1 INVITATION TO BID INVITATION TO SUBMIT BIDS FOR THE USE AND OPERATION OF A SOCIAL SERVICES FACILITY IN A CITY OWNED BUILDING LOCATED WITHIN CAMPBELL PARK AT 1201 SEVENTH AVENUE SOUTH, ST. PETERSBURG, FL The City of St. Petersburg hereby gives notification of its intent to enter into a Use and Operating Agreement, with a term not to exceed thirty six (36) months, for the purpose of providing services to lowto moderate income persons as defined by the U.S. Department of Housing and Urban Development (ʺHUDʺ) Section 8 income limits; current income limits as attached hereto as Exhibit A and as may be revised from time to time by the U.S. Department of Housing and Urban Development at the Vearl Scott Neighborhood Family Center ( Center ), formerly known as the Old E.H. McLin Bath House, compatible with the goals of the City s Housing and Community Development Block Grant ( CDBG ) Program and is requesting proposals from qualified individuals or organizations in undertaking the operation of all of the Center within City owned Campbell Park. The property is legally described as follows: A ±3,225 square feet building known as the Vearl Scott Neighborhood Family Center located at 1201 Seventh Avenue South, St. Petersburg, Florida within City owned CAMPBELL S PARK ADDITION, Block 1, Lot 1, according to the plat or map thereof as recorded in Plat Book 947, Page 87, Public Records of Pinellas County, Florida. Pinellas County Tax Identification Number: 24/31/16/13069/001/0010 The intent of entering into a Use and Operating Agreement for the building is to make available certain program(s)/service(s) to low to moderate income persons within the corporate limits of the city of St. Petersburg. All proposals must include, at a minimum: 1) the proposed monthly or annual payment for use of the building, net to the City of St. Petersburg; 2) any extraordinary terms or conditions; 3) details of the proposed program(s)/service(s) and number of persons to which services are to be provided; 4) copy of Articles of Incorporation and By Laws; 5) copy of Certificate of Status from the State of Florida for 2010; 6) copy of IRS letter approving status as 501(c)(3) dated prior to December 31, 2009; 6) copy of Board of Directors roster with no related family members and certifying signature of Board President; 7) a disclosure of all persons or entities having a beneficial interest in the proposal; 8) copy of most current audit showing stable financial condition; and 9) particulars of the Bidder s qualifications and financial stability necessary to successfully operate the facility for the term of the Agreement. Proposals shall be delivered, by hand or by mail, by no later than 3:00 P.M., LOCAL TIME, Thursday, September 2, 2010, to City of St. Petersburg, Real Estate and Property Management, Municipal Services Center, One Fourth Street North 9th Floor, St. Petersburg, FL or by mail to P.O. Box 2842, St. Petersburg, FL Proposals received after the specified time and date will NOT be considered. The City of St. Petersburg will not be responsible for failure of the United States Postal Service, private courier, or any other delivery means to deliver a proposal to the appointed place at the specified time in order to be considered. The City reserves the right to reject all bids or enter into negotiations with any or all bidders.
2 INSTRUCTIONS TO BIDDERS The City of St. Petersburg is requesting proposals to enter into a Use and Operating Agreement (ʺAgreementʺ) with a social services provider for the Vearl Scott Neighborhood Family Center which is located at 1201 Seventh Avenue South, St. Petersburg, within a portion of City owned Campbell for the Use and Operation of program(s)/service(s) to low to moderate income persons compatible with the City s Housing and Community Development Block Grant ( CDBG ) Program. The property is legally described as follows: A ±3,225 square feet building known as the Vearl Scott Neighborhood Family Center located at 1201 Seventh Avenue South, St. Petersburg, Florida within City owned CAMPBELL S PARK ADDITION, Block 1, Lot 1, according to the plat or map thereof as recorded in Plat Book 947, Page 87, Public Records of Pinellas County, Florida. Pinellas County Tax Identification Number: 24/31/16/13069/001/0010 The intent of entering into an Agreement with a social services provider for the property is to make available certain program(s)/service(s) to low to moderate income persons within the corporate limits of the city of St. Petersburg necessary to meet the following project objective. I. Project Objective: A. Provide services to low to moderate income persons for the term of the Agreement. B. All persons receiving services shall complete an Exhibit B, attached hereto, certifying their income on an annual basis. C. Provide a written monthly report, attached hereto as Exhibit C, which summarizes information on all new or recertified persons during the reporting month and through the term of the Agreement. The successful bidder will be responsible for any and all costs and expenses related to building renovations, operation, utilities and maintenance of the facility. The Agreement will be for a term not to exceed thirty six (36) months and the Lessee shall not have the right to encumber the property in any manner whatsoever. II. Submittal Requirements Bidders shall submit five (5) copies of the proposal to include, but not be limited to the following: A. The proposed monthly or annual payment, net to the City of St. Petersburg for the use of the building; B. Any extraordinary terms or conditions related to the Agreement; C. Details of the proposed services as they relate to the required components identified in Section I of these instructions; i.) Addressing the project objective and program components. ii.) Development of needs assessment. iii.) Expertise of bidder related to implementation of the program components.

Description of the Bidder s entity (corporation, partnership, etc.) and identification of all parties including disclosure of all persons or entities having a beneficial interest in the proposal; E. Particulars of the Bidder s qualifications and financial stability necessary to successfully operate the facility for the term of the Agreement; and F. Letter from the City s Housing and Community Development Department stating that the proposed project objective is compatible with CDBG Program guidelines and supportive to the overall program goals of the City of St. Petersburg. Each bid must be sealed and marked BID FOR THE USE AND OPERATION OF A SOCIAL SERVICES FACILITY IN THE VEARL SCOTT NEIGHBORHOOD FAMILY CENTER. Bids may be delivered in person to the City of St. Petersburg, Real Estate and Property Management, Municipal Services Center, One Fourth Street North 9 th Floor, St. Petersburg, FL (mailing address: P.O. Box 2842, St. Petersburg, FL ) and must be received by no later than 3:00 P.M., LOCAL TIME, Thursday, September 2, Proposals received after the specified time and date will NOT be considered. Waive irregularities in the proposals; 3. Reject or refuse any or all proposals, or to cancel and withdraw this Request at any time; 4. Negotiate with any or all Bidders in order to obtain terms most beneficial to all parties; and 5. Accept the proposal which best serves the interest of the City. Any bid selected by staff will be subject to the approval of the City Council of the City of St. Petersburg.
