1 HADDONFIELD ENVIRONMENTAL COMMISSION/SUSTAINABLE HADDONFIELD MONTHLY MEETING January 17, :30 PM BOROUGH HALL MINUTES ATTENDEES EC/SH Diane Schrauth, Bert Cossaboon, Doug Campbell, Kerenza Reid, John Stokes, Tom Vecchio, Dan Brewer, Julie Beddingfield, Anna Hermes Shade Tree Commission Ralph Ciallella Citizens - Val Kaselaan, Grace Nosek HMHS students - Megan Mansfield, Hamna Khalid REGULAR ITEMS AND ON-GOING ACTIVITIES Roll call, introductions and guests Approval of previous meeting minutes. Last month s minutes were approved without revisions. Land Use Committee Update. Land Use Projects - John Stokes reminded the group that the Planning Board Land Use Committee developed 18 land use projects, three of which EC/SH will lead: landscaping, solar, and stormwater. Each topic needs a team formed with a designated leader, and Stokes will follow up with each team with additional information for each topic. Each topic may relate to SH actions, which can be considered in the future. 1) Stormwater. The goal of this project is to develop sustainable stormwater practices for land development ordinances, including how to maintain stormwater management practices. Bert Cossaboon, Diane Schrauth, Val Kaselaan, and Anna Hermes agreed 1

2 to be on the team for this topic, and Schrauth will lead the team. Joyce Howell from the Planning Board (an EPA attorney) is also interested in participating, as well as Steve Walko and Todd Day. 2) Solar. The goal of this project is to provide a model ordinance that encourages solar panel installation, but does so in a manner that respects the character of the borough. Ideally, guidance would include both residential and business development. Doug Campbell and Dan Brewer agreed to work on this topic, and Campbell agreed to lead the team. Ralph Ciallella from the Shade Tree Commission agreed to help, and John Stokes will reach out to the Historic Preservation Committee. Campbell has a connection to Joe Bonaparte Jr. with Solar City. 3) Landscaping. Lara Barrett was nominated to lead this team. Hermes will also participate, and Bill Polise (Planning Board) is interested as well. Lynn Raus and Al Masullo were suggested, and the Shade Tree Commission should be involved. Development - The Land Use Committee is likely to approve development at 605 Warwick Road at its February meeting. ACTIONS: - Stokes will compile team lists and distribute information including outlines for each topic to the teams. - Tom Vecchio will reach out to Sustainable New Jersey to determine whether multiple ordinances can be submitted to meet Sustainable NJ actions. (e.g. Could the Tree Protection Ordinance and Solar Ordinance be submitted together to address one Sustainable NJ action?) Sustainable Jersey Recertification. Update - Diane Schrauth provided a handout (encl.) that reviews the status of the various Sustainable New Jersey action items. The front of the handout lists enough actions to qualify for silver recertification. Active actions identify leads, and leads should be familiar with the requirements for their actions. The second page lists action items that the Borough may qualify for but need further investigation. The goal is to submit greater than or equal to points to achieve silver recertification. Next steps. Several actions require planning community events: 2

3 1) The Green Fair is typically conducted in conjunction with Earth Day. The group should consider whether a community clean up would work for Earth Day, too. There is now a Community Clean Up Coordinator, so there may be more opportunities for clean-ups in the future. 2) Rain Barrel workshop & Composting Workshop. These events could be held in conjunction with the Green Fair (Earth Day), at the Farmers Market, or as a separate event. The Rutgers Cooperative Extension provides a lot of support for the rain barrel workshop, which was held at Grace Church last time. Timeline. Materials indicating which actions will be submitted for certification are submitted to Sustainable NJ in June Documentation is needed for each action item. Three to six months after June all required supporting information is due for each action item (early October December 2016). ACTIONS: - Julie Beddingfield can assist with the Green Fair, as well as the HMHS students and Ralph Ciallella. - Val Kaselaan will reach out to Kim Custer to see whether the Green Fair could be held in conjunction with the Rhodes festival. - Doug Campbell will look into the transit action. - Ralph Ciallella can help with documenting the EBT access to the Farmers Market. - Actions on the back of the handout require some research to determine what is needed to qualify. EC/SH members interested in a topic should let Schrauth know they can do the research. Newsletter & Social Media. Karenza Reid said that the newsletter will come out late next week to early February. The Green Business post on Facebook was successful, gaining many new followers to the site. Complete Streets Update. Cossaboon said that not much action has occurred since the formation of the committee. Schrauth mentioned there is a Sustainable NJ grant open until early February and Cossaboon and she considered submitting a proposal that would help expedite the complete streets program. 3

4 HMHS Student Projects. Cossaboon or Schrauth will provide some project ideas to Mr. Smith at HMHS. The students help on Earth Day would be greatly appreciated. NEW ITEMS OTHER Adopt a Rain Garden. Nothing new to report Event Calendar: Earth Day late April Rain Barrel workshop May(ish) Composting workshop similar time frame. (Both the Rain Barrel and Composting Workshops could be held during Earth Day) Campbell said the wind ordinance will not be pursued. There is little space for windmills in the borough. Ciallella said that EC/SH could have a permanent table at the Farmers Market from which workshops could be run and/or other information could be provided.
