3 Choice Neighborhoods Initiative New HUD initiative that focuses on the comprehensive transformation of distressed housing, residents and the surrounding neighborhood Key requirements: One-for-one replacement of housing units Mixed-income community Residents right of return Comprehensive network of services Improved educational outcomes for all ages Resident and community engagement Experienced partners to ensure timely and effective implementation Goal: Develop competitive plan for implementation funding

5 CNI: 3 Core Goals Housing: Transform distressed public and assisted housing into energy efficient, mixed-income housing that is physically and financially viable over the long-term People: Support positive outcomes for families in the targeted development and neighborhood, particularly outcomes related to health, safety, employment, and education Neighborhoods: Transform neighborhoods of poverty into viable, mixed-income neighborhoods with access to wellfunctioning services, schools and education programs, public assets, public transportation and improved access to jobs

6 CNI Transformation Plan All successful applicants must complete (or conform to an existing) comprehensive neighborhood planning process resulting in a Transformation Plan and manage to that plan. The Transformation Plan must be a coordinated, comprehensive approach that includes: Links to Education Access to High-Quality Services Green and Efficient Homes Safe and Healthy Communities Substantive Community and Stakeholder Input

20 CN People Component People Implementation Lead: New Horizons Education Implementation Lead: Florida Education Fund Existing Conditions: 43% of residents are extremely low income (<30% AMI) High violent crime rate (3X greater than Miami Dade County) Local school (Robert B. Ingram Elem) is low-performing Goal: Support positive outcomes for families at The Gardens and in the neighborhood, particularly outcomes related to health, safety, employment and education Education Goals: 65% of children under 5 in revitalized new housing are enrolled in quality early education programs 65% of school aged children in revitalized new housing are enrolled in high performing or improving schools
