1 PROJECT - Have Your Say Consultation Overview This document is an overview of the Stage 1 Strategic Issues Consultation document, which sets out the proposals for NuGen s Moorside Project in West Cumbria. To comment on the consultation, for more information on our consultation events, or to access the full document and Preliminary Environmental Information Pack, please visit the consultation website, Message from Sandy Rupprecht, CEO of NuGen Cumbria has a long and distinguished history as the UK s nuclear heartland. The region has been at the forefront of the global nuclear industry for more than 60 years and still leads in nuclear innovation, expertise and professionalism. NuGen intends to build on this rich civil nuclear heritage by developing plans for three new nuclear reactors on land to the north and west of the Sellafield Site. The Moorside Project is an incredibly exciting one, of national and international significance. Our low-carbon output from three reactors will have a capacity of up to 3.6GW, and able to supply about six million homes. We at NuGen support the UK Government s policy that new nuclear power stations will play an important part in securing low carbon and affordable electricity supplies for future generations. This is our Strategic Issues consultation, and the first of our two stages of public consultation on our Moorside Project (the next stage will be in 2016 with detailed proposals, and we will submit a Development Consent Order Application in 2017) and we are keen to hear your views, and ideas. The Moorside Project will have a positive transformational effect on the whole of Cumbria. The prospects for employment, skills development and involvement of local supply chain companies are considerable. How we take forward positive and sustainable transport, employment, supply chain, accommodation and construction solutions are of key importance locally. That is why we want to know your point of view. NuGen wishes to conduct an accessible and meaningful consultation to gather the views of the local people in Cumbria, as well as the views of people and organisations across the UK more generally. You can put your views across online, by phone, and by post, or in person at one of our public consultation events. Your views, at this early stage on the potential strategic issues for the Moorside Project and for Cumbria are crucial to us. They can help shape our thinking, and develop our proposals for the next more detailed consultation stage next year. 2 About NuGen s Moorside Project We are NuGen, a UK nuclear company and a joint venture between Toshiba and ENGIE (formerly GDF SUEZ). We are currently working on our Moorside Project, to build and operate a new nuclear power station. Our starting point is the national need for additional electricity generation and the selection of this site in Cumbria, by the UK Government, as potentially suitable for generation before the end of Our aim is to design and deliver the Moorside Project with electricity generation starting by the end of The Moorside Power Station will be located on land that we currently refer to as the Moorside Search Area, which is to the west and north of the existing Sellafield Site. NuGen s nuclear reactor technology provider is Westinghouse Electric Company, a leading supplier of nuclear plant products and technologies throughout the world. Westinghouse technology underpins around half the world s operating nuclear plants and more than half of those in Europe. NuGen s Moorside Project aims to develop the Moorside Power Station which, on completion at the end of 2026, will be capable of supplying up to Moorside Project Timeline We plan to have the first reactor ready for operation by the end of 2024, the second by the end of 2025 and the third by the end of Key milestones for the construction programme are: Construction: 2017/2018 Early Site Preparation Works (subject to a separate planning permission) 2019 Main works commence (including Site Preparation Works if not already commenced) 2020 First Nuclear Concrete for the Moorside Power Station 2020 to 2026 Moorside Power Station construction Operation: 2024 Generation of electricity to the national grid from AP1000 unit 1 PAGE Generation of electricity to the national grid from AP1000 unit Generation of electricity to the national grid from AP1000 unit Operational phase for circa 60 years, followed by decommissioning

3 3.4GW of electricity to the national electricity network providing around seven per cent of the UK s current electricity needs enough to power six million homes from a low carbon energy source. The Moorside Project also includes on and off-site Associated Development, which is development associated with the Moorside Power Station, including off-site construction-worker accommodation and transport infrastructure work. This Associated Development will take place on land within the Moorside Search Area and at other Search Area locations in Cumbria. The Moorside Project is a nationally significant infrastructure project and will require a number of consents before construction and operation can begin. A Development Consent Order (DCO) application, which is a consenting process specifically for nationally significant infrastructure projects like ours, will be submitted in 2017 under the Planning Act This process requires prior consultation to be undertaken before submission of a DCO, and this consultation is the first of NuGen s two stages of consultation before submitting a DCO in A key part of our strategy for delivering the Moorside Project is the use of sea and rail transport, to minimise road use. We propose building temporary worker accommodation, with transport interchanges for rail and / or coach transfers, on appropriate sites close to the Moorside Search Area. Four Search Areas have been identified at: Whitehaven - Corkickle Search Area Whitehaven - Mirehouse Search Area Egremont Search Area Cleator Moor Search Area. For Associated Development needed by NuGen during the construction phase but not during the operational phase, we will (where possible) promote alternative permanent uses for the land, infrastructure and buildings. The potential for legacy benefits forms a central part of our strategy to provide lasting benefits for the local community. NuGen is committed to investing in Cumbria, and delivering lasting benefits for Cumbria. 4 The Proposed Development The Moorside Project encompasses the proposed Moorside Power Station and both temporary and permanent Associated Development works, which are required to support construction and operation. Development will take place at the Moorside Search Area and at other locations across Cumbria. Figure B - Moorside Search Area Off-site development The Moorside Project is anticipated to generate up to 21,000 jobs throughout its lifetime. During construction, the peak years (approximately ) will see up to approximately 6,000 people employed at the Moorside Search Area. During operation the Moorside Power Station will directly employ over 1,000 people. Although we will seek to use as much local labour as possible, it is unlikely that we will be able to recruit the entire construction workforce from the local population. Therefore, we will need to bring extra workforce to the area and provide new accommodation. Figure C Moorside Search Area (Excluding Full Extent of offshore elements of the Moorside Search Area) Land has been identified for the construction of temporary worker accommodation for up to 4,000 workers. The accommodation is proposed to be located in, or close to, towns and local service centres, to integrate with communities and increase spending at local facilities. Four search areas have been chosen which we believe would meet these criteria. All or any part of a Search Area or a parcel of land within a Search Area may be considered for development, and the decision on how much development, if any, will be determined following consultation. 7 Legacy Benefits A key objective for NuGen is to deliver legacy benefits for Cumbria. We will focus on: Employment: Maximise the opportunities for local jobs, resulting directly and indirectly from the Moorside Project during construction and operation, and act as a catalyst for investment as part of the wider programme of nuclear related projects. This is also an opportunity resulting from the Moorside Project, for others to align their future investment decisions and business planning. Skills & Training: Support local initiatives including the Centre of Nuclear Excellence ( CoNE ) Skills Plan, Cumbria Local Enterprise Partnership ( LEP ), and work with Universities, Colleges and Schools to provide appropriate training and skills courses to equip the local workforce with the necessary skills for both construction and operation. Supply Chain: Maximise opportunities for the local supply chain to be involved during the construction and operation of the Moorside Project. Local Economy: Seek to locate NuGen s construction worker accommodation in or adjacent to nearby towns and local service centres, to integrate with communities and to increase spending in local facilities, and create a platform for future growth. Transport: Maximise the legacy of new rail facilities and services used by NuGen during construction, to encourage greater use of the railway with connectivity with coaches, buses, cycling and walking, to encourage a modal shift from road to rail usage. Provide highway improvements to address local capacity, road safety or traffic management issues arising from changes in demand from the Moorside Project. Healthcare: Maximise support for local health care provision to meet the requirements of the NuGen workforce during construction and operation, and provide a legacy of increased capacity. Regeneration: Where possible maximise the potential for future re-use of sites and buildings used by NuGen as Associated Development during the construction period. Environment and Sustainability: Take a positive approach to sustainability and creating habitats and environments, and opportunities to improve flood defences and resilience. Our Consultation On 15 th April 2015 we published our Statement of Community Consultation (SoCC), which was produced in accordance with Section 47 of the Planning Act It sets out how NuGen is going to consult on the proposed Moorside Project, with people living in the vicinity of the Moorside Search Area and other Associated Development locations in Cumbria. A copy of the SoCC can be found on our consultation website at: www. nugenconsultation.com We have also published a series of local and national newspaper notices, to inform the wider public about the proposed project and the consultation that is taking place. There will be two stages of consultation before we submit our DCO application for the Moorside Project, in DCO Stage 1 Consultation (16 th May 2015 to 25 th July 2015): Strategic Issues Consultation DCO Stage 2 Consultation (anticipated May 2016 to July 2016): Proposed Scheme Consultation How NuGen will consult with you on our proposals May 2015 PAGE 7

8 Our Consultation The Documents for consultation being issued on the 16 May 2015, for consultation for this DCO Stage 1 Strategic Issues Consultation comprise: Stage 1 Consultation Overview - this document. Stage 1 Consultation Document - sets out an overview of the Moorside Project, and key issues in relation to potential benefits and environmental and community issues, including summary preliminary environmental information (in Sections 5 and 6) for assessing the effects of the Moorside Project. Stage 1 Preliminary Environmental Information Pack - which comprises the draft Scoping Report and Survey Monitoring Plans for the Environmental Impact Assessment, and the Evidence Plan for the Habitats Regulation Assessment. DCO Stage 1 Strategic Issues Consultation 16 th May 2015 to 25 th July 2015 This is the current consultation, which focuses on the Moorside Project s strategic issues, including NuGen s requirements and approach broad locations and Search Areas for Associated Development preliminary environmental information an indication of the type of development envisaged. This consultation does not include detailed proposals for development, site layouts or designs. We want to be clear, transparent and inclusive by providing you with information that can be easily understood, so that you can give us your constructive and informed views on our proposals. We have produced a series of Consultation Documents which can be viewed on our website, we would recommend that you read these documents before responding to the consultation. We will be holding public exhibitions at locations close to the Moorside Search Area and proposed Associated Development sites, as well as at larger population centres across Cumbria. These events have been widely advertised in local papers and newsletters, please see for further details of these events. How to respond to the DCO Stage 1 Consultation You will be able to submit comments during the 10-week consultation period from 16 th May to 25 th July 2015 inclusive.
