1 Native Cultures Fund Grant Guidelines and Application for: Community Partnerships with Native Artists Grant size: $1,000-$5,000 Eligible Areas: Urban and rural communities of California from the Tolowa/Dee-ni Nation peoples near the Oregon border, inland to the western Nevada border, and south to the Chumash peoples of the Santa Barbara area. 2 Program Background: Initiated and led by Native Peoples, NCF supports Native arts, cultural revitalization and cultural transmission between generations. Grants and regional gatherings focus on methods of building greater cultural participation in communities and learning from elders who create the cultural context for our work. Since 2000, the Native Cultures Fund has made over one million dollars in grants to over 280 community projects in rural Native communities of northern and central California. A Native California Steering Committee provides regional cultural leadership for the program. Building upon the vision of the community leaders who designed the pilot year program in 2000, committee members define regional values, long-term goals and review grant proposals. NCF is a program of Humboldt Area Foundation in partnership with the William & Flora Hewlett Foundation, the Jack Montoya Memorial Fund for the Preservation of Native American Culture, individual donors, and other funders. Humboldt Area Foundation promotes and encourages generosity, leadership and inclusion to strengthen our communities. Founded in 1972, HAF primarily serves residents of Humboldt, Trinity, Del Norte and Curry Counties, with a broader service area for certain programs such as Native Cultures Fund. Grant Criteria: This is a Fund dedicated to supporting California s original peoples, their art and revitalization of culture. Preference will be given for grants involving (1) new art created by Native artists, (2) cultural mentorship between generations, and/or (3) creation of a cultural model that can be shared. Everything from traditional art and culture to contemporary art projects or programs are eligible. Individuals or community partnerships may apply. Examples of eligible art: o Contemporary visual arts o Multi-media productions o Storytelling workshops o Radio or video productions o Theater productions o Sacred sites rehabilitation or construction A partnership may consist of members of one cultural group or it may involve an inter-tribal, inter-cultural or urban-rural collaboration. The project must occur within the service area. Partnerships should be based on reciprocal relationships, consensus building and cultural models of ownership. Oral histories and language materials cannot be owned by the professional artists in community partnerships. The following are not considered for funding: overhead costs for Tribes or large organizations, scholarships, college tuition and artists working in degree programs, capacity building, and economic development. 4 Grant Application Attachments 1. Submit a typed two-to-four page narrative that includes answers to the following, plus any other information you feel is important: Project Purpose: The purpose statement answers the questions, Why is this project important to my community? What are we hoping to achieve by the end of the project? Artistic Merit: Identify the art form your project will create. Project Description: Provide a detailed description of project activities, goals of activities and their time frame. How are community members involved in the process and product of making art? Project Outcome: What will a successful project look like? How do you intend to share this with the community? Your History: Have you received a previous grant from the Native Cultures Fund? If so, please list the year, the project name and the amount received. Community Partnerships should also address the following: o o o Describe all participants within the partnership. List contact information for key participants. What tribes or cultures are represented? List the qualifications of the Master Artist(s) and the skills they plan to teach. Protocol for Collaboration: What is your agreement relating to the usage and ownership of cultural content? At least two letters of support from members of the Community Partnership. Letters should describe the roles and responsibilities within the partnership and the significance of the art form to the community. Additional letters from community or cultural members in support of the project are encouraged. 3. Resume of Primary Artist. (Limit to two pages). 4. Artist Samples (3 pages of written work or 5 minutes of audio/media/video or 10 digital or traditional slides or 10 prints or photos of work.) 5. 6 AGREEMENT TO GRANT TERMS FOR ORGANIZATIONS By signing this application form, the Legal Applicant enters into an agreement with the Humboldt Area Foundation that would take effect should the grant be awarded. The applicant attests that: 1. ACCURACY: The information contained in this application and in any attachments thereto is true and correct to the best of your knowledge. 2. STATUS: The applicant organization is a nonprofit charitable or public benefit (federal tax exempt) organization, public school, government agency, or Indian tribal government or has a qualified fiscal sponsor. 3. USE OF FUNDS: Understands and agrees that all grant funds will be applied to the project in accordance with the description and budget provided in this application as set forth in the award letter. Any significant change in the use of these funds will require prior approval by the Foundation. Requests for changes must be submitted in writing. If the revisions are not accepted or funds are not expended for the purpose and the manner agreed to by the grantee, the Foundation reserves the right to cancel the grant and any further payments and said funds must be returned to the Foundation. 4. EXPIRATION: Understands and agrees that grants must be paid within one year, unless otherwise specified. Any requests for extensions of time must be submitted in writing prior to the expiration date. Grants not paid or granted an extension can be cancelled without notice after the expiration date. 5. AUDITS AND FINANCIAL REPORTS: Understands that the Foundation may require periodic financial and narrative reports from the grantee covering use of the funds received from the Foundation and agrees to supply such information if requested. Proof of expenditure may be required. 6. PAYMENTS: Understands and agrees that the Foundation makes grant payments on a reimbursement basis for grants over $2,000.
