4 What is a Capital Project? a. Any physical betterment or improvement including furnishing, machinery, apparatus or equipment when first constructed or acquired, OR b. Any preliminary studies and surveys related to any physical betterment or improvement, OR c. Acquisition of lands or rights of way, OR d. Any combination of the above.

5 CAPITAL IMPROVEMENT PLAN (CIP) Why prepare a CIP? What are the benefits? 1. To maximize potential to obtain financial aid 2. To see and understand the BIG PICTURE 3. To avoid disruptions in critical services 4. To make informed decisions and to ensure the prudent use of public funds 5. To avoid large financial impacts on tax payers 6. To establish project priorities 7. To ensure continuity over time
