1 2016 Municipal Sustainability Awards Each year, the Alberta Urban Municipalities Association (AUMA) recognizes members who have demonstrated excellence in implementing Municipal Sustainability Plans (MSP). The following categories of awards will be presented: 1. Sustainability in Action Award recognizing achievements in a specified dimension of sustainability. For 2016, the focus is on economic sustainability, which relates to creating a flourishing and diverse local economy through municipal decisions that foster economic development, and create communities in which people want to live and work. One award will be presented to: a. Municipalities with populations of 2,500 or less. b. Municipalities with populations of 2,500 to 10,000. c. Municipalities with populations of 10,000 or more. 2. Above and Beyond Award recognizing staff, residents, or organizations who help municipalities achieve their economic development goals. P a g e 1

3 Procedures 1. A municipal sustainability plan is in general conformance with the Association s municipal sustainability initiative if the plan involved the community in its preparation and (a) addresses five dimensions of municipal sustainability: governance, economy, culture, society and environment (b) includes a description of the community s current state and its vision, core values and goals (c) proposes strategies to address issues critical to achieving the vision (d) establishes priorities and sets out an implementation plan (e) includes provisions for monitoring progress. 2. The Municipal Sustainability Awards Selection Committee will be comprised of four (4) representatives appointed as follows (a) One (1) member of AUMA s Board of Directors (b) One (1) member of an AUMA standing or adhoc committee related to theme of the Sustainability in Action award that year (c) One (1) member CAO (d) One (1) external representative experienced in sustainability planning 3. Applications/Nominations for awards must be submitted to the Chief Executive Officer of the AUMA by June 15 in each year unless otherwise specified through approval of the Board. 4. Application/Nomination forms will be updated each year based on the award criteria. 5. The Chief Executive Officer will review each application/nomination to ensure that it is complete and will present the applications to the Municipal Sustainability Awards Committee for consideration. 6. The Committee will review each application/nomination and make a recommendation to the Board on awards to be presented during the current year. 7. A recommendation under section 6 may be that no award be presented in the year in any award category. 8. The Board will decide distribution of awards. The Board has full discretion on giving an award or not. 9. Following the Board decision, the Association will inform the award recipients and announce the awards by media release and on the AUMA website prior to the convention. 10. Awards will be presented at the President s Dinner or such other time as the Board may decide. P a g e 3
4 Sustainability in Action Award The Sustainability in Action Award recognizes a Regular Member of the Association that has demonstrated excellence in implementing its MSP and achieving measurable outcomes in one of the following specified dimensions of sustainability that rotates each year: Environment, Society, Governance, Economy, and Culture. To be considered for the Sustainability in Action Award, a Regular Member will typically demonstrate that: a. Its MSP has been integrated into the day-to-day operation of the municipality and its decision making structures; b. Measurable progress towards the goals in the plan related to the specified dimension of sustainability have been achieved; c. There is a robust monitoring mechanism in place and regular reporting of progress to the public; and d. There is a strategy in place to review and update the plan. A Council, a Standing Committee, or the Board may nominate a Regular Member for the award by submitting a completed nomination form and councils can self-nominate their own municipality (Appendix A). The award will be a certificate, plaque or other form of suitable recognition, and the award winner will be featured in AUMA communications. P a g e 4
5 Above and Beyond Award The Above and Beyond Award recognizes staff, residents or other organizations who have played a significant role in implementing a municipality s sustainability plan and achieving the community s goals in one of the following specified dimensions of sustainability that rotates each year: Environment, Society, Governance, Economy, and Culture Eligible applicants/nominees may include municipal staff, residents, and/or organizations active in the community, and may even include a committee made up of municipal officials and residents. Nominees for the Above and Beyond Award will have gone the extra mile in one or both of the following areas: a. Championing the concept and principles of municipal sustainability planning within the community or municipal organization; b. Playing a key role in implementing a specific initiative that contributed to measurable progress of a municipality s sustainability plan in the specified dimension of sustainability. A municipal Council, Standing Committee/Board or staff member may self-nominate, or nominate other staff, resident(s), or an organization for the award by submitting a completed nomination form to the AUMA (Appendix B). The award will be a certificate, plaque or other form of suitable recognition, and the award winner will be featured in AUMA communications. P a g e 5

(15pts) Examples could include but are not limited to: Successful implementation of the Business Vitality Alberta or Tourism Vitality Alberta toolkit Development and implementation of economic development strategies Business attraction, retention and expansion initiatives (e.g. business incubation, business counselling, industrial parks, marketing plans) Tech-led economic development Business friendly governance policies (e.g. reducing timelines for approvals, coordination between economic development and planning departments) Labour attraction and retention initiatives Downtown development and revitalization Capacity building and training for entrepreneurs 2.
