2 VOLUNTEERS OVERVIEW OF TIER LEVEL & DESCRIPTION Thank you for your interest in supporting the students and programs of the San Jacinto Unified School District. We truly appreciate your commitment to our District. Legislation and Board Policy govern the steps necessary for an individual to volunteer in either a school setting or with an activity. Tier I Volunteer Description Assist a school site up to (1) time per month. Help in a classroom, office or at events such as Back to School Night, festivals, sport events and dances that are held on school site grounds. Does NOT include Field Trips. Parent/Community Member that wants to attend ESL Classes offered during the regular school day. Tier II Volunteer Description Assist a school site unlimited times per year. Help in a classroom, office or at events such as Back to School Night, festivals, sport events and dances. Chaperone Field Trips Classroom Observation 6/03/2015 SJUSD Volunteer Handbook 2

3 APPLICATION GUIDELINES AND PROCEDURES Listed below are the variety of volunteer opportunities available and the required paperwork that must be completed before you can engage in any volunteer activity. Please work with the appropriate school site in the completion of all necessary paperwork. **If you do not have access to printing, please inform the school site when you submit the required documents. ** PLEASE NOTE: Effective the school year, all Volunteers New and Returning are required to attend a Volunteer Orientation. For Orientation Dates and Assistance with the Online Application Process, please contact the school you have chosen to volunteer at or the Family & Community Engagement Specialist, Carla Adame at (951) ext New Volunteers Tier I/ESL Volunteers 1. Complete the New Volunteer Online application found on the SJUSD Website 2. Complete the Megan's Law Background Check Form found on the SJUSD Website 3. Print the response e mail that you receive upon submission of your application. 4. Attach the Megan s Law Form to your printed e mail and submit to the school you would like to have process your application. 5. Present a valid form of I.D. to the school site upon submission of required documents. Tier II Requirements 1. Complete the New Volunteer Online application found on the SJUSD Website 2. Print the response e mail that you receive upon submission of your application. 3. Obtain a TB Test (valid for 4 years) or Complete the TB Risk Assessment Questionnaire through your Primary Care Physician. 4. Request a Live Scan Appointment from the school you would like to have process your application. 5. Submit proof of Live Scan(Fingerprints) completion and TB requirement along with your printed e mail to the school you would like to have process your application. 4 Returning Volunteers Tier I/ESL Volunteers 1. Complete the Returning Volunteer Online application found on the SJUSD Website 2. Complete the Megan's Law Background Check Form found on the SJUSD Website 3. Print the response e mail that you receive upon submission of your application. 4. Attach the Megan s Law Form to your printed e mail and submit to the Personnel Department of the SJUSD District Office. 5. Present a valid form of I.D. upon submission. Upgrading from Tier I to Tier II for the School Year: 1. Complete the Returning Volunteer Online application found on the SJUSD Website 2. Print the response e mail that you receive upon submission of your application. 3. Obtain a TB Test (valid for 4 years) or Complete the TB Risk Assessment Questionnaire through your Primary Care Physician. 4. Contact the SJUSD Personnel Office at (951) ext to request a Live Scan Appointment. 5. Submit proof of Live Scan(Fingerprints) completion and TB requirement along with your printed e mail to the Personnel Department of the SJUSD District Office. If you were Tier II approved last year and have TB and Fingerprints on file with the District: 1. Complete the Returning Volunteer Online application found on the SJUSD Website 2. You will receive an e mail notice from the Personnel Department upon final approval. 3. If you are due for TB renewal or if there is a problem with your application you will be contacted by the Personnel Department prior to final approval. Final Notification of Approval: Upon final approval, you will receive a notice via e mail and will be asked to visit the District Office to obtain your Volunteer Badge according to the Tier you have been approved for. ** You will not be allowed to begin your volunteer service until you have received the appropriate approvals, attended the Volunteer Orientation and obtained your NEW District Issued Volunteer Badge. ** 6/03/2015 SJUSD Volunteer Handbook 4

5 Student Volunteers (For use by students in grades K 12 Only) SJUSD Student Volunteers 1. Complete the Student Volunteer Online application found on the SJUSD Website 2. Print the response e mail that is sent to Parent/Guardian upon submission of application. 3. Submit a copy of the e mail to the student's school of attendance. 4. The school of attendance will contact Parent to obtain authorizing signature confirming approval. 5. The school of attendance will obtain that Administrator's signature and approval and send to the school student would like to volunteer at. 6. The school student would like to volunteer at will send the application to the District Office for final processing. NON SJUSD Student Volunteers (Cannot submit online application) 1. Complete the PDF version of the Student Volunteer application found on the SJUSD Website 2. Print the completed Student Volunteer application and take it to the student s school of attendance for the Administrator's signature and approval. 3. Once signature has been obtained, take the signed Student Volunteer application to the school student would like to volunteer at for review and approval of that Administrator. 4. The school student would like to volunteer at will send the application to the District Office for final processing. Please be aware that Student Volunteer applications will be processed after August 17 th. Parent/Guardian will receive notification of approval via e mail and will be asked to visit the SJUSD District Office with Student to obtain a Student Volunteer Badge. **Students will not be allowed to begin their volunteer service until they have received the appropriate approvals and have obtained their District Issued Volunteer Badge.** (Students are not subject to the Volunteer Orientation requirement) SUBMISSION DEADLINE: April 22, 2016 Volunteer Applications will NOT be processed past the deadline date. Volunteers interested in chaperoning any field trips held throughout the year or towards the end of the school year MUST complete application PRIOR to the deadline date. 6/03/2015 SJUSD Volunteer Handbook 5

6 Q: Who must comply with these requirements? FREQUENTLY ASKED QUESTIONS A: Anyone interested in becoming an SJUSD volunteer. These requirement also apply to those who have previously volunteered, they are also required to comply with these established requirements. Q: If I apply under Tier II, how long will my fingerprints and TB test be valid? A: Fingerprints are valid as long as your status as a volunteer status remains active. TB tests are valid for 4 years from the date of reading. Q: How much will it cost me? A: Breakdown of fees paid at Live Scan site: Department of Justice Fingerprint Fee $32.00 Federal Bureau of Investigation Fingerprint Fee $17.00 Live Scan Submission Rolling Fee To Be Determined SUB TOTAL $49.00 Live Scan sites may charge a Live Scan submission processing fee otherwise known as a rolling fee. The District does not set the fee amount. TB tests vary from $15 and up, depending on which clinic you use. Q: Are SJUSD employees who wish to volunteer required to complete Fingerprinting and TB requirement? A: No, effective the school year employees no longer have to apply to become volunteers if they wish to attend field trips or assist school sites other than their work site. Their employment status is sufficient. Q: What if I have a criminal record? A: Felony convictions will preclude you from volunteering. Misdemeanors are addressed on a case by case basis. Q: When do I fingerprint? A: You must wait to receive notice of approval from the Site/School Community Liaison or Site Secretary to proceed to obtain fingerprinting forms. Q: Where can I go get fingerprinted and/or TB tested? A: The form for fingerprinting will be issued upon approval from the Site Administrator. The District offers Live Scan services to Volunteers for $67 at the District Office through Live Mobile Solutions twice a month. 8 Guidelines for Chaperones on Fieldtrips Chaperones must be 18 years or older. All chaperones must be Tier II (fingerprinted) volunteers. Be punctual arrive for the field trip, at checkpoints, and to the final check in to return to school. Provide your cell phone number to all teachers on the fieldtrip. Keep your cell phone on, with volume up and on your person at all times for use in the event of an emergency. Chaperones must keep cell phone use to emergencies only. You will be assigned a group of 10 or 15 students for which you will be responsible. (Number of students will depend on the ratio requirements for the particular grade level) You must provide adequate supervision for the students in your group. Students should not be allowed to roam around on their own. (Grad Night and other similar field trips may impose a check in period every two hours) When students do not follow directions or are not showing proper respect towards the chaperone, he/she must contact the lead teacher so that they can determine consequences. Chaperones should take an active role in assisting the teacher both in the educational process and in supervising the safety of their group. Chaperones must not release students to anyone other than the teacher. 6/03/2015 SJUSD Volunteer Handbook 8

9 Assign student buddies to assist in maintaining control and tracking the students in your group. Constantly count to ensure you have the correct number of students and the same students you started with. Do not allow other students to join your group without direct permission from the classroom teacher. When a student needs to use the restroom, an adult must accompany the student to the restroom and wait outside the stall or entrance. Students may not go to the restroom alone. In the event you must leave your group to either chaperone a student to the restroom or to tend to an emergency, ensure that another chaperone takes control of the remaining students in your group. As a chaperone you are acting on behalf of the School District; your conduct is expected to be in accordance with all SJUSD policies and procedures. Chaperones must wear appropriate/modest clothing and use acceptable language. Absolutely no smoking or drinking of alcoholic beverages while on a District sponsored trip. Only District approved chaperones may attend the field trip. No siblings, relatives, and/or any other non District approved chaperones may accompany you on this trip. They can be distracting to the other students and often draw away attention from those the chaperone is responsible for. Please do not ask for exceptions to this rule. The field trip is an activity for the student and their classmates, not for younger siblings. All chaperones must ride to and from the fieldtrip destination on the bus, unless specific permission and appropriate forms have been completed and approved by the Facilities & Operations Department prior to the trip. 6/03/2015 SJUSD Volunteer Handbook 9

10 40 Developmental Assets Search Institute has identified the following building blocks of healthy development that help young people grow up healthy, caring and responsible. Volunteers will treat students, staff and general public with respect and consistently be models of the Developmental Assets. Support 1. Family Support Family life provides high levels of love and support. 2. Positive family communication Young person and her or his parent(s) communicate positively, and young person is willing to seek advice and counsel from parent(s). 3. Other adult relationships Young person receives support from three or more nonparent adults. 4. Caring neighborhood Young person experiences caring neighbors. 5. Caring school climate School provides a caring, encouraging environment. 6. Parent involvement in schooling Parent(s) are actively involved in helping Empowerment young person succeed in school. External Assets Boundaries & Expectations Constructive Use of Time 7. Community values youth Young person perceives that adults in the community value youth. 8. Youth as resources Young people are given useful roles in the community. 9. Service to others Young person serves in the community one hour or more per week. 10. Safety Young person feels safe at home, at school, and in the neighborhood. 11. Family boundaries Family has clear rules and consequences and monitors the young person s whereabouts. 12. School boundaries School provides clear rules and consequences. 13. Neighborhood boundaries Neighbors take responsibility for monitoring young people s behavior. 14. Adult role models Parent(s) and other adults model positive, responsible behavior. 15. Positive peer influence Young person s best friends model responsible behavior. 16. High expectations Both parent(s) and teachers encourage the young person to do well. 17. Creative activities Young person spends three or more hours per week in lessons or practice in music, theater, or other arts. 18. Youth programs Young person spends three or more hours per week in sports, clubs, or organizations at school and/or in the community. 19. Religious community Young person spends one or more hours per week in activities in a religious institution. 20. Planning and decision making Young person knows how to plan ahead and make choices. 33. Interpersonal competence Young person has empathy, sensitivity, and friendship skills. 34. Cultural competence Young person has knowledge of and comfort with people of different cultural/racial/ethnic backgrounds. 35. Resistance skills Young person can resist negative peer pressure and dangerous situations. 36. Peaceful conflict resolution Young person seeks to resolve conflict nonviolently. 37. Personal power Young person feels he or she has control over things that happen to me. 38. Self esteem Young person reports having a high self esteem. 39. Sense of purpose Young person reports that my life has a purpose. 40.
