1 STUDENT BURSARY PROGRAM Guidelines and Criteria DEADLINE DATE - June 1 The application and ALL supporting materials must be submitted together, by the deadline. WHAT IS THE PROGRAM? The Student Bursary program provides assistance for students of the arts engaged in full-time study at a postsecondary institution in Canada or abroad. Applicants must be registered for a full course load for six months or more. The purpose of the program is to fund long-term training and skill development; it is not intended to fund short-term projects. WHO IS ELIGIBLE? Students who: are enrolled in crafts, dance, film/video, music, theatre, visual arts, writing, or arts journalism and who intend to pursue a career in that area. Council may also consider students engaged in full-time arts administration study; have some previous training and/or experience and accomplishment in the area of the art in which they plan to study; are studying at an undergraduate or graduate level at a post-secondary institution (including professional training school, university or college); are registered in a full-time program in the arts (minimum 30% course load each term and 60% over the academic year) for six months or more. Summer school may be added to the fall and winter study above, but applications will not be accepted for summer school alone; are Canadian citizens or landed immigrants; and have lived in Manitoba for at least one year immediately prior to submitting an application. WHAT ARE THE LEVELS OF SUPPORT? Minimum amount for those receiving bursaries: $500. Maximum amount: Study in Canada: Undergraduate: $2000. Graduate: $3000. Study Outside Canada: Undergraduate: $3000. Graduate: $4000. A maximum of four (4) years of assistance is available to students through the Student Bursary program. Apr/03 1
2 HOW DO I APPLY FOR A MANITOBA ARTS COUNCIL GRANT? A consultation with the Program Consultant prior to preparing an application is strongly recommended. The Consultant will clarify any information required and advise you as to the eligibility of your proposal. If you do not receive a letter of acknowledgement within two weeks of submitting your application, please contact the Consultant. Applications must include the following: 1. Completed Student Bursary Grant Registration form (see attached). 2. Statement of career goals and reasons for choice of institution in light of these goals. 3. Budget (see attached) for the study year with all expenses and sources of income (including scholarships and teaching assistantships). 4. Résumé. 5. Official transcripts of post-secondary study to date. For first year students, a high school transcript is sufficient. 6. Photocopy of institution's program outline. 7. Photocopy of letter of acceptance to institution (first year students only). 8. Supporting materials: Both new and returning applicants must submit samples of creative work completed in the last 12 months, and the completed List of Supporting Materials. (Please ensure the technical, video, audio and print qualities of any supporting material you provide are of a high quality). Dance/Theatre - an audition or performance videotape (maximum three works). Music - audition or performance audio/video recordings, or scores (maximum three works). Literary pages of manuscript. Visual Arts/Crafts slides of work (maximum of 20). Film/Video mm film or 1 videotape (3/4" or 1/2"). WHAT ARE MY CHANCES OF SUCCESS? Submission of a complete application that has sufficient information and is clear and concise is the responsibility of the applicant. The granting process is competitive and applicants should submit the best application possible. Submission of a request does not guarantee the applicant will be awarded any or all of the amount requested. WHAT IS THE APPROVAL PROCESS? A jury of professionals in the artistic discipline reviews the application package and supporting materials with special attention to the applicant's previous experience, training and accomplishments; as well as the applicant's career goals and demonstrated level of commitment. The jury recommends award levels to the Manitoba Arts Council. The criteria by which the jury assesses a student's bursary application are: artistic merit; student's potential as a creative or performing artist; suitability of institution for student's career goals; and previous support from Manitoba Arts Council (4 year maximum). Applicants are advised of their results 6-8 weeks after the application deadline. Apr/03 2
3 WHAT ARE THE AWARD PAYMENT PLANS? For awards of less than $1000, payment in full will be made on receipt of the signed Funding Agreement and the completed Certificate of Enrolment. For awards of $1000 or more, one half will be paid on receipt of the signed Funding Agreement and the completed Certificate of Enrolment, and the final half on receipt of a satisfactory Mid-Term Report (after first term is completed). IS THERE ANYTHING ELSE I SHOULD KNOW? Applicants should note that: Only one proposal may be submitted to a program for consideration at any given time In the event a grant is awarded, the name of the applicant and the amount of the award will be made public in Manitoba Arts Council's Annual Report and in its newsletter. A T4A will be issued to individuals on amounts received over $500 for taxation purposes. WHAT ABOUT FURTHER FINANCIAL ASSISTANCE? You may apply for further financial assistance to the Student Aid Program at Manitoba Advanced Education, Portage Avenue, Winnipeg. 4 STUDENT BURSARY PROGRAM Submission Guidelines The application and ALL supporting material must be submitted together, by the deadline. Five (5) copies (including one original) of your grant application and all written material, including scripts, are required. This does not include musical scores and audio/video recordings. All applications and parts of applications, including résumés, must be typed and/or written in BLACK ink on white, letter sized paper (8½" x 11). Applications must not be bound or punctured with staples, paper clips, binders, three hole punch, cerlox, folders or plastic covers. Please number the pages. Supporting Materials Audio/video recordings should be clearly labelled with the work's title, as well as the names of both the creator(s) and performer(s). They should be cued to the point you wish the jury to start viewing. Slides should be sleeved or boxed, numbered and include the name of artist and work on each slide. A slide list detailing slide number, title, media and date must accompany all slides. Supporting materials that are bound, i.e. scores or books, will not be distributed prior to the jury meeting. Do not send original art works. The Manitoba Arts Council will not accept responsibility for the loss of or damage to these materials. Supporting materials will be returned. Apr/03 4
