1 Charitable Services ANZ Executors & Trustee Company Limited ABN GRANT GUIDELINES November 2002 INFORMATION & FUNDING POLICY GUIDE FOR ORGANISATIONS SEEKING A GRANT FROM CHARITABLE TRUSTS Grant Guidelines are designed to assist organisations which are seeking grants from discretionary Charitable Trusts administered by ANZ Executors & Trustee Company Limited. Internet site: Grant Guidelines are available at the following Internet address: ANZ Executors & Trustee Company Limited is a Statutory Trustee Company operating in all mainland States and Territories of Australia. It is the sole trustee or co-trustee of around 390 charitable trusts, settlements and foundations ("Trusts"). Each year substantial amounts of money are paid to charitable organisations or for charitable purposes in the community on behalf of Trusts administered by the Company. Where a trustee has discretion over distributions of income, the trust is known as a discretionary trust. APPLYING FOR A GRANT As you would appreciate, there are always more applications for worthy projects than can be funded from the Trust money available for grants. It will help you and the Trustees, therefore, if you would read Grant Guidelines and the other guidelines to which reference is made before submitting an application. Please use the appropriate Application form referred to in the relevant section of the guidelines, provide all the information required and sign and date the form. Some discretionary Charitable Trusts do not accept applications; so if you are looking for a particular Trust administered by ANZ Charitable Services, but it is not listed in Grant Guidelines, applications to that Trust will not be able to be accepted. Some Trusts are listed in Grant Guidelines but they will only accept applications from organisations which have been invited by the Trustees to apply; please do not make an application in these cases. Some other Trusts will only accept applications made through the special Programs and Projects for which those Trusts are listed as providing the funding. Grant Guidelines details all of these requirements and limitations plus some other conditions, including that some Trusts, by law, may provide a grant only: to a specific type of organisation e.g., benevolent societies or educational institutions; for a specific purpose e.g., those who are older and infirm; in a specific geographical area, e.g., Victoria or Brisbane Separately printed Guidelines are available for the ANZ Staff Foundation; the William Buckland Foundation; the Sylvia and Charles Viertel Charitable Foundation; the Medical Research and Technology in Victoria Program; and from time-to-time the Strategic Impact Program. 2 MAKING AN APPLICATION FOR A GRANT We are trying to make it as simple as possible for you to apply for a grant. However, at the same time it is important that the Trustees have the information they need to make their decision about your application. Consequently all applications must be made on the appropriate Application form. Unless otherwise stated in the guidelines, this is the Common Grant Application Form attached to Grant Guidelines and available at the Internet address shown on page 1. Please complete a separate grant Application form for each project or activity for which you are seeking a grant and for each Trust or Program to which you are applying. CLOSING DATES FOR APPLICATIONS Different Trusts and Trustees consider Applications at different times during the year. Closing dates are shown in the relevant sections of the guidelines. Each grant Application must be received by ANZ Charitable Services by the closing date listed. So that there is enough time to research applications before the Trustee meetings, late applications will not be accepted. Trustee meetings are usually held within eight (8) weeks of the closing date of applications, however this is subject to change. LODGEMENT: You may lodge your applications by , delivery or post. Charitable Trusts where you may apply to a particular named Trust or Foundation which has its own separately printed guidelines: ANZ Staff Foundation; William Buckland Foundation; Sylvia and Charles Viertel Charitable Foundation. B. Charitable Trusts where you may apply to a particular named Trust or Foundation and the guidelines are included in Grant Guidelines: Alfred Felton Bequest; Alfred Gersham Johnston and Ivy Doreen Johnston Perpetual Trust; The McEwen Foundation. C. Special Programs with separately printed Guidelines: Medical Research and Technology in Victoria; Strategic Impact Program. D. 4 A. CHARITABLE TRUSTS where you may apply to a named Trust or Foundation which has its own separately printed guidelines. Guidelines for the following are available from ANZ Charitable Services at the postal address or the Internet address shown on page 1: ANZ STAFF FOUNDATION For charitable organisations in Australia, gifts to which are deductible under Section [formerly Sec 78(1)(a) and Sec 78(4)] of the Income Tax Act. Closing dates: 15 January and 15 July each year THE WILLIAM BUCKLAND FOUNDATION One half of the Income is to be used for public hospitals, public benevolent institutions and public benevolent societies in Victoria. The other half of the Income is to be used for public scientific or public education purposes in Victoria and in the case of public educational purposes preference to be given to agricultural and related pursuits. Closing dates: 1 January, 1 April, 1 July and 1 October each year THE SYLVIA & CHARLES VIERTEL CHARITABLE FOUNDATION For charitable purposes in Australia. CHARITABLE TRUSTS where you may apply to a named Trust or Foundation and the guidelines are as follows: ALFRED FELTON BEQUEST The Bequest provides funds for charitable purposes in Victoria, with a primary focus on the physical and emotional health of women and children, particularly those in rural areas and urban areas of disadvantage. The Bequest welcomes innovative, catalytic projects or programs, which particularly demonstrate any of the following: supporting families in the rearing and development of children; supporting intensive family services; building the capacity of schools and community organisations to strengthen and support the family; helping meet the needs of women and/or children in health care and making a positive impact on the community in the near future; providing opportunities for women, mainly through local schools and community organisations, particularly in the field of education and community welfare; supporting efforts to broaden participation in the arts by women and/or children; developing health programs and health education projects targeted at women and/or children. Generally, the Bequest does not consider funding: individuals; political organisations or programs; religious or sectarian projects where services are limited to members of that group annual appeals; endowments; general fund raising campaigns budget deficits; debt retirement; core costs; general operating expenses capital or building works unless there is compelling evidence that such support is vital to the success of the program long-standing social care projects which should be funded by government; projects that duplicate existing government programs The Felton Bequest does not seek to be a sole provider of funds and is prepared to consider cofunding with governments, businesses, and other Charitable Trusts and Foundations. It also highly regards the work of volunteers in contributing to charitable services. How to apply for a grant: Please use the Common Grant Application Form attached to Grant Guidelines. 6 ALFRED GERSHAM JOHNSTON AND IVY DOREEN JOHNSTON PERPETUAL TRUST Funding Guide: Applicant organisations must have a current connection with the Barwon Heads and Ocean Grove area. Applicant organisations need not be based in the immediate Barwon Heads/Ocean Grove area as long as the purposes for which they are seeking the grant will benefit worthy organisations and persons in that area. Applications must be for general charitable purposes. Preference will be given to applications, which demonstrate clearly the benefits which are to be gained from the grant. Each application may seek a grant of up to $10,000 but may exceed this amount if more than one organisation is an applicant. How to apply for a grant: Please use the Common Grant Application Form attached to Grant Guidelines. Closing date: 1 August each year THE MCEWEN FOUNDATION Grants can be given only to charitable organisations in Victoria, gifts to which are deductible under Sec [formerly Sec 78(1)(a) and Sec 78(4)] of the Income Tax Act. The Foundation provides funds for general charitable purposes in Victoria but with a strong preference for charitable organisations in and around the Goulburn Valley District and in particular: Junior Legacy; hospitals; charities; and accommodation which benefits older people. SPECIAL PROGRAMS with separately printed Guidelines MEDICAL RESEARCH AND TECHNOLOGY IN VICTORIA Funded in Victoria through the: Appel Family Bequest; The William Buckland Foundation; The Alfred Felton Bequest; Arthur and Mary Osborn Estate; and The Hugh D. T. Williamson Foundation. Special Guidelines apply for applications to this Program and these can be obtained from ANZ Charitable Services or at the above Internet address. How to apply for a grant: Applications are considered only once each year by a specially appointed Medical Advisory Board (Victoria) which recommends to the Trustee the allocations for grants. A special Medical Application Form is required to be completed by each applicant and this is attached to the Special Guidelines. Closing date: 1 July each year STRATEGIC IMPACT PROGRAM Funded in Australia through the: A.E. & R.D. Hingeley Estates Funded in Victoria through the: Ella & Mitchell Brazier Fund; Leigh & Marjorie Bronwyn Murray Charitable Trust; Thomas George & Lockyer Potter Charitable Trust; Theodatus John Sumner Estate; and Truby & Florence Williams Trust. Applications are not accepted for the Strategic Impact Program except as indicated below. The Trustee, in consultation with expert opinion, selects from time-to-time specific programs and projects designed to achieve considerable community benefit. Following selection, the Trustees call for applications from organisations able to undertake these programs and projects. This is usually done during the year through public advertisement. 8 D. PROGRAMS AND PROJECTS Discretionary Charitable Trusts for which ANZ Executors & Trustee Co. Ltd. is the sole Trustee and which have the same and similar purposes are grouped in a number of Programs and Projects. This is done to: Provide sufficient funds to support those projects and initiatives more likely to achieve some sustainable benefit to the community; Increase the impact on the particular charitable areas nominated by the benefactors; Streamline the application process Funding Guide: The Trusts will fund the purposes listed under each Program and Project. The Trusts will not fund any of the following unless an exception is specified under a particular Program or Project: bodies which are themselves grant-making agencies; budget deficits; building costs; conferences; debt retirement; equipment unless it is an integral part of an otherwise eligible project; general operating expenses; individuals; sectarian or religious bodies where services are limited to their own members; transport. How to apply for a grant: You must complete the Common Grant Application Form attached to Grant Guidelines. The name of the Program or Project to which you are applying must be specified on the Application Form which must also be signed by a Board or staff member with appropriate authority. 9 ARTS AND CULTURE PROJECTS, INCLUDING FOR THOSE WHO ARE DISADVANTAGED, IN VICTORIA Funded through the: Charles Frederick William Taylor Trust; and Miss Ruth Watchorn Estate Funding Guide: The Trusts fund in Victoria: selected special projects undertaken by major cultural organisations which enable the disadvantaged to have access to or participate in cultural programs; and community projects or programs which give people access to or the ability to participate in cultural events in the arts, music, dance and theatre or educational programs in the arts and sciences. Closing dates: 1 February; 1 May; 1 August; and 1 November each year Amounts available: A total of around $30,000 is available for grants each year. FAMILY AND COMMUNITY SUPPORT IN VICTORIA Funded through the: Harry Dicker Estate; Alfred Edments Estate; Charles Lamond Forrest Estate; Rena Vessey Hall Estate; James R. Hartley Estate; Louisa M. Henty Estate; Harold Moreland Oldham Perpetual Trust; Miss Violet Pugh Estate; Otto & Elizabeth Schumacher Trust; Charles and Jessie Strong Trust; W. E. L. Wears Estate; and Truby & Florence Williams Trust. Please note that the Otto & Elizabeth Schumacher Trust is only able to provide grants to organisations which are controlled, managed or established by any Church or denomination in Victoria. Funding Guide: The Trusts fund programs in Victoria which: support families in the rearing and development of children; provide support services for families with complex needs; build the capacity of schools and other community organisations to strengthen and support the family. 10 OLDER PEOPLE - ACCOMMODATION AND CARE IN VICTORIA Funded through the: John Saville Eastwood Estate; Selwyn Henry Langston Estate Funding Guide: The Trusts use part of their income for small grants (not exceeding $10,000) for the costs of capital construction, refurbishment or equipment for homes, hospitals, hostels or other accommodation devoted to the permanent care of older people in Victoria, particularly those who are financially disadvantaged. Some preference will be given to rural Victoria and provincial cities. The Trusts fund in Victoria: building costs; and costs of equipment associated with the provision of accommodation for older people. Closing dates: 1 February; 1 May; 1 August; and 1 November each year Amounts available: A total of around $50,000 is available for grants each year. PEOPLE, INCLUDING CHILDREN, WITH DISABILITIES IN VICTORIA Funded through the: John Saville Eastwood Estate; Percy & Ruby Haddy Foundation Funding Guide: The Trusts fund in Victoria: programs designed to enable children with physical disabilities in Victoria to gain access to mainstream community activities; and projects which provide access to work, education and mainstream community activities for people with physical and/or psychiatric disabilities. Projects will be preferred which benefit a substantial portion of the population of people with disabilities. 11 SMALL GRANTS PROGRAM IN VICTORIA Funded through the: James R. Hartley Estate. Funding Guide: To assist smaller charitable organisations in Victoria to reassess their role and functions and to achieve improvements in the effectiveness and efficiency of their activities and in their co-operative and collaborative arrangements with other organisations. Closing dates: 1 February; 1 May; 1 August; and 1 November each year Amounts available: Grants of up to $5,000 each are available to a total of $20,000 annually. Submission of a report: Small Grants Program recipients will be required to submit a report to ANZ Charitable Services which shows that consideration has been given to functional and working relationships with other key agencies working in the same field or geographic area. CHARITABLE ORGANISATIONS IN TASMANIA Funded through the: Dr. R. A. Parker Estate; Dr. R. A. Parker Settlement. Funding Guide: The Trusts will fund general charitable organisations and purposes in and around Hobart, Tasmania. Closing date: 1 August each year Amounts available: A total of around $12,000 is available for grants each year. Version: November 2002 Page 11 of 18

COMMUNITY FOUNDATIONS for which ANZ is the Trustee Requirements for all Community Foundations Tax status: Grants can be given by the Community Foundations only to charitable organisations, gifts to which are deductible under Sec [formerly Sec 78(1)(a) and Sec 78(4)] of the Income Tax Act, and only to organisations in the State in which the particular Foundation was established. Amounts available: The funds available from the General Fund and Special Purposes Funds in any one year are limited and grants are generally small - $1,000 to $5,000. How to apply for a grant: You must complete a Common Grant Application Form attached to these Guidelines. ANZ QUEENSLAND COMMUNITY FOUNDATION ANZ Queensland Community Foundation Special Purpose Funds (by invitation only) Funding Guide: A number of Funds are accepting applications for the following purposes: research into cancer; research into children s diseases and related childhood areas of accidents, toxicology, nutrition and sudden death syndrome (applicant organisations must have an active research program); children s medical welfare; medical research into osteoporosis, asthma, arthritis and eye disease; people who are blind. NSW COMMUNITY FOUNDATION The New South Wales Community Foundation - General Fund Funding Guide: The Fund is not accepting applications at present as all funds are committed. 13 VICTORIAN COMMUNITY FOUNDATION. Victorian Community Foundation - General Fund Funding Guide: The Fund accepts applications at present for general charitable purposes and projects to benefit older people, children and Koories in Victoria. Amounts available: A total of around $35,000 Closing dates: 1 February; 1 May; 1 August; and 1 November each year Victorian Community Foundation James and Vera Lawson Trust and Dean William Robert Winter Trust Funding Policy/Grant Conditions: The James and Vera Lawson Trust and Dean William Robert Winter Trust promote the health and well-being of Victorians, with a particular focus on healthy ageing, including research into and the prevention and treatment of cancer and heart disease. The Trusts accept applications each year from Victorian charitable organisations wishing to undertake a project with health promotion, prevention and maintenance objectives. Projects that build on the existing strengths of the applicant organisation, focus on outcomes and have a long term impact will be preferred. Grants for capital works projects and equipment only will not be considered. Amounts available: A total of around $85,000 each year. Closing date: 1 August each year Victorian Community Foundation Suzanne Steele Foundation Funding Policy/Grant Conditions: The Suzanne Steele Foundation provides money, property or benefits to assist children in need and to support young people in the performing arts, especially singing. 16 YOU MUST PROVIDE THE FOLLOWING DETAILS 1. History and Purpose: Give a brief description of the history and purpose of your organisation. 2. Current Activities and Population Served: Summarise the current programs and accomplishments of your organisation; and list the characteristics of the population that your organisation serves, for example, geographic location, socio-economic status, age. 3. Staff Numbers: Number of paid full-time, part-time and casual staff, and volunteers. 4. Financial Statement: Your most recent financial statement, audited if available. This statement should reflect actual expenditures and funds received during your most recent financial year. 5. Tax Status: You must show that the Australian Tax Office has endorsed your organisation s tax status (as an income tax exempt and/or deductible gift recipient) with effect from 1 July 2000 or later either by its inclusion in legislation, its inclusion in a publicly accessible register, or by providing us with a copy of the letter of endorsement from the Tax Office. 6. ABN Number and GST: You must provide your ABN Number and answer the question on the Common Grant Application Cover Sheet. Grants made to organisations as gifts are freely given and would not ordinarily constitute consideration for taxable supply by recipients. The Australian Taxation Office [ATO] provides information on GST and grants on its website Information on GST and non-profit organisations forms part of the ATO s Resolved Issues Document (July 2001). Applicants and grant recipients are advised to seek further information from the ATO. 7. Directors List: A list of your Board of Directors, with their affiliations. Please identify which of your Board Members are employees or executive directors. 8. Annual Report: Provide a copy of your most recent annual report. 9. Brief description of the project (or activity) for which your organisation is seeking a grant: Summarise in no more than two pages [a] the project for which your organisation is seeking a grant, [b] its main purpose, [c] the need which is being addressed, [d] the methods or strategies which will be used, [e] the people who will benefit, [f] the outcomes you aim to achieve, [g] how the project will be sustained when the grant funds have been expended, and [h] where your organisation seeks funding for service delivery, evidence of your ability and expertise to deliver that service 10. Project Time: Anticipated dates of commencement and completion of the project. 11. Evaluation Measures: Explain how and by whom the effectiveness of your project will be measured. 12. Budget: Provide an itemised budget (income and expenditure) for each year of the project or activity. This is important in the event that your application can only be part funded. Indicate if you are seeking a grant for general operating funds. 13. Project Directors: The names and qualifications of the individuals who will direct the activity or project. 14. Funding Sources: Please list the Trusts, Foundations, corporations and other sources, including governments, from which you are seeking funding and to the best of your knowledge the status of each request. 15. Other Organisations: What other organisations are doing similar work and in what way does your project differ from these other organisations? 16. Recent Grants: Provide details of all grants which your organisation has received in the last three years from trusts and foundations administered by or through ANZ Charitable Services. 17. Referees: Provide the names and contact details (including telephone) of two individuals or organisations who would speak or write in support of the application if requested to do so by ANZ Charitable Services. 18. 17 PRIVACY STATEMENT AND CONSENTS This statement applies to ANZ Executors and Trustee Company Limited ABN (ANZ Trustees), the other Trustees of the particular charitable trust, settlement or foundation (Trust) to which your grant application relates (together, Trustees) and advisors appointed by the Trustees or otherwise under the terms of the Trust to advise or assist the Trustees in considering your grant application. Collection of personal information In its application to ANZ Trustees for a grant, your Organisation (the Applicant) gives ANZ Trustees contact details and other personal information about directors and other key personnel (Individuals). In the future ANZ Trustees, its researchers and advisors may obtain other information about the Individuals from the Applicant, from any of them, or from other sources. We may collect 'sensitive information' but only when it is necessary for the purpose of the Application. This is all "Personal Information". Use of personal information We use Personal Information for the primary purpose of assessing the Applicant's application, and if it is successful, to provide a grant to the Applicant. We may also use Personal Information for our internal operations including accounting, record keeping, archiving, compliance monitoring and compliance with legislative and regulatory requirements. Without some or all of your information, we might not be able to process your application. If your application is not successful, we may hold Personal Information we collect in relation to the application for our records. If your application is successful, after the grant is completed we may hold Personal Information concerning the grant for our records. We will not continue to hold Personal Information if it is not necessary. Disclosure of Personal Information We may disclose Personal Information for the purposes set out above, to people and organisations who carry out functions for us, for example our agents and our researchers, any person you authorise, your legal advisers, any party to whom we are authorised or required by law to disclose the Personal Information, and any party to whom the person whose Personal Information we hold authorises us to disclose it. Data quality We take reasonable steps to make sure that the Personal Information we collect, use and disclose is accurate complete and up to date. 18 Access and correction to personal information Subject to exceptions permitted by law, an Individual may obtain access to the Personal Information we hold about them by contacting the Trustees at the address set out below. An access fee may apply. If we are informed by an Individual the Personal Information we hold about them is not accurate, complete or up to date, we will take reasonable steps to correct it. Where we receive and keep Personal Information about an Individual from another source, generally that person will have the same access to that information and it can only be used for the same purposes and shared with the same persons as the Personal Information that you give us. However, to the extent permitted by law, Personal Information that we receive from other sources will be kept confidential. Informing Individuals You must inform each Individual of the contents of this Statement and Consent.
