups including policy makers, clinicians, consumers and researchers. The Implementation Science Curriculum covers important topics related to implementation science that cannot generally be found through other means. A basic knowledge of statistics, research methodology and computer skills is assumed. It is important that Fellows assess their level of skill and knowledge in these core skills, and independently seek support in those areas where they need development prior to and during the Fellowship. 6.4 The Project Mentor Each Fellow must nominate a Project Mentor. This Project Mentor should be a senior person, from the Administering Institution, or the actual institution where the research is to be undertaken, or from the employing institution. The Project Mentor must be able to provide regular guidance, supervision and support to the Fellow on day-to-day issues related to the implementation research project. It is expected that the Mentor will be committed to the success of the implementation research project and will assist the Fellow in overcoming obstacles that may arise. Attributes to consider when selecting a Project Mentor include: availability for regular meetings knowledge and skill in implementing change processes publication experience ability to provide advice on how to overcome local barriers. Project Mentors will not necessarily provide support in all areas, and Fellows are expected to show leadership and initiative in finding necessary support for the implementation of their research project. 6.5 The TRIP Mentor In order to provide a broad learning environment, NICS will appoint an external TRIP Mentor in addition to the Project Mentor. The TRIP Mentor is a senior figure in Australian health care who can work with the Fellow on the career development and leadership aspects of the Fellowship. Ideally the TRIP Mentor is based in the same State/Territory as the Fellow, as this makes meeting on a regular basis easier; however, this is not mandatory. 8 NICS provides assistance in identifying suitable TRIP Mentors. Fellows have the option of nominating a senior figure in Australian health care whom they would like to be considered for appointment as their TRIP Mentor. 6.6 Project Monitoring and Program Evaluation An NHMRC-appointed committee monitors the progress of the Fellows and the overall Fellowship Scheme. The committee, which may include Funding Partner representation, will have a range of skills and expertise appropriate to the TRIP Program. 6.7 Partnership Awards The NHMRC has a number of partner relationships in place where there is alignment between the priorities of the partners in health and medical research and those of NHMRC. Additional TRIP Fellowships may be offered through these funding partnerships for applications where the proposed implementation research project is particularly relevant to the concerns and interests of the partner organisations. Such partners include professional colleges, State Governments and peak national health bodies, and offer Fellows additional opportunities for industry linkage and influence. The Partnership Awards are administered by NHMRC. Applications are assessed and evaluated in the same way as applications for all the other TRIP Fellowships, with the partnership applications also being reviewed by the Funding Partner organisation. A number of partnership arrangements are in place. Information on TRIP Fellowship partners and their interests and priorities may be found at 7. Selection Criteria All applicants will be assessed and ranked against the following selection criteria. All criteria are assessed relative to opportunity. 7.1 The Applicant Strength of clinical, quality improvement, professional and academic achievements Demonstrated commitment to translating evidence into practice Potential for healthcare leadership Clarity of career goals and synergy with the aims of the Fellowship At an early career stage where maximal benefit can be obtained from the Fellowship. 7.2 The Implementation Research Project Importance of the evidence-practice gap and robustness of the evidence base Clarity and feasibility of project design, intervention, target group and method of analysis Translatability of the innovation into practice Clarity regarding the applicant s role in the project Innovation with respect to approach, based on the evidence implementation literature Evidence of obtaining any additional project resources required Relevance of project to current NHMRC identified health priorities For Partnership Awards, the relevance of the project to the implementation research interests of the partner organisations. 9 7.3 The Application Supported by Project Mentor, the Administering Institution and, if the Administering Institution is not the employing institution, by the employing institution Well written and carefully proofed application that follows the guidelines provided Match between the applicant, project, Project Mentor, Administering Institution, actual institution where the implementation research project is to be undertaken (if different from the Administering Institution or employing institution), and the overall aims and objectives of the TRIP Fellowship Scheme 8. Eligibility 8.1 Who is Eligible for the Scheme? Fellowships are available to individuals who have completed professional training in any health discipline, including but not limited to medicine, nursing, midwifery, psychology, allied health, health economics, health management, health policy and health information. To be eligible to apply, applicants will at the time of application: have an ongoing commitment to the application of evidence in health care have the capacity to become a future leader in the research translation hold, as a minimum, a relevant Bachelor s degree or equivalent tertiary qualification for their non-fellowship time be employed in a health care or related agency and be engaged in clinical practice, health service management or health research be an early career health professional, and have completed their relevant professional training generally within the last 5 to 15 years demonstrate a track record in quality improvement or other activities that confirms their ability to contribute to the aims of the program be able to demonstrate their ability to undertake an implementation research project, and be available to start the Fellowship by 1 March The TRIP Fellowship scheme is not designed to support applicants already established as health care leaders. 8.2 Eligible Administering, Employing and Actual Institutions Only organisations that are recognised by NHMRC as Administering Institutions, and have signed a Deed of Agreement φ with NHMRC, may administer NHMRC funds. Applications for TRIP Fellowships must be submitted by an NHMRC Administering Institution. A list of NHMRC Administering Institutions is available on the NHMRC website at: Those organisations that employ the Fellow (the employing institution ) but are not Administering Institutions must ensure the application is submitted through an Administering Institution. The Administering Institution is obliged to enter into a Formal Agreement with the employing institution. φ This will be replaced by the new Funding Agreement in NHMRC TRIP Fellowships Funding Policy for funding commencing in 2012 Page 9 of 26

10 If Fellowship work is to be conducted at an organisation that is neither the Administering Institution nor the employing institution, the actual institution s role must also be outlined in the Formal Agreement. 8.3 Other Appointments, Cross Grant Eligibility and Other Funding Sources Recipients of TRIP Fellowships who wish to apply for NHMRC or other funding must consult the eligibility criteria for the NHMRC Scheme, the provisions in the Deed of Agreement φ regarding constraints on receipt of income from other sources and their employing institution s employment policies to determine whether they are eligible to apply. Applicants are required to declare the source, duration and level of funding already held for research in the particular area of the application, including all NHMRC funding, in order to ensure funding is not duplicated by the Commonwealth or Funding Partner. NHMRC may liaise with other funding agencies to discuss any overlap between applications in order to avoid duplication of funding. 8.4 Citizenship and Permanent Residence Applicants must be an Australian citizen, Australian Permanent Resident or a New Zealand citizen. Applicants who are not New Zealand citizens and who have not yet been granted Permanent Resident status may apply provided that such status has been sought. However, a Fellowship cannot commence until permanent residency has been attained. Evidence that this status has been granted must be provided prior to commencement of the award. Offers of a Fellowship will not be held open beyond the acceptance date in anticipation of permanent residency being granted. 8.5 Removal of Applications NHMRC reserves the right, at its absolute discretion, to remove applications from further consideration. 9. TRIP Fellowship Packages and Awards 9.1 TRIP Fellowship Levels There are two levels available in increasing order of experience and seniority. These are: TRIP Fellowship Level 1 TRIP Fellowship Level 2 The differences reflect increasing levels of clinical, leadership and quality improvement experience and training, completion of post-graduate qualifications and years since graduation. For TRIP Level 2 Fellowships there is a minimum requirement of 10 years since graduation plus demonstrated high levels of achievement to date. Each level provides funding for two years. Refer to Position Classification Statements (Attachment 1) for further details. Fellows may not apply for TRIP Fellowship Level 2, after completion of a TRIP Level 1 Fellowship. φ This will be replaced by the new Funding Agreement in NHMRC TRIP Fellowships Funding Policy for funding commencing in 2012 Page 10 of 26

11 9.2 Fellowship Packages and Time Commitment TRIP Fellowships are 0.5 FTE awards (20 hours/week) for applicants employed in health care agencies, appropriately accredited private health care practices, health research institutes or universities and engaged in clinical practice, health service management or health research. TRIP Fellows are expected to spend half of their working week on the implementation research project, training and other components of the Fellowship Scheme. The Fellow s employing institution is expected to fund the balance of the applicant s time. The employer must give an undertaking to make 20 hours/week available for the proposed project and training. Fellows are required to be hands-on for the project, and the Administering Institution, and/or the actual institution/department where the research project is to be undertaken, and employing institutions are asked to protect the Fellow s project time, which may involve arranging half-time back-fill to free up successful candidates from their direct clinical duties. If the applicant is self-employed, then an undertaking that 20 hours/week will be spent on the Fellowship must be given. TRIP Fellows participate in a structured program of training and mentoring. Therefore, Fellows cannot spend less than 0.5 FTE (20hours/week) on the Fellowship. Requests to spend less than 0.5 FTE (20 hours/week) on the Fellowship will not be considered. NHMRC will provide a TRIP Fellowship support package for two years. The support package is at the 0.5 FTE level. For awards beginning in 2012, the package is: TRIP Fellowship Level 1 - $62,000/annum (based on $124,000/annum FTE) TRIP Fellowship Level 2 - $70,000/annum (based on $140,000/ annum FTE) This package includes provision for: Salary (0.5FTE), all salary on-costs (payroll tax, workers compensation, superannuation, long service leave), out-of-pocket expenses associated with attending NICS master classes three times per year (e.g. taxi fares, car parking, meals), and conference allowance. The quantum of the package provided will apply for the duration of the Fellowship. With the exception of Wage Cost Indexation, no additional funds will be provided. NHMRC, through NICS, meets the cost of the training components of the Fellowship, and travel and accommodation costs for Fellows attending the TRIP Fellowship master classes (8 days per annum). 10. Application Process 10.1 How to Apply All applications should be submitted electronically using NHMRC s Research Grant Management System (RGMS). RGMS also provides an online Profile and CV function. This function is used when applying for all types of grants on the RGMS system. Relevant information from the Profile and CV will be uploaded automatically into the application form. When completing the online application, applicants should refer to the TRIP Fellowships Advice and Instructions to Applicants, which is available on the NHMRC website at or this document, the on-line application form and other important information can be accessed by logging in to RGMS at: NHMRC TRIP Fellowships Funding Policy for funding commencing in 2012 Page 11 of 26

12 The application should contain all information necessary for assessment without the need for further written or oral explanation, or reference to additional documentation. All details included must be current at the time of application, as this will be used as the prime source of information available to the TRIP Fellowships Peer Review Panel. All NHMRC grant applications must be submitted through the Research Office of an NHMRC Administering Institution. Applicants should note that Administering Institutions may have a submission date well in advance of NHMRC s closing date, and will need to factor this into their timeline when preparing the application. NOTE: Applications submitted after the closing date will not be considered by NHMRC. Once submitted to NHMRC, the application will be considered final and no changes will be permitted. Applicants may withdraw their application at any time Retracted Publications If a publication relevant to an application is retracted after the application has been submitted, applicants should advise the NHMRC of the retraction at the earliest opportunity by to: help@nhmrc.gov.au, with an appropriate explanation regarding the retraction. Applicants are required to send this information to the NHMRC through their RAO office. If an application is largely dependant on the results of a retracted publication, applicants should also consider withdrawing the application. If, under these circumstances, applicants choose not to withdraw the application, they should make their reasons clear in their notification to the NHMRC. Where the publication forms part of the applicant's Track Record, that information must be immediately recorded in their Profile & CV in RGMS 10.3 Opening and Closing dates for Applications Applications for TRIP Fellowships funding commencing in 2012 open on 1 February 2011 and now close on 15 April 2011, at 5pm AEDST. Please note that the original closing date was 24 March 2011 and was changed on 3 March The Peer Review Timetable is available with this document (Attachment 4) Interviews Applicants must make themselves available for an interview at the time and date requested. NHMRC will meet the cost of flights and accommodation only. Interviews under this funding round are scheduled from July In extreme circumstances where the applicant is unable to attend an interview on the specified dates, the applicant should advise the NHMRC in writing. 13 11. Peer Review Process Applications are assessed and evaluated through a peer review process conducted by NHMRC. This process is managed through the Peer Review Panels, which are appointed by the CEO. The sequence of events in the peer review process is as follows: Application Receipt Peer Review Panel Spokespersons assigned to applications after Conflict of Interest issues addressed Panel assesses applications for competitiveness and short-listing Short-listing advice to applicants/ Initial Review Reports for non-competitive applications External assessment of each short-listed application/ review by Partner organisation where relevant Interview short-listed applicants Panel finalises assessment and ranking of short-listed applicants Research Committee Council CEO Minister Advice/ Panel Reports to applicants NHMRC TRIP Fellowships Funding Policy for funding commencing in 2012 Page 13 of 26

14 12. Administration Successful applicants awarded a TRIP Fellowship will negotiate with the Administering Institution regarding use of the total package (level of salary, on-costs etc). Institutions are responsible for using the Package funds as set out in the NHMRC Deed of Agreement φ If an applicant s employment circumstances change following submission of an application for a TRIP Fellowship or during the course of a current Fellowship, e.g. change of employer or additional employment responsibilities being undertaken, NHMRC is to be notified immediately. This is essential so that NHMRC is able to determine if the ability of the Fellow to undertake the roles and responsibilities of the Fellowship is affected by the change in circumstances. The notification will need to detail the extra financial and administrative implications for the Fellow, and implications of the change on their ability to undertake the roles and responsibilities of the Fellowship. Any enquiries regarding post-award administration should be directed though the Administering Institution s Research Administration Officer (RAO) to: postaward.management@nhmrc.gov.au 12.1 Deed of Agreement φ All grants are offered in accordance with the Deed of Agreement between NHMRC and the Administering Institution. Specific terms and conditions for Fellowships are set out in a Schedule attached to the Deed. The actual institution, employing institution and applicant agree to the conditions contained in the Deed of Agreement and the Schedule. Details of the Deed of Agreement can be found at: A grant may not commence, nor grant funds be expended, prior to: The Deed of Agreement between the NHMRC and the Administering Institution being in place-where applicable, a Formal Agreement between the employing institution, actual institution and administering institution being in place. The appropriate Schedule being returned by the Administering Institution s RAO with the signed Signature Block for Schedules and All required ethics/biosafety clearances and approvals having been obtained Financial Management - Payments Payment of funds will be made to Administering Institutions in regular instalments, in accordance with approved payment arrangements made for assistance provided from the Medical Research Endowment Account (MREA). Funds must be used only for the purposes approved and detailed in the Deed of Agreement φ and the relevant Schedule Responsible Conduct of Research Applicants must not directly contact Peer Review Panel (PRP) members or External Assessors in relation to their application, or the peer review process. If they do so, panel members/assessors must inform NHMRC, and NHMRC may exclude their application from further consideration. Similarly, PRP members and External Assessors must not contact applicants. 15 Research funded by the NHMRC must comply with all applicable NHMRC guidelines and approved standards, including the Australian Code for the Responsible Conduct of Research (2007), which can be found at: Privacy of Individuals Documents containing personal information are handled and protected in accordance with the provisions of the Privacy Act 1988 (Privacy Act), which sets standards for the collection, storage, use and disclosure of, and access to, personal information. Personal information is disclosed only with permission of the individual to whom it relates or where the Privacy Act allows Use of Personal Information Section 95 of the Privacy Act provides that the CEO of the NHMRC may, with the approval of the Privacy Commissioner, issue guidelines for the protection of privacy in the conduct of medical research. Any research involving humans that uses personal information held by Commonwealth agencies where identified information needs to be used without consent from the individual(s) involved should abide by the NHMRC Guidelines approved under Section 95 of the Privacy Act 1988, 2001 (Section 95 Guidelines). In these situations, the proposed medical research must be approved by a properly constituted Human Research Ethics Committee (HREC) in accordance with the Section 95 Guidelines. NHMRC Guidelines approved under Section 95A of the Privacy Act 1988 (Section 95A Guidelines) are broader than the Section 95 Guidelines and apply to the collection, use and disclosure of health information held by organisations in the private sector for the purposes of research or the compilation or analysis of statistics, relevant to public health or public safety, without the consent of the individual(s) involved. Under the Section 95A Guidelines, an HREC must give approval for the use of this information Confidentiality Section 80 of the NHMRC Act prevents NHMRC Officers (including staff and members of NHMRC Council and committees) from disclosing commercial-in-confidence information acquired in the course of their duties and relating to matters under consideration by NHMRC, unless the disclosure is made in the performance of duties under the NHMRC Act. Information which may properly be regarded as confidential commercial information should be designated as such. Information comprising the names of successful grant applicants and their Administering Institutions, together with the title of the research project and the funding awarded, are published in the NHMRC Annual Report and are available through NHMRC s website. The NHMRC may also release information about the areas of research of the grant and a brief description of the grant provided by the applicant in response to the question on the application form designated as Media Summary in Part A of the RGMS application Intellectual Property Applicants must agree to comply with the National Principles of Intellectual Property Management for Publicly Funded Research (2001) available at: NHMRC TRIP Fellowships Funding Policy for funding commencing in 2012 Page 15 of 26

16 12.8 False or Misleading Information If an application is incomplete or contains information that is considered misleading, it will be excluded from any further consideration for funding. Under s136.1 of the Commonwealth Criminal Code, it is an offence to provide false or misleading information to a Commonwealth body in an application for a benefit, punishable by up to 12 months imprisonment. If the NHMRC reasonably believes that omissions or inclusion of misleading information are intentional, it may refer the matter for appropriate legal action. Some quality assurance activities do not require formal ethics approval, such as those that are consistent with the National Privacy Principles or Information Privacy Principles, and those where participants, including patients, carers, health care providers or institutions, are unlikely to suffer burden or harm. Evidence of full ethics review and approval is required by many scientific journals before publication. Therefore, even if you find that you do not require formal ethics approval for your project, you should: check the submission and publication requirements of the journal(s) you wish to publish in prior to commencing your project as ethics approval cannot be given retrospectively write to the most appropriate ethics committee and request written approval to conduct your quality assurance project. In accordance with the advice in the NHMRC quality assurance document, this letter can then be produced if evidence of ethics approval is requested by a journal you have submitted your work to. It is the applicant s responsibility to determine whether or not formal ethics approval is required. 17 12.11 Leave The Fellow must commit 48 weeks per year (at 0.5 FTE) to completing the project (i.e. the Fellowship includes 4 weeks recreation leave each year). If a recipient of a TRIP Fellowship is unable to work on the project due to personal reasons, it is possible to apply to the NHMRC for leave. Applications for leave will be considered on a case-by-case basis. The applicant s Administering Institution and, where applicable, the employing institution, must agree to the leave and support the application. The requested leave must not exceed a total of one year and the applicant must still be able to achieve the project objectives upon resumption of work on the project. The period of the award may be extended for up to one year to offset the leave but there will be no change in the total value of the award Parental Leave Parental leave is paid in accordance with the arrangements applicable at the Fellow s Administering Institution, up to a limit of 12 weeks. Leave taken beyond the 12 weeks is not paid, and the duration of the fellowship will not be extended if the Fellow returns to work at the completion of that 12 weeks. The Fellow is eligible to seek up to forty weeks Leave Without Pay (LWOP) in addition to the 12 weeks parental leave. If the total period of absence is 52 weeks, the Fellow may seek to extend the duration of the award by 12 months by application for a suspension of their TRIP Fellowship (Section 9.1.3). If the Fellow is granted the 12 weeks parental leave and a period less than nine months LWOP, no extension to the life of the fellowship can be sought. Current Fellows who wish to apply for parental leave should contact the Research Administration Officer at their Administering Institution for advice Paid Parental Leave Scheme Information concerning the Australian Government paid Parental Leave Scheme is available at the following website: Career Disruption The NHMRC accepts pregnancy and childbirth, major illness and carer responsibilities including parental leave, as career disruptions. Other examples include significant events outside of applicants control, and may include industry and other work placements where research was not able to be conducted. Applicants should nominate periods where their career has been disrupted and provide a brief explanation of the reason. Note: Academic or clinical responsibilities will be considered within the framework of "relative to opportunity" and not career disruption. 13. Reporting and Requirements Successful applicants awarded a TRIP Fellowship will negotiate with the Administering Institution regarding use of the total package (level of salary, on-costs etc). Administering Institutions are responsible for using the Package funds as set out in the NHMRC Deed of Agreement φ. φ This will be replaced by the new Funding Agreement in NHMRC TRIP Fellowships Funding Policy for funding commencing in 2012 Page 17 of 26

18 In accordance with the NHMRC Deed of Agreement φ, Fellows are required to submit reports. Failure to provide the reports outlined below is a breach of the Terms of the Deed of Agreement φ and may seriously prejudice consideration of further applications for NHMRC funding. For the TRIP Fellowship Scheme, the specific reporting requirements are as follows: Fellows are required to submit these documents through the RAO at their Administering Institution to NHMRC: Final Report Financial Reports 13.1 Final Report This report enables NHMRC to assess whether the objectives of the award have been achieved and also to gather information that may be useful in NHMRC s internal performance measurement activities. The Final Report is to be submitted within six months of completion of the Fellowship or termination of the award. The Final Report form, supplementary forms and Instructions for End of Funding Reports can be downloaded from the NHMRC s website at: In completing the Final Report, Fellows are required to provide information on research achievements, outputs and outcomes, compliance with the terms of the Deed of Agreement φ for funding, certification and a list of publications for the two years of the Fellowship. All sections in the Final Report form should be addressed Financial Reporting In accordance with NHMRC Deed of Agreement φ, an Annual Financial Statement must be submitted to NHMRC for each year of funding, by 31 March of the following year. A Final Financial Acquittal is to be submitted within six months of completion of the award or termination of the award TRIP Reports Fellows are required to submit these documents through the RAO at their Administering Institution to NICS. Preliminary Report Twelve-Month Report TRIP Project Completion Report Preliminary Report A report is due three months after the Fellowship start date and must include a description of the research project, implementation strategy, evaluation plan, project timelines, stakeholder engagement and a communication plan. φ This will be replaced by the new Funding Agreement in NHMRC TRIP Fellowships Funding Policy for funding commencing in 2012 Page 18 of 26

19 Twelve-Month Report A progress report is due 12-months after the Fellowship start date. TRIP Project Completion Report A final report is due 3 months after completion of the Fellowship. The TRIP Report forms and instructions can be downloaded from the NHMRC s website at Participation In addition to undertaking an Implementation Research Project, Fellows must be available to participate in Fellowship meetings and training events, a commitment of 8 days per annum. Fellows must make reasonable endeavours to comply with any additional requests from the NHMRC, such as participation in the Fellowship selection processes, review of articles and applications, participation in advisory and reference groups and committees, provided such requests are made on reasonable terms (e.g. adequate notice, reimbursement of expenses). NHMRC or the relevant Funding Partner would meet reasonable travel and accommodation costs of attendance at such meetings Attendance at Publicity Events Fellows are also required to be available to attend up to two publicity events organised by the NHMRC or the Funding Partner in each year of the Fellowship. The organiser of the event (NHMRC or the Funding Partner) will meet the cost of flights and accommodation Presentations During the Fellowship Fellows must be available to make presentations, relevant to the Fellowship, at up to two events organised by the NHMRC or the Funding Partner, in each year of the Fellowship. The organiser of the event (NHMRC or the Funding Partner) will meet the cost of flights and accommodation Presentation of Results after the Fellowship The Fellow must, if required, present the results of the Fellowship at an event organised by the NHMRC and/or the Funding Partner, within 12 months of the completion of the Fellowship Period. The organiser of the event (NHMRC or the Funding Partner) will meet the cost of flights and accommodation. 14. Open Access Statement The Australian Government makes a major investment in research to support its essential role in improving the wellbeing of our society. To maximise the benefits from research, findings need to be disseminated as broadly as possible to allow access by other researchers and the wider community. NHMRC acknowledges that researchers take into account a wide range of factors in deciding on the best outlets for publications arising from their research. Such considerations include the status and reputation of a journal or publisher, the peer review process of evaluating their research outputs, access by other stakeholders to their work, the likely impact of their work on users of research and the further dissemination and production of knowledge. Taking heed of these considerations, both organisations want to ensure the widest possible dissemination of the research supported by their grants, in the most effective manner and at the earliest opportunity. 20 NHMRC encourages researchers to consider the benefits of depositing their data and any publications arising from a research project in an appropriate subject and/or institutional repository wherever such a repository is available to the researcher(s). If a researcher is not intending to deposit the data from a project in a repository within a six-month period, s/he should include the reasons in the project s Final Report. Any research outputs that have been or will be deposited in appropriate repositories should be identified in the final report. 15. Objections and Complaints 15.1 Objections Applicants may contact NHMRC seeking clarification on the outcome of their application for funding, or to state an objection to any part of the process. The objection must be lodged in writing through the Administering Institution s Research Office and be received within four weeks of the date on the letter notifying the outcome of the application. The National Health and Medical Research Council Act 1992 (NHMRC Act) provides for the Commissioner not to investigate a complaint where the complainant has not initially approached the CEO for resolution. If an applicant is not satisfied with the outcome, they may lodge a formal complaint with the NHMRC Commissioner of Complaints, as detailed in Part 8 of the NHMRC Act. 21 Attachment 1 - Position Classification Statements The Position Classification Statements set out broad outlines of baseline activity and achievements expected of applicants within the two levels of the NHMRC Translating Research Into Practice (TRIP) Fellowship Scheme. In coming to decisions about the relative merit of applicants for these Fellowships, assessors will take into account track record in quality improvement, implementation research or other initiatives to improve health care, demonstration of leadership activity, and involvement in professional activities. Applicants should also note the attached Performance Descriptors (Attachment 2) which are meant to be indicative rather than exhaustive. Activities Activities expected of all TRIP Fellows include: The conduct of an implementation research project of two years duration, either as a member of a team or independently Where the project is conducted as a member of a team, the Fellow must have a clear and independent role, with responsibility for specified aspects of the project Attendance and participation in three TRIP Fellowship meetings/training events, for a total of 8 days per annum Attendance at up to two publicity events organised by the NHMRC and/or the Funding Partner Presentations, relevant to the Fellowship, at up to two events organised by NHMRC and/or the Funding Partner, in each year of the Fellowship Presentation of the results of the Fellowship at an event organised by the NHMRC and/or the Funding Partner, within 12 months of the completion of the Fellowship Period Active engagement with TRIP Mentor and Project Mentor Contributions to the teaching program within the field of research translation Attendance at meetings associated with research translation or the work of the organisational unit to which the project is connected Based on the project, the production of, or contribution to, one quality health care publication in the peer-reviewed literature or through other appropriate forms of knowledge dissemination (e.g. official government reports), and Involvement in professional activities including attendance at conferences and seminars in the Fellow's field of expertise, and/or contributions to policy development for professional bodies. TRIP Fellow Level 1 General Standard TRIP Level 1 Fellows are expected to carry out an independent implementation research project that will develop their knowledge of implementation science, and create expertise in practical aspects of implementing research in clinical settings, and the design and conduct of implementation research. They may work with support, guidance and/or direction from more senior colleagues in establishing their implementation research careers.
