3 AAMVA s Awards Program AAMVA s awards program fosters a tradition of excellence in the motor vehicle and law enforcement community by honoring individuals, teams, and organizations who have committed their time and resources to safety and security initiatives, outstanding customer service, and public affairs and consumer educational programs throughout North America. Each year, AAMVA receives numerous outstanding submissions in each category and through a rigorous judging process selects those that are exemplary. Awards are presented at our Regional Conferences and at our Annual International Conference. Submission Information All submissions must conform to the specifications listed in each award description (starting on page 7). Each jurisdiction agency should complete and send one award entry form with the accompanying information specified in each award description for each award submission. Each award submission should be sent in a separate . Martha Irwin Awards for Lifetime Achievement in Highway Safety are by nomination from a chief motor vehicle or chief law enforcement administrator only. In the event that the chief administrator is the nominee, the nomination can be submitted by a deputy administrator. Each jurisdiction agency can submit a nominee for each category (MVA and LE) but can submit only one nominee in each category (MVA and LE). For the Community Service Award, each agency can only submit ONE program for consideration. For PACE Awards, entries can be submitted to multiple divisions but no one entry can be submitted for more than one category within each division. 7 Sample Submission (page 3 of 3) Award Description Document Sample: 1. Name of the award being submitted: PACE Category 4A Media Event/Press Day Award 2. Name of the award entry (This should be the name you want to appear on the award and in all resulting promotional Sample Jurisdiction Agency Teen Driver Safety Day 3. Brief summary of the award entry (3-5 sentences that summarize the media event/press day and its intended purpose) The Sample Jurisdiction Agency announced a teen driver safety campaign to the public through a press conference for local reporters with a distracted driving simulator. The goal was to inform and raise awareness of many safety issues teen drivers face on the roads, and to help change dangerous behaviors. The press conference generated a wide variety of coverage, with stories appearing on local news broadcasts and in print and online publications. 4. Describe the media event/press day, including its objectives, its intended audience, the strategy employed, the tactics used, the outcomes, and the methodology used to measure its effectiveness (not to exceed 500 words). The Sample Jurisdiction Agency wanted to inform teen drivers of the dangers of distracted driving. The Jurisdiction Agency worked with internal communications staff and resources to craft a campaign to educate teen drivers of these dangers, and ultimately, to get young drivers to abandon this behavior behind the wheel. The campaign was scheduled to kick off in September, at the beginning of the school year. To launch the campaign, Jurisdiction Agency coordinated a press conference, inviting local reporters through phone calls and an ed media advisory about the event. The Jurisdiction Agency worked with the administration at a local high school to hold the press conference in their gymnasium. In addition to remarks from Sample Jurisdiction Agency Administrator, John Smith, the Jurisdiction Agency welcomed a Sample State Senator speak, as well as a local student who had been involved in a crash caused by distracted driving to tell her story. The press conference was complimented by a distracted driving simulator that students from the high school could try out to see just how much distraction affects their driving skills. At the event, students were asked to sign a pledge to have No Distractions Behind the Wheel, and 90% percent of those in attendance signed the pledge. Having Jurisdiction Agency representatives, the Senator, and the teen drivers all in one place made it easy for reporters to conduct interviews, and the distracted driving simulator in a high-school setting made for interesting visuals. The press conference generated a wide variety of coverage, with stories appearing on local news broadcasts and in print and online publications. 8 Award Description Safety Awards Martha Irwin Award for Lifetime Achievement in Highway Safety Motor Vehicle Administration The Martha Irwin Award for Lifetime Achievement in Highway Safety is presented annually to an AAMVA member jurisdiction employee or other individual whose primary function is directly associated with highway and traffic safety efforts and who has had a distinguished career in this arena. The individual can be currently active or retired. One award is presented for achievement in highway safety in Motor Vehicle Administration (MVA) and one for achievement in highway safety in Law Enforcement (LE). The Martha Irwin Award is presented at the Annual International Conference. Martha Irwin Awards are by nomination from a chief motor vehicle or chief law enforcement administrator only. In the event that the chief administrator is the nominee, the nomination can be submitted by a deputy administrator. Each jurisdiction agency can submit a nominee for each category (MVA and LE) but can submit only one nominee in each category (MVA and LE). Criteria for selection: Extent of lifetime contributions and achievements Impact on highway safety 1. Name of the award being submitted: Martha Irwin Award for Lifetime Achievement in Highway Safety Motor Vehicle Administration 2. Name and title of the individual who you are nominating 3. Jurisdiction and agency of the individual who you are nominating 4. Number of years the nominee has served with the current jurisdiction and agency 5. 10 Award Description Service Awards Trailblazer Award The Trailblazer Award recognizes a jurisdiction agency or individual who identified and implemented innovative changes that positively affected their agency and/or community. The innovative changes must be transferable to other jurisdictions or organizations, such as best practices, model legislation, standards, etc. This can be either an agency or an individual award. The Trailblazer Award is presented at the International level only at the Annual International Conference; no regional awards are presented. This award will be presented only if judges determine submissions are worthy of recognition. Criteria for selection: Innovative change positively affected the agency and/or community Intended program benefits were achieved Measureable improvements Transferability of the innovative change Unintended benefits 1. Name of the award being submitted: Trailblazer Award 2. Name of project/program or individual (This should be the name you want to appear on the award and in all promotional 3. Brief summary of the innovative changes (3-5 sentences that summarize the project/program or individual) 4. Describe, in detail, the innovative changes that took place (not to exceed 500 words). 5. 11 Award Description Service Awards Excellence in Government Partnership Award The Excellence in Government Partnership Award recognizes a successful project/program developed and implemented in cooperation with public or private sector organization(s). This is an agency award. There will be one agency recognized as the Regional winner in each region and of those four, one will be chosen as the International winner. If the entry represents the work of more than one agency or entity, please submit one entry form that has contact information for each agency or entity. Criteria for selection: Overall success of the project/program Opened or expanded dialog with another government agency or private sector organization Created efficiencies Increased convenience for governmental services to citizens or bridged gaps in service delivery Reduced costs by at least 10% for one or all government agencies involved and/or increased funding by 5% for the government agency Resulted in improvements for a group of citizens to function in society Serves as model for other jurisdictions 1. Name of the award being submitted: Excellence in Government Partnership Award 2. Name of project/program (This should be the name you want to appear on the award and in all resulting promotional 3. 12 Award Description Service Awards Innovative Use of Technology Award The Innovative Use of Technology Award recognizes jurisdictions that have implemented technology tools that directly enhance access to services or the service experience. This is an agency award. There will be one agency recognized as the Regional winner in each region and of those four, one will be chosen as the International winner. Technology is related to the delivery and improvement of service Quantitative data shows dollar return on investment, staff efficiencies, and/or increased adoption of electronic services Program demonstrates a measurable benefit to the public and the agency Program serves as an inspiration or model for further innovation 1.
