3 Introduction Grant writing! The very thought of it can make you want to run away! Has someone ever placed a request for proposal on your desk, demanding that you be the one to write the proposal? And then added, by the way, it is due next week. That is exactly what happened to me over 30 years ago when I was handed a grant and told that my job depended on getting the grant funding. For the past two decades I have been teaching grant writing to the law enforcement community reaching over 6,000 departments nationwide. I know first-hand how daunting grants can be for law enforcement agencies. Law enforcement personnel are often the first responders in an emergency. With AED devices in their possession the can deliver a lifesaving shock to a person with Sudden Cardiac Death (SCD). Philips recognizes the need for AEDs to be available for every law enforcement officer in every community across the country and has partnered with PoliceGrantsHelp to provide you, the first responder, with this Grant Resource Guide. The first step towards funding is to assure that your police department is ready for grant funding. The chief and other administrative leaders in your organization must approve grant funding prior to submitting an application. Make sure you have presented your idea clearly and have their full support for the project. Once you have garnered the support of your police department, you are ready to develop a fundable project. Select a funder and follow their directions carefully. The outline in this guide should help you answer most of the requirements in any grant application. Whether you re a first time grant writer or a seasoned pro, assembling a competitive grant application starts with three basic ingredients: research, planning and preparation. Your organization needs to understand that grant writing cannot be a once a year affair that is crammed into a few days centered on a grant deadline. Not only will this place an undue amount of stress on the grant writer, it will also usually result in a poorly written and sometimes incomplete application that doesn t get funded. 4 AED and Sudden Cardiac Death: Data and Statistics According to the Center for Disease Control (CDC) Every year about 785,000 Americans have a first heart attack and Another 470,000 who have already had one or more heart attacks have another attack. Sudden cardiac death (SCD) is a sudden, unexpected death caused by loss of heart function (sudden cardiac arrest). SCD is responsible for half of all heart deaths. SCD occurs most frequently in adults in their mid-30s to mid- 40s, and affects men twice as often as it does women. SCD is rare in children, affecting only 1 to 2 per 100,000 children each year. Grants and Data All grant funders require sound justification for grant applications. Rhythms considered shockable are ventricular fibrillation (VF), and certain ventricular tachycardias (VT) associated with lack of circulation. For safety reasons, some VT rhythms associated with circulation will not be interpreted as shockable, and some very low-amplitude or low-frequency rhythms will not be interpreted as shockable VF. 11 Preparing for AED Grant Writing There are many different funding resources available for Automated External Defibrillators (AEDs) for law enforcement organizations (LEO). Prior to identifying the correct funding approach for your AED, you need to develop your plan for the acquisition, use, maintenance and disposition of the AED. A complete plan will demonstrate that your department has a well thought-out plan for new technology. The plan must include, at a minimum, the following budget categories: Overall Police Department Costs/Developing the total Project Budget Cost of the device Number of devices needed Peripheral equipment Annual maintenance costs per device Insurance costs (liability and replacement insurance) Training (personnel, device and event documentation) Event documentation (data needs assessment and development) Future replacement costs Depreciation costs over life cycle of device Developing a federal budget o Back-to-the-basics-Developing-a-federal-grant-budget/ Once a budget is developed and approved by your department head, then you can begin to identify the appropriate funding source. 11

12 Identifying AED Funding Resources Federal Grants US Department of Homeland Security Citizen Corp Program (CCP) Law Enforcement Terrorism Activity (LEPTA-SHSP) Law Enforcement Terrorism Activity (LEPTA-UASI) Metropolitan Medical Response System (MMRS) Operation Stone garden Grant Program (OPSG) State Homeland Security Program (SHSP) Transit Security Grant Program (TSGP) Tribal Homeland Security Grant Program (THSGP) Urban Areas Security Initiative Program(UASI) US Department of Health and Humans Services Rural Access to Emergency Devices US Department of Justice/Office of Justice Programs Justice Assistance Grant (JAG) COPS Grants US Department of Transportation (OTS Grants) SAFETEA-LU overall Funding grant Edward Byrne Memorial Justice Assistance Grant (JAG) Funds available in FY 2011: $519 million. Byrne funds support a broad range of activities to prevent and control crime and to improve the criminal justice system, including equipment and operations. JAG funds support all components of the criminal justice system, from multijurisdictional drug and gang task forces to crime prevention and domestic violence programs, courts, corrections, treatment, and justice information sharing initiatives. Sixty percent allocation is awarded to the State and 40 percent is set aside for units of local governments. The procedure for allocating JAG funds directly to local units of government is a formula based on population and crime statistics submitted to the State to report into the UCR database. Each state handles their allocation differently, most through a competitive application at different times of the year. COPS Community Policing Development Grants Funding Available in FY 2011: $18 million. Community Policing funds can be used for training and technical assistance and to fund a variety of innovative projects and knowledge resource products that support the integration of community policing strategies throughout the law enforcement community. This will enable officers and 12

13 community members to more effectively address emerging law enforcement and community issues. Community Policing grants are awarded through a competitive application process. United States Department of Agriculture (USDA) For years, USDA has operated its Community Facilities Program. Under this program, law enforcement can access financial assistance to purchase equipment, and construct or renovate their station. The program offers four types of assistance: a direct grant, a direct loan, a combination grant and loan, and a loan guarantee. These programs are available to departments in communities that have a population of 20,000 or less and whose median household income is at or below their states figure. To access information about the Community Facilities Program, contact the nearest USDA office. You can get more information, including local contact information, by going to Community Development Block Grants (CDBG) This program was established in 1974 and is administered by the Department of Housing and Urban Development. Most municipalities that have a population of over 4,000 residents receive CDBG money either directly from HUD as an entitlement community or through their state government. Under CDBG up to 15% of the funding received by the municipality can be used for public services. Through this program, communities have funded a number of police activities including the purchase of new vehicles, new equipment and the renovation or construction of stations. The application process normally starts locally in January or February of each year and is handled through your local government unit. Rural Access to Emergency Devices Grant Program (RAED) The United States Department of Health and Human Services offers grant funds to purchase and place AEDs in eligible rural areas and train first responders and the lay public in the proper usage of AEDs through the Rural Access to Emergency Devices Grant Program (RAED). The purpose of the Rural Access to Emergency Devices (RAED) Grant Program is to provide funding to rural community partnerships to purchase automated external defibrillators (AEDs) that have been approved, or cleared for marketing by the Food and Drug Administration; and provide defibrillator and basic life support training in AED usage through the American Heart Association, the American Red Cross, or other nationally-recognized training courses. A community partnership is composed of local emergency response entities such as community training facilities, local emergency responders, fire and rescue departments, police, community hospitals, and local non-profit entities and for-profit entities. Each community partnership must clearly identify the lead applicant from the group of entities making up the partnership. The lead applicant, also known as the grantee of record, will 13

14 act as the fiscal agent for the partnership. A list of rural areas eligible to receive AEDs is available on the Office of Rural Health website. Eligible rural counties can be found at datawarehouse.hrsa.gov/ruraladvisor/ruralhealthadvisor.aspx. The eligible rural census tracts of urban counties are included in the document identified above. To identify the Census tract where your organization is located, visit the webpage at State Funding Resources State Emergency Management Department State Homeland Security Department State Department of Justice State Department of Transportation Foundation Grants Community Foundations Private Foundations Corporate Foundations Some Examples: o Wal-Mart Foundation o State Farm Foundation o Nationwide Insurance Foundation Across the nation there are thousands of foundations that annually grant millions of dollars to eligible organizations for projects in their communities. If you are aware of a foundation in your area, the first step is to call the foundation director and explain who you represent and the type of project you are seeking funds for. From this conversation you can determine if you application is eligible and what the process is to access funding. If you are not aware of any foundations, you can access The Foundation Directory at your local library or the Foundation Center ( foundationcenter.org/ ) are excellent sources that detail foundation grantmaking activities. Once you have targeted a foundation or foundations, start by calling them to see if your project meets their eligibility guidelines or not and what their application process entails. Direct Funding Local business: many local businesses will sponsor the equipment for law enforcement Local banks: contact your local bank president or community liaison to inquire about funding for AEDs 14

15 Local school districts: partner with your school district for funding for AEDs Local nonprofits: partner with local nonprofits for funding for AEDs Partner with civic clubs for funding Develop a community service project for AED fundraising with high school or college students for community service credit Partner with your city, town or county for municipality grants which fund AEDs Community Reinvestment Act (CRA) Under federal regulations, financial institutions must show that they are investing money back into the communities in which they do business. This activity is monitored at least every three years by the federal government. Financial institutions can meet their obligation by making grants, low interest loans or donations to community organizations. If you are interested in this program you should contact your bank either at the end of the year or at the start of the new year. Banks operate on a calendar year budget and they will be adopting their budget at this time. For the best chance of getting funded, you want to be included in that budget. Your project should have visibility and an opportunity for the bank to get public recognition. 15

16 AED Grant Writing Basics Once you identify an appropriate funding source you can move on to writing your grant. Read the grant guidelines and notice of funding/request for proposal carefully. Make a list of all the required documents, data and police department information you need to gather to meet the requirements of the application AED Program Description Define the problem and need for your police department concerning AEDs and sudden cardiac death Gather current data about SCD in your community Describe AED use in your community, your police department current level of AED utilization and how your acquisition will increase the life saving capacity of your department and community Develop and present your AED plan for acquisition, utilization, maintenance and disposition of outdated devices Select the AEDs which best meet your need and develop a justification statement for your selection based on the specifications of the one selected Complete the budget in the format required by the selected funder Develop a plan for funding those budget line items from your total project costs and define how the other resources will be acquired (such as police department general fund) 16

18 Sample Foundation Grant Application Please note: Below you will find a sample foundation grant application to serve as a guide for your application. It is critical that you use this sample as a guide only. Each grant funding has difference missions, rules and questions for completing each separate grant application. Never copy and paste any information from another grant. This could cause you to be rejected for funding if the material you copied and pasted contains the wrong type of information or another funder s name. Ghosting, pasting another funder s name into a grant application is a very common problem and truly ends with a rejection notice. Primary Contact: Mr. Robert Officer Chief, Central Valley Police Department 1234 Main Street Central Valley, PA Is your organization a 501(c) 3, if not explain: City government Grant Request: $10,000 Project Support Project Name: Central Valley Police Department AED SCA Survival Project Proposal Summary The Central Valley Police Department was founded in 1865 with one officer serving the newly built town of 50. Today, Central Valley is a second-class city with a population of 18

19 15,000. The police department provides both traditional and community policing support to Central Valley. The services include traffic patrol, bike patrol, participation in the regional drug taskforce, participation in the regional gang taskforce and a school resource program. The city has two major highways intersecting through the middle of town on mountainous roads. There is one school district, two distribution centers, a shopping center and some small-scale manufacturing. The average age is 47 with senior citizens accounting for 36% of the population. The CVPD was awarded the PA Traffic Safety Award for reduction in traffic accidents on state roads in The School District Association awarded our school resource officer the Officer of the Year award The CVPD received several federal grants for additional services such as COPS grant, Safe Schools grant and funds from the rural community fund. The CVPD also partners with the CVPD Lead and Seed drug and alcohol prevention program with the school district and 6 other community partners. Central Valley is a semi-rural community with 15,000 people. The Central Valley Police Department is comprised of the chief, 12 sworn officers and one school resource officer. The department does not currently have AEDs in all of the patrol vehicles. In recent months, the CVPD has responded to several emergency calls prior to the arrival of emergency medical services where the availability of a trained police officer and an AED in the patrol vehicle would have been able to save a life. The Central Valley Police Department AED SCA Survival Project is a partnership between the CVPD and the Central Valley hospital to obtain AEDs and have every officer trained in their use to decrease the number of sudden cardiac arrests in Central Valley occurring when a police officer arrives on the scene first Problem Statement According to the Center for Disease Control (CDC) Every year about 785,000 Americans have a first heart attack and Another 470,000 who have already had one or more heart attacks have another attack. Project Description The CVPD has received two AEDs through a generous donation from the Central Valley Main Bank Foundation. Three more devices are needed to enable the department to 19

20 have one AED per patrol vehicle. In a partnership with the local Central Valley hospital, training will be provided annually at no cost to the police department officers by certified hospital personnel. The CVPD will maintain the AEDs within their annual budget. 21 Completing your Grant Application As with any grant application you must follow all directions, review all the recommended websites and have a full understanding of the federal requirements for the field of work in which you are attempting to obtain funding. Once you have identified the appropriate funder, read the request for proposal very carefully and create your grant application as directed by the RFP. Most of the work required for justification of the project has been completed in your preplanning process. Other grant information may be required concerning any partnerships or programs you need to develop to complete the application.
