3 (19) 1. What is the Joensuu City Challenge 2018? Joensuu is a university town located in the eastern part of Finland. Our Joensuu City Challenge 2018 is a new innovation competition reaching out for domestic and international SMEs and other interested parties. The competition consists of four different challenges which we have selected as city development cases. We are looking for real-life solutions that can be realized as pilot projects. The aim is to find innovative ideas to enrich the city life and environment. Winning solutions will be implemented as pilot projects and can serve as reference cases. The aspires to increase the quality of life and to boost economic growth through an innovative approach. The Challenge competition is a continuation of the Joensuu approach to develop smart city solutions and to connect with smart cities as well as global innovation and the business community. The Joensuu City Challenge is realized as part of the Urban Growth Programme of the Finnish Ministry of Economic Affairs and Employment. The process aims to strengthen the region s economy, competitiveness and internationalization by developing the business environment and enhancing innovations and pilot projects. 2. Basic Information about Joensuu Joensuu is a growing regional centre and university town with one-third of the population under 25 years old. Some basic information about the town is provided below. Maps and links to more detailed descriptions of platform areas can be found in Chapter 6 of this document. Joensuu is located in the eastern part of Finland in northern Europe. Joensuu has been built on the shores of Lake Pyhäselkä, and the Pielisjoki River runs through the city centre. The population of the city is 76,000, and there are 120,000 inhabitants within the Joensuu region. Joensuu is the 12th biggest Finnish city. 26% of the inhabitants are students. The University of Eastern Finland, Karelia University of Applied Sciences and a lot of vocational education are located in Joensuu. Highly educated population: 30% of the inhabitants have a university or polytechnic degree. World-class research in forest bioeconomy, photonics, learning environments and pedagogy. Important economic sectors and employment: Education, forest and metal Industry, public services, ICT and new materials. Many international and growing companies. A variety of investment platforms, a science park, and services for business development are available. Compact city area with a high pedestrian and cyclist modal share of all trips (46% combined). Good transport connections: airport, railways, harbour with access to the Baltic Sea and beyond, vast road network.
4 (19) High amount of renewable energy: 63% of the total energy consumption within the region is produced from renewable energy sources. Joensuu aims to be carbon-neutral by Over one billion euro development project starting in the central traffic hub at the river side; new opportunities for recreation, living and business. Plenty of events and recreation. Weather conditions include four seasons. Snow cover lasts on average five months, and the annual rainfall is about 600 mm. In the summer, it hardly gets dark. The Finnish heat record of 37.2 degrees Celsius was measured at Joensuu airport (2010). The Joensuu approach is to be a platform and collaborator to facilitate new development and smart city solutions. Our aim is that in 2018 every fifth city purchase and practically all major investments (e.g. schools and daycare centres) should contain innovative elements. As an example, two new schools have obtained green financing certificates, and we have just developed a learning environment which helps to study the carbon footprint at school. The approach combines sensor technology and measurements (saved in the cloud) with analysis and a learning programme and tutorial. The Open Data approach as a whole is under development. For example, all city purchases have been opened to increase transparency. Joensuu is among the Finnish front-runner towns in cycling and even in winter cycling. Automated pedestrian and cyclist counters assist in traffic and business planning. An innovative plot lease competition was just carried out, in which the price was fixed and the competition was solved based on the smartness of the architecture, planning and innovative aspects. The current international competition continues the smart development and search for innovative solutions in Joensuu. The competition financing will be used to implement smart pilot projects in the city centre. Companies are invited to present ideas for pilots and implementation. 3. Competition challenge The is looking for innovative solutions and potential pilot cases for four separate challenges/platforms. Details of each individual challenge/platform are described in their corresponding document. Participants are allowed to take part in one, several or even all the individual challenges. A participant can be a company, another legal organization (e.g. an association or foundation) or a group of various stakeholders. However, there must be a legally sound way for the to make a contract with the participant for the realization of a potential pilot case. One organization is allowed to make only one proposal for each challenge either as an individual or in a partnership.
5 (19) The challenges are set as the following: Case 1: Smart Solution Pilot Case 2: City Lab Approach Case 3: River/Lake Tourism Solution Case 4: Green Energy Solution Each challenge is separate. Maps and links to more detailed descriptions of platform areas can be found in Chapter 6 of this document Case 4: Green Energy Solution The has ambitious goals of reaching carbon-neutrality by Thus, Joensuu is actively improving the sustainability and environmental values in the town. Joensuu is looking for a green energy solution to be built in the Laulurinne Festival area. This area hosts several major events yearly. The biggest one is the Ilosaarirock music festival, which attracts nearly 70,000 visitors during the festival weekend. Innovative green energy approaches are desired in this challenge. We are open to all kinds of solutions related to green energy. In the following, only some illustrations are provided. For instance, smart grid solutions could be used to support the occasional energy needs for the major events that are held in the area. During the events, the energy needs in the area are drastically increased compared to normal everyday energy consumption. Solar panels are one of the most environmentally friendly ways of producing electricity. Solar energy in general can still have a significant impact on a northern country like Finland. The annual solar radiation energy on ground level is almost the same in Finland as in northern Germany. However, the timely distribution is different because the radiation in Finland is more focused in the summer. Geothermal energy production is a potential way to harness the stored energy in the earth. While Finland is not near tectonic plate boundaries, geothermal energy still has plenty of potential. In addition, nearby water areas may be suitable for heat recovery and cooling. All kinds of innovative green energy solutions are welcome in the proposals; the ones mentioned above are just examples. A general plan of the Laulurinne area is in the making in , and the proposals can be taken into account. For this challenge, the proposals should be either feasible to implement as a pilot (e.g. part of a new green energy structure) or a framework of how a versatile green energy plan can be put together to address the issue. The maximum budget for the challenge piloting is 50,000 (no taxes included). The budget will be divided if the city decides to award more than one proposal. Additional funding may be available, but it will be out of the scope of this challenge.
6 (19) 4. Competition Process The competition materials are available at the competition website ( Competition materials are provided in English. Submissions must be presented in English or Finnish. Questions about the challenges can be sent by to challenge@joensuu.fi at latest by 14 th January The answers to the questions will be available at the competition website ( at latest by 26 th January Submissions for the challenges are to be sent by to challenge@joensuu.fi with the corresponding challenge topic. The submission deadline is 18 th March Submitted proposals are evaluated by an evaluation group which consists of a group of experts from the. The evaluation group may propose an appropriate sum to be allocated to selected challenges. The group may propose solutions where part of the proposal is realized, and it may select several proposals for one challenge to be partly realized. The evaluation will be done in March-April The winners will be announced in April 2018, and further negotiations regarding the implementation of the solutions will commence. Separate contracts will be negotiated and made with all the proposals that will be implemented. The implementation should be carried out by the spring This will be agreed upon in detail in the contract. Participants are allowed to use subcontracting, but the contracted party is directly responsible for the overall implementation.

Solution description 2. Implementation plan 3. Public summary If the participants want to submit proposals for several challenges, a separate proposal for each challenge is required Solution Description For the solution description, the participants must choose at least one of the following ways to describe their solution for the challenge: Two-page summary (maximum 1000 words, as a PDF file) PowerPoint presentation (maximum 20 slides, as a PDF file) Video presentation (maximum 5 minutes)
8 (19) The purpose of the solution description is to give the evaluation group enough evidence to understand what the proposed solution is about. Clear and understandable descriptions are appreciated Implementation Plan In the implementation plan, participants should describe the details of how the plan is to be implemented. The maximum length is 30 pages (A4 size). The implementation plan should include at least the following information: What is to be implemented o Additional details, if needed How the proposal is to be implemented, and by whom o How will the implementation be carried out, who will be responsible for the works needed, what kind of support/liaison/local knowledge is needed from the city staff, etc. The scale of implementation o What is the scale of implementation, how large an area will be covered, what is included and not included in the proposal? Schedule for implementation o Proposed schedule and time scale for implementation. Note that the works should be finalized by May Participant s resources o Previous experience/references related to the proposal o Personnel expertise o Participant s financial feasibility to implement the proposal o Description of other organizations/subcontracting, etc., involved in the proposal Cost of implementation o A maximum budget of 50,000 euros (no taxes included) has been allocated for each individual challenge. o What is the overall cost for the implementation (including implementation and maintenance costs in 2019)? o Estimation of the cost structure of the implementation (including issues that are included and excluded in the proposal budget). o Estimation of the future annual costs of the solution. Description of a potential extension or further development possibilities of the proposed solution [OPTIONAL]
9 (19) The purpose of the implementation plan is to demonstrate the feasibility of the solution as well as the capacity and capability of the participant to implement the proposed solution. However, final details and issues which require thorough local knowledge will be handled in the contract negotiation phase. As the competition aims for real-life implementation, concrete, well thought out and well prepared implementation plans are sought Public summary For public communication purposes the participants must provide a public summary about their proposal. The maximum length for the summary is 1 page in A4 size as a PDF file Evaluation The evaluation group will evaluate the submitted proposals after the submission deadline. The evaluation group consists of the staff with different expertise. Joensuu reserves the right to name the expert group and to also use external experts. All evaluators will sign confidentiality agreements. The evaluation of the proposals will be based on both the solution description and the implementation plan. The proposals are evaluated based on the following criteria: Innovativeness of the Proposal. Proposals are evaluated on the basis of: o existing products on the market o applicability to the challenge o innovativeness in the context Impact of the proposal o Sustainability, green values and carbon neutrality How well does the proposal support sustainability, green values and the carbon neutrality aims? o Market and scalability What kind and size of market impact does the proposal have? How well does the proposed solution scale up? o Societal effect What kind of effect on society does the proposed solution have? Overall feasibility of the proposal o Proposals are evaluated on the basis of cost, quality and extent of the solution. Participant s capability to implement the proposed solution o Evaluation is done on the basis of previous experience/references, personnel experience and overall capability for implementation of the proposed solution.
10 (19) Cost of implementation o What kind of costs are included in the proposal, and what are the long-term costs of the solution? 4.4. Implementation phase and piloting Negotiations about the detailed implementation of the winning proposals will be carried out in May- June For one proposal, the will sign a contract with only one party (the responsible contractor). This contractor is responsible for all the agreed actions, even if other stakeholders are involved in the implementation or subcontractors are used. The support, which the winner will need from the for the implementation, is defined in the contract. Before the contracts for procurement and piloting are signed, the winners are required to provide documents according to the Finnish Contractor s Obligations Act and the Tax Number Act. The documents include information such as tax, insurance and occupational healthcare information and the collective agreement. In Finland, we will accept the Finnish tilaajavastuu.fi report. Foreign participants can check the corresponding documents in the Finnish Contractor s Obligations Act and the Tax Number Act from the e-certis system. In addition, the winners are also required to sign the following documents before the contract can be signed: Agreement to adhere to Finnish law Commitment to the implementation/piloting 4.5. Maintenance costs If the solution includes maintenance costs, annual fees, etc., these should be indicated in the proposal. Such costs through the end of the year 2019 must be included in the overall budget of the proposal. Possible costs from 2020 onwards will be addressed in the contract Additional Information All submitted materials must be the original work of the participants. All materials must be prepared in English or Finnish. All times are in Finland s time zone (GMT+2). Competition participation is free of charge. Costs for participation are not compensated for. Participants are allowed to use subcontracting in the implementation, but the responsible contractor is responsible for the overall implementation. Participants must have eligible business status by the time the pilot contracts are made.
11 (19) Participants authorize the dissemination of their proposals during any stages of the evaluation process if expert opinion is needed to evaluate the proposal. The potential regulation of industrial and intellectual property rights will be agreed upon during contract negotiations. The rules, procedures and prizes are subject to change at the discretion of the. The shall have the right to interpret these rules according to its own judgment. All decisions made by the evaluation group are final and are not subject to appeal. The reserves the right to not award any winners for a challenge if received proposals are not deemed as eligible. The reserves the right to award several proposals for one challenge as well as the right to award partial solutions and to define the appropriate award for each winner. The reserves the right to disqualify any participants who violate the rules, regulations or spirit of the competition. 5. Awards The winner of the challenge is rewarded with the possibility to pilot/implement their proposed solution in a real-life situation in Joensuu. The pilot will offer the winner with experience, references and business. The has allocated a maximum of 50,000 euros (no taxes included) for this challenge for the implementation of the proposed solution (including implementation and maintenance costs for 2019). The budget will be divided if the city decides to award more than one proposal. The winners will receive the monetary compensation as the pilots/implementation are carried out. The details and timetable will be agreed upon in the contract. If no contract is agreed upon by the end of June 2018 or if a winning participant decides not to pilot the solution, the has the right to award another participant with the implementation.

It serves as the official trade market place and hosts various events. The Market Square and its surroundings are undergoing major renovation until Fall (About the renovation, only in Finnish) Pedestrian zone A three-block-long zone next to the Market Square surrounded by shops and restaurants. Park Keskuspuisto (Central Park) A park located in the city centre, next to the art museum and near the pedestrian zone. Park Vapaudenpuisto (Liberty Park) A park located between the Market Square and the City Hall. Renovation is being planned.
17 (19) Park Ystävyydenpuisto (Friendship Park) One of the biggest parks in Joensuu, located near the city centre and the university Pielisjoki River area Ilosaari Island This beautiful Island with a lagoon is a recreation area located in the middle of the river in the city centre. A major renovation completed in the summer 2017 improved the facilities. Passenger port Port located next to the city centre on the bank of the Pielisjoki River. Rantapuisto (Riverside Park) Park located by the river, next to the city centre. Penttilä Amphitheatre This amphitheatre rising from the river is located on the opposite side of the river from the city centre and the passenger port. Sirkkala Park Park located by the Pielisjoki River near Ilosaari Island. The park is part of the new zoning plan for the railway station area.
