1 EXPRESSION OF INTEREST Government of Andhra Pradesh Rural Water Supply and Sanitation Department NTR SUJALA PATHAKAM, Andhra Pradesh Date of Issue: 06/07/2017 Closing Date: 25/07/2017 Expression of Interest No: Terms of Reference (ToR) Expression of Interest (Eol) for inviting Agencies to Implement NTR Sujala Pathakam under Cluster Model in the state of Andhra Pradesh Background Government of Andhra Pradesh has taken a policy decision to implement NTR Sujala Pathakam to provide potable water (as per BIS standard IS : 2012) of 20 liters for Rs to each household in rural areas. The purpose is to provide potable water dispensation through purification plants into a can. Accordingly, Government has issued guidelines vide G.O.Ms.No.127, PR & RD (RWS.II) Department, dt Further to this, different models were implemented across the state of Andhra Pradesh, which can be broadly categorized into two models. First and often seen model is an individual village level water purification and dispensation plant (henceforth Individual Plants) with the capacity ranging from 500 Iph (liters per hour) to 2000 Iph. Second, a model that

2 works on the Hub-and-Spoke methodology whereby a single Mega water processing Plant (also called Mother Plant, with a minimum capacity of Iph) caters water to 20 contiguous Villages/wards covering a population of about 50,000 people. These 20 villages/wards are identified as Sujala Cluster. The processed water from the Mother Plant is transported through mobile water carriers to all the Remote Dispensation units (RDUs), which are unmanned and remotely monitored, located in the Sujala Cluster. The mobile water carriers are tracked real time by a Server with Global Positioning System (GPS). Each of the Remote Dispensing Unit (RDU) will dispense 20 liters of potable water at Rs. 2 into a can. The water dispensation process is smart (RFID) card based. The Mother Plant and the RDUs are connected to the remote server through lot (Internet of Things) and digital technology. The lot and digital technology enables real time tracking of water quality, water processing, water distribution and water dispensation. This Sujala Cluster model was designed and implemented by NTR Memorial Trust (Henceforth NTR Trust) in Kuppam since October 2014 under Sujala Pathakam guidelines. The Centre for Economic and Social Studies (CESS) was requested to make an assessment of both types of models and CESS recommended Sujala Cluster model implemented by NTR Trust at Kuppam as operationally more efficient, transparent, accountable and easy to scale up. Each Sujala Cluster is estimated to cost Rs crores to Rs Crores depending upon the demographics, terrain and size of the cluster. Based on this, Government of Andhra Pradesh (GoAP) issued guidelines to set up an SPV (Special Purpose Vehicle) vide G.O. MS. No. 18 Dated: inviting agencies to partner with the Government to scale up the implementation of Sujala Cluster Model across the state of Andhra Pradesh. The agency and Government were to invest 74% and 26% respectively to set up each Sujala Cluster. However, as no agency has come forward GoAP intends to take the initiative of fully funding the establishment of 100 Sujala Clusters under Phase 1 with a proposed estimated budget of about Rs. 200 crores. Call for Expression of Interest As part of the above mentioned initiative, Letters of Expression of interest (EOI) are invited from qualified and experienced implementation agencies, who wish to implement NTR Sujala Pathakam across Andhra Pradesh as per the comprehensive Sujala Cluster Model guidelines to be issued by the Department of Rural Water Supply & Sanitation, GoAP.

3 Objectives The objectives of this Expression of Interest are to prequalify the implementation agencies, who can bid for the establishing and maintaining the Sujala Clusters across the State of Andhra Pradesh under BOT (Build-Operate-Transfer) model. Eligibility Criteria for implementation agencies to send Expression of Interest (Eol) The Agencies who are interested in the implementation of NTR SUJALA Clusters should fulfill the following criteria to be eligible for sending their Expression of Interest (Eol). The Implementation Agency should: 1. Be a Registered Company/ Partnership Firm/ Proprietary Firm/ Trust/ Society. 2. Have proven track record of minimum three years in establishing Water Purification Plants in INDIA. 3. Have established or commissioned Water Purification Plants with a cumulative capacity of 30,000 Iph during last three financial years. 4. Have a minimum turnover of Rs. 500 lakhs in any one of the last three financial years. 5. Be willing to undergo specified trainings and capacity building programs as prescribed by the Department of RWS&S, GoAP. 6. Be willing to sign a legally binding Non-Disclosure Agreement (NDA) with the Department of RWS&S, GoAP and/or its partners. 7. Have established systems and procedures in ensuring high standards with regard to financial management, governance and human resources management. 8. Be in statutory compliance with the laws of the land as applicable to the Implementation Agency. 9. Not blacklisted by the Government or resource agencies.
