Executive Summary WCS Consortium continues to provide support for Green PNPM planning phase through direct assistance, including KPMD Training, proposal writing training for TPU and verification process in collaboration with FKL and/or Astal. Attempt to ignite sustainability were started by observing MDST (Musyawarah Desa Serah Terima) process. In West Sumatra, a pilot activity was implemented to strengthen Tim Pemelihara, by organizing a network of Tim Pemelihara called Forum Tim Pemelihara and facilitate them to meet with kabupaten SKPD and obtain kabupaten support for community activities. We will apply this model to other kabupatens when all lesson learned are documented from Sumatra Barat. WCS and local CSO partners provided additional support for community sub- projects implementation, especially to those that face a high degree of challenges. These trainings were conducted to respond to the particular needs of each community, such as: o RAB (Rancangan Anggaran Biaya) for selected NRM/RE activities, o Coastal landscape management, o Organic farming, o Village tree nursery, o Cattle manure biogas digester. Additional CBOs were strengthened through WCS Consortium capacity building programs. In North Sumatra, CSO strengthened a community group called Kelompok Petani Madu Maulana and assisted in developing best practices of honeybee production as well as in developing a market network from the nearest town of Sidikalang and all the way to the city of Medan. Approved and supported by Satker PNPM Aceh Selatan, CSO facilitated formation a community- based organization (KSM, Kelompok Swadaya Masyarakat) named KSM Menggamat Berseri. Through KSM Menggamat Berseri, we will improve NRM information networks in Menggamat sub- district, particularly regarding human- elephant conflict mitigation. Support also came from Forestry Service, Farming and Plantation Service, Fisheries Service and KSDA Aceh. Additional funding from Kabupaten Aceh Selatan Rp. 75,000,000 has been allocated through KSDA Aceh funding. Together with the Kluet communities, Aceh Selatan, the CSO have been working to develop a pilot project to mitigate human and elephant conflict. As result, four villages have voluntarily constructed two elephant observation towers. This pilot project will be expanded to Aceh Timur, which has been suffering from the same conflicts as the communities in Aceh Selatan. The CSO partner in Aceh Tengah, named Puspa, has been replaced by another CSO, named the Orangutan Information Center (OIC). This change in partnership in Aceh Tangah was to the result of unsatisfactory implementation progress. 4
5 2. Challenges and remedial The Musrenbang integration process is still seen as a project requirement only and often hastily implemented. As result, RPJM Des did often not pronounce the environmental conservation issues very well. As an initial effort to help to improve the RPJM Desa, CSO have implemented a series of RPJM Des training and reviews in Aceh Tengah, Bengkulu and Sumatra Barat (Pasaman) to improve existing RPJM Desa. The review process will be done through conducting training and a workshop in Kabupaten level based on priorities agreed with SPL and Astal. Local government s commitment to actively be involved in Green PNPM implementation is often lower than expected. To overcome this challenge, active communication at Kabupaten level will be intensified. To develop stronger commitment, CSO will match their resources with Government to create collaborative events, such as training workshop, Rakor at provincial or kabupaten level. FKL load in administrative matters are higher than expected (more than ten days per month average are allocated for administrative matters) and facilitation quality is possibly affected. To overcome this challenge, CSO in all regions will create a mutual schedule and agenda with Provincial/kabupaten consultants. CSO also suggest that FKL shares its load and responsibility to Penlok and KPMD. Per June 2011, many 2010 community sub- projects activities, especially in West Sumatra, are still incomplete, indicated by the low MDST percentage (detailed data are available at FMS NMC and their website). Delays were usually related to changing seasonable weather patterns and/or inadequate planning info (e.g. planting locations are too general, seedling availability, benefit sharing) and inadequate local expertise (renewable energy). The CSO will be jointly working with FKL, Astal and SPL and use an integrated working plan to increase implementation speed. Part of the response, CSO mobilized extra trainers for BLM activities, based on FKL/Astal requests. CSO also encourage Musyawarah Desa Khusus to capitalize community support and speed up sub- project implementation. The presence of large- sale oil palm plantations and illegal gold mines in the Batang Toru area, Tapanuli Selatan, are assumed to have a negative impact on community participation. LMP is also regarded as having less impact compared to MP, which provides more obvious physical presence on the ground. WCS and partner (PETRA) increased awareness and training intensity in the area and integrate the effort with FKL, ASTAL and FASKAB MP. In line with our attempts to develop a positive image of Green PNPM, we are expecting to have more community participation in the following quarter. More community participation in Green PNPM process will eventually generate more diverse community proposals intake in 2011 cycle. Some kabupaten level CSO partners have indicated slower rate of implementation in Sumatra Barat, Mandailing Natal and Aceh Tengah. To prevent further problems with the rate of implementation in Aceh Tengah, WCS 5
6 discontinued it partnership with Puspa since June 2011 and switched to more capable organization, OIC. WCS and Yapeka continue to provide intensive assistance to develop local capacities, increase the quality of delivery as well as speed up the implementation rate in West Sumatra and Mandailing Natal. 3. Progress made against performance/result indicators a. Performance indicator 1: well trained Green PNPM facilitators and other local PNPM stakeholders, who can ignite and facilitate green project within PNPM not limited to those within Green PNPM target locations. During this reporting period almost all of the locations are continuing with 2011 Green PNPM implementation cycle, in parallel with the completion of 2010 implementation cycle. At this time, CSO are involved with series of training for Green PNPM stakeholders: Kader Desa/KPMD training, proposal writing training and verification training. i. Increased capacity of GOI- contracted consultants/facilitators to promote viable green sub- project proposals (within and outside Green PNPM target locations. CSO continue to provide technical assistance for FKL in Sumatra through two main methods: Rakor- based assistance and direct on- the- job training in the locations. Integrated with Rakor mechanism, CSO facilitate provincial or kabupaten level discussions focus on current highlights in the region. Rakor- based discussions are usually important to help consultants in decision- making process related to planning and activity selection process. In general, FKL s capacities in Sumatra are improving. They are getting more familiar with environmental and renewable energy issues. However, our latest snapshots have indicated that FKL have not properly utilized our syllabus and module in a proper and consistent way. Time constraints and unclear negotiation between FKL and FK often became the main reason behind this. In addition, the high workloads of administration in FKL have become a serious challenge. Due to this the training quality within the planning stage is often much lower than expected. To avoid such situations, the CSO will intensify its communication with FKL and FK to assure that environmental matters are properly addressed during the integrated training. Alongside with FKL, CSO is assisting FKL to generate good proposals from the community and help to improve its quality through working group sessions at Astal level. In Aceh and Sumatra Barat, CSO strongly suggested consultants to repeat the planning process in several villages because the lists of proposals generated in 2010 (beginning of integration process) were often containing weak proposals and did 6
7 not represent actual environmental problems faced by the communities. ii. Increased level of satisfaction of community beneficiaries in quality of technical assistance provided by consultants/facilitators Compared to program implementation in 2010, observations have indicated a positive development. Unlike Sulawesi where community sub- projects have produced tangible results, Sumatra Green PNPM is still to complete its first cycle. Therefore, the achievements are not yet observable. However, CSO- implemented demonstration plots have generally finished and have contributed to improve quality of technical assistance. Detailed information, associated with the technical aspects of green activities is available in CSO s demonstration plots. Technical modules have been distributed for FKL to use during pre- service training in Bukittinggi. Through routine field visits, CSO also provided assistance at kecamatan (even village level when necessary) to match with sub- projects implementation needs. For example, in Sumatra Barat where 2010 accomplishment was the slowest, CSO assisted Astal and FKL to increase the rate of sub- project implementation (BLM 2010), based on request. Through this, we are expecting to improve beneficiaries satisfaction to Green PNPM technical assistance in the following quarters. At national level, CSO are actively involved with NMC and PSF to design FKL Refresher Training in September In the proposed design, the training will pay more focus to case studies as well as strengthening community facilitation and government facilitation. Role- play, motivation, simulation and group dynamics will be used as methods to increase FKL capacities during refresher training. In addition, CSO is allocating more time to assist Tim Pemelihara to strengthen community sub- project sustainability. CSO is starting a pilot program to facilitate a Tim Pemelihara Forum, strengthen their organization, network and their knowledge before eventually organize them to meet with SKPD or UPTD at kabupaten for sustainability support. Area selected for this program is West Sumatra. b. Performance Indicator 2: local community members, including woman and children, who are aware of environmental issues and sustainable natural resource decisions that they can participate in. i. Increase in amount and quality of environmental information, education, and communication (IEC) material available to PNPM stakeholders WCS Consortium members have produced a wide range of awareness materials, which cover national, provincial and 7
8 kabupaten- kecamatan level. Each material has been designed in such way that it meets its geographical target. At National level, the Newsletter Desaku Hijau has been produced and distributed down to UPK level through our distribution points. Currently total of 3,000 copies per edition or published and 600 copies are distributed in each province. The newsletter, which contains inspiring information from Green PNPM Pilot locations, is divided into several themes, including local heroes, photo- story and general articles. Increasing demand of this newsletter is a positive indication that this newsletter is in high demand among stakeholders. Additionally at the national level, the website continues to serve up- to- date information for Green PNPM stakeholders. Bi- weekly updates on the website provide a steady flow of news directly from the field. Although most of the news is from Sumatra, this website also disseminates information on Green PNPM in North Sulawesi. Next quarter it is foreseen that the website will contain more news from North Sulawesi. ii. Women are actively engaged in the selection, planning, and implementation of green sub- projects During this reporting period, WCS Consortium has reached at least 9,793 audiences in Aceh, North Sumatra, West Sumatra and Bengkulu. From this total number, female composition is around 35.6% or around 3,500 individuals. Compared from previous quarter, this percentage does not change much (35.3%). Higher male proportion is consistent with cultural system exist in the area, where male is generally dominating. In order to increase women participation WCS Consortium will need to promote women participation through its awareness campaign. Increased participation in CSO training and awareness activities is a good indication for program acceptance at community level. In Pakpak Bharat, North Sumatra, the number of members of the honeybee community group Kelompok Tani Madu Maulana has increased significantly, from 18 to 26 individuals, including woman participants. This group have succeeded in inspiring community sub- project, funded by BLM iii. Increase in NRM training opportunities available to women and children. As in Pakpak Bharat, similar experiences also occurred in Bengkulu. In Kaur, the participation of women in the village tree nursery has significantly increased. In Menggamat, Aceh Selatan, Aceh Province, CSO have received significant voluntary contributions: community 8
9 put aside their own resources and manpower to develop two elephant observation tower. To increase program interaction with youth and children group, WCS Consortium is implementing school- visits program. Lead by CIMO (Conservation Information Mobile) this activity specifically address school children. Equipped with interactive and fun activities, CIMO able to solicit supports from youngsters to support environmental conservation. iv. Demonstrated links between TA provided by CSO and types of green sub- projects chosen by communities to finance In 2011 cycle, we have seen very positive indications of community adopting projects related to the capacity building and awareness raising themes. In general, the influence of our technical expertise on green projects can be seen at two levels: Thematic adoption: In 2011, we are expecting community proposals in Sumatra to be more diverse than the 2010 proposals. Topics like biogas, village tree nursery, organic farming and locally managed protection area (e.g. spring protection, lubuk larangan ) are expected to be more common in 2011 compared than in Best practices adoption for community sub- project s implementation: this intervention is more difficult to capture/identify; it will need in- depth observation at each community sub- project level. However, we are quite positive that in 2011 cycle, sub- project s implementation will be better than 2010 (at least at proposal and RAB level) because we have fully deployed support to help Astal to screen community proposals in kabupaten level. Analysis of the number of 2011 sub- projects capturing WCS Consortium s intervention will be available after NMC list of community s proposals are 100% complete. v. Increase in community awareness of links between improved NRM practices and enhanced livelihood. According to experiences in North Sulawesi, this indicator will be more visible after second or third year of the program when the communities can see and feel the evidence of benefit. However, the Sumatra case could be significantly more challenging compared to the situation in Sulawesi. Sumatra is now covered with large plantation estates, such as oil palm. With such strong pressure and economic benefits derived of plantations, NRM practices are often overlooked, as land conversion into plantations has seemingly become the most favourite livelihood solution. 9
10 At a demonstration plot level, this indicator is more evident to measure. At a smaller scale, generating best practices of natural resources management to improve livelihoods is easier. As an example, in 2011 cycle, more communities are adopting demo plots activities into their proposals fro Green PNPM, such as biogas, village tree nursery and solid waste management/composting. c. Performance Indicator 3: Adoption by regional government of natural resources governance issues as an integral part of the policy development and decision making process i. Increased emphasis of NRM/environmental issues in local development plans. Intensive advocacy efforts through coordination and discussion with technical departments (SKPD) and other government bodies have started to obtain positive results. Support from the government has enabled the community activities to grow further. During this quarter, at least three commitments of support have been noted for NRM and RE activities in Aceh Timur, Aceh Selatan and Sumatra Barat: Aceh Timur: Kabupaten Government has adopted CSO approach to establish a working group called Appropriate Technology and Environment for Community. Through this working group, CSO under leadership of BPMD Aceh Timur will promote use of appropriate technologies and environmental activities for community groups through RBM (Ruang Belajar Masyarakat) program. Aceh Timur: Head of BPMD, Jamaluddin S.Sos has stated his commitment to adopt CSO- designed biogas digester. BPMD is ready to work with CSO beyond Green PNPM locations to promote and implement this technology. In addition, the Head of BPMD Aceh Province has showed and confirmed his strong interest to construct biogas digester as a pilot project in Banda Aceh after he visited CSO demo plot in Aceh Timur. Aceh Selatan: Kabupaten Government through Satker PNPM, PJO Kab, Forestry services and KSDA have agreed to support KSM Menggamat Berseri to reduce human- elephant conflicts in Kluet Timur. The Kabupaten government has agreed to allocate additional funding to support the KSM through KSDA Aceh. ii. Green sub- projects are aligned with local development plans/village regulations At this quarter, this indicator is not fully measurable. In West Sumatra some kabupaten governments e.g. Solok Selatan are 10
11 considering to create a Perda to create institutional umbrella for Tim Pemelihara. This positive intention is very early to be recorded as a positive indicator since legal drafting in kabupaten level is a long term and complicated process. This process involves executive and legislative bodies in kabupaten government. To further review this sub indicator, WCS Consortium is considering to conduct an analysis to RPJM at kabupaten level and check if implemented sub- projects are inline with RPJM implementation. Consulting with PSF/WB, WCS will choose focus areas within pilot locations to implement this analysis. iii. Increase in local government awareness of links between improved NRM practices and enhanced livelihood. West Sumatra: CSO is actively involved in Musrenbang implementation through CSO s Green RPJM training and review at every kabupaten pilot location. There are possibilities that kabupaten Solok Selatan and possibly Agam will adopt the training and review process. These kabupatens will use APBD money to replicate the process. Bengkulu: Three series of RPJM review and SKPD discussion have been conducted in Kaur, Lebong and Bengkulu Utara. Attended by government officials, these discussions and reviews were aiming to integrate environmental aspects into the current RPJMs and directly connect community sub- projects with kabupaten s SKPD. d. Performance Indicator 4: A Sustainable capacity among both (PNPM) facilitators and (PNPM) stakeholders of all levels to continue the implementation of locally driven green development investment and to expand its geographic coverage to new areas. Although the direct adoption from community sub- projects was not clearly visible in 2010, there are several indications that the program is successful and sustainable. Part of the indication of its sustainability is, for example, the community group adoption and additional support of government funding. As an example, Kabupaten Aceh Selatan has agreed to provide additional support for KSM Menggamat Berseri through KSDA Aceh to handle human and elephant conflict mitigation. Additional funding of Rp. 75,000,000,- have been allocated for future activities. Looking inside WCS Consortium, WCS and Yapeka have implemented package of capacity building program for local partners in Sumatra. Specific objectives of this capacity building package are to develop better understanding to 11
12 Green PNPM mechanism and how to set up awareness campaign suitable for Green PNPM Stakeholders. Coupled with intensive assistance at activity implementation, our CSO partners now have implemented specific awareness campaigns using our mobile awareness unit and demonstration plots topics. To ensure that the awareness campaign implemented by NGO partners was successful, WCS and Yapeka have created and applied a communication protocol. This communication protocol governs messages consistency, includes a communication strategy and ensures that all partners properly adopt World Bank s standards. As a result, most of our NGO partners are now printing and distributing their own qualitative products at kecamatan level. 4. Specific activities planned for next reporting period 1. Assist validation process after MAD Penetapan and facilitate proposal development before SPC, 2011 cycle. This process will be implemented at kabupaten level under Astal leadership. Schedules in each area are flexible, depending on local situation. Through this validation process, we are looking forward to have stronger community proposals, more robust activity planning and improved RAB. 2. Assist BLM implementation in all sites, with specific attention to unfinished BLM 2010 sub- projects. Technical assistance will be implemented based on Astal/FKL requests and a case by case basis. The WCS Consortium will deploy extra trainers to respond to this situation. 3. Demo plot: a. Scaling up of demo plots in all locations except Aceh Tengah (creating new demo plot), by developing IGA aspects into existing activities. All consortium members will submit their proposals for additional support. b. Additional demo plot for Simpang Jernih, Aceh Timur. Specific in Aceh Timur, Green PNPM team will collaborate with WCS Elephant team to mitigate human- elephant conflict. Here, the conflict rate is much higher than in Aceh Selatan. 4. Implement Forum Tim Pemelihara in Sumatra Barat and document lesson- learned before expanding to other provinces. A series of workshops (funded by APBD) will be organized. The schedule is in negotiation with local Pemda and BPMD. Through this workshop, WCS Consortium will document valuable experiences before looking at opportunities to replicate this model in other area. 5. Production of awareness materials: a. National: Newsletter Desaku Hijau Vol 3 and website update at (August 2011), including posting North Sulawesi events onto the website. Q and A website in BlogSpot will be available. 12
13 b. Provincial/kabupatens: producing printed materials to strengthen demonstration plots (continuous) c. CIMO: producing campaign materials to support mobile community campaign: games, books and stickers 6. Internal capacity building for all NGO partners, Green PNPM (October/November 2011). This capacity building exercise will target WCS consortium members (6 NGOs from Sumatra and 1 from North Sulawesi) and be conducted in Bogor (tentative). The three main focus areas of this capacity building exercise are: a. Capacity building i. New study results discussion ii. Safeguard and gender (in coordination with PSF) b. Cross learning from each provinces, c. Progress Monitoring/Evaluation for 2011 for Consortium members d. Planning for 2012 and preparing exit strategy 13
