1 Submission of research grant proposals within HSS 1. s part of a wide range of initiatives to support colleagues in obtaining grant income, Executive oard and Senate have approved the formalisation of peer review across the University. You will notice this principally in a new section on the front page of the lue Form, which asks you to confirm that your proposal has been through academic review. Many schools already operate an informal system of peer review, which is why I am referring to formalisation. You will also notice that you are asked to indicate whether the proposal is Type (requires formal peer review) or Type (does not require formal peer review). 2. Peer review will consider the general presentation, content and construction of the grant proposal rather than the fine detail of the costings. In general, the further away peer reviewers are from the subject specialism, the less they will consider the conceptualisation and/or methodology of the proposal, and the more they will consider issues of presentation and construction. fter consultation with colleagues who are on sponsor panels, and/or who have been trained as peer reviewers, it is felt that this is still one of the most useful ways of supporting staff in their applications. 3. Each Faculty will have its own guidelines, reflecting local practice. The remainder of this document explains how we will operate the system in HSS. 4. Proposals should be seen by your School Research Director in all cases (type or ); this means the draft case for support and outline costings, not the final versions. The reason for this is that it is important for the general research strategy of your school. eyond this point in the process, you should ensure that a peer reviewer advises you on your proposal if it is a Type. You may still wish to seek advice for Type proposals, but this is not mandatory. 5. Type proposals refer to those applications that could benefit from substantial peer review before being submitted to the Head of School or Director of Institute. a) They are largely those programmes which commit the university in a variety of ways, either because they involve substantial amounts of money, in some cases requiring the faculty to pay the missing 20% under Full Economic Costing, or because they involve substantial reorganisation of teaching in the case of Research Leave or Fellowships (see ppendix 1 for a list of Type programmes). b) Your Research Director whom you should already have made aware of the proposal may well serve as the nominated peer reviewer. Where you believe that the Research Director would not be able to help you for the peer review part of the process, you should select from the College of Peer Reviewers, agreed by FRSG (see ppendix 2). It may be the case that a colleague outside your school may be more appropriate, for example; you should consult your Research Director about the best peer reviewer. c) The peer reviewer s job is to give you constructive advice on how to improve your application, in whatever way is agreed between you. This is most likely to be by , but it may well involve face to face discussion, especially if the peer reviewer is a school colleague. We will be advising peer reviewers to be very light touch in the case of colleagues with good track records in grant and contract income, and to give more attention to colleagues with less experience of winning bids.

2 d) Note that you will need to build some additional time into the proposal preparation process if you also wish to benefit from the faculty incentivisation scheme, as we will only accept proposals for this scheme that have been peer reviewed. However, note also that we are reducing the submission deadline for the faculty incentivisation scheme from the current three weeks to two weeks so as to accommodate this part of the process. If the programme to which you have applied is not listed and you are applying for more than 50K, you should consult with your Research Director and/or the Dean of Research.
