SENECA INDUSTRIAL AND ECONOMIC DEVELOPMENT CORPORATION TRANSFORMATION & JOB CREATION Annual Report on economic development for Tiffin and Seneca County, Ohio 2014 SUCCESS REPORT 1 APRIL 2014

Continuing the transformation... When the leaders of this community created the Seneca Industrial and Economic Development Corporation (SIEDC) on August 9, 1983, they made the conscious decision to invest in economic development and to proactively affect and shape Seneca County s future. For more than 30 years, SIEDC has helped lead that transformation, serving as a catalyst for economic growth: developing the community s industrial parks, attracting new businesses, helping existing and new businesses grow, and fostering collaboration and partnership. Since 1990, SIEDC has been led by Rich Focht, who retired at the end of last year. And Rich is going out with a bang, as the last two years have been some of the most exciting in the community s history. The creation and retention of 2,700 jobs. More than $60 million in new investment. More than 400,000 square feet in new construction or renovation. It s a great record, but we know there s a lot more work to be done. We look to create one of the best retention and expansion programs in the country. We want to creatively and aggressively market our community in new and exciting ways. And we want to help create a high quality of life. By focusing on those things, the positive change started 31 years ago will continue, and jobs will be preserved and created. Come join us, as we look to make the next 30 years even better. BEST WISHES FOR A PROSPEROUS 2014 DAVID R. ZAK, PRESIDENT & CEO 2

>>OUR STRATEGY RETENTION & EXPANSION 1 Talk to 1,000 businesses a year The estimated percentage of new jobs created by existing business ranges from 60% (Small Business Administration) to 80% (Job Creation in America, Birch 1987.) The key to any successful business strategy is to take care of your existing customers. In economic development, it is no different. Most of the job creation, retention and investment happens because of the 2,000 businesses already in the community. Together with our partners, we will work on developing a best-in-class retention and expansion program that touches more businesses than any other program like it in the country. ATTRACTION 2 Identify 1,000 reasons to say yes The next way we seek to grow jobs and wealth in the community is by connecting businesses outside Seneca County with the tremendous opportunities here. We re launching a campaign to identify and communicate 1,000 reasons why this is such a great place to live and run a business. This community is an unpolished gem. We re going to make it shine. ENTREPRENEURSHIP 3 Create 1,000 new jobs New start-ups and small business are a key part of Seneca County s future. Every year, approximately 60 new businesses are formed and 90% of our businesses have under 20 employees. By helping both the large and small businesses, we plan on seeing at least 1,000 new jobs created over the next five to ten years. 3

PROJECT REPORT<< Given our recent top rankings for 2012 and 2013, we decided to take a two-year view with respect to our project report. With no large industrial layoffs since 2009 and almost a dozen expansions, things have been understandably upbeat. Automotive suppliers, machinery builders and consumer product manufacturers. Be it metal, plastic, or wood our manufacturers are building quality products the market wants. Of particular note are the two Japanese automotive subsidiaries with two of the three largest investments- -American Fine Sinter and Taiho Corporation. Taiho Corporation of America began operations in Tiffin in 1996 as the company s first overseas manufacturing base. It manufactures bearings. American Fine Sinter was founded in Tiffin in 2001 and produces valve seats and variable cam units for Toyota. 20 Noteworthy Projects New Jobs Retained Jobs Investment Industry Square Footage Taiho Corporation $13 million Manufacturing 40,000 Tiffin University $13 million Education 112,000 American Fine Sinter 130 $9 million Manufacturing 40,000 Toledo Molding & Die $8 million Manufacturing National Machinery $5 million Manufacturing Heidelberg University 250+ $4 million Education 22,000 Jacobson Manufacturing $2.2 million Manufacturing 40,000 Laminate Technologies $1.5 million Manufacturing 25,000 Coppus Motors 20+ $1.5 million Retail Tiffin Scenic Studios 20+ $1.5 million Manufacturing 5,000 Advance Auto Parts 15 $1.5 million Retail 7,000 Arnold Machine $1 million Manufacturing 15,000 Rural King 30 $1 million Retail 94,000 All Patriots Memorial $350K Parks & Recreation Ag Credit 7 $200K Retail 5,000 PhatCakes/Bunky s 3+ $100K Retail 5,000 Webster Industries Manufacturing Ameriwood Industries Manufacturing Tiffin Metal Products Manufacturing Bailiwicks Coffee Company 5+ Retail 2,000 4

NEW AND RETAINED 2700 JOBS Over 550 new jobs have been created and 2150 retained. CAPITAL EXPENDITURES $60+ MILLION More than $63 million invested in construction and equipment. CONSTRUCTION 400K SQ FT New construction and renovation exceeds 400,000 square feet. Tiffin s industrial base has been going gangbusters. There is a new feel to the industrial sector of Tiffin s economy that was lacking over the last several years: expansions and hiring are at an all-time high. A GROWING RETAIL SECTOR After years of slow decline, Tiffin s population is on the rise, gaining 3% from 2009 to Accordingly, Tiffin s retail sector, which has gone through various ups and downs, is growing. The City s west side has benefitted from the new $66 million Mercy Tiffin Hospital, an 8-screen all stadium seating movie theater, various new restaurants, the Westgate Shopping Center, and the rapid growth of Tiffin Unversity to almost 5,000 students (more than doubling enrollment since 2007). Tiffin s downtown has also seen strong retail growth as local entrepreneurs open restaurants, retail shops, and service businesses in the downtown core, where a number of loft apartments are also available. 5

GROWTH IN EDUCATION Tiffin is one of the few cities in Ohio with 2 well-funded private universities - Heidelberg and Tiffin University. We are blessed to have two growing and dynamic universities in our community. Rich Focht, SIEDC President & CEO ( ) Heidelberg University and Tiffin University are tremendous community assets, and last year alone they invested almost $20 million in new facilities. TIFFIN UNIVERSITY Founded in 1888, Tiffin University is a private, coeducational university located on a vibrant 130-acre campus. Tiffin University just finished a nine-year, $30 million building campaign. Tiffin University has experienced strong growth, with enrollment rising from 2,300 in 2007 to almost 5,000 students for the 2013 semester. The new $13 million Heminger Center was named for the President & CEO of Marathon Petroleum Gary Heminger, a 1976 Tiffin University Graduate and Board Chair. The project redeveloped a brownfield site in Tiffin. HEIDELBERG UNIVERSITY Founded in 1850, Heidelberg University is a private, coeducational univeristy located on a beautiful 125-acre campus with ten buidings on the National Historic Register. The school s enrollment for tops 1,500. Heidelberg s new $4.3 million Saurwein Health & Wellness Center opened in August 2012 and is open to the entire community. A new $6.6 million Residence and University Commons facility was completed in
